Improving the Defense R&D Process for Constellation Satellites Based on Space Operational Concepts (우주작전개념에 기초한 군집위성의 국방연구개발 프로세스 발전 방안)

  • As hegemonic rivalry between nations extends to the space domain, the race for pre-amption of low-Earth orbit is becoming intense. With the end of the U.S.-ROK missile guidelines, South Korea is focusing on establishing a space strategy for space security and developing space weapons systems. Nevertheless, there are challenges that need to be addressed to enhance its defense space power, such as a non-established acquisition process of space weapon system. This paper derived implications for the development of Korea's space defense capabilities using space operational concepts based on national security and space strategies. Improvement factors for process such as design test evaluation and Design Decision Review were then proposed for the acquisition of constellation satellites in the defense sector.

  • Small satellites can be used for various space research and scientific or educational purposes due to advantages in small size, low-cost, and rapid development. Small Satellites have many advantages of application to Responsive Space. Compared to traditional larger satellites, however, Small satellites have many constraints due to limitations in size. Therefore, it is difficult to expect high performance. To approach maximum capability with minimal size, weight, and cost, standard modular platform of Small satellites is necessary. Modularity supports plug-and-play architecture. The result is Small satellites that can be combined quickly and reliably using plug-and-play mechanisms. For communication between modules, standard bus interface is needed. Controller Area Network(CAN) protocol is considered optimum data bus for modular Small satellite. CAN can be applied to data communication with high reliability. Hence, design optimization and simplification can also be expected. For ease of assembly and integration, modular design can be considered. This paper proposes development method for standardized modular Small satellites, and describes design of data interface based on CAN and a method of testing for modularity.

  • 인공위성은 전자와 양자들로 인한 방사현상, 위치에 따른 온도변화 및 진공에 의한 영향 등 극한 우주 환경에서 동작하므로 항상 위험에 노출되어 있다. 특히 저궤도 관측위성은 지구와의 통신이 제한적이기 때문에 위성에 문제가 발생할 경우 신속한 대응이 어려워 질 수 있다. 따라서 위성을 설계할 때에 다양한 오류 상황을 예상하고 이에 대비하여 비상 시 운영 가능한 방안을 마련해야 한다. 본 논문에서는 소프트웨어적인 비상 운영 방법을 제안한다. 위성에서 발생하는 오류를 기록하여 지상으로 전달하는 방법과 긴급한 문제가 발생 하였을 경우 주요 파라 미터를 확인하여 위성에서 조치를 취할 수 있는 방법에 대해 소개하도록 하겠다.

A Study on the Applicability of Air Launch Vehicle (공중발사체의 활용가능성 분석 연구)

  • As the global demand for small satellites weighing less than 500 kg increases, the development and operation of dedicated small launch vehicles increase significantly. The responsiveness of a launch vehicle that puts a small satellite into a target orbit at the desired time is attracting attention. As a result, interest in the air launch is increasing in the rapid establishment of a constellation. As the demand for small satellites in south Korea increases, this study performed analyses on the applicability of an air launch vehicle using a large civil aircraft considering the geographical environment. In terms of responsiveness, mission response times were compared and analyzed for air launch vehicles and ground small and large vehicles. In addition, an air vehicle and a small ground vehicle were quantitatively compared and analyzed for the orbital insertion performance. As a result of the analysis, the air launch vehicle has limited responsiveness in Korea regarding rapid satellite constellation establishment. However, it can be an effective alternative for low inclination angle orbit insertion with the benefit of a fast turnaround time. Furthermore, the performance of the orbital injection is close to that of the ground small launch vehicle, and the high efficiency in terms of the required propellant mass is possible, so air launch can be an effective launch means for putting small satellites into orbit in Korea.

A Study on AR-based Interface Technique for efficient UAV Operation using a See-through HMD (투시형 HMD를 이용한 효율적인 UAV 운용을 위한 증강현실 기반의 인터페이스 기법에 대한 연구)

  • In order to effectively prevent and respond to disasters, several techniques have been developed in which the pilot wearing a see-through Head Mounted Display (HMD) performs disaster-related rescue activities using images transmitted from an Unmanned Aerial Vehicle (UAV). However, these techniques have limitations in quickly determining and executing tasks appropriate to the on-site situation because the pilot cannot recognize the entire field in an integrated manner. In order to overcome these problems, we propose an AR based-interface technique that allows the rescuer wearing a see-through HMD to operate a UAV efficiently. Simulation results show that the proposed interface technique allows the rescuer wearing a see-through HMD to control the gimbal and flight of the UAV at a high speed based on finger gestures in a visibility situation.

