Legislative stability of the production and management of electronic records and the enhancement of infrastructure have reached significant levels through relentless efforts of academic and public institutions in the field. In addition, appraisal and disposal of records also have to be done by retention periods, business functions, administrational and historical values, and certain procedures. The law specifies that public institutions must assign record managers. The underlying reason is for record managers to arbitrate the review process when records are to be evaluated and discarded and to prevent unauthorized disuses. It is also for just evaluations with the professionalism. Evaluation and discard of records have significant meanings in record management. Thus, these processes need to be handled properly in the standard record management system. Evaluation should be proceeded by the law enacted under the task functional and social agreement. Since, the record discard is decided through the technical and logical process, the support for evaluation and discard works are important above all things. In this paper, I deducted functional requirements of standard record management system by analyzing methods including the analysis of legislation and standard related to electronic records and the examination of the user's manual of record management system. I researched through the interviews of the record managers in public institutions. Based on this research, I deducted the implications for the evaluation of standard record management system and the estimation of functional requirements for discard. I also discussed future directions of improvements and follow-up studies.

It is necessary to diagnose the standard record management system when the system is being spread out to entire public organization and institutions. This study aims to analyze the standard record management system for improving system and revising the related standards in the future. This study evaluates the satisfaction on the interface and functional quality of the system through questionnaire survey on records managers. It is found that the satisfaction of functional quality is just above the line, but the interface fails to satisfy records managers. Also the reliability of the system appears to be higher satisfaction than efficiency and usability. Therefore, the study suggests that the standard records management systems should try to improve 'easy of use' and effectiveness and efficiency by implementing heavy batch job and promoting modulation of key function. And the study emphasizes that the standards will be revised with the long-term plan in order to develop standard records management system systematically and continuously.

본 논문에서는 분산된 관리대상의 시스템자원과 사용자정보, 사용패턴을 Context로 수집하여, 구성(Configuration)을 수행하는 적응형 자가관리시스템을 제안한다. 본 시스템은 기존에 수동으로 이루어지던 Configuration 작업들 (Install, Reconfiguration, Update)을 자율적으로 수행하여, 사용자의 시스템관리에 대한 부담을 줄여주게 되며, 많은 비용과 오류를 감소시켜준다. 본 시스템은 수집된 Context 정보를 기반으로 사용자의 환경에 맞는 구성요소를 선택하여 설치하게 되며, 사용자의 기존 애플리케이션의 환경설정과 사용패턴을 기반으로, 보다 개인화된 설정을 해준다. 설정 이후에는 사용자의 행동을 암시적 피드백으로 받아, 이를 학습하고 유사한 상황이 다시 발생할 경우, 이를 다음 행동에 반영한다. 그리고 기존에 중앙서버로부터 일률적으로 관련파일을 전송하고 관리하는 중앙집중배포방식의 여러 문제점에 대응하기 위해 Peer-to-Peer 방식으로 파일을 카피하고, 이를 통해 중앙서버의 과부하를 줄이는 동시에 빠른 파일의 배포가 가능하도록 하였다. 본 시스템의 평가를 위해 프로토타입을 구현하여, 기존 수동 Configuration작업, MS-IBM과 같은 관련시스템과의 비교를 수행하였으며, 기능적 측면과 작업에 소요되는 시간에 대한 비교결과를 통해 본 시스템의 유효성을 증명하였다.

