Development of an Asset Management System for Public Facilities (공공시설물의 자산관리체계구축을 위한 모델 개발)

  • The maintenance management system of domestic public facilities is shifting from the concept of diagnosis and repair for maintaining safety of facilities to performance evaluation method that improves and maintains the performance of facilities. However, in Korea, the performance evaluation method for the maintenance of facilities has not been established, so the performance evaluation has not been properly performed. In this study, we propose an asset management model that introduces the concept of performance evaluation to complement the simple maintenance strategy focused on safety management of current facilities. This model differentiated from the existing model by proposing a method for using WBS as a method for collecting facility maintenance information. This model proposed the most important level of service evaluation method and performance measure factors in the performance evaluation of facilities, and conducted a case analysis to assess the appropriateness of this model.

  • 기후변화로 인한 집중호우와 가뭄 등 물 관련 재해가 지속적으로 발생하고 있다. 여름철 강우가 집중되고 하천의 경사가 급한 우리나라의 기상 및 지형학적 조건은 기후변화의 영향과 함께 물관리의 어려움을 가중시키고 있다. 이와 같은 외부적 요인변화에 따라 댐, 보, 제방, 홍수조절지 등과 같은 수자원시설의 안전관리 및 효율적인 운영의 중요성이 높아지고 있다. 특히 「시설물의 안전 및 유지관리에 관한 특별법」 대상인 국가 주요 시설물 가운데 수자원시설의 고령화율이 타시설물에 비해 높아, 체계적인 관리가 필요한 상태이다. 수자원시설의 효율적인 운영 및 유지관리체계를 구축하기 위해서는 첫째, 시설물의 성능평가 제도를 적극적으로 활용하고, 둘째, 국가 주요 시설물의 범위를 확대하며, 셋째, 시설물의 자산관리 체계를 구축할 필요가 있다.

  • 본 연구 성과는 국내토목구조물의 유지관리 업무를 지원하는 분야에 해당한다. 현재 우리나라 토목시설물은 법정비를 통해, 유지관리업무를 체계화시켜나가고 있는 상태이지만, 아직 그 결과물에 대한 DB 시스템이 일반화 되어 있지 못하며, 일부 개발된 툴들도 서로간의 유기적인 연결은 부족하다. 본 연구를 통해 개발한 지하구조물 유지관리 DB시스템을 이용해서 시설물 관리주체, 진단업체, 유지관리업체들이 상호간에 유기적으로 연결되고 효율적으로 데이터들을 관리할 수 있는 시스템을 제안하여, 국내 기간산업의 유지관리 업무 효율성을 높이는데 이바지 하고자 한다.

  • As time goes by, educational facilities have become superannuated and damaged; therefore, performance and safety of buildings have been decreased. It causes the decrease of service quality and deterioration of educational environment. In order to protect facilities from serious damages and deterioration, a consistent maintenance and repair program is required. The educational facilities can keep the good educational environments and also make better environments through the program. This study is made by investigating and analyzing the maintenance data which was collected from fifty schools in Asan area, Chungchengnam-do in order to derive foundation data for the efficient educational environment maintenance program.

Legislative and policy issues related to the advancement of the maintenance system of water resource facilities (수자원시설물의 유지관리 체계 선진화를 위한 입법 및 정책과제)

  • In this study, legislative and policy issues related to advancing the maintenance system of water resource facilities were presented by investigating and analyzing the degree of aging and management status of water resource facilities. Data from the comprehensive Facility Management System (FMS) operated by the Korea Infrastructure Safety Corporation were collected and used to analyze the aging of water resource facilities. Using safety grade data categorized by facility, type, local area, and grade, the ratio of dangerous facilities and the aging rate were calculated to analyze the status of water resource facilities and guidelines and manuals related to water resource facilities were investigated. Through this, four required actions to address legislative and policy issues were presented: 1) Readjusting the scope of water resource facilities and supplementing guidelines and manuals, 2) Establishing a maintenance system considering changes in disaster conditions, 3) Improving the FMS and activating standard linkage services, and 4) Establishing a facility asset management system.

