  • 스마트 시티에 제공되는 서비스는 기반 서비스와 특화 서비스로 나뉜다. 그 중 특화 서비스는 도시의 목적과 특성에 맞게 제공이 되는 서비스이다. 특화 서비스의 경우 각 지방자치단체에서 제공 계획을 만들고 제공을 하게 된다. 그러면 하나의 스마트 시티가 완성이 되고 생활을 하게 되면서 제공했던 서비스가 지방 자치 단체의 운영 관리의 문제 때문에 제공되는 서비스에 대한 만족도, 체감도는 낮은 것으로 보여진다. 따라서 수 많은 서비스 중 어떤 서비스가 제공 되어야 하는지를 결정을 해야 하고, 재정상 문제가 있을 경우 서비스 우선순위를 결정 하여 순차적으로 제공을 하는 것이 중요한 부분이라고 생각한다. 따라서 본 연구에서는 스마트 시티 서비스 중 특화 서비스를 대상으로 기존 스마트 시티 서비스에 대한 만족 및 선호와 잠재 수요자의 선호서비스를 조사를 하고, 그 결과를 바탕으로 현재 제공이 되고 있는 서비스와 선호 서비스의 차이점을 조사 및 분석을 하고, 기존 연구되어진 논문과 서비스 우선순위를 비교 분석을 하여, 향후 스마트 시티의 특화 서비스의 제공에 관한 계획을 할 때, 어떤 서비스 선정 결정을 하는데 도움이 될 것으로 예상된다.

A Study on the Activation of Citizen Participation through Living Lab (시민참여형 스마트시티 리빙랩 활성화 방안 연구)

  • Smart City is the regional innovation platform that actively utilizes information and communication technologies to diversify city services and improve the performance and quality, hence improving the quality of life and creating new trends of urban activities. Recently, the importance of citizen participation is increasingly emphasized to build smart cities successfully and the Living Lab, an open innovation platform led by users, is taking center stage as a means of realizing it. Accordingly, this study aims to establish the plans for popularizing living labs that provide innovative environments for domestic smart cities. To this end, first of all, political trends related to domestic smart cities' living labs were analyzed, and then, individual characteristics and development processes of the relevant cases were investigated. In addition, in-depth interviews were conducted with the experts of specialized agencies from Netherlands, Finland, and Denmark, etc. which are considered as leading countries in smart cities' living labs. As a result, in order to popularize living labs in domestic smart cities, the following policies were proposed; establishing support systems for commercialization and dissemination, building intermediary support organizations, improvement of laws and institutions, establishing the joint response systems with neighboring areas, etc.

  • The government has recognized the importance of smart city indicators and prepared the legal grounds for the certification of smart cities in the recently revised "Act on Smart City Development and Industrial Promotion." This study derived smart city indicators adequate for the domestic conditions and compatible with the overseas trends by examining and complementing the indicators through an AHP analysis based on consultations and interviews (surveys) with experts and local government officials, who are actually carrying out related projects. In addition, the adequacy and reliability of the indicators were confirmed by verifying and certifying the Korean local governments' smart city plans through demand surveys on a trial basis. This study is meaningful in that it systematically studies the smart city indicators that have gained in importance and reviews their application. The findings of this study can be used as a basis for implementing a smart cities certification system in the future. Recently, the Special Committee on Smart Cities was established under the Committee for the Fourth Industrial Revolution. This committee is composed of civilian members and is working with the Ministry of Land, Infrastructure, and Transport, the Ministry of Science and ICT, etc., to promote the creation of smart cities. It is expected that smart city indicators that include the levels of both domestic and overseas smart cities will boost the active spread of such cities in Korea.