새로운 시스템이나 제품이 철도운영환경에서 이용할 수 있을 만큼 안전하다는 것은 체계적인 문서화를 통해 입증해야 한다. 이러한 적정성을 제공하기 위해서는 안전성 관련 사항들은 논의에 대한 유효성을 판단하기에 앞서 독립적인 검증기관이나 자체적인 전문 평가를 수행하는 기관(또는 관리기관)에 제시되어져야 한다. 이러한 유효성은 종합안전대책기술서 형태로 제공되어지며 이는 사실에 대한 단순한 열거가 아니라 해당 시스템이나 제품의 실제 사용시 안전하다는 확신을 해당 기관에게 줄 수 있도록 고안되어 있는 일련의 논의들이다. 종합안전대책기술서는 관계자가 시스템 및 제품의 신규도입으로부터 발생되는 모든 리스크에 대한 분석 및 평가 수행여부와 이러한 리스크를 어떻게 관리하고 개선시켜 왔는지를 나타내주는 문서이다. 또한 관리가 효과적이고 지속적으로 적용되었음을 확인하기 위한 관리시스템을 제시해 주기도 한다. 본 연구는 유럽의 철도산업 범주내에서 종합안전대책기술서 그 자체의 특성과 시스템의 형태 및 적용 가능한 제품에 대해 정의를 내리는데 그 목적이 있으며 기술서의 취지와 구조, 보조문서 및 관련법규에 관한 사항에 초점을 맞출 것이다.

2020년 상수도 통계에 따르면 전국 상수도 보급률은 약 99% 정도로 높은 수치를 기록하고 있으나 노후관으로 인한 관로파손 및 수질사고로 인해 효과적인 운영에는 많은 어려움이 존재한다. 이러한 문제를 해결하기 위해 기술진단 및 정밀안전진단 등 체계적인 유지관리 규정이 도입되었으며 적용되고 있으며, 이때 시스템의 정량적인 성능평가를 위해 간접평가와 직접평가로 구성된 점수평가법이 적용되었다. 간접평가는 지중에 매설된 관로를 대상으로 매설연도, 관경, 관로연장 등의 노후도인자를 통해 관의 노후도를 추정하고 간접평가 결과 3등급으로 판명되는 관로의 경우 객관적인 관의 상태를 평가하기 위해 시편채취 및 관로 내시진단 등의 직접평가가 수행된다. 하지만 관로의 직접평가는 간접평가결과 3등급의 모든 관로에 대해 수행하기에는 진단비용 및 시간 등 제약조건에 따라 모든 지점에 대한 직접평가 수행에는 한계가 있다. 따라서, 본 연구에서는 이러한 관로 성능평가 기법의 한계를 개선하기 위해 상수도시스템 통합평가 기술을 개발하였다. 개발한 기술은 머신러닝 기법을 적용하여 간접평가 및 직접평가 결과를 토대로 직접평가가 필요한 지점의 결과를 예측하였다. 이를 바탕으로 상수도시스템 평가성능 향상 및 보강 우선순위 선정 단계에서 의사결정권자의 판단에 도움이 될 것으로 판단된다.

정보 통신 산업의 발달로 인해 데이터의 양이 점차 증가하고 고성능의 데이터 접근이 필요한 분야가 증가됨에 따라 DBMS의 성능에 대한 관심이 높아지고 있다. 따라서 DBMS 벤더들은 계속적으로 새로운 기술을 도입하여 확장 가능한 고성능의 시스템을 지원하는데 노력하고 있다. 그러나 새로운 기술에 대한 충분하고도 광범위한 테스트가 이뤄지지 않는다면 시스템의 성능과 안정성 등에 예상치 못한 문제가 생기기 마련이다. 따라서 벤치마크를 통하여 시스템의 취약점을 알아내고 기술의 질적 평가를 하는 과정이 필수적이지만, 벤치마크 프로그램을 작성하고 수행하는 과정에 상당히 오랜 시간이 걸리기 때문에 시스템에 대한 충분한 테스트를 빠르고 용이하게 하기가 힘들다. 이에 본 논문에서는 이런 문제점을 해결할 수 있는 방안으로 사용자의 특정한 응용 도메인에서 수행될 작업부하 프로그램을 간단히 작성할 수 있으며 그 외의 나머지 벤치마크 과정을 자동화하는. DBMS 성능 평가를 위한 자동화된 벤치마크 관리기를 설계하고 구현하였다. 본 논문에서 제안한 자동화된 DBMS 벤치마크 관리기를 사용하면 사용자는 간단한 코드 작성만으로도 응용 도메인의 벤치마크를 용이하게 할 수 있다.

