  • This study analyzed the causes of flood accidents, such as isolation and lost footing accidents in Dorimcheon, to provide legal and institutional improvements. For cause analysis, Field Investigation, Stakeholder Interview, Report, manual, Law et al. Review, Analysis of water level change characteristics, automatic alarm issuance standard level analysis, and evacuation time according to river control were evaluated. Dorimcheon has the characteristics of a typical urban river, which is disadvantageous in terms of water control. In addition, the risk of flood accidents is high because the section where fatal accidents occur forms sharply curved channels. Tripping and isolation accidents occur in the floodplain watch and evacuation stage, which is the stage before the flood watch and warning is issued. Because floodplain evacuation is issued only when the water level rises to the floodplain, an immediate response according to the rainfall forecast is essential. Furthermore, considering that the rate of water level rise is up to 2.62 cm/min in Sillimgyo 3 and Gwanakdorimgyo, sufficient evacuation time is not secured after the floodplain watch is issued. Considering that fatal accidents occurred 0.46 m below the standard water level for the flood watch, complete control is very important, such as blocking the entry of rivers to prevent accidents. Based on these results, four improvement measures were suggested, and it is expected to contribute to the prevention of Tripping and Isolation Accidents occurring in rivers.

  • Post weld heat treatment(PWHT) of weldment of the low alloy steel is carried out to remove residual stress existing in weldment and to improve fracture toughness, but it is often observed that there occurs grain boundary failure and that fracture toughness decreases in weld heat affected zone(HAZ)because of PWHT. In this paper, the effect of heating rate and holding time of PWHT on fracture toughness were evaluated by crack opening displacement (CDD)test and micro-hardness test under the constant stress simulated residual stress in HAZ of Cr-Mo steel. The experimental results are as follow; (1)Transition temperature of weld HAZ after PWHT was dependent upon heating rate greater than holding time, and fracture toughness was decreased with an increase of the heating rate. (2)Softening ration of the notch tip was increased with holding time within one hour and saturated after one hour, but under applied stress it was increasing continuously. (3)The average hardness value in weld HAZ was increased with heating rate of PWHT.

  • We developed the platform safety step system for the passenger to avoid misstep accident and secure the pedestrian safety. In this study, we classify platform safety step system into hierarchy system and predict the failure rate of each part and calculate the failure rate & MTBF(Mean Time Between Failure) of each module(sub-system) by means of RBD(Reliability Block Diagram) & FTA(Fault Tree Analysis). Finally, we will propose the reliability analysis results for RAMS analysis of platform safety step system.

  • A 34-year-old man with ACL total rupture due to slip down injury, had received ACL reconstruction using autogenous hamstrings tendon with cross-pin femoral fixation. Postoperative course was as usual. But postoperative 3 months later, he complained posterolateral knee pain, recurrent effusion and mild instability. He was managed repeatitive aspiration and nonsteroid antiinflammatory drugs but was failed to relieve symptoms & signs. In CT scans, perforation of posteromedial femoral cortex of lateral femoral condyle was found. In second look arthroscopy, two pieces of broken femoral cross pin were found in between tibiofemoral Joint which was badly injured cartilage. We considered malposition of pins was the main cause of failure. We propose that femoral tunnel must be made more acute angle and femoral cross-pin guide must be positioned more external rotation 10-20 degree than transepicondylar axis made confirm the cross-pin tunnel position in order to avoid posterior cortex perforation and early failure.
