A Study on the Practical Design of Citizen Participatory Appraisal (시민참여형 평가의 실천적 설계를 위한 연구)

  • Citizen participatory appraisal is a methodology of record practice that draws citizen participation in the evaluation process in various forms based on evaluation documentation. This study aims to address practical concerns about what kind of citizen participatory appraisal can be used locally and what specific design can be drawn. To this end, this study designs specific measures for citizens to recognize and monitor the responsibility of the national archives in the domestic record appraisal environment, focusing on thorough appraisal documentation and disclosure, the introduction of public consultation, and the initiative of citizen agenda.

  • Disaster of Sewol took place in one year. Meanwhile, the victim's family and the call time record academics have tried to record it. In the archives of the local universities and institutions were created to collaborate actively and gathering oral history. Disaster-related Sewol neither should be able to be used as in the case of foreign well, and it should continue to honor the victims of the collection. It also ought to occasion again to avoid this disaster on earth.

Structural Analysis of the Community Welfare Problems -In Busanjingu, Busan, Korea- (지역사회복지의 문제점에 관한 구조화분석 -부산진구를 대상으로-)

  • The purpose of this study is to clarify the mechanism and essence of problems by understanding the whole structure of the complicated problems that exist in the social welfare field with DEMATEL method, one of structural models. This paper consists of (1) What kind of social welfare problems exist in the community that is related to welfare? (2) What kind of thoughts do people who work in social welfare field have related to these problems? (3) Are there any differences in structure of thoughts among social welfare civil servants who take charge of planning and dividing budgets for community welfare, social workers who provide services personally and civic activists who criticize and keep watch on behalf of civilians? In order to achieve the purpose of this study, data were collected in Busan Busanjingu and the survey was conducted from the year of 2005 when community welfare plan was first established up to now. The major structural problems of the community welfare of the Pusan Jin-gu, Korea, are: 1) welfare budget allocation procedure is not logical, 2) the outskirts of the Pusan Jin-gu are isolated as poor areas, 3) geographic imbalance is severe among communities, and 4) the social welfare response system to support future population structure needs to be more developed. All of these problems are the fundamental origin to the social resource disparity within communities. The major problems of the community social welfare in Pusan Jin-gu, Korea were recognized by different perspective in terms of professional career such as social welfare civil servants, social workers, and civic activists. Majority of the social welfare civil servants thought "severe geographic imbalance"; majority of the social workers believed "lack of the social welfare response system to support the structure of the population in the future" and "disparity in social resources within the communities"; and majority of the civic activists said "limitation for understanding various social welfare needs because of short term need assessments" as main issues of the community social welfare. It seems that this paper is able to be used as a framework to establish community welfare plans and individual programs in Busan Busanjingu.

'Dual Transformation' of Freedom of Information Movements and Civic Participation (정보공개운동의 '이중적 전환'과 시민참여 : <참여연대 정보공개사업단>과 <투명사회를 위한 정보공개센터> 비교를 중심으로)

  • This paper aims-through comparative research on two organizations and use of political process theory-to analyze the historical development of, current issues related to and the characteristics of the new transformation of the Freedom of Information Movements (FOIMs) in South Korea. In the ten years since the Freedom of Information Act (FOIA) took effect in 1998, Korean FOIMs have developed along the following course: 'emergence' (1998), 'expansion and extension' (1999-2004), 'institutionalization and retro-institutionalization-' (2005-2008). Specifically, in the early stage of FOIMs, the Freedom of Information (FOI) department of the People's Solidarity for Participatory Democracy, established in 1998, had led the FOI movement by initiating reform of the FOI institution and advocating an end to old practices. Paradoxically, however, following the institutional progress of FOI under the Roh Moo Hyun government, the vitality of FOIMs seemed to be weakening. And under the Lee Myung Bak government, which is showing regression in both the FOI institution and practices, the 'dual transformation' of the FOIMs is being led not by old groups but by new ones. The Center for Freedom of Information and Transparent Society(CFOI), which was founded in 2008, has journalists, researchers of archival studies, citizens, lawyers and nongovernmental activists as members. Through its blog style Homepage, countless reports are becoming "open to the public" and "share with the public." And its various civic education programs are interactive bridges which enable mutual communication between the Center and citizens. CFOI is expanding the FOI movement in different ways than the traditional activists such as the FOI department of the PSPD department, which worked through methods such as policy proposals, disclosing information litigation, comments and public statements, and hosting forums. CFOI is leading the 'dual process of transformation' of FOIMs, namely the transformation from an 'advocacy' movement to an 'empowerment' movement and transformation of the FOI movement's framework from "open to the public" to "share with the public."
