이제 커피자동판매기에서 국내산 차를 판매하지 않아도 된다. 현행 커피자판기에 국내산 차를 강제적으로 1/3 이상 적용 판매하라는 규정이 삭제되게 되는 것이다. 보건복지부 식품정책과는 7월 19일 이같은 내용을 담은 "식품위생법 시행령 및 시행규칙" 개정안을 입법예고 했다. 이번 개정안이 마련된게 된 것은 한국자동판매기 공업협회의 적극적인 개정건의 작업의 결과이다. 한국자동판매기공업협회는 커피자판기 국내산 차 판매로 인한 여러 문제점들과 민원이 야기되자, 지난 2009년 11월초 보건복지부 식품정책과를 대상으로 "다류 식품자동판매기 국내산 차 의무 판매 규정"을 삭제해 줄 것을 개정 건의한 바 있다. 협회는 대형 커피자판기의 경우 커피의 판매 규정이 국내산 차 1/3 이상이어야 한다는 의무규정으로 인해 단일 커피자판기에도 싫든 좋든 국내산 차를 적용 판매함으로서 자판기 운영에 있어 큰 애로점으로 작용해 왔다고 주장했다. 또한 국내산 차 적용 판매가 소비자들에서 위생에 대한 취약성을 더 노출시킨다는 사실을 적극 어필을 했다. 이같은 협회의 주장을 보건복지부 식품정책과는 합리적으로 수용했다. 커피자판기의 국내산 차 적용 판매가 영업의 재량권만 침해할 뿐 규제 명분을 상실했다고 판단했다. 또 서울시나 식약청의 자판기 위생검사시에 상대적으로 국내산 차의 불량률이 높게 나타난 점도 주요인으로 작용했다. 이번 국내산 차 판매 의무 조항 삭제 입법예고로 커피자판기 시장은 새로운 흐름이 주도될 수 있을 것으로 보여진다. 업계에서 원하지 않는 조항이 삭제된 만큼 커피자판기 시장 활성화에도 적지 않은 도움을 주리라 기대된다. 이번에 입법예고된 개정안을 세부적으로 살펴보고, 과연 시장에 어떠한 긍정적 영향들을 미칠지를 분석해 봤다.

건설산업 선진화를 위한 건설생산체계 개선 공청회가 지난 6월 30일 국토연구원 강당에서 개최되었다. 국토연구원이 주최하고 대한건설협회, 대한설비건설협회, 대한전문건설협회가 후원한 이번 공청회는 향후 건설산업기본법의 개정(안)과 건설산업관련 제도개선에 활용 방안을 도출하기 위하여 마련된 것으로 김재영 국토연구원 선임연구위원이 주제발표를, 김수삼 한양대학교 대외협력부총장이 토론회 진행을 했으며, 최기원 삼건설비(주) 대표이사를 비롯하여 손태락 건설교통부 건설경제팀장, 김명수 가톨릭대학교 경제학과 교수, 유주현 (주)신한건설 대표, 이교선 한국건설기술연구원 수석연구위원, 이상호 한국건설산업연구원 건설정책연구실장, 천길주 현대건설(주) 상무, 황한석 (주)삼중엔지니어링 대표 등이 토론자로 참석하여 열띤 토론을 벌였다. 이날 토론회에서 대한설비건설협회 측 토론자로 나선 삼건설비(주) 최기원 대표는“겸업제한 폐지 등 기존 건설산업기본법의 틀을 근본적으로 바꾸는 것보다 현행법 내에서 제도개선 방안을 강구하는 것이 바람직하나, 정부방침에 의거 겸업제한제도를 폐지할 경우 상대적으로 약자인 설비건설업계를 위한 발주제도를 개선하는 방안 강구가 필요하다”고 강조했다. 최기원 대표는 또“기계설비공사의 경우 상호 실적을 인정해서는 안될 것이며, 실적인정과 관련한 혼선을 최소화하고 문제점 발생시 보완 및 조정을 위한 한시적 조정위원회 설치”를 제안했다. 이와 함께 건설공사 발주방식의 다양성 확보에 대한 의견으로 발주할 때 일반건설업자로 제한해서는 안되며, 다양한 공종과 업종의 건설공사는 통상적으로 전문분야 또는 업종에 따라서 분리발주를 의무화해야 한다고 강조했다. 이날 공청회에서 대한설비건설협회는 플로어 발언을 통해‘설비공사 분리발주를 원칙으로 하고 분리발주가 안될 경우 설비∙전문간의 공동도급으로 원도급시장 참여를 법적으로 보장할 것과 시공관리형 CM업을 신설하여 줄 것’을 건의했다. 건설교통부는 이날 공청회에서 논의된 방안을 중심으로 의견수렴을 거쳐 오는 12월 정기국회서 건설산업기본법을 개정하고 2007년 3월 시행령 등 정비안을 마련할 계획이다. 건교부는 또한 정비안을 바탕으로 다시 업계의 의견을 듣고 내년 상반기중 시행령 및 규칙 등을 개정한 뒤 5~6개월 유예기간을 거쳐 이르면 2008년부터 생산체계 개선방안을 시행한다는 방침이다. 본지는 이날 발표된 건설생산체계 개선방안과 대한설비건설협회의 의견을 게재한다.

