본지는 지령 300호를 맞이하여 우리나라 과학기술행정의 책임자인 김시중 과기처장관과 4월7일 과기처장관실에서 특별인터뷰를 가졌다. 민영기 본지 편집위원(경희대 교수)과의 대담을 통해 김시중장관은 우리나라 기초과학진흥책에서부터 북한핵문제에 이르기까지 평소 과학기술행정철학에 대해 소상하게 밝혔다.

pasting characteristics. Their water contents, water holding capacities, solubilities, swelling power, amylose contents, damaged starches, particle sizes and pasting characteristics were measured. The water content and water holding capacities of various types of rice flours collected in the market were 7.64-14.97% and 95.22-232.94%, respectively. Their solubilities and swelling power were 1.97-37.40% and 1.33-5.76, respectively. Various types of rice flour had 32.11-305.67 ${\mu}m$ particle sizes. Among the various types of rice flour collected in the market, the lowest starch damaged content was 3.17%. The peak viscosities of the samples were 17.74-295.95 RVA. Among the rice flours that were collected in the market, the lowest pasting temperature was $69.72^{\circ}C$. As a result, it was shown that rice flour types with high starch damage contents tend to have higher expressed water holding capacities. Moreover, the samples with lower particle sizes tended to have final viscosities, and pasting temperatures.

정부계약의 원가계산에 의한 예정가격 작성 및 물가변동으로 인한 계약금액 조정 시 반영되는 시중노임단가는 전국 2,000여개 건설현장을 대상으로 전체 건설직종 종사자들에게 실제 지급된 임금을 조사해 분석 산정한 것으로, 매년 상 하반기 1월 1일과 9월 1일에 대한건설협회 주관으로 공표되고 있다. 직종별 건설업 노임단가는 대한설비건설협회 홈페이지(www.kmcca.or.kr) ${\rightarrow}$ 공개자료실 ${\rightarrow}$ <건설업임금실태조사 공표>안내에서 다운로드 받을 수 있다. 본지는 회원사들이 궁금해 하는 임금실태조사부터 시중노임단가 발표까지의 전반적인 현황을 살펴본다.

Forest projects often apply construction industry labor rates, without considering the demanding work conditions and labor intensity unique to forest operations, resulting in workplace issues. This study aims to analyze forest operations' characteristics and wage survey methods in other fields to establish a framework for surveying the wages of forest workers. The developed framework was tested through direct surveys conducted with all forest operation companies. Survey items included actual wages by occupation, identification and removal of outliers using quartile deviation, and occupation-based wage calculation. Results revealed that the appropriate wages for 2022 were as follows: KRW 163,376 for general workers, KRW 221,407 for special workers, KRW 250,045 for work leaders, and KRW 239,863 for wood cutters. These figures were 16.27% higher than those derived from the standard construction wage survey. The developed framework was validated by comparing the appropriate wages with both the standard construction wage survey and the forestry workers' wage. The results indicated that the wages calculated using the developed framework were 4.5% more similar to the forestry workers' wage compared with those from the standard construction wage survey. Consequently, the standard construction wage survey was deemed unsuitable for forest projects. To ensure efficient forest operations, it is imperative to conduct wage surveys using the developed framework over multiple years to accumulate sufficient data.

본 실험은 시중에서 한우로 유통되는 쇠고기(생육 또는 양념육)의 DNA를 추출하여 real-time PCR을 통해서 모색유전자의 유전자 형(C-type, C/T-type or T-type)으로 한우육과 젖소육 및 수입육을 구분하였다. 한우육 만을 판매한다는 시중 음식점 41개소에서 쇠고기(생육 또는 양념육)를 수거하여 분석한 결과, 분석된 41개의 시료 중 29개가 한우 유전자형으로, 12개의 시료가 젖소 또는 수입육 유전자형으로 판별되었다. 따라서 분석된 시료들의 한우육(T-type) 비율은 70.7%, 그리고 젖소육 또는 수입육 비율은29.3%(C/T-type; 12.2%, C-type; 17.1%)이었다.

Iching has been taught people wisdoms of Sijung since it appeared in oriental society thousands years ago. Sijung means each of us meets the change of the present situation reasonably and practices the timely truth. The current society we've been living is infra-structured by various kinds of visible or invisible networks. This society is called 'network society' which is characteristic of inter-connectivity, interactivity, and complexity, etc. This thesis is to study whether and how the wisdoms of Iching can be helpful for behaviors in network society. For this, the meaning of several hexagrams and the new paradigm of network society were reviewed. Then, which hexagrams give what wisdoms to individuals, organizations, and difficult situations in network society was discussed. In network society, individuals are surfing internet, meeting, chatting, and making groups to implement meaningful works. To these, some hexagrams give wisdoms such as the ethics of rightness, the virtue of the mean. Organizations in network society should rebuild and reform inner suborganizations, cooperate with other organizations including citizen alliances, competing firms, and government organs. To these, some hexagrams give wisdoms such as faithfulness, considerateness, and completeness. Other hexagrams give also wisdoms such as neighborhood, non-selfishness, and self-discipline, to difficult situations lack in communication in network society.

본 연구는 DEA를 이용하여 국내 일반은행(13개)의 상대적 효율성을 분석하였다. 분석결과, CCR모형에 의한 기술효율성이 '1'인 은행은 5개, BCC모형에 의한 순수기술효율성이 '1'인 은행은 9개였으며, 규모효율성이 '1'인 은행은 5개였다. 시중은행과 지방은행의 효율성 평균 차이 분석에서는 기술효율성과 순수기술효율성에서는 유의한 차이가 없었으며, 규모효율성에서만 p<0.1에서 지방은행이 시중은행 보다 다소 높은 효율성을 보였다.

본 연구는 DEA기법을 이용하여 저성장, 저마진, 고위험의 삼중의 어려움 속에서 저비용 고효율의 생산조직과 리스크관리, 건전 여신 정착을 위해 건전성, 생산성, 자본적정성, 수익성이라는 상업은행의 핵심성과지표를 이용하여 효율성을 분석하였다. 분석결과 시중은행과 지방은행 모두 자본적정성에는 효율적이었으나 수익성과 생산성에 있어서는 시중은행이 지방은행보다 효율적이었다.
