The performance test in a public survey is conducted by a sample survey and the sampling rate of the performance test is a very important factor in the test process. Since the current sampling rate was decided empirically at an earlier time, it has been criticized for two points: the first is that it has a lack of a theoretical background on the decision for the sampling rate and the second is that the sampling rate should be improved in accordance with current test situations. In this paper, we review the present state of performance tests in public surveys in Korea and study the relationship between the rate of the performance test and fitness probability, number of tests, and the success rate in order to create a theoretical background to improve the test rate. In addition, we discuss relationship between the test rate and cost in the performance test.

최근 업계에서는 테스트의 중요성이 대두되면서 테스트 활동에 대한 테스트 성숙도 모델 적용을 통해 테스트 프로세스의 지속적인 개선을 도모하고 있다. 하지만 기존의 모델들이 외국 기업의 소프트웨어 개발 환경을 기반으로 하고 있어 중소 규모의 소프트웨어 개발 업체에서 이를 적용하기에는 비용과 기간 면에서 어려움이 따른다. 또한 체계적인 심사방법을 제시하지 못하고 있어 성숙도 모델의 적용에 대한 평가가 어려운 실정이다. 본 논문에서는 심사의 객관성을 확보하는 동시에 심사 비용 및 기간을 축소할 수 있는 방안을 제시한다. 심사의 객관성 확보를 위해 심사 대상 문서의 연관관계 테이블과 활용 기록을 기준으로 문서 심사를 수행하도록 하였으며, 심사 기간과 비용을 줄이기 위해 검증(Verification) 활동 중심의 문서심사를 문서 활용도에 대한 심사로 대체하고 각종 검토 활동 및 교육 활동을 통폐합 하였다. 개선된 심사모델을 도입함으로써 심사 기간이 단축될 수 있으며, 정형화된 심사 지침서의 활용을 통해 객관성을 확보할 수 있는 효과를 기대할 수 있다.

이 연구는 국회 원내 생산성의 평가 범주를 법안심사, 예 결산심사, 국정감사의 3개 범주로 나누고, 법안심사, 예 결산심사, 국정감사의 산출물을 국회의원에게 투입된 비용으로 나눈 결과를 역대 국회별 정부유형별로 비교하여 민주화 이후 국회생산성의 추이를 종합적으로 평가했다. 국회 원내 생산성을 측정해본 결과, 정부유형이 법안심사, 예 결산 심사, 국정감사 생산성에 영향을 미치고 있음을 확인할 수 있었다. 단점정부는 법안심사에서 대통령과 집권당에 우호적인 환경을 제공해 줌으로써 전체 법안 가결의 생산성이 높아진다. 그러나 예 결산 심사의 생산성은 정부예산의 수정률이 낮아짐으로써 생산성이 낮아지고, 국정감사 역시 행정부의 정책집행에 대한 지적사항을 반대당 지배 국회보다 적게 산출함으로써 생산성이 낮아진다. 반면 분점정부는 대통령과 집권당에게 비우호적인 입법 환경을 제공함으로서 법안심사의 생산성은 낮은 반면, 정부 예산안의 삭감비율이 높아지면서 예 결산 심사의 생산성은 높아지고, 국정감사에서 행정부에 대한 다수의 시정요구를 함으로써 국정감사의 생산성 역시 높아진다. 결국 생산성의 높고 낮음이 문제가 아니라 생산성의 내용이 중요하다. 생산성의 '절대값'보다 생산성의 내용과 성격에 대한 이해가 선행되어야 하는 이유가 여기에 있다.

한국토지주택공사가 입찰업체 심사과정을 완전공개 하는 새로운 입찰심사제도를 도입하는 등 입찰 업체선정을 둘러싼 잡음을 제거하기 위해 발 벗고 나섰다. 한국토지주택공사(사장 이지송, 이하 LH)는 건설부조리를 뿌리 뽑고 기술력만으로 경쟁하는 공정한 입찰질서를 확립하기 위하여 "투명한 심사조직, 깨끗한 심사위원, 공정한 심사제도"를 모토로 LH 만의 독자적인 심사제도인 '투명하고 공정한 LH클린심사제도'를 마련 운영키로 했다. 이에 따라 지난 3월 4일부터 6일까지 시행하는 보금자리주택 2차 시범지구(구리갈매, 부천옥길, 시흥은 계) 설계용역 및 아산배방, 인천청라 U-City 구축사업 심사부터 성공적으로 적용했고, 앞으로 시행할 영종자동크린넷 등 모든 턴키심사에 적용한다고 밝혔다.

More efforts have been given to solve the problems related to computer software by process assessment. ISO/IEC 15504(SPICE) has been developed as standardized means for process assessment. The purpose of this paper is to design and implement a process assessment system which is appropriated to the Korean assessment environment based on ISO/IEC 15504. Referring documents are: IS0/1EC 15504 standardized documents, the assessment provisions of the SPICE committee in Korea, and research papers applied the existing process assessment system to real cases. Among a lot of processes, this system is designed for (ENG2). The proposed system in the paper will support the whole process of assessment, presenting the goals and end-products for each assessment step and making it possible to compose and save the product on the same screen. In determining process rating, assessors can retrieve the saved data and documents. By doing so, the system will improve reliability in process rating. The proposed system includes 7 steps of pre-assessment and 9 steps of actual assessment in order to fully prepare assessors for process assessment. And each step has been standardized to improve user-friendliness. This system is designed to provide assessors with specific details of standardized documents, the goals of the process, outcomes of implementing the process, and presentations of base practices and input/output products. Above all, the system automatically generates an assessment rating, by calculating based on input data which assessors make out. It also presents outcomes graphically.

