SD 모형을 이용한 한국 방위산업의 동태성 연구

  • 세계 각 국은 자국의 이익을 보장하기 위해 방위산업의 기반을 강화하고 있고 갈수록 첨단무기체계를 도입 및 개발하고 있는 추세이다. 왜냐하면 방위산업은 평화와 군비경쟁이 공존하는 '균형속의 대결' 양상을 보이는 환경에서 자국의 생존을 위한 중요한 변수이기 때문이다. 한국의 방위산업도 1970년대 이후 괄목할 만한 성장을 이루었으나 구조적인 문제점을 탈피하지 못하였고 이제는 한계점에 도달하였다. 많은 방위산업 분야 전문가들은 현 시점에서 한국 방위산업의 발전과 활성화를 위한 방안들을 제시하였고, 정부에서도 자주국방의 기치 아래 다양한 개혁과 정책을 추구하고 있다. 그러나 대부분의 전문가 제시 내용과 연구 논문들은 방위산업의 대해 제한적으로 정성적인 분석과 대안제시에 국한되어 있는 수준이고 시스템 사고를 통해 인과관계를 분석하여 정책적인 대안을 제시하는 부분이 미흡한 실정이다. 따라서, 본 연구 논문에서는 방위산업의 전반적ㅇ.ㄴ 핵심요인을 식별하고 각 요인들간의 인과관계를 분석하여 한국 방위산업의 인과지도를 제시하였고 이를 통해 구조적인 문제점들을 해결하여 21세기 협력적 자주국방이 가능하도록 정책적인 대안을 제시하였다. 본 논문은 향후 복잡성이 가속화되는 방위산업에서 시스템적 사고를 이해하는데 기여가 될 것이고, 정책을 결정하고 추진하는 의사결정자와 무기체계 획득업무를 담당하는 실무자들에게 반드시 시스템적인 사고에 바탕을 둔 피드백 로프를 고려해야 한다는 것을 인식시킬 수 있을 것이다. 아울러 한국 방위산업의 활성화와 발전에 기여하리라 믿는다.정보통신산업을 미시적 분석이나 세부 항목별 정량적 분석을 통해서가 아니라 산업의 발전 속성 및 경기 순환 등의 관점에서 분석함으로써 정보통신산업 정책의 수립 및 집행을 거시적 안목 하에 정립할 수 있게 한다는 데 의의를 가진다. 또한 경제변수를 묘사하는데 있어 국면전환 확산과정을 사용함으로써 향후 실물옵션 등을 통한 기술 및 무형자산의 가치평가에 있어 기초자산의 움직임을 보다 정확히 포착해 낼 수 있는 프로세스를 제공하였다는데 또 다른 의의를 갖는다고 하겠다. 수 있다. 따라서 성장 ${\cdot}$ 고용 ${\cdot}$ 분배의 조화는 바로 노동효율 증가형 기순혁신이며, 이를 위한 인적자본에의 투자라고 말할 수 있다. 본 연구가 기술경제 패러다임(techno-economic paradigm)의 시각에서 제시하는 한국경제의 성장 ${\cdot}$ 고용 ${\cdot}$ 분배를 위한 정책방향은 다음과 같은 동태적발전과정으로 요약할 수 있다 : 기초과학연구능력 확충 ${\rightarrow}$ 소화 ${\cdot}$ 흡수 ${\cdot}$ 개량 ${\rightarrow}$ 토착화 능력의 배양 ${\rightarrow}$ 자체기술개발, 선진기술 도입, 산업간 및 산업내 기술확산, 국제기술협력 ${\rightarrow}$ 기술혁신의 촉진 ${\rightarro

Operating model for A Value-For-Money evaluation of BTL Projects for Educational Facilities (교육시설 BTL 사업의 투자가치 평가를 위한 운영비 모형 구축)

  • As the law on the private sector investment in social infrastructure was amended in January of 2005, the government is aggressively promoting BTL projects but many trials and errors and problems are occurring. Especially, the Value-For-Money evaluation conducted by the responsible agencies to judge the appropriateness of the project found there was a conspicuous difference between the computed cost and the final contract sum. Accordingly, this study is aimed to grasp the problems in the current Value-For-Money evaluation and to improve it in order to proceed with BTL projects efficiently. To achieve this, through a relative comparison to the final contract sum, a clear standard for the items of Value-For-Money evaluation was presented and thus, a model that can ensure accuracy in computing the Value-For-Money was established so that a delay in negotiations can be avoided. If the Value-For-Money evaluation established in this study is used in assessing the appropriateness of unit prices for BTL projects for education facilities, a reasonable result can be expected to be drawn in selection and negotiations with contractors, and maintenance and Post-Operation-Evaluation(POE) of education facilities as well.

