Background: Competition among hospitals has intensified, because hospitals and beds are oversupplying and the global medical market has opened in Korea. Method: we developed questionnaires of the patient's satisfaction about 20 items. We surveyed 297 out-patients and 302 in-patients. We analyzed the descriptive statistics and regression by SPSS(Version 17) and Excel. Results: The relations with the patient's loyalty and the specialized hospital service are 1) Recommend to other person: FHR use and the assistant for follow-up treatment were related positively for out-patient and PHR and FHR use were related positively for out-patient. 2) Revisiting: PHR use and the need of an assistant for follow-up patients were related for them and the PayTV were negatively related. Conclusion: FHR, PHR and assistant system for follow-up patient's condition were very useful factors to increase patient's loyalty.

This paper is to evaluate the informational direction, current situations and ERP establishment concerning constructing industry, to present the right directions, implemented cases for implementing constructional ERP, also to suggest the effect, influence, problems and shootings in constructional ERP arena. The constructing industries in korea are facing great turning point because of the huge corruptions currently happened and forcing to open the market in 1997. Attempting to establish Computer Integrated construction system (ERP) by breaking down constructing cost, improving quality, operating rapid and effective construction to enhance productivity, it is hard to achieve the goal with only inter-contractor's establishment. Constructing industries are integrated ones, consisted of many organizations for instance ordering agencies, contractors, subcontractors, material vendors, etc. and use various information formats such as texts, graphics, drawings. I dare suggest that implementation of constructional CALS including EDI/EC, GIS is tile only solution to control the information systematically generated in whole stages from planing, designing, constructing through maintenance, and to supply or switch the information.

일반적으로 아웃소싱은 비용절감이나, 경쟁력 확보를 목적으로 기업 외부에서 필요한 자원, 기술력 및 해결방안 등을 찾는 경영기법으로, 단순용역업무에서부터 기업의 핵심기능인 IT 분야에 이르기까지 폭 넓게 활용되고 있다. 특히 IT 아웃소싱은 일상적인 정보시스템의 운영 및 개선, 네트워크 운영 및 어플리케이션의 유지/개선 등을 외부의 전문가에게 맡겨 점진적인 서비스 수준의 향상과 비용의 절감을 유도하고, 내부자원은 핵심역량에 집중시켜, 기업의 경쟁력을 높이는 하나의 경영수단으로 각광 받고 있다. 본 논문에서는 실제 통신서비스업체의 IT분야를 아웃소싱한 사례 연구를 통해서 IT 아웃소싱의 추진 시 필요한 제반사항과 절차, 추진배경등을 알아보고, 아웃소싱 성과를 결정하는 중요 요소인 서비스 성과측정 모델에 대해 연구하였다. '90 년대 후반 통신시장개방, 본격적인 경쟁체제 돌입등 핵심역량강화 차원에서 시작된 아웃소싱은 통신업체 국내최초의 사례로 처음부터 예상치못했던 어려움과 추진과정에서의 시행착오도 많이 겪었다. 또한, 선진외국사례의 아웃소싱 계약사례 및 서비스수준을 평가하기위한 서비스 수준 약정서등 국내 통신업체 환경에 맞게 잘 짤여지도록 수많은 검토와 사례 연구를 통해 계약을 체결할 수 있었으며, 아웃소싱이후 예상되었던 많은 문제점들을 해결하기위해 아웃소싱 인력들의 의욕수준을 높이기위한 직무 재교육, Incentive 제도 도입, 서비스와 관련된 제반 프로세스 재정립 등을 통하여 소기의 성과를 이룩할 수 있었다. 특히, 통신업체 IT 아웃소싱의 성공요인은 계약적 구조적 측면에 해당하는 적정한 서비스의 평가와 이에 상응하는 대가의 지급방안에 대한 것이고 양 사가 만족할 만한 성과를 내가 위해서는 수직적관계가 아니라 제휴관계로서의 Relationship 을 유지할 수 있도록 이 두가지 모두를 고려 해야만 성공적인 아웃소싱 추진에 한걸음 더 나아갈 것이며, 아울러 향후에도 아직 미흡한 분야인 IT 아웃소싱에서 적정수준의 대가지급 방안 및 바람직한 Relationship 에 영향을 미치는 여러 가지 요인에 대해서도 살펴 봄으로써 IT분야의 Outsourcing을 검토하거나, 추진할 때 도움이 될 수 있도록 하고자 한다.