A Study on the Development of User Centered Smart City Experience Scenario - Using Local Spatial Information and the Persona Model (스마트시티 사용자 체험 시나리오 도출 연구 지역공간정보 및 페르소나 모델을 활용하여)

  • Recently, there has been a growing interest in user-centered smart city services. This study examines the spatial information type to derive a smart city service scenario through space - based communication and aims to establish a direction for user - centered experience factor scenario. The results of this study are meaningful for presenting basic data to suggest a space scenario where citizens can experience smart city as walking map and experience route applicable to future smart city test bed. In particular, we simulated the walking scenarios in the smart city test bed through Walking Map, which is tested the service direction based on user requirements. Through this study, we confirmed that smart city service through existing infrastructure can be used multipurpose. The spatial information and the experience factor linkage model and the walking map through the persona model presented in this study can be utilized as a preliminary scenario applicable to the future smart city test bed.

  • The purpose of this study is to provide implications for the demonstration and the spread of smart cities. For this, the European Lighthouse project, a well-known smart city initiative, is analyzed. This article investigates agendas, applied solutions, stakeholders and cooperation, and expansion strategies in the 18 Lighthouse projects implemented by the EIP-SCC Smart City Demonstration Project. Four implications are discussed for Korean smart city projects. First, in promoting smart cities, clear philosophies and principles should be established in response to global issues such as climate change. Second, smart cities should be understood as the approaches for problem-solving rather than simply applying advanced technology. Third, a business system should be established in a way to meet the needs of the actors participating in the smart city demonstration project. Finally, an evaluation framework should be established to verify the performance of the project. High-performing best-practice projects should be supported by articulating their standards for their lessons to be spread into other cities. The implications presented here can contribute to developing smart city models along with follow-up studies.

An Analysis on the Smart City Assessment of Korean Major Cities : Using STIM Framework (국내 주요 도시의 스마트시티 수준 분석: STIM 프레임워크를 이용하여)

  • The purpose of this study is to assess the smart city for major cities in Korea. The assessment indicators are based on the STIM structure (Service, Technology, Infrastructure, and Management Layer Architecture) of the Multi-Layered Smart City Model. Assessment indicators are established through smart city concepts, case analysis, big data analysis, as well as weighted through expert AHP survey. For the assessment, seven major metropolitan cities are selected, including Seoul, and their data such as KOSIS, KISDISTAT from 2017 to 2019 is utilized for the smart city level assessment. The smart city level results show that the service, technology, infrastructure, and management levels were relatively high in Seoul and Incheon, which are metropolitan areas. Whereas, Busan, Daegu, and Ulsan, the Gyeongsang provinces are relatively moderate, while Daejeon and Gwangju, the South Chungcheong region and the Jeolla provinces, were relatively low. The overall STIM ranking shows a similar pattern, as the Seoul metropolitan area smart city level outperforms the rest of the analyzed areas with a large difference. Accordingly, balanced development strategies are needed to reduce gaps in the level of smart cities in South Korea, and respective smart city plans are needed considering the characteristics of each region. This paper will follow the literature review, assessment index establishment, weight analysis of assessment index, major cities assessment and result in analysis, and conclusion.