Machine Learning-based Concrete Crack Detection Framework for Facility Maintenance (시설물의 유지관리를 위한 기계학습 기반 콘크리트 균열 감지 프레임워크)

  • The deterioration of facilities is an unavoidable phenomenon. For the management of aging facilities, cracks can be detected and tracked, and the condition of the facilities can be indirectly inferred. Therefore, crack detection plays a crucial role in the management of aged facilities. Conventional maintenances are conducted using the crack detection results. For example, maintenance activities to prevent further deterioration can be performed. However, currently, most crack detection relies only on human judgment, so if the area of the facility is large, cost and time are excessively used, and different judgment results may occur depending on the expert's competence, it causes reliability problems. This paper proposes a concrete crack detection framework based on machine learning to overcome these limitations. Fully automated concrete crack detection was possible through the proposed framework, which showed a high accuracy of 96%. It is expected that effective and efficient management will be possible through the proposed framework in this paper.

  • 공공시설 자산관리는 새로운 시설물 유지보수 개념으로 유지관리체계를 넘어 자산의 가치를 높이는 관리체계이다. 이 연구의 목적은 도로 및 교량 같은 공공시설에 자산관리체계를 지원하는 정보시스템을 구축하는데 필수적인 자산의 가치와 가치비용을 평가하는 방법을 개발하는 것이다. 따라서 자산가치를 자산평가 척도인 LoS(Level of Service)를 바탕으로 금전적인 값어치로 공학적 관점에서 계산하는 이론적 방법을 연구하였다. 가치개념을 정립하기 위해 성능은 LoS를 적용하였고, 비용은 유지관리를 위한 직접 투입비용을 적용하였다. 연구목적상 기존 연구결과인 자산비용과 가치비용의 개념을 적용하였으며 합리적인 시설물의 가치비용을 추정하기 위해 추가적으로 자산의 규모, 시설물의 현재 상태, 투입예산의 효과, 시설물의 중요도를 고려하도록 제안하였다. 제안한 자산비용을 바탕으로 하는 가치비용이 최대가 되는 유지관리대안을 선정한다면 최적의 시나리오가 될 것이다.

A Study on the Application Method of Facility Classification System for the Development of Asset Management System for Power Generation Structures (발전구조물의 자산관리 시스템 구축을 위한 시설물분류체계 활용방안에 관한 연구)

  • Recently, the maintenance concept of infrastructure has been changed from the stability management of the structure determined by the safety inspection of the existing facilities to the asset management related to evaluating and managing the performance of the facilities. For management of the property of the facilities, it is necessary to efficiently classify their information for the maintenance and service level of the facilities and to manage them. In the case of power plant facility, especially, it is a complex structure, which is constructed in a various component and detail. In this study, therefore, the components of power plant facility were classified into facilities, spaces, parts, and elements considering the type of integrated construction classification system in Korea. To reflect the deterioration rate of the facility in accordance with environmental conditions such as airborne salt and humidity etc., it was classified by adding direction, interior, and exterior condition of each component not to be considered in the existing classification system for its effective and systematic maintenance, since it is generally located in the coastal area due to the operation of the power generation structure. The classification system developed in this study can be used as fundamental data for development of the computer system for asset management of power plant facility.

유지관리 개념과 전력부하의 유지관리

  • 최근 건축물을 비롯한 여러 시설물에는 쾌적성, 기능성, 편리성, 안정성의 요구에 응하기 위하여 여러가지 첨단설비가 도입되고 있다. 이들 첨단설비 중 전력부하 설비가 양적으로 가장 많이 설치되는 경향으로 건출물에나 시설물에 설치되는 전력 부하설비가 사람이나 다른 장비에 미치는 영향은 지대하여 이에 대한 유지관리는 더욱더 중요하게 될 것으로 생각된다.