최근 휴대용 기기들이 대중화되어 한사람이 하나 이상의 휴대용 기기를 소지하고 있고 스마트폰 활용도 또한 늘어나는 추세이다. 때문에 폭발적인 스마트폰 응용 활용이 늘어나고 있지만 현재의 애플리케이션 스토어는 각 플랫폼별로 애플리케이션을 개발해줘야 하는 종속적인 면이 있다. 앱스토어는 크게 애플의 앱스토어와 구글의 안드로이드 마켓으로 양분되어 있고 각 플랫폼에 맞춰 애플리케이션이 개발되어야 한다. 각각의 플랫폼에 맞춰서 애플리케이션을 개발하면 비용도 더 들고 다른 소규모 플랫폼(Ex 바다)들은 애플리케이션 개발자들을 끌어 모아야만 자신들의 플랫폼에 맞는 애플리케이션이 나오는 단점이 있다. 각 플랫폼에 맞춰서 개발된 네이티브 애플리케이션의 범용성에 대한 해결책과 모바일에서의 다양한 요구사항을 수용하기 위해 웹 애플리케이션이 각광받고 있다. 웹 애플리케이션은 플랫폼에 종속되지 않고 어느 휴대용 기기에서도 동작하기 때문에 각 플랫폼별로 개발하지 않아도 된다. 따라서 웹 애플리케이션 스토어끼리의 연동 프로토콜을 통하여 애플리케이션들을 어느 웹 애플리케이션 스토어에서도 볼 수 있고 플랫폼에 구애받지 않는 거대한 시장이 생겨날 수 있다. 하지만 아직 웹 애플리케이션 스토어라는 표준이 없고 존재하는 웹 애플리케이션 스토어가 없다. 이를 위해 본 논문에서는 연동에 관한 프로토콜을 제안한다.

As open skies polices have permeated all over the world, Korea's basic direction of aviation policy is promoting the benefit of the public and the national carriers' competitive power by establishing open skies agreements between the countries. The open skies' directions should be promoted by considering the relationships of various attributes such as governments, airlines, and passengers. To decide the right directions of open skies, we should investigate the economic effects of open skies policies. This research develops a simulation model to analyze the dynamic characteristics of open skies. By using the developed model, this research analyzes the economic effects of open skies. The results showed that open skies have direct impacts on not only frequencies, airfare, consumer welfare but also air transport industry and regional economy. Therefore, it is necessary to take suitable aviation policy that can increase the effects of open skies.

In Korea we didn't have fundamental legal system on telecommunication until 'Communication Act'(Act No. 923) of Dec. 1961. After then, with rapid advances of technology and increases of request to telecommunication services in the field of telecommunication, circumstances around the telecommunication market have been changed. The market has been enlarged and slowed. Regulating of that field has been diverse and complex, Specially, as WTO went into effect, it's been recognized that standardization is more important for correspond to openness and liberalization in the field of telecommunication. In our country, national industry standardization began with 'Industry Standard Act of 1961', but it put mainly importance in manufacturing standard or industry standard till 1980's. Telecommunication standardization began to be active as TTA was set up in 1989. Now regulating rules to telecommunication standard are including 'the Fundamental Act of Information Promotion', 'Telecommunication Act', 'Act relating to Telecommunication Network Use Promotion, etc:, 'Software Industry Advancement Act','Knowledge Information Resource Act'. In this paper, we will survey regulating rules to telecommunication standard and Produce the future proposal to that.

