동굴 내의 전기조명시설 요령

  • 동굴의 전기 시설은 전문가에 의하여 작성된 동굴 도면과 지형지물의 철저한 조사에 의한 전기 시설의 설계가 이루어진 후에 전기공사업 자격자에 의하여 시공되고, 설계자 또는 감리기관에 의하여 시공의 감독이 이루어져야 한다. 다음으로 시설 후의 관리, 유지, 보수가 더욱 중요한 것으로 조명등의 전구 교체라든가 등기구 교체시 설계 도면에 의거하여 설계자의 의도를 벗어나서는 안될 것이며, 기본 도면에 의한 보수공사 또는 재설계가 이루어진 후에 설계에 의한 보수공사가 시행되는 것이 일반적인 상식임이다.(중략)

  • The purpose of this study is to maximize project efficiencies in construction management by analyzing hierarchical factors that effect in project supervision system, and consequently constructing managerial CSF(Critical Success Factors). For this study, the tools for evaluating operating and management abilities of site engineers are built from analyzing status and issues, deducing influence factors and rating cardinal scales of these factors from survey results. These evaluation tools are reflected to the construction supervision decision making process so that can improve project management effectiveness.

  • To enlarge the international competition and construction productivity, the domestic construction market attracts the private capital and expands the facility of :iocial Overhead Capital(SOC). However, the application of the business system used at the public project didn't utilize the effect of social overhead capital. It caused problems that parties' business was inefficient and their allotment of the risk was inadequate. This paper presents the course to reorganize the business system which the coincides with the origin aim of the SOC. For the reformation of the supervisor's work scope and business system and the government's overall project management, in other words, this paper proposes the professional organization to replace the superintendence and the formation of optimal business system. This paper confirms the privity of contract among parties of SOC project and parties' work scope and system between relative laws and concession agreement that government made a contract with Special purpose Company (SPC).

  • The aim of this study is to improve quality system through mutual understanding for the opinion gap among interested parties such as owner, designer, constructor and supervisor in construction industry. The survey to the owners, designers, constructors, and supervisors who are in charge of quality of the 183 architectural projects being constructed has been performed for investigating the importance and actual level of quality and quality factors. Questionnaires are based on the quality factors shown in ISO 9001:2000 international quality management system requirements. There are distinct opinion gaps for quality among owner, designer, constructor, and supervisor who working for the same architectural projects.

Crafting a Quality Performance Evaluation Model Leveraging Unstructured Data (비정형데이터를 활용한 건축현장 품질성과 평가 모델 개발)

  • The frequent occurrence of structural failures at building construction sites in Korea has underscored the critical role of rigorous oversight in the inspection and management of construction projects. As mandated by prevailing regulations and standards, onsite supervision by designated supervisors encompasses thorough documentation of construction quality, material standards, and the history of any reconstructions, among other factors. These reports, predominantly consisting of unstructured data, constitute approximately 80% of the data amassed at construction sites and serve as a comprehensive repository of quality-related information. This research introduces the SL-QPA model, which employs text mining techniques to preprocess supervision reports and establish a sentiment dictionary, thereby enabling the quantification of quality performance. The study's findings, demonstrating a statistically significant Pearson correlation between the quality performance scores derived from the SL-QPA model and various legally defined indicators, were substantiated through a one-way analysis of variance of the correlation coefficients. The SL-QPA model, as developed in this study, offers a supplementary approach to evaluating the quality performance of building construction projects. It holds the promise of enhancing quality inspection and management practices by harnessing the wealth of unstructured data generated throughout the lifecycle of construction projects.

  • 우리나라는 지난 '96년 제정한 "전력기술관리법"에 따라 전력시설물 공사에 대한 설계와 감리업무를 실시하고 있지만 "전기공사업법", "정보통신공사업법" 등에서처럼 건축 등 타 분야와의 분리발주를 명확하게 명시하고 있지 않아 발주자, 시공자, 용역업자 등 업계의 혼란을 가중시키고 있어 많은 문제점을 야기시키고 있는 것이 현실이다. 분리발주는 통합발주에 비해 각 공정별 기술력을 확보하고 중소업체와 대형업체간의 공정한 경쟁을 유도함으로써 전력산업 시장경제의 건전성을 확보하는 등 통합발주로 인해 발생시키는 불법하도급, 업계의 혼란, 타 분야와의 경쟁력 약화 등 부정적인 요소를 해결할 수 있는 방안이다. 하지만 법상에서 명확하게 명시하고 있지 않아 모든 전기설계 감리 용역에 대해 분리발주가 되고 있지 않은 것이 현실이므로 거시적 관점에서 전력산업의 미래를 본다면 분리발주가 필요할 것으로 사료된다.

