Optimization of GEO-KOMPSAT-2 Apogee Engine Burn Plan (정지궤도복합위성 원지점엔진 분사계획 최적화 연구)

  • GEO-KOMPSAT-2A and GEO-KOMPSAT-2B are under development by KARI to replace the COMS mission, and will be launched in 2018 and 2019, respectively. GEO-KOMPSAT-2 will be launched and injected into the GTO (Geostationary Transfer Orbit) by the Ariane V launcher. Once injected into the GTO, the satellites are transferred to the drift orbit by applying a series of apogee engine burns. The burn epoch time, duration, and intervals are selected such that the satellite is placed closest to the target drift longitude, or at the drift start longitude. For GEO-KOMPSAT-2, four or five LAE (Liquid Apogee Engine) burns will be applied for drift orbit injection. This paper establishes the GEO-KOMPSAT-2 LAE burn plan, considering predefined constraints and adjustments, taking into account the perturbing forces. Two approaches have been analyzed: the first is a single shot approach, whereas the other is an iteration based optimal solution. Optimal solution has been obtained using the Focusleop, a geostationary satellite LEOP tool.

A Study on the Maritime Baseline of the Unified Korea's Northern Part : Focused on the State-Succession (통일한국 북측해역 기선설정에 관한 쟁점연구 - 국가승계론을 중심으로)

  • This study is intended for the Maritime Boundaries(Baseline) of the Unified Korea. According to the international law, North-Korea is recognized as a nation. Then with unification, the state succession will be a very important issue. Thus we should seek for the expected problems and counter-measures, by analyzing of the State-succession. There is a conflict of the positive or negative reaction about the state succession. However, in general, 'the principle of continuity' has been applied for at the national border treaty, regardless of the type of State succession. This can be found on Article 11 & 12 of the 「1978 Vienna Convention on Succession of States in Respect of Treaties」, Article 62, paragraph 2 of the 「1969 Vienna Convention on the Law of Treaties」, and a series of international case law. Currently it is being understood as customary international law. In summary, although South and North Korea, China, Russia and Japan are not the parties of 「1978 Vienna Convention」, the unified Korea will necessarily have a duty to succeed national boundaries(also, maritime baseline) of North Korea. Specifically, we have an objective and rigorous review of the treaty of maritime baseline that is signed between North Korea and neighboring countries, such as 「National Border Treaty Regime between North Korea and China」 and 「Treaty between the Union of Soviet Socialist Republics and the Democratic people's Republic of Korea on the Demarcation of the Soviet-Korea National Border」. Also, we analyzed 'Historical Bays' and 'Straight Baseline' system. By this, we are able to occupy a favorable position when renegotiating with neighboring countries, at the point of unification.

Distributed Relay Power Control Scheme for Multi-cell OFDM-TDD Based Mobile Relay System (OFDM-TDD 기반 이동 릴레이 시스템을 위한 다중 셀 분산형 릴레이 전력 제어 방법)

  • In this paper, a distributed mobile relay power control (DMRPC) scheme for maximizing individual cell throughput is proposed for mobile relay aided multi-cell orthogonal frequency division multiplexing (OFDM)-time division duplex (TDD) system. In the system with DMRPC, the power levels of relay's are controlled by individual cell without cell cooperation and signalling overhead. It is demonstrated by numerical simulation that DMRPC provides the better cell throughput performance than either the full power relay aided system or conventional system without relay does. Moreover, it is also shown that relay aided systems with DMRPC, and the conventional system have almost identical cell edge throughput, while full power relay aided systems show worse performance in cell edge throughput.

A Study on the Developmental Process of University-based Librarianship Education in Japan (일본의 학부과정 도서관학 교육 형성과정에 관한 연구)

  • The purpose of this study is to investigate the developmental process of University-based librarianship education in Japan from a historical perspective by analyzing literature. The results show that America's librarianship education policy historically focused on the establishment of a new model of librarianship education whereas Japan's policy was to keep the one from the Second World War. In 1951, an American model of education was established at Keio University by the contract between U.S. Department of the Army and American Library Association in America, but it did not continue to develop as mainstream model. The American model of librarianship education was not successful in Japan. It is expected that this study concerning Japanese librarianship education which adopted by the American model at the first time after the war in Asia will give vision for further studies in the domain of library history.