The Value Engineering(VE) well known as a way of Productivity Elevation is already the proven and outstanding management method in Construction Industry the inside and outside of country. The Value Engineering in domestic, revised by the method of the Construction Technique - Enforcement Ordinance ("the Examination of Design Economy") in 2005, is usually applicable to the Construction Work which cost over 10 billon won. But It is true that there is some differences between theory and reality to apply the Value Engineering in domestic. Therefore the differences are blocking process to enlarge and supply the VE in domestic. In this Study, through a case-analysis of the recently accomplished Design Value Engineering, we give a careful consideration to the problem and cause. And we are inclined to contribute to a successful stay of the Design Value Engineering in domestic as offering the solution about those.

This study empirically examines the effects of regulation on online gaming. Going beyond ad hoc heuristic approaches on individual behavior, we investigate the effects of regulation on dynamic changes of games or service providers. In particular, we propose three theoretical perspectives: social influence to investigate the regulation effect, the role of prior experience to determine the difference in the regulation effect size through users' prior experience, and network externalities to discover the difference in the regulation effect size according to the number of users on an online gaming platform. We use the vector autoregression methodology to model patterns of the co-movement of online games and to forecast game usage. We find that online gamers are heterogeneous. Therefore, policy makers should make suitable regulations for each heterogeneous group to effectively avoid generating gaming addicts without interrupting the economic growth of the online gaming industry.

As PPL has become available since the proposal of the revised enforcement ordinances of the Broadcast Law in January 2010, not only PPL has become increased in its quantity but its method has also become diversified gradually. However, there are problems in institutional and policy aspects in order to realize its potentials, and it needs to be reviewed more concretely. Consequently, the study aims to provide domestic PPL activation plans by the research of domestic and international PPL regulations PPL market situation was examined preferentially, and then Korean PPL market situation was compared to foreign countries' counterpart. In order that, PPL regulation plan of US, Japan, China, and other major Europe countries were compared to Korean's one. The problems and issues related to PPL regulation was also looked into, and practical PPL regulation plan was researched. According to that, improvement plan of PPL regulation and methodology to revitalize PPL in respect of business and government were suggested

The purpose of this study is to analyze the effects of the collective characteristics of SMEs on M&A activity on the disclosure effect of mergers and long-term business performance after mergers. From 2000 to 2012, we examine 717 cases of small and medium-sized enterprises (SMEs) using multiple regression analysis and difference analysis. The results of this study are as follows. First, it is confirmed that the effect on the merger announcement effect is the same as the previous study on the Korean capital market listed companies except for the effect of diversification, listing effect, and cross-border effect. In addition, we have found that firms with higher performance in the past have higher excess returns in the disclosure effect of mergers and acquisitions. Second, unlike the previous studies that non-related mergers have a positive effect on long-term operating performance, for the characteristics of SMEs with lower market competitiveness than that of average listed companies, SMEs merging with same industry group companies have a positive effect on long-term operating performance. This study provides a new perspective on the merger and acquisition of SMEs by examining the effects of M&A announcement and long-term performance.

