Along with the emergence of technologies related to the 4th industrial revolution, all industry sectors are making efforts to dramatically increase productivity by actively introducing high-tech technologies. Recently, the MLIT (Ministry of Land, Infrastructure and Transport) is trying to solve problems related to low productivity and high accident rate in the construction industry by applying the 4th industrial revolution technologies to infrastructure construction through smart construction R&D projects. This research was performed as part of the smart construction R&D project supported by MLIT, and the purpose is to develop a module that automatically generates moving paths for construction equipment based on the earthwork plan for road construction. The generated moving path can be used to provide safe and efficient paths for construction equipment and to support MC and MG to work efficiently. The moving paths for construction equipment are created based on the Visibility Graph and a case study is performed to show how the paths are generated based on a given construction site.

Purpose: This paper conducts IoT and CCTV-based safety monitoring to analyze accidents and potential risks occurring at construction sites, and detect and analyze risks such as falls and collisions or abnormalities and to establish a system for early warning using devices like a walkie-talkie and chatbot service. Method: A safety management service model is presented through smart construction technology case studies at the construction site and review a relevant literature analysis. Result: According to 'Construction Accident Statistics,' in 2021, there were 26,888 casualties in the construction industry, accounting for 26.3% of all reported accidents. Fatalities in construction-related accidents amounted to 417 individuals, representing 50.5% of all industrial accident-related deaths. This study suggests implementing AI chatbot services for construction site safety management utilizing IoT-based health monitoring technologies in smart construction practices. Construction sites where stakeholders such as workers participate were demonstrated by implementing an artificial intelligence chatbot system by selecting major risk areas within the workplace, such as scaffolding processes, openings, and access to hazardous machinery. Conclusion: The possibility of commercialization was confirmed by receiving more than 90 points in the satisfaction survey of participating workers regarding the empirical results of the artificial intelligence chatbot service at construction sites.
With the aim of preventing safety accidents at construction sites, the company aims to create safe behaviors intended through variables called smart safety and health activities to help reduce industrial accidents. Purpose: It analyzes how smart safety and health activities affect accidents caused by unsafe behavior and changes in worker behavior, which is the root cause, and verifies the hypothesis that it helps prevent safety accidents and protect workers' lives. Method: Smart safety and health activities were selected as independent variables (X), and intended safety and anxiety, which are workers' behavioral intentions, were set as dependent variables (Y), attitude and subjective norms, and planned behavioral control as parameters (M). Exploratory factor analysis, discriminant validity analysis, and intensive validity analysis of safety and health activities were used to analyze the scale's reliability and validity. To verify the hypothesis of behavior change, the study was verified through Bayesian model analysis and MC simulation's probability density distribution. Result: It was found that workers who experienced smart safety and health activities at construction sites had the highest analysis of reducing unstable behavior and performing intended safety behavior. The research hypothesis that this will affect changes in worker behavior has been proven, the correlation between variables has been verified in the structural equation and path analysis of the research analysis, and it has been confirmed that smart safety and health activities can control and reduce worker instability. Conclusion: Smart safety and health activities are a very important item to prevent accidents and change workers' behavior at construction sites.

The Smart City Living Lab is becoming important as a local innovation platform to develop urban solutions. In January 2018, the 4th industrial innovation committee, which was a direct subordinate from the president, empathized citizens' participation and their roles within the Smart City [Urban Innovation and Future Growth Engine-Creating Smart City Strategy]. This was the starting point of the living lab. The central government and local governments have been promoting various types of living labs to encourage citizens to participate. On the other hand, due to the lack of systematic concepts and theories for practicing and structuring living labs, the practice is not performed well. This study aimed to develop systematic approaches and implementation methods of the public-led Smart City Living Lab. The Full-cycle Smart City living Lab model was designed by integrating smart city living lab work processes, as suggested in the standards of the national land plan, double design diamond framework, which is a type of innovative design methodology, and design thinking process. The entire cycle Smart City living lab model requires four components to practice the living lab, such as framework, module, process, and methodologies. In the future, this model is expected to be incorporated in the Smart City Living Lab.

본 논문에서는 도로, 하천건설, 댐건설 등 공익사업 중에 발생하는 보상업무와 관련하여 보상민원을 감소시키고 투명한 보상체계 수립을 위해 첨단 ICT 기술을 활용한 선진화된 보상체계 개발에 필요한 12개의 핵심요소기술을 도출하였다. 핵심요소 기술도출을 위해 전문가 설문 및 면담 등을 통해 18개의 후보군을 도출하였으며 6개의 체크리스트를 활용하여 12개의 핵심요소기술을 도출하였다. 도출된 주요내용으로는 보상민원을 줄일 수 있는 다양한 의사결정 및 사전검토 기술, 보상물건 측정 및 계측 자동화 기술, 클라우드 기반의 표준화된 보상자료 관리시스템 개발, 보상 민원 처리 및 공개기술 등이 포함되었다. 본 논문에서 도출된 핵심요소기술을 기반으로 보상업무 체계를 개편할 경우 보상업무 스마트화 및 첨단화가 가능할 것으로 판단된다.
In this study, water resource topics, infrastructure, water supply, users, and economic indicators based on statistical annual standards for evaluating water welfare were selected by examining domestic and foreign water resource-related indicators. The level of water welfare was evaluated relative to 23 cities and counties in Daegu and Gyeongsangbuk-do using data from the Statistical yearbook, and places with high value of indicators urbanization and large populations were excellent in the infrastructure field, but overall analysis showed that small and medium-sized cities had higher levels. It is judged that it is necessary to develop continuous research and indicators that can evaluate and quantify the level of physical welfare that the people can feel by utilizing the results of this study. In future studies, it is necessary to systematically evaluate the level of water welfare by local governments in Korea through more diverse evaluation items and detailed indicators for each item so that it can be used as basic data for realizing water welfare.

