The purpose of this study is to supply basis data that can improve the recognition of Daegu citizens on fire safety through the investigation of their recognition on fire safety. To achieve the purpose, 553 Daegu citizens in Daegu city were interviewed from Oct. 2 to 15, 2003. The results of this study are as follows; Citizens had thought little the recognition of our society on fire safety and Daegu subway fire accident caused very big effect in citizens' fire safety recognition. Citizens did not trust about fire fighting facilities that is established in the building. Method to elevate recognition for citizens' fire safety recognition appeared by TV, newspaper, etc public information reinforcement (30.7%), establishment and operation of the fire safety experience center (24.6%), fire safety education reinforcement in school (20.8%).

This study was conducted to lay the foundation for creating a society safe from radiation by investigating the establishment of a radiation social safety net and the establishment of safety awareness and safety culture among citizens living in Busan. Data was collected through an online survey, and 200 copies of the survey were analyzed. Data were analyzed using SPSS Window Ver 28.0. To verify differences between groups, t-test and one way ANOVA were performed, and correlation analysis was performed to confirm the relationship between variables. In addition, multiple linear regression analysis was conducted to confirm the influence between variables. As a result, first, in terms of building a social safety net, citizens' safety awareness, and establishing a safety culture, the scores of the group with male gender, age in 20s, and high school graduation were found to be high. Among them, there was a statistical difference in gender at the significance level of .01 for building a social safety network and at the significance level of .05 for establishing a safety culture. In terms of occupation, there was a statistical difference between professionals and service workers at the significance level of .05 regarding the building of a radiation social safety network. Second, as a result of multiple regression analysis, it was found that 'local government radiation safety education', a subordinate factor in building a radiation social safety network, had a positive effect on citizens' safety awareness and establishment of a safety culture. Third, the results of the correlation analysis between the building of a social safety network, citizens' safety awareness, and establishment of a safety culture showed a positive correlation. Therefore, it is believed that a good radiation social safety network will have a positive impact on citizens' safety awareness and the establishment of a safety culture.

천혜의 자연조건을 갖출 목포항을 세계적 미항으로 가꾸기 위한 운동이 전개되고 있다. 이미 대불산업단지가 목포항 주변에 위치하고 있으며 영산강 하구둑이 건설되어 있다. 최근에는 남악신도시가 건설 중이고, 목포-고하도 연육교 건설이 계획되고 있어서 목포항 미관 조성과 환경보전에 시민의 참여와 관심이 모아지고 있다. 그래서 천혜의 목포항을 세계적 수준의 아름다운 항구로 가꾸기 위한 목포시민의 환경보전 실천방안을 제시하고자 한다. 이를 위하여 먼저 $\ulcorner$희망찬 미항 목포 가꾸기 운동$\\lrcorner$ 을 검토하고 시민을 대상으로 환경설문조사를 통하여 시민의 환경의식 수준을 확인한 후, 이를 바탕으로 환경보전 시민실천방안을 도출하였다.

본 연구는 공중보건 비상사태 발생 시 시민들의 위기의식과 신뢰 간의 관계를 살펴보았다. 위기의 영향은 개인, 사회, 국가에 따라 다르다. 정부의 위기관리는 특히 '공공성'이라는 측면에서 비정부기구와 매우 다른 것이 국민의 책임의식을 해소하기 위한 관료제를 수반하기 때문이다. 전염병 확산 단계에서 사람들은 부정적인 감정에 쉽게 빠지게 되며, 중대사고 발생 후 대중의 부정적인 감정을 줄이는 것은 중대사고로 인한 조직의 피해를 효과적으로 줄일 수 있다. 코로나19 팬데믹 상황에서 시민들의 위기의식이 신뢰에 미치는 영향을 기반으로 공중보건 위기상황의 관리를 최적화하고 시민들의 정신건강을 증진 시킬 수 있는 방안에 대한 지침을 제공해야 한다고 판단 된다.

Man-made disasters are disastrous event, which can be reduced the damage through preventive measures and thorough inspections, unlike natural disasters. Thus, safety consciousness of citizens is not only important, but also safety consciousness of security guard who are involved with facility safety management. In other words, safety consciousness and fostering professionalism of security guards could reduce the damage, including human disaster and it enables the effective safety management. Therefore, this study selected the training and the organizational safety as variables with the influencing factors for improving the disaster safety consciousness of facility guard. After the analysis, the following results were confirmed. First, the training content and its environment would have a significant impact on the disaster safety consciousness. Second, organizational safety would have a significant impact on disaster safety consciousness. In other words, the improvement of training program and the formation of safety culture in organizational level will have a positive impact on the disaster safety awareness and enable effective safety management.

안전교육을 위한 방법으로 체험교육은 일반 국민들이 사고예방법이나 사고발생시 올바른 대처방법을 체험하게 함으로서 스스로를 안전하게 지킬 수 있는 능력을 습득하는데 매우효과적인 중재전략이다(강신광, 2003: 142-143 전세중, 2008). 또한 학생들을 대상으로 소방안전교육을 실시하고 있지만 교과서에 수록되어 있는 그림이나 이론 위주의 주입식 교육이 주를 이루고 있어 혼란스러운 응급 상황에서 올바르게 대응하기 위해서는 반드시 실제와 같은 가상 상황에서 반복적인 훈련을 통하여 체험할 수 있어야 한다(김현기, 2006 전세중, 2008). 그리하여 김태환(2001: 83-117)은 국민의 안전의식의 향상을 위한 안전 개선에는 주민 스스로가 안전사고에 대한 예방과 유사시 긴급대응을 할 수 있도록 안전에 대한 적극적이고 능동적인 체험교육을 위한 교육시설이 필요하다고 하였다. 안전체험관 설립을 위한 시민의식 조사 연구(김태환, 2001: 83-117)에서도 대부분의 응답자들은 안전사고 발생에 대한 불안감을 가지고 있으나 대처요령을 잘 모르고 있다고 함으로서, 주입식 안전교육의 한계를 극복하고 일반인의 안전의식 결여를 해결하기 위한 체험식 교육을 시행할 수 있는 재난안전체험관의 설립이 시급하다고 주장하였다. 재난발생시 위기상황에서 적용할 수 있는 현장 체험식 안전교육이 필요하다는 사회적 요구에 따라 2003년 최초로 안전종합체험관 형태의 서울시민안전체험관이 개관되었다. 이를 계기로 여러 지방자치 단체에서도 현장과 유사한 교육상황을 제공할 수 있는 안전체험교육의 필요성을 절감하고 잇달아 안전체험관을 설립하여 운영하고 있다.

최근 수년간 국내외에서는 각종 재난이 잇달아 발생되고 있으며, 그 유형의 다양화와 규모의 대형화는 언제 어느 재난에 의해 우리가 불행을 당하게 될 런지 모르는 커다란 불안에 쌓이게 한다. 세계 도처에서 기상이변에 의한 자연재해를 입고 있으며 국내에서도 최근 2~3년간 상상하기 어려운 대형의 인위재난사고가 끊임없이 발생되어 수많은 인명과 재산의 피해를 보았다. 그러므로 각종재난 을 극복하기 위해 정부와 지방자치단체가 추진하고 있는 재해의 예방 및 수습에 관한 법체계, 조직의 구성운영, 대시민 홍보계획 등을 검토하고 사고유형별 대처방안 강구와 시민들이 알아두어야 할 재난의 예방 및 대처방법을 숙지함으로써 재해의 발생을 예방하고 재해 발생 시는 신속하고 효율적인 수습으로 인명과 재산의 피해를 최소화 하고자 한다.
