A Basic Study on the Performance Improvement of Safety Certification Standards (안전인증기준 성능화에 대한 기반 연구)

  • Purpose:The purpose of the paper is to review the problems of performance enhancement of safety certification standards and to suggest directions for improvement in order to rationalize safety certification standards for future industrial development and environmental changes. Method: The problems and limitations of the safety certification system are summarized through literature review and interview with manager, and the status of safety certification standards is classified into design standards, performance standards, and detailed standards, and the status analysis is performed. In addition, by synthesizing the results of the investigation and analysis, improvements are suggested to improve the performance of the safety certification standards. Result: Through the survey, the problems and limitations of safety certification could be grouped into six categories: government-led certification system operation, standardized certification standards, long time required to improve certification, poor certification standards preparation system, and lack of reflection of industry opinions. And, as a result of analyzing the certification standards by dividing them into performance and design standards, in the case of machinery, equipment, and protection devices, the design standards were high at 69.7% and 64.9%, whereas in the case of protective equipment, the performance standards were high at 61.1%. In order to improve the performance of safety certification standards centered on design standards, it is necessary to determine the possibility of performance enhancement of the certification standards and determine the feasibility of the inspection test method. In order to improve performance, it was reviewed that it was necessary to establish a systemic foundation and infrastructure, such as strengthening the Product Liability Act, systematizing market monitoring, etc., distributing certification test tasks, and participating in the preparation of certification standards by the private sector. Conclusion: Through this study, the problems and limitations of Korea's safety certification system were summarized and the necessity for performance improvement was reviewed. Performance improvement of safety certification standards is a matter that requires preparatory work, such as legislative revision and infrastructure construction, and requires mid-to-long-term promotion. In addition, rather than improving the overall safety certification standards, the performance requirements for each item subject to certification should be reviewed and promoted, and details should be specified through additional research.

  • As demand for drone test flight is rapidly increasing, it is difficult for Goheung Aviation Center alone to meet the test flight demand. Newly developed drones or modified existing aircraft carry potential flight risks due to unpredictable flight performance or poor pilot skill when performing test flights outside the test site. Therefore, it is necessary to ensure sufficient test flight space for the safety verification of manned and unmanned aircraft. Therefore, this study analyzed the status of domestic flight test site and chapter 5 of ICAO DOC 9184-AN / 902 Part 1 (Airport Planning Manual). And to build a comprehensive flight test infrastructure, the methodology for preliminary evaluation of candidate sites for flight test sites and a method for evaluating infrastructure test sites was presented.

  • 위성 탑재체 제조 산업은 기초 과학이 뒷받침된 초정밀 기계 공학, 첨단 전자 기술, 극한 환경 기술 및 신소재 공학 등과 같은 첨단 산업의 집합체라 할 수 있다. 현재 미국을 비롯한 서구 선진국에서 진행중인 탑재체 기술동향을 보면, 폭발적으로 증가하는 위성수에 따라 위성 궤도가 부족하고 주파수 자원이 고갈되고 있는 상황에서 통신 위성의 효율성과 성능을 향상시킬 수 있는 신호처리 탑재(OBP) 위성과 통신기능을 포함한 다양한 기능을 가진 복합위성 개발이 진행되고 있으며 주파수 대역의 포화와 광대역 멀티미디어 서비스 제공 등을 위해 보다 높은 주파수의 준 밀리미터파 대역(Ka 대역) 위성 개발이 활발히 이루어지고 있다. 국내에서는 현재, 2008년 발사를 목표로 마이크로스위치 매트릭스(MSM)가 탑재되어 빔간 스위칭이 가능하도록 설계된 통신해양기상위성(COMS)용 통신 탑재체(SACOM) 개발이 진행중이다. 국내의 위성탑재용 RF 부품분야는 1990년부터 위성 중계기 시스템의 기본적인 설계, 조립, 종합화, 시험기술을 바탕으로 통신위성 탑재체용 초고주파 부품을 개발하여 왔으며, 2000년대에는 Ku 대역(12/14GHz) 및 Ka 대역(20/30GHz) 기술인증모델(EQM) RF 부품을 성공적으로 개발하였다. 이를 바탕으로 통신해양기상위성 통신탑재체용 Ka 대역 RF 부품이 현재 우주인증 모델(QM)의 개발이 완료되었으며 비행 모델(FM) 개발이 진행중이다.