우리나라는 강수량과 수자원 부존량을 고려할 때 물 부족국가라는 평가를 받고 있다. 홍수와 물이용 등에 대한 국가적 평가나 물환경에 대한 평가지표는 개발된 바 있으나 물과 관련된 복지수준을 평가할 수 있는 지표에 대한 연구는 부족한 실정이다. 최근의 국내외 연구에서 물의 공급에 대한 만족도나 홍수에 대한 안정성 등에 대한 평가수단으로 국제적으로 물 빈곤지수 등이 제시되어 있지만, 물의 이용에 관한 복지적 개념이나 평가에 대한 연구는 기초적인 수준에 머물러 있는 실정이다. 본 연구에서 각 시군에서 매년 발간되는 통계연보를 이용하여 물의 공급과 이용 그리고 물 공급 인프라, 물 사용료, 하수처리비용 등과 같은 요금체계 등을 감안한 대구광역시와 경상북도 23개 시군에 대하여 물복지 수준에 관한 평가분석을 수행하였다. 그 결과 수자원분야 지표에서는 울진군, 기반시설 분야지표에서는 대구광역시, 용수공급 분야에서는 영천시, 사용자 분야에서는 영덕군, 경제성 분야에서는 봉화군이 가장 물복지 수준이 좋은 것으로 분석되었으며, 전체적으로 가장 물복지 수준이 좋은 곳은 문경시로 분석되었다. 또한 도시화율이 높고 인구가 많은 곳이 기반시설 분야에서는 우수한 편이나 전체적으로는 오히려 대도시보다는 중소도시의 물복지 수준이 높은 것으로 밝혀졌다.

본 연구에서는 낙동강수계 도시의 주요 용수공급원인 댐유역의 연강수량과 연유입량자료를 수집 후 "NDIC-FAT" 가뭄빈도해석 프로그램(한국수자원공사 국가가뭄정보분석센터(NDIC), 2020)을 활용한 가뭄빈도분석을 시행하여 과거 동일기간과 비교하여 현재의 강수량 또는 유입량의 재현기간 및 크기를 산정하고, 수집된 연구대상 유역의 연강수량과 연유입량자료에 대한 상관식을 개발하여 가뭄빈도에 따른 연유입량 값을 가뭄빈도해석프로그램의 분석결과와 비교하여 본 연구에서 제안된 상관식의 활용성을 검토하였다. 가뭄빈도분석 결과 강수량에 따른 확률분포형은 6개의 유역중 2개소(남강댐, 합천댐)에서 AIC값에서 Normal 분포형이 가장 낮았고 나머지 4개소(안동댐, 영천댐, 운문댐, 임하댐) 유역은 AIC값에서 Gumbel 분포형이 가장 낮게 나타나 본 연구에 적용하였다. 연유입량에 따른 확률분포형 검정은 남강댐, 안동댐, 영천댐, 운문댐, 임하댐, 합천댐 유역 6개소 모두 AIC값에서 2변수 Log-Normal 분포형이 가장 적합한 것으로 평가되었다. 연구대상 유역의 연강수량과 연유입량자료를 이용하여 연유입량에 대한 상관식을 개발하여 비교한 결과 영천댐유역을 제외한 5개 유역의 일치율이 높게 나타났다.

As the size of the construction industry becomes larger, there are many tries to change the construction education for growing the pre-engineering who has many directly experience. However, architectural construction education, which requires a lot of practical understanding, is still limited to educational textbooks and field trips. Therefore, this study proposed the development of educational contents which can indirectly experience by combining smart media such as time-lapse, video and animation. Also, we verified the effectiveness of contents developed based on usability, practicality(fitness of education), necessity, possibility of commercialization. We will contribute to enhance the effectiveness of education through building construction education contents that take advantage of contents based on this.

본 연구에서는 매개변수 자동 보정기법인 PEST(Model-Independent Parameter Estimation and Uncertainty Analysis)를 CAT 모형에 연계하여 유출특성 분석을 실시하였다. CAT-PEST 연계모형은 CAT 모형의 모의유출량을 이용하며 PEST의 반복계산을 통하여 최적 매개변수를 추정한다. 침투방법은 CAT에서 제공하는 Rainfall Excess 방법, Green and Ampt 방법 및 Horton 방법을 이용하였으며 각 침투방법에 따른 유출 특성을 비교 및 분석하였다. 연구대상유역은 보령 댐 유역으로 유역면적은 $163.7km^2$이며 전체면적의 약 80%가 산지로 구성되어 있고, 유로연장은 22.3km, 유역평균경사는 40.19%이다. 또한 보령댐 유역의 월평년값 평균기온은 -0.8에서 $25.5^{\circ}C$로 계절변동이 매우 큰 것을 알 수 있다. 최근 몇 년간 심각한 가뭄 피해를 입은 보령댐 유역은 2016년에 도수관로를 완공하여 이를 통해 금강으로부터 물을 끌어다 쓰고 있는 실정이며, CAT 모형에서는 금강도수유입량을 외부유입 처리하여 유출량을 산정하였다. 모의기간은 1999년부터 2017년까지이며 전체기간에 대한 보정 후 연도별 보정을 실시하였다. 통계적 평가수단은 $R^2$, RMSE 및 NSE를 사용하여 유역 최종출구점에서의 유출량과 비교하였으며 전체기간에 대한 보정결과 NSE와 $R^2$가 0.75 이상으로 나타나 대체적으로 모의 유출수문곡선이 관측 수문곡선과 유사한 양상을 보였다.