산림청에서는 백두대간을 체계적으로 보전하고 골프장 설치등으로 산림이 무분별하게 훼손되는 일이 없도록 하기 위하여 '산림피해 확대방지 종합대책'을 수립$\cdot$시행한다고 밝혔다. 산림청은 그동안 많은 논란이 있었던 백두대간의 실체규명과 보전을 위하여 백두대간의 개념 및 보전에 필요한 사항 등을 2000년중으로 정립, 제도화하는 방안을 강구키로 하였다. 또한 건설교통부가 국토이용계획을 변경하고자 산림청과 협의할 때 적용하는 산림청의 '국토이용계획변경 협의기준'을 강화하는 내용으로 금년 하반기에 개정하기로 하였다. 스키장$\cdot$골프장 등 설치로 백두대간이 훼손되지 않도록 백두대간 마루금 침범을 금지하는 내용으로 개정하고 집단묘지개발시 피해유발 우려가 있는 경사 30$\%$이상지역, 마사토지역과 경관지역은 묘지개발을 금지하게 할 계획이다. 또한 무분별한 산림형질변경을 제도적으로 방지하기 위하여 현행 시장$\cdot$군수로 되어 있는 산림형질변경허가권자를 시$\cdot$도지사로 상향하는 내용으로 금년중 산림법 시행령을 개정하기로 하였다고 밝혔다. 특히 각종 개발사업 추진과정에서 장마철 집중호우로 인한 수해가 발생하지 않도록 하기 위하여 1년 이상 공사중단된 골프장은 6월중에 일제조사를 실시하여 장마철 집중호우시 수해위험에 있는 골프장에 대하여는 시$\cdot$도지사에게 요청하여 사업승인을 취소하거나 사업중지토록 할 계획이다. 산림경영 기반시설인 임도에 대하여는 피해방지 및 경관유지를 최우선하는 '환경친화적 녹색임도' 정책으로 전환하기 위하여 기존의 부실 임도에 대하여는 7월부터 대대적인 구조개량 사업에 착수하고, 내년부터는 임도계획 단계부터 노선등의 적정여부를 사전평가하는 제도를 도입하겠다고 밝혔다. 최근 산림훼손으로 문제되고 있는 송전탑진입로는 산림 형질변경허가를 엄격하게 운용하기 위하여 앞으로는 한국전력으로 하여금 진입로 설치 대신 삭도$\cdot$모노레일$\cdot$헬기운반을 대폭 확대하도록 조치하였으며 또한 이미 공사완료한 곳 중 피해방지$\cdot$경관유지가 필요한 경우에는 한국전력으로 하여금 설계를 변경하여 추가공사를 하도록 협의완료하였다고 산림청은 밝혔다.

In Korea, the construction industry has been growing quantitatively because of its aggressive advances into overseas construction market and the Korean government's housing policy. Moreover, visions and goals such as 'construction industry promotion build up plan' have recently been promoted by the government while new strategic growth focused on competitiveness is gaining interests among the industry. However, there are a few problems in the construction performance. First, the specific performance measurement indicator or skills for the construction industry are hardly found in Korea. Currently, the finance or overall management system in the construction business are used as indicators to measure performances in not only the construction industry but all industries including the manufacturing industry. The government, the industry and universities recognized the need for the performance measurement indicator and skill and have developed and actively studied on them.

2022년 7월 8일 일본 전 총리 아베는 나라현의 야마토사이다이지 역에서 야마가미 데스야의 사제총격에 심각한 총상을 입고 과다출혈로 사망하였다. 다중이용시설에서의 테러안전관리 미흡으로 인해 발생한 본 사건은 다중이용시설 테러안전관리의 중요성을 보여주는 대표적인 테러사례이다. 국내와 유사한 테러환경을 갖춘 인접국가 일본 발생한 테러사건이므로, 국내 다중이용시설 테러안전관리에 대한 경각심을 일깨워 주고 있다. 대한민국은 세계적으로 높은 인구밀도와 원스톱 서비스의 선호 욕구로 인해 대부분의 다중이용시설들은 운송·판매·문화 및 집회 등의 기능이 다양하게 복합된 시설로 발전해 가고 있어, 테러리스트의 테러대상 선정의 3가지 요건인 접근성(Easy-Access), 상징성(symbolism), 미디어 집중성(Media Attention)을 갖춘 매력적인 테러대상시설이 되어 가고 있다. 또한, 최근 국제테러 동향을 살펴보면, 국가중요시설, 군사시설과 같은 하드 타겟(Hard Target)보다 엔터테인먼트, 문화, 관람, 카지노, 시장, 플라자, 광장, 소매점, 대형마트 등의 판매·문화 및 집회시설인 소프트 타겟(Soft Target)에서 고 위험성의 테러가 높은 빈도로 발생하고 있는 추세로 다중이용시설은 테러안전관리가 절대적으로 필요해져 가고 있다. 이에 반해, 국내 다중이용시설 테러안전관리를 위한 지도·점검 및 시설 취약요인 사전제거 활동 등 대부분의 대테러 활동이 미흡한 실정이다. 국내에서 소프트 타겟은 『테러방지법 제25조 시행령』(테러대상시설 및 테러이용수단 안전 대책 수립)과 『테러대상시설 및 테러이용수단 시설의 안전대책에 관한 규정』에 따라 정부에서는 대테러 활동을 매년 상시적으로 하고 있지만, 아직까지 부족한 실정이다. 따라서 본 연구에서는 현 다중이용시설의 테러안전관리 문제점과 취약점을 살펴보고, 이에 대한 개선방안을 제시하고자 하였다.