  • 많은 난관을 극복하고 조기착공에 성공한 후에, 우선적으로 고려할 사항은 주공정(Crtical Path) 을 관리하는 것이다. 주공정(critical Path)의 초기 작업에 필요한 자재, 장비, 인원의 준비를 재점검하고 하도급추진을 하는 한편, 계약서상의 요구조건, 승인사항에 미흡한 점이 없는지를 검토하고 보완한다. 계약서상의 요구사항을 미비하거나 무시했을 경우, 반드시 그에 상응하는 경제적 대가를 치루어야 한다는 것을 명심해야 한다. 시공을 하기 위해서는 자재승인 후 작업도면(Working Drawing/ Construction Drawing/ Shop Drawing)의 승인을 받고, 작업방법(Method Statement)을 제출하고, 설명화 Presentation) 및 시험시공(Demonstration 또는 Mockup)을 거쳐 감리자의 시공허락을 받아야 하며 각종 Test를 통해 품질관리를 실행해야 한다. 시공지는 시방서에서 요구하는 품질이 보장되는 범위 내에서, 최대한 공기를 단축할 수 있도록 공사초기부터 노력을 해야 하며, 공사의 모든 과정에서 항상 claim 여부, 공기내 준공, 하자 Zero, 최단 시일 내에 최대의 기성취하에 역점을 두고, 이에 장애요인을 해결하는 것으로 공사를 진행해야 한다.

  • Since many accidents have occurred in Korea in these days, many people have lost their health and have been damaged. The damages caused by fires which occur to many buildings where many people always reside takes a substantial share of the total damages. And since the proportions of the domestic fire protection designing/supervising industries are relatively much disregarded compared to other kinds of work, it is in the situation that there are many cases of serious damages because the fire protection equipment didn't exert the proper functions on fire after a building is constructed since the supervision against the poor construction along with the inadequate design. In order to improve such situations, in case of the design industry, the criteria on registration and workforce placement, the scope of operation, the design documents required when requesting the agreement to the construction permits, the responsibilities and authorities about the jobs of the fire protection facility designers must be improved and, in case of supervising industry, the registration criteria, the operation scope and the kinds, methods, targets and criteria of supervision, the criteria on the additional placement of assistant supervisors, the contents and scope of work must be improved, the PQ system and Public Supervision System must be reviewed and the systems for preventing any poor supervision must be improved in order to pursue the security of the people and their properties at the same level as the other kinds of work by preparing for the firm position and foundation of the fire protection design and supervision.

  • 안전관리는 건설사업의 시공과정 중에 발생 가능한 유해, 위험으로부터 인명을 보호하는 것이며, 건설사업의 주제는 발주자로서 발주자 역할의 극대화는 효과적인 건설재해 방지의 관건이다. 건설프로젝트의 발주자, 설계자, 감리자, 시공자, 협력업자 등 다수 참여자의 장기간에 걸친 공동작업으로 이루어지는 건설공사의 특성을 고려할 때, 기존의 건설안전관리체제로는 건설공사에 수반되는 이와 다양한 유형의 사고를 방지하기 위한 근본적인 처방으로는 미흡하며, 건설산업의 총체적인 안전수준의 향상을 통한 시설품의 생애주기 전반에 걸쳐 안전성을 확보할 수 있는 근원적인 안전관리제도의 구축이 요구되고 있다. 실태조사 결과 공공발주자와 민간발주자의 안전의식 및 안전관리실태에는 격차가 크며, 대다수 발주자의 안전관리에 대한 책임의식이 미흡하며, 민간발주자의 경우가 훨씬 열악한 것으로 나타났다. 정부 감독기관의 발주자에 대한 안전책임 부여도 소극적이다. 발주자 안전관리가 미흡한 원인과 이의 촉진 방안에 대한 도출이 필요하다. 발주자에 대한 접근 방법의 홍보를 통한 책임의식의 고취, 발주자를 위한 안전관리매뉴얼 등 안전관리 도구의 제공, 법령을 동한 명확한 책임의 부여, 발주자가 책임을 이행할 수 있는 자질있는 안전전문가의 활용이 긴요한 것으로 사료된다.

  • The construction industry in Korea has seen significant improvements in quality management techniques, driven by the dramatic development of new technology through Manhattanization and enlargements, but compared with technical development, the level of building quality improvement is still lagging behind. In the meantime, as the interest in construction quality soars due to changes in user consciousness, the level of quality that is being demanded is rising. The government has reinforced quality systems by implementing responsible supervision requirements and granting overseas companies permission to enter the supervision business in Korea, and private sector companies also are attempting quality improvement through quality assurance approaches like the preliminary qualification screening system and ISO 9000 series. But currently, building constructions are done only according to the construction specifications of project owners, whose design, materials and construction methods are already decided, and do not leave any necessity or opportunity for technical developments for the quality improvement of contractors. Therefore, in this study, a work process and system improvement plan for payment regulations is proposed, with which contractors can secure quality voluntarily in the building construction phase.
