전자상거래(e-commerce)의 발달은 과거의 전통적인 상거래를 IT기술을 이용한, 새로운 시장구조를 제공하고 있다. 특히 인터넷을 통한 소프트웨어, 게임, 동영상 등 디지털 컨텐츠(digital contents)에 대한 상거래가 크게 증가하고 있어, 이러한 디지털 컨텐츠의 유통에 신뢰를 제공할 수 있는 시스템, 즉 디지털 저작권관리(digital rights management system), 또는 디지털 지적 저작권관리(digital intellectual property system)에 대한 유통 비즈니스 모델이 필요하다. XrML은 권리(rights)를 명시하는 언어로써 본 연구는 XrML을 이용하여 저작권관리에 필요한 권리구조를 구현한 시스템(prototype)을 표현했다. 벤츠와 그에 따른 서비스들을 사용할 수 있는 권리와 조건들을 명시해준다. XrML은 현재 디지털 저작권관리(Digital Rights Management: DIPR)에 가장 많이 쓰이고 있는 Rights Language이다. XrML은 ContentGuard가 개발한 DIPR 서술 언어로 전 세계 산업계 표준으로 추진하기 위하여 파트너 회사 확대, 기능 확장, 무료 / 공개 형식으로 보급을 추진중이다.

올 가을 안에 미 뉴욕에 있는 미국 연방파산법원의 판사 한 명은 연초에 재무상의 위기를 벗어나는 데 실패한 유수한 역사의 원전기업 웨스팅하우스의 운명을 결정짓게 될 것이다. 그 결정은 한 기업의 파산 이상으로 매우 중요한 의미를 가지는데, 그것은 서방 세계가 우리에게 위협이 되는 핵의 확산과 기후 변화라는 두 가지 문제를 해결하는데 주도적인 역할을 할 것인지, 아니면 세계 원전시장의 주도권을 러시아에 넘겨줄 것인지를 의미하는 것이다. 한국의 KEPCO는 UAE 등 해외의 공사를 포함, 원전을 예산과 공기에 맞춰 건설하는 것으로 명성을 얻었다. 그러나 최근에 새로 선출된 한국의 대통령은 지난 2011년 발생한 후쿠시마 원전 사고로 생긴 국민들의 두려움에 대한 대응책으로 탈원전 정책을 추구하고 있다. 만약 이 정책이 성공하게 된다면 자국 내의 원전 건설 기자재 공급 체제가 없어지게 되고, 그에 못지않게 중요한 외국의 신뢰마저 잃게 됨으로써 한국은 세계 원전시장의 경쟁 구도에서 퇴출될 것이다.

공공데이터 공개 의무 확대와 법제도 개선에 따라 한국 정부 및 지자체를 중심으로 공공데이터 서비스가 촉진되고 있다. 공공데이터 개방의 당초 취지는 일상 업무를 통해 만들어낸 수많은 데이터를 기업체와 국민이 쉽게 접근하고, 재사용을 가능하게 함으로써 정부는 신뢰성과 투명성을 향상시키고, 예비 창업자들에게는 새로운 시장과 창업 기회를 창출하며, 국민 참여 및 국민의 의사결정에 도움을 준다는 것이다. 하지만 이러한 정책 취지와 노력에도 불구하고 공공데이터 개방과 활용에 있어서는 여전히 어려움과 한계가 존재하고 있다. 이에 본 연구에서는 현재 진행되고 있는 정부 및 공공기관의 데이터 개방과 개방 데이터의 활용 현황을 분석, 진단해 보고 향후 공공데이터 개방 촉진 및 이용 활성화를 위한 정책적 방안을 제언해 보고자 한다.

Business organizations need to introduce trans-oriented response way and efficient management skill to survive in these days of severe struggle for existence. The new management models now ask organizations for building a new employee-employer relationship. As the economic recession continues and consumption shrinks around the world, many companies are in trouble. Companies will fall behind in the market unless they respond to this seamless and fast-changing business environment and market in a structured fashion. Therefore, the importance of leadership is growing bigger and bigger. This study reviewed prior literatures dealing with the servant leadership and surveyed workers in the service industry. Resultingly, it was found that servant leadership had positive effects on organizational commitment and organizational citizenship behavior, and that the superior's trust affected the effect of servant leadership on organizational commitment.

This study analyzed the economic analysis on the Cambodian inland waterway from Phnom Penh to Chong Kneas. The social discount rate of 3.5% was applied for the cost and benefit of projects and converted to the current values in 2009. The benefits were supposed as the triangle distribution with minimum, mode, and maximum value corresponding to pessimistic, moderate and optimistic prospect separately. And the distributions of costs were the normal. As the result of probabilistic simulations, the average of B/C for scenario A showed relatively the highest with 0.25 and its 90% confidence interval 0.16~0.35. The average B/C of scenario B is 0.10 with the 90% confidence interval 0.06~0.13 and the one of scenario C is 0.15 with 90% confidence interval 0.12~0.19. Therefore it was concluded as low economic feasibility to install inland waterway aids to navigation along the surveyed waterway. However, the performance of the project should be determined by its political analysis as well as the economic.