Open peer review intends to help review a manuscript in a transparent and accountable manner, opening up the identity of a reviewer and authors in a scholarly journal. Although some research about open peer review, for example, authors' understanding of open peer review, exists, research about editors' perspectives of a scholarly journal in Korean domestic science and technology fields has not been found. Editors' views may include whether an academic journal plans to adopt open peer review, when they might adopt it, or what the possible benefits, challenges, and issues in adopting open peer review would be. This paper presents a survey scheme, data, and analysis of Korean editors' perspectives on open peer review. Specifically, we designed the online survey questionnaire, collected the survey data from journal editors, and analyzed the survey results to explore editors' understanding of open peer review. We then compared our research with previous work, such as our Focused Group Interview and other similar domestic and foreign analysis. This study result is expected to help make an open peer review policy for public institutes to provide essential services for scholarly journals, including a scholarly peer review system. Academic society may also get some insights in adopting the open peer review method in the peer-review process.

소기업의 프로세스 심사는 재정 및 인적 자원의 한계로 실행되기 어려운 여건을 가지고 있다. 이러한 소규모 조직의 프로세스 심사 과정과 심사 대상 프로세스는 일반적으로 중견 또는 대기업을 대상의 그것과는 차별적으로 적용되어야 한다. 본 연구에서는 소규모 조직의 소프트웨어 프로세스 개선을 위한 프로세스 심사 방법을 제안하였고 실제로 2개 기업에 적용하여 보았다. 여기에서 심사 대상 프로세스를 선정하는 것이 중요한 부분을 차지하는데, 이는 해당업체가 주관적으로 필요하다고 생각하는 "업체선정" 프로세스와 전문가가 객관적으로 중요하다고 판단하는 "전문가선정" 프로세스를 조합하는 방법을 취했다. 여기서 "전문가선정" 심사 대상 프로세스의 선정은 전문가들을 대상으로 한 2차에 걸친 델파이 설문조사 결과를 분석한 최종 산출물이다. 그리고, 선정된 심사 대상 프로세스를 중심으로 두 업체의 소프트웨어 프로세스를 시범적으로 심사하여 보았다.체의 소프트웨어 프로세스를 시범적으로 심사하여 보았다.

해상교통안전진단제도가 도입된 이후 다수의 안전진단이 수행되고, '11년 6월 '해사안전법'으로 전부 개정된 후 진단시행지침의 전부 개정을 통해 미비사항을 개선하고, 진단전문기관을 지정하는 등 정착 단계에 이르렀다. 하지만, 안전진단제도가 운영되는 단계에서 심사과정에 대한 다양한 개선요구사항이 대두되고 있다. 즉, 당연직 중심의 심사위원회 운영으로 해상교통안전만을 중시한 보완요구, 다단계의 보완지시에 따른 전반적인 심사처리기간 장기화 등으로 자칫 제도자체의 실효성에 의문을 제기할 우려가 있다. 따라서 본 연구에서는 심사위원회 운영상 문제점을 분석하여 개선사항을 도출하였다. 또한, 시설물 안전진단, 해역이용협의평가, 환경영향평가 등 유사제도의 심사체계 사례분석 및 영향평가제도에 대한 감사원 감사결과를 분석하여 원활한 업무처리 및 합리적인 운영방안을 제시하였다. 향후 과제로는 고시(지침)에 근거한 전문기관 설립근거를 해사안전법에 반영하고, 원활한 심사진행을 위해 사업특성 및 해상교통에 미치는 영향정도에 따라 심사과정을 이원화하여 운영할 필요가 있다.

저널 논문 투고 및 심사시스템에서의 논문 제출은 상시 이루어진다는 특성 때문에 논문이 제출된 시점에 적절한 심사자들을 찾아 배정하기란 쉽지 않은 문제이다. 본 논문에서는 이러한 문제를 해결하기 위하여 제출된 논문에 적절한 심사자들을 추천해주는 알고리즘을 제시하고자 한다. 심사자 추천 알고리즘에서는 해당 논문의 전문가를 심사자로써 추천하기 위하여 제출된 논문들의 키워드(Keyword)와 심사자들의 전문지식태그(Expertise Tag) 정보를 활용한다. 또한 심사자들의 기존의 심사 정보를 토대로 심사활동지수를 평가하여 이를 심사자 추천에 활용하고자 한다. 제안하는 알고리즘을 검증하기 위하여 본 논문에서는 실제 저널 논문투고시스템에 추천 알고리즘을 적용해보고 이의 결과를 제시한다.

In journal manuscript submission and review systems, authors can submit their manuscript at any time and editorial members are struggling to find proper reviewers for the submitted manuscripts and assign them to such reviewers. In order to solve this problem, we propose a greedy algorithm and a genetic algorithm to recommend proper reviewers for the submitted manuscripts. The proposed algorithms evaluate reviewers' speciality for the submitted manuscripts by using the submitted manuscripts' keywords and the reviewers expertises. In addition to that, they take the fairness among the reviewers' speciality and the review frequency for consideration. To verify the proposed algorithms, we apply them to the JIPS manuscript submission and review system that the Korea Information Processing Society has operated, and present the results in this paper. By performing the performance evaluation of the proposed algorithms, we finally show that the genetic algorithm outperforms the greedy algorithm in terms of the recommended reviewers' fitness.
