This research aims to examine and reevaluate the risk management procedures required for facilitating E-Commerce exports by Small and Medium-sized Enterprises(SMEs) in the context of customs risk management procedures. Based on risk management studies, this research focuses on three research questions. First, what courses comprise the export risk management structure? Second, what are the key issues in risk management in facilitating E-Commerce export clearance? Third, based on the research results, what are the implications and improvements for export customs risk management in boosting SMEs' E-Commerce exports? The research concluded that risk control for SMEs' E-Comerce exports should be further strengthened based on a compliance management approach. To achieve this, the customs authorities should develop a new method of reasoning about the difficulties SMEs face in exporting and the risks of failure to comply with the regulations at the foreign markets.

관세청 통관자료 및 무역통계(KOTIS)를 기초로 2005년 8월 수출입 실적을 분석함. 전체 수출입 실적은 8월 31일까지의 통관실적(잠정치)을 기준으로 작성된 것이며, 품목별 · 지역별 수출입 실적은 8월 20일까지의 통관실적(잠정치)을 기준으로 작성됨. 단, 주요 품목별 수출실적(MTI 기준)은 8월 20일까지의 통관실적과 산업자원부 품목담당과 및 업종단체 검토를 토대로 월간 전체 수출액을 추정하여 작성됨

기업간 및 기업 대 정부간 문서교환의 요구를 충족시키기 위한 일원으로 기업들은 산업 표준에 따른 전자문서교환(EDI)에 많은 관심과 노력을 기울여왔으며, 국내에서는 한국 EDIFACT위원회를 중심으로 전자문서 표준화가 이루어졌다. 국내 수출업자들이 관세청에 수출신고를 위한 통관 EDI 교환은 주로 부가가치통신망(VAN) 사업자들을 통해 이루어지고 있으나 이러한 EDI 중계 서비스는 특정 VAN사업자들을 통해 EDI서비스가 독점됨에 따라 서비스 이용에 있어 값비싼 전송료 및 통신망 임차비, 잦은 통신 지연, 기업 내부 시스템과의 연계의 어려움 등으로 인하여 많은 문제점을 낳았다. 현재 이러한 전통적 방식의 EDI를 인터넷 기반으로 전환할 때 인터넷의 개방성과 저렴한 사용비용등의 장점으로 인해 비용절감과 사용자 편이성을 크게 증가시킬 것으로 기대된다. 본 연구에서는 인터넷과 웹을 이용하여 통관 EDI 중계 시스템을 개발하였다. 현재 수출을 하고자 하는 주체는 관세청에서 반드시 EDI로 수출에 관한 신고를 하여야 하는바, 본 시스템은 이러한 EDI신고를 인터넷상에서 가능하도록 한 것이다. 본 연구에서는 기존 HTML에서 진일보한 차세대 마크업 언어인 XML을 이용하였다. 본 연구에서 구축한 XML/EDI 통관시스템은 수출신고에 필요한 11개의 전자문서에 대한 XML Schema를 디자인하고, 사용자 관리, SchemaStyleTemplate 관리, XML/EDI 문서관리 XML/EDI변환, EDI 송수신 관리, 인증관리, 로그관리 등의 모듈을 지니고 있으며 개방형 EDI와 인터넷 EDI의 장점을 취합하여 설계되었다. 본 시스템은 기존의 UN/EDIFACT표준을 사용하고 있는 EDI환경과 기존 VAN 방식의 EDI 중계 시스템과 연동되며, 향후 관세청의 XML/EDI 표준 시행을 미리 대비하는 선도연구로서 자리매김이 된다. 본 연구에서는 개발된 XML/EDI 통관시스템은 향후, 서비스의 최대 걸림돌이 되어왔던 값비싼 EDI 사용료의 부담에서 벗어날 수 있게 할 것이며, 저렴한 EDI구축/운영 비용으로 전자문서교환의 활성화와 XML이 인터넷 기반의 문서유통 표준으로 자리매김할 수 있는 중요한 계기가 될 것이다.

This thesis describes the key elements for efficient customs clearance system which can facilitate flow of maritime container cargo in the pier area of Busan port, on the basis of considering great changes on international trade environment, development of customs clearance system, variation of commercial container traffic, and diverse views originated from field experience in the distribution industry. To facilitate the flow of maritime containers, reform plan of bonded-transportation and import declaration is proposed to relieve the customs restriction during the days from discharging cargos to taking them into bonded warehouse. Also, various plans to strengthen maritime security, such as customs exam of high-risk export cargos in loading port, pre-declaration of transit container replacement, container tracing system, are proposed to improve Busan port's competitiveness in safety.

Since entering into force on June 1st, 2007, the Korea·ASEAN FTA has had great strategic importance as it represents a massive export market for Korea. For more than 10 years since its implementation, the trade in both goods and services have greatly increased, and ASEAN has become the second largest export market for Korea. However, Korea's FTA utilization rate for exports is approximately 46%, which is far lower than the average rate of 72% for all FTAs, despite several revisions. In this study, we investigate the problems causing this low rate of FTA utilization for export by analyzing import clearance disputes faced by the counterpart. Our recommended countermeasures for such disputes are : Since form requirements for C/O (certificate of origin) are important considerations for ASEAN countries, C/O needs to be written accurately. Understanding of the administrative system and regulative procedures of ASEAN countries is also necessary. Accurate HS code of importing countries must be obtained. Korean government authorities should make diplomatic effort to ease the import clearance procedures in counterpart countries and contact customs offices to facilitate communication.

경기침체 및 가격경쟁으로 인해 인쇄사는 이제 내수만이 아닌 수출을 위해 눈을 돌려야 한다. 하지만 인쇄물 수출에 대해서는 경험이 없이 어려움을 겪고 있는 인쇄인들이 많다. 이에 대한인쇄문화협회는 문화체육관광부의 지원을 받아 최근 인쇄물 수출 전문가 과정을 위한 '인쇄물 무역실무' 교재를 개발했다. 교재는 ${\blacktriangle}$무역실무 ${\blacktriangle}$인쇄물 견적 및 계약서 작성 ${\blacktriangle}$대금결제 방식 및 무역방법에 따른 가격조건 ${\blacktriangle}$수출 인쇄물 생산 및 통관절차 ${\blacktriangle}$인쇄물 수출 사례 ${\blacktriangle}$해외시장 개척 및 확대 방안 ${\blacktriangle}$부록으로 구성돼 있다. 본지에서는 인쇄물 무역실무에 게재된 내용을 정리해 연재한다.

과당경쟁이 벌어지고 있는 내수시장의 불황을 타개하고자 해외시장으로 눈을 돌리는 인쇄업체들이 늘어나고 있다. 그러나 이 업체들 중 상당수는 해외시장 개척 인쇄물 수출과 관련한 사전지식과 정보가 부족해 어려움을 겪고 있다. 이에 본지에서는 (재)서울인쇄센터가 발간한 '인쇄 수출 매뉴얼'을 시리즈로 연재, 해외시장 개척에 도움을 주고자 한다.
