Particularly, the analyses focus on a transition to the first job from the graduation, and exits of irregular employees from their first occupational status. Data used for the analysis are “The 4th Survey on Women's Employment”, collected by KWDI in 2001. The results show that it takes 1.54 years on average for transition. Significant factors that influence the probability of transition to the first job include economic situation and satisfaction level of major at college education. The general high school educated are less likely to move into the labor market. Only a half percent of irregular employees at their first jobs exits to regular employees or non-economically active status, and education levels and age cohorts have clear impacts of those exits. Majors in college education and holding irregular jobs before the graduation significantly affect the probability of being regular employees, while industry influences the exits to be non-economically active status.

  • Issues have arisen over the monopoly of housing sales guarantees by the Housing and Urban Guarantee Corporation. If the Ministry of Land, Infrastructure and Transport appoints an additional guarantee institution, there is concern that the property protection between the two parties is insufficient due to excessive competition and the weakening of urban regeneration resources. It argues that housing supply policies for stabilization of the housing market can be smoothly implemented through monopoly projects. This is judged to be an abuse of market dominant position under the Fair Trade Act, and excessive restrictions on pre-sale guarantee requirements may cause delays in business and infringement of property rights of members. First, the establishment of a designation system for market dominant operators of the Fair Trade Commission enables new entry of private guarantee institutions. Second, it is necessary to improve regulations under Article 63 of the Fair Trade Act (consultation on the establishment of laws restricting competition, etc.). Third, through the establishment of the 「Rules on Housing Supply」 under Article 15 (2), the Minister of Land, Infrastructure and Transport can additionally designate a guarantee institution, thereby guaranteeing the right to select a pre-sale guarantee for the business entity. In addition, it is expected that at least one of a number of guarantee insurance companies can be designated to improve the efficiency of the distribution of social benefits, thereby lowering the volatility of housing prices. Listen and suggest.

  • This study analyzed core issues addressed in the tentative agreement of WTO ministerial meetings held to finish WTO/DDA negotiations in Geneva in July 2008. The objectives of this study are to analyze changes in tariff reduction on timber products, and their influence on demand and supply of the items according to the modality of Non-Agricultural Market Access (NAMA) and to provide basic information for strategy formulation of our country for further WTO/DDA negotiations. The results indicate that there will not be significant changes in the tariff on sawnwood and on veneer sheets, however, the tariff on plywood need to be cut by around 50% from the applicable tariff rates of 2008 on condition that our country is in the position of developed countries. Therefore, the item of plywood is expected to be influenced greatly according to the change in tariff reduction. From the analysis of influence of tariff reduction on the demand and supply of timber products including sawnwood and wood based panels, such as plywood, particleboard, and fiberboard, the import quantities of the items are expected to be changed from 0.8% to 13.3% if our country is in the position of developed countries, however, they are expected to decline by 0.8%~44.3%, if our country is in the position of developing countries (22, coefficient for developing members).

Four key findings were made: first, the economically inactive populations are 7.2% and unemployed is 22.3% of occupational accident workers who finished the treatment period; second, 31.5% of laborers who returned to a new workplace went into another type of occupation; third, the results showed that socio-demographic factors, such as gender, age and education years, injury-related factors, such as the treatment period and work limitation, and workplace factors, such as company size and employment status, were associated with the return to work; and fourth, a relatively higher proportion of people who has received occupational training could not return to work and the disability grade was not associated with the return to work. These results suggest that policy makers need to understand the characteristics of labor market transition of job injured workers and develop efficient intervention programs based on the transitional labor market.

  • Cable TV with largest subscription base in pay TV market has difficulty in managing the task of digital switch over. This study analyzed the factors in delay of cable TV switch over and examined the impact of pay TV market structure and competition. The delaying factors turned out to be the lack of incentives and resources of cable TV operators, insufficient policy measures and acceptance tolerance issues of subscribers. Since cable TV operators with monopolistic status in pay TV market had continuous profit from analog service, they were not responsive to digital switch over which requires additional investment. Policy measures including support for the low income household and mandatory cut-off point for stopping analog broadcasting. Subscriber's willingness to accept digital broadcasting in terms of price sensitivity and preference for convenient operation also played a role. Introduction of IPTV in pay TV market influenced the speed of digital switch over of cable TV operators. MSOs with economies of scale showed higher digital switch over rate than independent SO.