It will not be able to guarantee the secure operation for the information and communication systems with only technical security. So, ISMS(Information Security Management System) research and standardization are active going on. Korea published "The national cyber security management regulation" and "The national cyber security manual" in 2005. According to the regulation and manual, the government organ and public institution must accomplish the security management assessment to itself for systematic management of an information security. We studied related standards and security management systems of the Australia and the USA, and analyzed the security management evaluation system in "The national cyber security manual" in efficient security management focus. We presented the improvement direction of national security evaluation system through the research. We propose the additional control, selective control set and improvement of the evaluation process for efficient security management. Proposed system possible composition of suitable to each organ and flexible adaptation of rapidly changed information environment.

일반적으로 사람은 육체적, 정신적 그리고 심리적 자극에 반응할 경우 스트레스(Stress)가 유발된다. 이 스트레스는 정상적인 업무수행 뿐만 아니라 건강에 악영향을 미칠 수 있고, 피로누적의 한 원인이 되기 한다. 특히 열악한 환경에서 직무를 수행하는 선원에게 있어서 스트레스는 해양사고의 직간접적인 요인이 될 수 있기 때문에 선박 인적자원관리의 한 측면으로 중요하게 다루어질 필요가 있다. 이 연구는 해운기업이 선원의 인사 및 안전관리 시스템에 활용할 수 있는 선원용 스트레스 평가도구를 개발하기 위한 것으로, 기본영역, 가족생활영역, 재정영역, 직업 및 선박생활영역에 대하여 90개의 항목으로 구성된 설문도구를 개발하여 설문조사를 수행하였고, Holmes & Rahe의 사회적응평가도구의 항목 및 평가지수와 비교분석하여 한국 선원의 문화적 차이를 고려한 설문도구를 개발하기 위한 기초적 연구를 수행하였다.

다양한 정보보안 평가 방법론들 중에서 BS7799는 정보시스템을 운영하는 조직 전반의 보안 상태를 평가하는데 유용한 방법론으로서, 여러 나라에서 활용하고 있으며 최근에는 국제표준으로 채택되었다. 본 고에서는 BS7799에서 제시하고 있는 보안통제 항목과 정보보안관리시스템의 구축 및 이의 객관적인 평가를 위한 인증 방법을 살펴본다. BS7799는 전자상거래를 수행하는 기업들 사이에 보안 수준에 대한 상호 신뢰를 확인하기 위한 방법으로 활용될 수 있으며, 최근에 제정된 정보통신기반보호법에서 요구하고 있는 취약성 평가에도 적용될 수 있을 것이다.

본 연구는 국내 공공부문 정보시스템 운영관리 수준을 측정할 수 있는 평가모델을 제시하였다. 이를 위해 국내외 선진사례, 관련 표준, 지침을 분석하여 공공부문 운영관리업무에 공통적으로 적용될 수 있는 11개 업무 분석영역을 도출하였고 각 업무영역의 평가를 위한 평가기준을 제시하였다. 그리고 이를 토대로 공공부문 운영관리 업무에 대한 수준을 측정할 수 있는 평가방안을 제시하였다. 본 연구에서 제시된 평가모델은 특정 이슈 발생시 일부 중앙부처의 요구에 따라 공공기관들을 대상으로 행하여진 단편적인 운영수준 점검 분석 활동들이 국내 실정에 맞게 운영업무 전반에 대한 종합적, 체계적 수준평가를 할 수 있는 기반을 제공하게 하였으며, 기관 내부적으로도 자체평가를 통해 운영관리업무 성숙도 제고를 위한 핵심요소를 손쉽게 식별하고 효율적인 품질향상 활동을 수행할 수 있게 하였다.