  • The purpose of this study is to analyze the economic effect of the use of recycled aggregate on the construction industry and the effect of increasing the value of the recycled aggregate production industry on the premise of supporting quality assurance technology to promote the high-quality use of recycled aggregate. Accordingly, the production cost of ready-mixed concrete that can be obtained through the use of high-quality recycled aggregate is analyzed according to the recycled aggregate application rate recommended in the recycled aggregate quality standard, The economic effect of general ready-mixed concrete and recycled aggregate-applied rea dy-mixed concrete industry wa s a na lyzed by identifying the domestic rea dy-mixed concrete industry sca le a nd the ra te of satisfaction of recycled aggregate volume, and a cost-benefit analysis method was used to examine the benefits of high-quality recycled aggregate production and sales. As a result, the production cost of ready-mixed concrete is reduced by 2.3~16.2% depending on the application rate, the economic effect of the use of recycled aggregate on the construction industry is about 106.8~142.6 billion KRW, and the effect of increasing the value of the recycled aggregate production industry generated about 1.22 times the benefit.

  • In order to increase the self-reliance rate of new and renewable energy in order to respond to the mandatory domestic zero-energy buildings, the taller the building, the more limited the site area, and installing PV modules on the roof is not enough. Therefore, BIPV (Building integrated photovoltaic, hereinafter BIPV) is the industry receiving the most attention as a core energy source that can realize zero-energy buildings. Therefore, this study conducted a survey on the problems of the BIPV industry in a self-discussing method for experts with more than 10 years of experience of designers, builders, product manufacturers, and maintainers in order to suggest the right direction and revitalize the BIPV industry. Industrial problems of BIPV adjustment are drawn extention range of standard and certification for products, range improvement for current small condition of various kind productions, need to revise standards for capable of accomodating roof-type, color-module and louver-module, necessary of barrier in flow of foreign modules into korea through domestic certification mandatory, difficulty in obtaining BIPV information, request to prevent confusion among participants by exact guidelime about architectural application part of BIPV, and lack of the BIPV definition clearness, support policy, etc. Based on the improvements needed for the elements, giving change and competitiveness impacts aims to present and propose counter measures and direction.

  • Recently, road cutting works are frequently performed to repair aging underground utilities. However, the conventional road pavement cutting equipment in Korea generates a lot of noise and dust, and the development of high performance and eco-friendly equipment is required. This study classifies road cutting work and analyzes its work characteristics before improving road cutting machine. The classification and analysis results of this study will be used for the future productivity analysis and evaluation of road cutter developed.

In particular, the demand for road cutting and excavation is increasing due to the aging of underground facilities such as water supply, sewage and city gas. In addition, the development of eco-friendly equipment is required due to the environmental problems of noise and dust. Therefore, this study intends to analyze the performance in terms of productivity of the eco-friendly road cutter developed as part of the development of eco-friendly equipment, and to derive improvements.

  • Searching and retrieving information on the Web that define the core-function of Internet IR specialists is one of the activities that practitioners and searchers of LIS fields do exceptionally yell. Various education programs and license examinations for Internet IR specialists have been carried out by many organizations, without consistent monitoring or objective evaluation of those validity and functionality, which community of information professionals requires. This study focused on investigating the current practice of the education and license exam, and identifying problems that hinder the validity of those programs, and alerting the professionals to enhance and expand serious cooperation to keep up with the evolving interests of Internet IR specialists as a great challenge we all(partners, researchers, and policy-makers in government) face.

  • Recently, the range of utilization and demand for unmanned aerial vehicle (UAV) has been continuously increasing, and research on the construction of a separate operating system for low-altitude UAV is underway through the development of a management system separate from manned aircraft. Since low-altitude UAVs also fly in the airspace, it is essential to establish technical standards and certification systems necessary for the operation of the aircraft, and research on this is also in progress. If the operating standards and certification requirements of the aircraft are presented, a test method to confirm this should also be presented. In particular, the accuracy of small UAV's navigation required during flight is required to be more precise than that of a manned aircraft or a large UAV. It was necessary to calculate a separate navigation error. In this study, we presented a test method for deriving navigation errors that can be applied to UAVs that have difficulty in acquiring long-term operational data, which is different from existing manned aircraft, and conducted verification tests.