  • After reformation of 'the law of private investment on social infrastructure' on January 2005, BTL of educational facilities can improve the education circumstance at early stage, however there are trial and error, problems of execution as well. The key of this problem is not only related to whether BTL project is more reasonable, but it also leads to the proper performance of eligibility analysis on BTL. Therefore, it lead to the proper carryout of eligibility analysis on BTL. In order to promote effective BTL project of educational facilities, this study analyzes problems of existing model and creates the evaluation model for solving this problem. In this study, the evaluation model of investment on BTL has more quick ,accuracy and useful effect than previous one, if it is applied on eligibility stage. Moreover, this method could be applied to public building, SOC facilities effectively based on being modified as each characteristics of structure suitably.

Optimum Delivery Frequency for Reducing Construction Logistics Cost under a Carbon Taxation (탄소세 부과시 건설 물류비용 최소화를 위한 운송빈도 최적화)

  • The term 'green' has become an important way of survival for the construction industry in 21th century in accordance with the emergence of the environmental crisis due to the climatic change. Especially the policy of carbon taxation, planed to be introduced from 2012, is expected to be a considerable burden to the construction industry which has abundant carbon emission during the resource transportation due to the complexity of resources and local distribution of the construction sites. In this regard, this study shows an optimizing strategy for delivery frequency, which downsizes the net distribution costs based on the assumption that, despite of its other advantagements, the frequent small lot mode of JIT delivery would take negative effects due to the increase of costs of transportation and carbon emission once the carbon taxation policy carried out. To simulate the efficiency of the management strategies, the System Dynamics modeling has been used. The results show that the frequent small lot transportation strategy is now always efficient method to these changes, and that the frequency of transportation should be re-determinated according to the extent of the imposition of carbon tax. This study provides the conceptual frame for an efficient management of transportation system of the construction industry, showing necessity of change of the resource transportation systems through analysing JIT deliver system in accordance with the global changes in environmental economy.

  • In many countries, including Korea, it has been challenging to understand flood-related social dynamics due to urbanization and climate change. In this regard, socio-hydrology has been proposed to consider the interaction between hydrologic systems, land-use change, and human activities. However, there is a general lack of understanding of the interactions of socio-hydrologicsystems. This study examines the interactions between human activities and hydrologic systems from a sociological perspective using a dynamic system model. In other words, this study aims to present a conceptualization model that considers the mutual interaction of flood and community from a socio-hydrologic perspective. Depending on the construction cost of the levee for the Yangjae River, this study considered three scenarios to simulate the interaction of socio-hydrologic systems. Socio-hydrologic interactions can effectively reproduce the changes in the Yangjae River. Moreover, It is expected that the proposed model can be further used to understand possible hydrologic changes and interaction with social systems in the future as a decision-making tool in water resources management.

A Exploratory Study on the Impact of Metropolitan and Provincial Offices of Education on Dynamic Change of Academic Achievement in General High School: Applying System Dynamics (시·도교육청에 의한 일반계고 학업성취도의 동태적 변화 예측에 관한 탐색적 연구: 시스템 다이내믹스의 적용)

  • The purpose of this study is to identify the variables of metropolitan and provincial offices of education that affect the academic achievement of unit schools, and to predict how academic achievements dynamically change with the support of offices of education. The results of academic achievement of 606 general high schools in 16 metropolitan and provincial offices of education(rates of attaining more than normal education in Korean, English, and mathematics subjects) were analyzed using a multi-level model and system dynamics. As a result of the analysis, it was confirmed that the provincial and provincial offices of education's efforts to increase the efficiency of local education finance, the efforts to reduce teacher administration, and the facilitation of faculty training were the variables of the provincial and provincial offices of education. In addition, through policy experiments, efforts to revitalize teacher training were the most influential factors in academic achievement of unit schools, followed by efforts to streamline local education finances and to reduce the administrative work of teachers. In order to improve the academic achievement of unit schools, the functions of the metropolitan and provincial offices of education should be strengthened based on the education accountability, and policies need to be established in the mid- to long-term perspective.

A Selection Model For Power Plant Project Delivery Method (화력발전소 발주방식 비교를 통한 적정 발주방식 선정 모형)

  • With the electricity industry structure reformation of the government in April, 2001, Korea Power Electric Corporation was divided in to Korea water power nuclear power and 5 thermal power plant. After, various delivery method is introduced and applied for active profit creation according to the competition between each development companies for the public company privatization. However, the current situation does not satisfy the project participant by selecting the delivery method without reflecting the business goal and project characteristics of power plant construction business. The objective of this study is to research the influencing factors that should be considered to select the delivery method in thermal power construction business and develop a standard of selection of appropriate delivery method through questionnaire and interviews to establish a model to select the delivery method that fits the business goal of the subject of delivery. In the future, if the delivery method selection model suggested in this study is applied, it is expected to select the appropriate delivery method of power plant construction business by effectively reflecting the business goal, characteristics and demand of the delivery subject, and characteristics of the construction business apart from the existing customary practices that decided the delivery method dependent on the subjective and experience based judgement.