The traditional management ways can not follow the steps of the new world. In another word, leaders now have to focus on building a new employee-employer relationship. Globally, as the economic recession continues and consumption shrinks, companies face a lot of difficulties. Companies will, eventually, fall behind in the market unless they respond to this constantly changing business environment and market, systematically. Accordingly, the importance of leadership can be said to be highest ever. This study inquired into the preceding research on servant leadership and carried out an empirical analysis with the workers in the service industry. As a result of the analysis, it was found that servant leadership had positive impacts on organizational commitment and organizational citizenship behavior, and that the boss's trust affected the impact of servant leadership on organizational commitment.

Because of the recent development of information technology, especially the popularization of social media, false rumors and abusive comments on social media have increased, which has accelerated conflicts in online society. Since these conflicts lead to significant negative influences on online society, it is important to figure out how to cope with the conflicts and integrate the society. Thus, this study provides effective political implications that will advance the society where people can communicate based on trust in social media. In addition, we suggest new sociocultural change phenomenon and social integration by drawing the Causal Loop Diagram focusing on the dimension of social capital in social media environment.

As the 4^th Industrial Revolution(Industry 4.0), symbolized as CPS(Cyber Physical System), spreads around the world, it is essential to establish a converged security infrastructure to secure technical stability and reliability of various cyber systems to be implemented in the future. In this study, we will investigate the phenomenon of broad convergence security industry and technology including the concept of life safety in relation to the spread of the 4^th industrial revolution, and analyze the possibility of linkage between related knowledge to promote academic-industrial cooperation necessary for the convergence of security. we would like to propose a comprehensive development policy on human resource development, technology development and policy improvement.

본고(本稿)는 최근 경험하고 있는 경제자율화의 부진 이유가 '경제과학(經濟科學) 만능사상(萬能思想)'에서 나오는 경제관료나 경제학자들의 "시장(市場)보다 더 많아 안다"는 자만과 이에 따른 정부(政府)의 시장역할(市場役割)에 대한 불신(不信)에 있다고 보고, 시장질서(市場秩序)에 대한 신뢰회복과 경제학의 한계에 대한 인식이 앞서야 실질적(實質的)인 경제자율화(經濟自律化)가 가능할 것이라고 주장하고 있다. Hayek의 사회철학관(社會哲學觀)과 최근의 내생적(內生的) 경제제도론(經濟制度論)에 의하면 시장질서의 본질은 그 자생성에 있으며, 그 일부로서의 경제제도와 조직은 내생적으로 보다 나은 구조로 진화해 나간다. 그리고 이러한 진화를 촉진시키는 힘은 바로 경제주체(經濟主體)들간의 자유(自由)로운 경쟁(競爭)에서 나온다. 경쟁(競爭)은 미지(未知)의 가능성(可能性)을 찾아내는 발견과정이기 때문이다. 경제학은 경제현상(經濟現象)의 미래에 대한 대체적인 윤곽을 그리는 것(mere pattern prediction) 이상의 구체적인 청사진을 예측할 수는 없다. 구체적인 모습은 바로 경쟁을 통해 찾아갈 수밖에 없다. 자율화(自律化) 이후의 미래모습은 경제학자나 경제관료들보다도 시장경쟁(市場競爭)의 발견력(發見力)에 의해 찾아가는 것이 더 효과적이며 바람직하다. 이러한 인식하에 본고(本稿)는 앞으로의 정부경제정책(政府經濟政策)의 바른 방향은 시장개입(市場介入)을 통해 경제모습을 세세하게 그려는 데 있는 것이 아니라, 시장경쟁에 의한 발견과정이 원활해지도록 자율화를 통해 경쟁(競爭)을 창달함으로써 경제질서(經濟秩序)의 진화(進化)를 도모해 주는 데 있다고 주장하고 있다.

오늘날 수자원 관리의 중요성과 관심이 매우 커지는 가운데 신뢰도 높은 수문자료의 생산은 매우 중요하다. 나아가 기후변화에 따른 집중호우 등을 고려했을 때 효율적인 수문자료 확보를 위해 수문관측소에 대한 객관적인 평가지표와 지점 중요도, 현장에서의 측정 및 하천환경 변화 등의 다양한 검토가 선행되어야 한다. 본 논문에서는 환경부 2019년 낙동강 수계 측정지점을 대상으로 관측소의 객관적인 평가지표, 즉 관측소 설치목적에 따른 지점 중요도(하천 대표 유역, 홍수 및 갈수 예 경보, 유지유량, 갈수모니터링 등)를 고려한 관측소 평가를 실시하였다. 아울러 각 지점에 대한 측정경험과 하천환경 변화에 대한 모니터링 자료를 바탕으로 측정 지점의 난이도와 관측소 변화 여부에 대한 평가 항목을 7가지로 분류, 평가하였다. 단순히 현장경험과 실용성에 중점을 둔 평가항목은 다소 주관적인 판단이 들어갈 수 있기 때문에 의사 결정 과정에서 데이터에 대한 가중치를 부여할 수 있는 엔트로피 기법을 적용하여 관측소 평가결과에 반영하였다. 그 결과 관측소 중요도가 높은 필수 지점 뿐 만 아니라 현장 여건이 고려되지 못한 지점들, 지점 특성에 따라 이설 및 관측망 조정이 필요한 지점도 다소 존재하였다. 효율적인 측정지점 선정을 위해서 관측소의 설치목적 뿐 만 아니라 설계홍수량이나 하천설계기준 수립 등의 객관적인 평가지표와 하천환경 변화 나아가 경제성 검토 등 다양한 요소의 추가적인 연구가 필요하다고 판단된다.