  • If the function of the national infrastructure is suspended due to natural disasters and social disasters, the damage of the national infrastructure can be a serious threat to the national security as well as the life, body and property damage of the people. In this paper, we examine the domestic and overseas trends of the national system protection system and examine the domestic and overseas trends of the national system protection system. The detailed function of the essential function continuity, essential function, succession order, authority delegation, continuity facility, continuity communication, We examined the specific issues related to testing, education and training, transferring control and directing authority, analyzing the system related to the national infrastructure protection plan, and examined the specific problems and suggested an effective improvement plan for the critical infrastructure protection system.

  • Due to increased software development cost, interest about the method and automated tool for reusing legacy system have been running high. Therefore, In this study, it proves the definition, concept and also background of legacy system by showing real market and technology trend. Automation tool is designed and developed to handle the concrete development methodology, procedure and reference. Also, we implemented the process that analyze the legacy system and extract, refine, store and reuse the candidate components by using LM(Legacy to Modern System) supporting tool presented in this paper. If LM supporting tool is applied to legacy system migration, we can expect cutting costs, shortening the developing period and succeeding the intellectual property by software re-engineering.

  • The purpose of this paper is to study the send and receive of the message in the TEDI System. The TEDI System replaces a series of trade documents with electronic date, and it realizes secure and reliable transactions of data among parties by means of open networks, such as the Internet. The TEDI system is composed of Web browsers, TC Serves, a RSP Server, and Certification Servers. TEDI has development the system and legal frame work. Exporters, importers, carriers, banks insurance and companies those who engage in the trade releated business have tested TEDI system and evaluated the legal frame work from the practical point of view. TEDI is now refining the system and preparing for the service. A fundamental feature of the TEDI System is the attribution to participants of data messages through public key certificates issued by certification authorities that allow for verification of digital signatures. Access to servers maintained by such certification authorities also takes place through the internet. In principle, certificates used by any reputable certification authority may be employed as long as they are compatible with X.509 V3.

  • GOCI-II, which succeeded the mission of GOCI, was successfully launched in February 2020 and is in operation. GOCI-II is expected to be highly useful in a wide range of fields, including detailed changes in the coastal seawater environment using improved spatial and spectral resolution, increased number of observation and full disk observation mode. This special issue introduces the assessment of the current GOCI-II data quality and the studies on the accuracy improvement and applications at this time of one year after launch and data disclosure. We expect that this issue can be an opportunity for GOCI-II data to be actively utilized not only in the ocean but also in various fields of land and atmosphere.

An Analysis on Determinants of Farmers' Perception to Climate Change in Korea (기후변화에 대한 농업인의 인식에 영향을 미치는 요인 분석)

  • The purpose of this study is to analyze the determinants affecting Korean farmers' perception to climate change using multinomial logit and ordered logit model. The major findings of this study are summarized as follows. First, the results indicate that 85.7 percent of farmers have perceived climate change and 85.8 percent of farmers have anticipated that the impact of climate change on agriculture within 10 years. Second, the results show that farming experience, successor to farming, use of computer have a significant impact on expectation to climate change. Finally, the findings also indicate that sex, age, and education have a significant impact on expectation of the mean temperature to climate change.

Value of Cultural Heritage and its Role for the Culture-Creative Industries (문화창의산업에서 문화유산의 가치와 활성화 방안)

  • Cultural heritage contains traditional values and we have to conserve its intrinsic value. But in the other hands it is argued that it's no need to preserve heritage for its own sake, and nowadays we appreciate that active use of heritage is enhancing its value and making position secure in its society. It will need not only to protect heritage, but also to ensure its use, and its economic value are harnessed to the benefit of local communities. We are going to enter upon experience economy through information society and to have a creative economy policy discourse. The effects of globalisation on societies are manifested in the attrition of their values, identities of vernacular heritage. Therefore relationship between development and heritage must be examined. In this article I suggest the methodologies of vitalizing cultural heritage based creative industries, especially through making the creative ecosystem and optimising the performance of the cultural heritage based cluster.
