In recent discussions on civil records, the term citizen records is being used instead of civil records. It is necessary to analyze the implications of using the term 'citizen record' instead of the term 'civil record'. Specifically, this paper examines how various words, including min, are understood and used in modern Korean politics and society, and the conceptual changes in relation to social changes in Korean society, so that we can name them civil records rather than civilian records. We want to find out the conceptual implications of what we do. To this end, first, we understand the concept of citizen as a historical contrast to the people, and second, we examine the meaning of citizen record management as part of citizenship. Furthermore, from the perspective of associational civic movements, we will look at village development and community movements, and consider the political and social meanings of civic records produced by citizens in their daily lives through these activities.

In modern society, there remain underprivileged communities that do not perform their own archival activities and documentation. Thus, many outside citizen archivists take the role of documenting the lives and activities of such communities on their behalf. However, ensuring the partyhood of these citizen archivists who are not part of the community proves to be problematic. This study aims to analyze how outside citizen archivists acquire partyhood in the process of documenting underprivileged communities through a case study labeled "Citizen Archivist Training Project" in Wanwol-dong, an area in Busan with a huge prostitution business. First, the process of acquiring partyhood in the outside citizen archivists' documentation of underprivileged communities was divided into three stages, following the literature review process. Second, this partyhood acquisition process was investigated stage by stage through interviews with participants in the case study in Wanwol-dong. Third and finally, following the investigation's findings, the attitude and position outside citizen archivists should have and take, respectively, in documenting underprivileged communities were identified.

Today, the civil society plays a key role not only in criticizing and monitoring the functions of the state and the market, but also as an active producer of public services by complementing the government and the public sector. Public records management is also becoming more and more popular. In the case of appraisal and selection, which is the core area of record management, discussions about citizen participation are becoming more serious than any other areas. The concept of 'proactive appraisal', which has emerged as a paradigm of citizens' participation in appraisal, reminds us that citizens themselves are the subjects of public records and are no longer alienated from the appraisal system. The problem is, while the growth of the Korean civil society about institutional participation is spreading rapidly, but citizen participation is hard to find in the field of public records. The purpose of this paper is to examine the role of citizen participation in the process of appraisal of public records, and to debunk the role of citizen participation in the appraisal processes by exploring the examples in the UK, Canada, and Australia. This paper emphasizes that the appraisal system of the national public records in crisis today could be largely restored through the domestic application of this active citizen participation cases. First of all, this study presents a conceptual appraisal model that could reflect citizen participation in the field of record management along with the analyses of the advanced cases in some western countries. Specifically, this paper focuses on presenting the models of 'appraisal documentation' and 'governance-based appraisal', reflecting the active citizen participation. This study suggests that these citizens' participatory evaluation models should be settled in Korea in the future and we should urgently discuss 'citizen participation appraisal'.

Citizen participatory appraisal is a methodology of record practice that draws citizen participation in the evaluation process in various forms based on evaluation documentation. This study aims to address practical concerns about what kind of citizen participatory appraisal can be used locally and what specific design can be drawn. To this end, this study designs specific measures for citizens to recognize and monitor the responsibility of the national archives in the domestic record appraisal environment, focusing on thorough appraisal documentation and disclosure, the introduction of public consultation, and the initiative of citizen agenda.

NGOs(Non-Governmental Organizations) are organization based on the 'voluntary participation' of citizens. Citizens' participation and support are essential for the existence and sustainable growth of the organization. The records of NGOs are produced, received, collected, and left behind in the course of their activities. Systematically managed records are used as information for business performance to increase operational efficiency. In addition, it plays a role in proving the legitimacy of the group and its activities to internal and external stakeholders of the NGO, such as whether the group's activities were performed legally and whether the group is actually working to realize the goal it stands for. Therefore record management of NGOs is required to improve accountability. In other words, NGOs can be gain the trust of civil society based on accountability through records and secure internal and external resources necessary for the existence of the group. In this study, after confirming the general record management status of NGOs in Busan, improvement measures were examined in terms of record management in order to increase the accountability of NGOs.

The sinking of the Sewol ferry has not only induced an intense conflict in Korean society but also been developed into a sociopolitical issue. This paper divides this accident into five stages and examines the records produced at each stage. The Sewolho Citizen Archive Network and the Ansan Citizen Record Committee began the archiving of Sewol and created the 416 Archives. The records of Sewol are social and political records that hold envidencial and historical value. They can be used to rebuild and recover the wounded community as well as to investigate the truth behind the case. Accident archiving collects materials different to the ones which public archiving does, allowing people to view the incident from a different standpoint. It is also characterized as an archiving of the current issue, social movement and regional community. Accident archiving is a method which ensures credibility and impartiality in memory. In light of Sewol archives, accident archiving can contribute to form mature democracy.

This study aims to emphasize the importance and activation of citizen oral history. As is well known, research on oral history gradually began in earnest in Korea from the 1980s. Until now, citizen interviews by researchers and elite interviews by researchers have steadily increased in quantity. However, citizen interviews by citizens are insignificant. The "Digital Life-history Archiving" project, which has been under the supervision of the Ministry of Culture, Sports and Tourism since 2021, is a new and meaningful attempt. Citizens are educated on archiving and oral history to conduct interviews and produce archives. It is producing high-quality oral archives, securing citizens' archiving capabilities, and building local cultural resources. Based on the experience of participating in this project in 2021, I evaluated the performance and limitations and looked at the implications. I expect it to help reduce trial and error in the future. I also proposed a plan to actively produce and utilize citizen oral archives. To this end, specific cooperation between oral-history institutions and oral archives platforms were also proposed.

The recent revision of the Public Records Management Act provided a basis for the procurement of private records from local archives. Accordingly, some local governments are promptly trying to gather these private records through various ways, and a representative methodology of such is a contest for acquiring records. This study aims to analyze how much this contest contributes to the acquisition of private records and the current status of its operation. As an example of this study, Jeonju Citizens Archives, which conducted the contest more than ten times, was selected. Based on the analysis results, the operation status of the contest for acquiring records and improvement plans for activation were presented.

Collecting, archiving, and using civil records in the private sector is recognized as part of the legitimate rights that citizens should have in civil society. However, the national records management system does not have a balance between private records management and public records management, and private records are excluded from appropriate government support. Considering that civilian records cannot be restored or restored once lost or damaged, it is clear that national attention and support are needed. This study discusses the need for institutional support for private records and has two main directions for support policies: sustainable support for the revitalization and promotion of civic records culture, and within the region for the sustainable management and preservation of private records. It was identified that a stable organization and physical space support were needed for the collection and preservation of private records. And to put it into practice, the conceptual categories and current status of private records management, and the characteristics of private records management that need to be considered when establishing a private records management policy were examined.

With the objective of recording the life stories of Paju's long-time residents, the Paju Central Library has been implementing the "Human in Paju" project by forming the Citizen Oral History team since 2017. Building upon the success of this initiative, Paju Central Library became the first library in the country to establish a Records Management team. Subsequently, regulations were enacted, and a committee comprising citizens and officials was formed to ensure the continuous development of the archival project. Moreover, they emphasized public discourse and collaboration at every stage by creating a system to raise awareness of the importance of archiving throughout Paju and support citizens in becoming active participants in the project. This paper aims to present a case study of this exemplary local government library.