  • 부산 에코델타시티는 세종 5-1 생활권과 더불어 스마트시티 국가시범도시이며, 사업대상지역은 평강천이 관류하여 맥도강, 서낙동강 본류로 흐르는 세물머리지역이 그 중심에 위치하고 있다. 하천을 중심으로 스마트시티가 조성되고 있으나 하천관리는 유역내 홍수관리, 수질관리 등등에 관한 정부주체 상위계획에 종속성이 강한 공공분야로서 단위사업에서 스마트시티에 걸맞는 하천관리계획을 수립하고 시행하는 것은 많은 어려움이 존재한다. 하천관리의 주 관심 대상은 이수를 제외하면 치수, 하천환경, 친수, 하천시설물로 대별할 수 있으며, 스마트 하천관리란 이들에 대한 현황 정보구축 및 지속적인 현행화, 그리고 이들 실제 정보를 토대로 한 합리적 운영과 실시간 연계운영 실현으로 공공서비스를 제공하는 것이라 할 수 있을 것이다. 본 연구는 국가연구개발사업에서 연구한 각 분야별 하천관리기법을 에코델타시티에 시범적용하여 스마트하천관리를 구현할 수 있는 방법을 제시하고자 하였다. 에코델타시티 조성사업의 진행수준으로 인해 취득하기 어려운 정보들은 수립된 계획을 참조하여 적용하였다. 유역내 주 대상 하천들은 델타지역에서 수문으로 통제되므로 일반적인 하천과 달리 정수역에 가까운 특이한 수리특성을 보이고 있지만, 우선 스마트 하천관리를 위한 일반적인 과정들을 시범적용 해보고 필요에 따라 특성 고려 방안을 찾고자 하였다. 유역내 정량적 홍수위험도 평가, 하천환경 평가 적용방안, 하천시설물 관리방안, 주요 지점의 실시간 모니터링 방안 등이 에코델타시티 조성사업 진행단계를 고려하여 수행되고 있다. 사용편의성과 지속가능성을 담보하기 위한 하천연계플랫폼을 구축하여, 개발된 기법들을 각각 내부 모듈로 장착하거나 완성도에 따라 외부모듈로 연계할 수 있도록 하였다. 현재 개발된 기법들의 시스템화 완성 및 관련 정보들의 데이터베이스 확대를 위한 노력이 진행되고 있으며, 향후 하천관리연계플랫폼의 실제 운영을 통하여 완성도를 높여갈 계획이다.

대규모 자율제어CPS 기반의 스마트시티 SW플랫폼

  • 급격한 인구증가와 도시집중으로 인해 발생되는 에너지, 교통 및 안전문제를 해결하려는 노력의 일환으로 스마트시티 개발 사례가 폭발적으로 증가하고 있다. 스마트시티를 위한 표준화된 기술의 개발과 도입은 매우 중요한 이슈가 되었다. 특히, 미래의 도시를 구성하는 수많은 기능과 설비는 대규모성, 지능성 및 자율성을 가지는 네트워크기반 분산형 SW에 의해 통제되고 운영될 것으로 전망되는 바 이를 효과적으로 지원할 수 있는 대규모 자율제어 CPS(Cyber-Physical Systems) SW 플랫폼에 대한 현재 연구 내용을 고찰하고, 미래 스마트시티 적용 방안을 논의한다.

  • With a population of more than 10 million people worldwide, MegaCity was only three in 1975, but it is expected to grow to 24 in 2013 and more than 30 in 2025 and more than 3 billion worldwide by 2050 It is expected to be absorbed into smart city. Especially in Asia and Africa, urbanization is expected to proceed rapidly. As the urbanization progresses and the population living in the cities increases, there are various problems such as rapid increase of energy consumption, congestion of traffic, various aging of the infrastructure and the like. As a result, smart city is emerging as a new alternative for solving urban problems. Smart City is rapidly expanding with the development of related technologies and can improve costs, improve urban services, improve quality of life, productivity and sustainability. Therefore, this paper analyzes the size and trend of the domestic and overseas smart city market, and analyzes the smart city related policies, trends and case studies of major countries to see the development status and market of smart city related industries, Present a business utilization model.

  • Recently, the smart city market based on the 4th industrial revolution is rapidly expanding worldwide and is being promoted in various ways. Korea has promoted various smart city public and private partnership projects, but there were limits to the activation of smart city public and private partnership projects due to insufficient enactment and revision of laws, public-oriented ordering method, and lack of private execution capacity. Therefore, this study intends to suggest key success factors for each stage of smart city public and private partnership projects through the analysis of the order status of the smart city national pilot city and the analysis of previous research. Through this, it is expected that it will be possible to eliminate various types of risks that may occur in the domestic smart city public and private partnership projects and contribute to revitalizing the smart city public and private partnership projects.