  • 최근 전 세계적으로 구제역, 화산, 지진재해 등 장기적이고 광역적인 재해 재난의 심각성을 반영하는 듯 다양한 기술개발과 재난관리 적용성에 관한 연구가 전개되고 있다. 그 가운데 인공위성에 대한 가치와 활용에 대한 기대치가 높아짐에 따라 국내외로 신속한 재난대응 및 광역적 피해지역에 대한 조기분석 등에 관한 다양한 지원체계구축에 대한 연구가 심화되고 있다. 국내에서도 재해 재난에 대한 인공위성의 활용성 및 실무적 대안마련에 대한 검토가 시작되고 있으며, 특히 재해시 영상의 확보 및 분석과 의사결정지원 등 재난관리 프로세스에 대한 정부부처의 활용방안 마련에 대한 기대가 높아지고 있는 가운데 재난총괄기관인 소방방재청은 국립방재연구소에 방재영상분석팀을 신설하였다. 2010년 1월 HAITI 지진피해, 2010년 12월 삼척 산불모니터링, 2011년 1월 포항 폭설피해 등의 재해 재난 분석을 통해 의사결정지원체계를 구축하고 있다. 위성영상 분석기술은 국외기관과 비슷한 실정이나, 본질적으로는 영상촬영 및 수급문제 해소에 있다고 하겠다. 현재, 지구관측센터(KEOC) 및 한국항공우주연구원에서도 이와 같은 수급체계에 대한 문제의식을 공유하고 있다는 점은 재난관리업무 담당자로서 고무적이고 개선에 대한 희망이 밝다. 향후 본 연구를 기반으로 우리나라 재난관리업무에 있어 위성영상을 기반으로 하는 선제적이고 과학적인 재난관리기법이 개발되고 방재분야의 위성영상활용의 위상이 높게 제고 되었으면 한다. 이와 관련하여 본 논문에서는 현재 전 세계적으로 운영되고 있는 인공위성들을 대상으로, 시 공간 해상도별 분포도를 작성하여 인공위성의 특성을 살펴보았다. 특히, 한국항공우주연구원과 소방방재청에서 2010년 10월에 가입한 국제재해관리를 위한 위성영상활용 협력기구인 International Charter에서 재해 재난관련 위성영상 분석 및 현황을 조사하여 재난유형별 활용성을 검토하였다. 마지막으로 조사 분석된 내용을 토대로 위성영상을 통한 재난관리 분야에 적합한 업무 프로세스를 도출하였다. 또한, 재해발생지역에 대한 신속한 위성영상의 확보와 정량적 피해규모 파악에 따른 응급 복구지원이 가능한 대응전략에 대해서 검토하였다.

Development of a Software for Re-Entry Prediction of Space Objects for Space Situational Awareness (우주상황인식을 위한 인공우주물체 추락 예측 소프트웨어 개발)

  • The high-level Space Situational Awareness (SSA) objective is to provide to the users dependable, accurate and timely information in order to support risk management on orbit and during re-entry and support safe and secure operation of space assets and related services. Therefore the risk assessment for the re-entry of space objects should be managed nationally. In this research, the Software for Re-Entry Prediction of space objects (SREP) was developed for national SSA system. In particular, the rate of change of the drag coefficient is estimated through a newly proposed Drag Scale Factor Estimation (DSFE), and is used for high-precision orbit propagator (HPOP) up to an altitude of 100 km to predict the re-entry time and position of the space object. The effectiveness of this re-entry prediction is shown through the re-entry time window and ground track of space objects falling in real events, Grace-1, Grace-2, Tiangong-1, and Chang Zheng-5B Rocket body. As a result, through analysis 12 hours before the final re-entry time, it is shown that the re-entry time window and crash time can be accurately predicted with an error of less than 20 minutes.

  • The Reform Aviation Act of 2004 that which devided the basic aviation act and the act related aviation accident investigation announced in July 2004. The purpose of this study is to review standards and recommendations of Annexes for International Civil Aviation Convention and CFR of FAA in USA, Aviation Act of Japan, Civil Aviation Act of Australia, Aeronautics Act of Canada, Air Navigation Act of Singapore. and then after these review, we tried to compare them with Korean Aviation Law, Enforcement Decree, Regulations related their system. At the result of this study, we find out many advanced countries divided into basic Aviation act and accident investigation act. finally we have suggested mid and longtern plan and implementation which applicable to set up domestic aviation law system.

  • AIS and V-PASS, which are used for safe navigation and automatic vessel arrival and departure, are mandatory standard equipment installed on all ships. If an aircraft is equipped with a ship identification system using AIS and V-PASS, and then ship identification information is received by a vessel such as a large fishery inspection boat or a patrol ship or a ground control system, we can quickly perform maritime surveillance and disaster response. This paper describes the development of a ship identification and display system using a ship identification device for aircraft. Flight test results and a future application plan are also included.

  • Recently released a top secret document explicitly shows that the early development plan for an earth observation satellite in the USA has a hidden and more important purpose for a concept of 'free space' than the scientific purpose. At that time, the hidden and secret concept imbedded within the early space development plan prevail other national policies of the USA government for purpose of the national security. Under these circumstances, it is quite reasonable to accept a possibility that the meteorological satellites which play a key role in the every area of meteorology and climatology was also born for the hidden purposes. Even it is so, it is quite amazing that the first meteorological satellite is launched in the USA despite of the facts that the major users of the meteorological satellites were not very enthusiastic with the meteorological satellite and the program was not started as a formal meteorological satellite project. This was only possible because of the external socio-political impact caused by the successful launch of the Russian Sputnik satellite and a few key policy developers who favored the meteorological satellite program. It is also interesting to note that the beginning of the first Korean meteorological satellite program was initiated by a similar socio-political influence occurred by the launch of a North Korean satellite.
