  • As the urban railroad durability period law has revised on march 19, 2009, the life cycle of urban railroad cars has lengthened to 40 years for the longest period. It seems to be attributed to the development of railroad car making technique along with their durability being longer thanks to the quality improvement of their materials and parts. As the stability of urban railroad cars is directly linked to the safety of passengers, safety should be considered first, and more precise examination is necessary for endurance extension. Hereupon, the rolling stocks with their durability near expiration should get precise diagnosis following the revised "RDG for urban railroad cars" This study aims to suggest a diagnosis method for the institute and the urban railroad operating body which enforce the revised diagnosis, through the case of Busan transportation corporation which firstly started the revised diagnosis after the durability related law has been revised.

The Effect of Behavior Based Safety Program on Safe Behaviors of Bus Drivers and Passengers: A Field Case Study (행동기반 안전관리(Behavior Based Safety: BBS) 프로그램이 버스 기사 및 승객의 안전행동에 미치는 효과 검증: 현장 사례 연구)

  • This study examined the effect of Behavior Based Safety(BBS) program on safe behaviors of bus drivers and passengers. Four male bus drivers working at a H transportation company situated in Seoul participated in this study. BBS program consisted of education, prompts, and self-monitoring with goal setting. Dependent variables were the percentage of two safe driving behaviors of bus drivers (departure after stopping for 3 seconds, announcement for holding bus handles) and the percentage of one safe behavior of passengers getting on the busses those drivers drove (holding bus handles). A primary observer and two trained assistant observers measured two safe behaviors of the bus drivers with behavior checklists by riding on the busses and the passengers' safe behavior was observed by CCTV installed on each bus. An ABC multiple baseline design across participants was adopted. After baseline(A), education and prompts(B) and self-monitoring with goal setting(C) were introduced sequentially to each participant. The results showed that BBS program was effective to increase both bus drivers' and passengers' safe behaviors. Especially self-monitoring with goal setting was more effective in improving safe behaviors of bus drivers than education/prompts. These results suggest that education/prompts and self-monitoring with goal setting would be an alternative treatment technique to improve safety for lone workers such as bus drivers.

  • Recently, a study on the commercialization of Rope type Platform Safe Door (RPSD) technology has commenced. The study focuses on RPSD, in which a rope screen ascends to allow safe passage from the platform to the transit vehicle in aboveground stations. Currently, a pilot installation has taken in place with Daegu Metro Line 2 in MoonYang station starting from March of 2013. However, there is a need to select an appropriate pilot installation's object for the improvement in the future RPSD. An appropriate designation would correspond with the needs of the railroad corporation and as a historic railway platform with safe facilities. This study tried to usa Analytic Hierarchy Process (AHP) to determine the priority of the KTX stations to attain a list of appropriate designations for future RPSD installations by analyzing the followings: management of the facilities, operational risks, and intent of business projects. As a case study, it was applied to the evaluation of the KTX stations. For the application, it used relative measurement to calculate the weight of upper level structuring, and absolute measurement for low level structuring instead of pairwise comparisons.

The Forecast on the Benefit of Traffic Safety Facility for the Inland Waterway in Cambodia -Focusing on the section between Phnom Penh and Chong Kneas port- (캄보디아 내륙수로의 교통안전시설에 대한 편익추정 -프롬펜과 총크니아스항 구간을 대상으로-)

  • In this paper the benefit was forecasted for traffic safety facilities to be constructed along the inland waterway between Phnom Penh and Chong Kneas(Siem Reap) port in Cambodia. First of all, the number of cruise ships passengers and cargo volumes were predicted. Second, the traffic volume of the cruise ships and cargo ships were calculated according to the prediction. Last, the safety benefit of traffic safety facilities was forecasted with the traffic after surveying the waterway accidents. The other benefit was also presented by converting the effect of relieving the emotional burden of navigators into currency value. Accordingly the entire benefit was estimated to be $14,990, $20,950 and $28,540 for pessimistic, moderate and optimistic prospects, in 2011. And then the entire benefits are calculated as $28,320, $63,060 and $95,230 for each prospect in the final estimation year 2020.