북한은 전력부족난과 전기품질의 저하로 인하여 주요 생산기업에 지장을 주고 있으며, 노후 발전소의 성능저하도 함께 진행되고 있는 것으로 추정된다. 이에 대한 적절한 대책이 없는 한 그 상황은 더욱 악화될 전망이다. 한반도 에너지 개발기구(KEDO)가 추진하고 있는 경수로 원자력 발전기가 6～7년 후에 준공된다고 해도 이처럼 불안정한 전력계통에 병입되어 원활한 운전이 가능할런지 기대하기 곤란하다. 이러한 실정에서 \circled1 전력부족으로 주파수가 저하될 때 우선 순위가 낮은 부하를 제한하는 자동 부하제한 방식을 포함한 자동 주파수 제어 계통개선 \circled2 기존발전소 성능과 이용을 향상을 위한 재가동(Repowering) 등의 리 엔지니어링 \circled3 가스터빈 복합화력과 열병합발전(Co-generation) 등과 같이 건설기간이 짧고 비용이 적게 들며 송전 설비 건설도 불필요한 분산형 전원의 건설 \circled4 수력발전소와 조력발전소의 건설 \circled5 양수발전 등 전력에너지 저장설비의 개발 \circled6 송전전압격상과 배전방식개선 및 종합전력정보시스템 구축 \circled7 남ㆍ북한 전력계통 내지는 동북아시아 전력계통을 연계하는 평화망사업(Peace Network Project)등의 추진이 경수로 사업에 선행되어야 한다. 특히 러시아, 중국, 한국, 일본의 발전 에너지원 분포와 년간 부하곡선을 고려할 때 동북아시아 전력계통의 연계는 관련국 상호간에 에너지 환경과 경제적 측면에서 상당한 이득과 안정성을 강화해 줄 것이며, 기술발전과 평화공존에 크게 기여 할 것이다. 이를 위하여 관련국의 전력계통연계 전문가들이 참여하는 남\ulcorner북한전력 계통연계연합회(Co-Pia ; Co-rea Power Systems Interconnection Association)와 동북아지역전력 계통연합회(Near Pia=North-Eastern Asia Region Power Systems Interconnection Association)의 구성을 제안하는 바이다. 주요용어(Key Words): 자동주파수 제어(AFC), 리엔지니어링(Re-Engineering), 분산형 전원(Dispersed Generation System), 전력저장(Power Storage), 부하조절기(Load Conditioner), 수요관리(DSM) 연계(Interconnection), 인터시스템(Intersystem), 통합자원계획(IRP), 안전성 강화(Security Enhancement), 전력시장개방(Electricity Free Maket), 통일비용(Unification Expense, Unification Cost), 남ㆍ북한전력계통연계연합회(Co-Pia), 동북아지역전력 계통연계연합회(Nea,-Pia).

Because of safety and security, Surveillance camera market is growing. Accordingly, Study on video recognition and tracking is also actively in progress, but There is a limit to identify object by obtaining the information of object identified and tracked. Especially, It is more difficult to identify multiple objects in open space like shopping mall, airport and others utilized surveillance camera. Therefore, This paper proposed adding object identification function by using RFID to existing video-based object recognition and tracking system. Also, We tried to complement each other to solve the problem of video and RFID based. Thus, through the interaction of system modules We propose a solution to the problems of failing video-based object recognize and tracking and the problems that could be cased by the recognition error of RFID. The system designed to identify the object by classifying the identification of object in four steps so that the data reliability of the identified object can be maintained. To judge the efficiency of this system, this demonstrated by implementing the simulation program.

This study aims to improve the openness of administrative data and to make extensive use of it in the academic and policy development, analyzing the quality requirements as the users' view of administrative data using statistical purposes. Conducted the exploratory analysis on the case of the Transaction-based Price Index of Housing, applying the administrative data of Realestate Transaction Management System in Korea, based on Denmark's 7 quality indicators for the statistical use of administrative data. According to the results of this study, the administrative data could improve the efficacy of the policy by facilitating the collection of the statistical data which help analyzing the actual market situations. On the other hand, the data have some constraints in adding the required items to producing the statistics, or improving the timeliness problem, due to the characteristics focused on the civil service.

As the international trade has been increased, unified worldwide standards are getting more important and necessary. At the TBT(Agreement on Technical Barrier to Trade) of WTO(World Trade Organization) and the CTI meeting of APEC(Asia-Pacific Economic Cooperation), they made an agreement with applying International Standards to National Standards gradually. In addition, ISO (International Organization for Standardization) established the ISO/IEC Guide 21, a guideline for applying International Standards to National Standards. In these environment, Korean Industrial Standards has to be prepared for it. This paper introduce the comparison between Korean Industrial Standards and ISO Standards about the standards of sampling and testing the fresh concrete, based on ISO/IEC Guide 21 by ISO and the Applying guideline by Korean Agency for Technology and Standards, and then discuss the problem about applying them. The overall objective is to establish the applying guideline on construction fields, which is civil and building engineering part(KS F) of Korean Industrial Standards.