  • 국내에서는 대한항공이 2006년 8월 17일에, 북극 항공로를 처음으로 운항하기 시작한지 벌써 3년이 넘어서고 있는 현실에서 국내 항공기의 승무원 및 승객 보호를 위한 우주방사선 안전 기준 연구가 시급한 것이 현실이다. 특히 우주방사선 관리의 필요성을 명시한 생활주변방사선 안전관리법안이 현재 국회 심의중이고, 이에 따른 우주방사선 관련 정책 개발 연구 과제를 한국천문연구원 태양우주환경연구그룹에서 진행 중이다. 이 과제의 현재까지의 진행 상황 및 안전조치 방안들에 대한 나름의 제안에 관해서 이번 발표에서 다루어 질 것이다.

  • The car ferry operating between the mainland and the island plays an important role on transportation of goods and passengers. Therefore, the improvement of efficiency and safety as well as economic factor are importantly considered in the development process of car ferry. Double-ended car ferry is already popularized because of its economic feasibility and convenience for passenger in Europe and developed countries, and the demand is booming in domestic. In this paper, dynamic characteristics of propeller shaft and strength in double-ended car ferry are analyzed using campbell diagram and modal analysis. Based on the analysis of dynamic characteristics, resonant phenomenon and critical speed are stable when occurring the propeller shaft vibration due to forward and reverse propeller shaft working.

  • In the case of urban railway facilities, the power supply should be maintained for the safe movement of passengers in communication facilities, disaster prevention facilities and boarding area security because of the confusion when power supply is cut off due to the nature of public transportation. In addition, considering that the number of trains is running on the urban railway line, it is necessary to operate at least 30 minutes for the bus stop and at least 1 hour for the communication and disaster prevention facilities. Therefore, it is essential to supply emergency power source to maintain stable operation of induction lamp and smoke exhaust system because main power is cut off in order to prevent further spread due to fire in case of the history of urban railway section or vehicle fires. Recently, UPS(Uninterruptible Power Supply) function to prevent power outage in emergency, emergency power generation combined with ESS function which saves electricity at nighttime price time, A hybrid power storage system with a UPS function.

  • In order to prevent traffic accident, it is very important that the driver regulates the location of rear view mirror using the automatic seat regulation system which guarantees the maximum vision of the possibility for accuracy. In order to solve this problem the paper deals with the automatic seat control system which guarantees comfortable and safe seating and good visual field. Also a automatic car seat control algorithm has been developed to regulate the back mirror. Particularly, the automatic seat control algorithm function for the air bag operation in case of an accident has been added depending on passengers weight. Moreover when the driver passes a dangerous area an algorithm has been developed which gives the driver a naming sign and has been simulated in a ubiquitous environment. The simulation result proved that the Intelligence analysis for traffic accidents can reduce franc accidents more than 25% than the currently existing methods.

  • According to the accident statistics published by the National Police Agency in 2007, the number of commercial vehicle accidents explains 3.5 percent of the total number of traffic accidents of the year. Compared to other types of vehicles commercial vehicles may provide more serious damages to both driver himself and passengers. Thus, they generate more serious social and economic problems. There have been various forms of systems such as a digital speedometer or a black box to meet the social requirement for reducing traffic accidents and improving safe driving. However, since the current systems are based on the data often accidents happened, there are lots of limitations to control drivers in real-time. Also, the current speedometers provide drivers with only speeds of vehicles and RPM information regardless of actual dangerous drive behaviors. Therefor, they lack of the effectiveness in terms of safety. In this research, real-time information systems for improving driver safety based on automatic risky driving behaviors, and thresholds to determine risky driving patterns were studied.

  • Rail is the main track component, playing the most important role in safe railways. For the sake of safety, it is strictly required to secure reliability against fatigue and destruction of rail. In this paper, by field measurement on concrete track, it is confirmed that the rail surface roughness and rail bending stress are linearly correlated with each other; the bending stress of rail can be presented as a function of train speed, track support stiffness, and rail surface roughness. The fatigue life of rail can be estimated by deriving the S-N curve through the fatigue test.
