전자상거래의 발달은 산업구조와 상거래의 변화를 가져왔다. 기존의 제조업체와 도, 소매상과 소비자와의 관계 변화에 따라 물류에 대한 중요도가 더해 가고 있다. 인터넷상에서 실시간으로 이루어지는 전자상거래에서 물류는 그 성패를 가늠할 만큼 중요한 요소라 할 수 있다. 국내에서는 변화하는 정보화시대에 대비하여 정부차원에서 지난 90년대 중반부터 물류분야에서 종합물류정보망을 구축하여 수출입물류와 국내물류의 정보화를 추진하고 있다. 통관망과 더불어 종합물류정보망은 수출입물류에 있어 전자문서교환(EDI)과 컨테이너터미널에서의 게이트자동화와 터미널운영정보서비스를 제공하고 있다. 육상에서는 첨단화물운송정보시스템(CVO)을 구축하여 화물차량실시간추적 및 수배송주선서비스를 제공하고 육상과 수출입물류에서 정보관리와 통계서비스를 제공하고 있다. 전자상거래에 따른 산업구조와 기술개발 등의 변화 외에도 남북한 긴장완화, 동북아시아 환경변화, 환경친화형 사회 구축 등에 따른 물류정보화에 대한 접근이 필요하게 되었다. 이에 따라 외국에서의 전자상거래의 발달에 따른 물류정보화의 추세, 통신 및 정보기술(IT)의 발달에 따라 구현가능한 물류정보화 서비스를 살펴보고 국내에서 추진중인 종합물류정보망의 서비스와 시스템의 추진방향에 대해 다루어 보았다. 종합물류정보망에서는 향후 수출입물류정보서비스, 첨단화물운송(CVO) 서비스, 통합물류DB서비스, 물류거점시설정보서비스, 물류 e-Marketplace 서비스를 구축, 제공할 예정이다.

이 연구는 조선 및 해양산업의 기반이 되는 조선기자재 산업의 수출입 물류 과정에서의 화물의 정확한 위치 및 상태에 대한 정보부재와 손상, 분실, 교체, 운송 지연 등의 화물관리 상의 문제들을 살펴보고, 이의 해결방안을 제시하였다.

This study investigates cargo management issues in the shipbuilding and marine equipment industry. Problems are analyzed concerning the absence of information about exact cargo location and condition, damage, loss, replacement, and transportation delays during the import and export process. Then, improvements are proposed to solve these problems. To illustrate, real time information about the status and location of cargo should be communicated between import/export and logistics companies to facilitate material logistics for shipbuilding & marine equipment. In addition, a standard cargo classification and recognition system should be established to reduce delivery delays and mistakes, so then enhancing logistical efficiency. Moreover, it is also necessary to nurture professional shipbuilding & marine equipment forwarders to strengthen their expertise with professional education and training.

우리 나라의 수출입은 대부분 항만을 통해서 이루어지고 있으나 수출입 전체적인 흐름에서의 정보교환이 원활히 이루어지고 있지 않아 육상물류와 해상물류와의 정보흐름이 단절되어 육상물류부문에서 생겨나는 원천정보를 활용할 수 없다. 또한 각 선사를 비롯한 해운대리점과 관련업계, 그리고 정부기관들이 독자적인 데이터베이스를 보유하고 있어 정보의 중복성, 불일치성 등이 문제점으로 지적되고 있다. 그리고 물류망의 경우 망업자라는 한계와 독자적인 데이터베이스를 보유하지 못함으로써 항만관련업자나 기관들에 보다 유익한 정보를 제공 하지 못하고 있다. 이에 본 논문에서는 우리 나라의 수출입 물동량 중 가장 비중이 높은 컨테이너 화물을 대상으로 수출입 컨테이너화물의 모든 정보를 원천지에서부터 입수하여 이를 통합 관리하여 저장함으로써 육상과 해상의 정보흐름을 유연하게 연계시킴은 물론 데이터의 불일치, 중복성 등과 같은 문제를 해결하고자 하였다. 본 연구에서 구축 된 통합데이터베이스 시스템은 컨테이너화물의 수출입과정에서 발생하는 모든 정보를 활용할 수 있도록 이들을 거시적인 관점에서 구조화하였으며, 또한 수출입상의 EDI 업무를 지원하기 위해 통합데이터베이스의 데이터와 코드를 설계하였다. 마지막으로 이러한 정보를 실시간으로 제공하고 사용자의 접근성을 높임과 동시에 사용자에게 비용의 부담을 줄일 수 있도록 웹을 기반으로 하여 모든 정보의 입력과 조회 및 정보의 교환이 가능하도록 하였다.

물류관리를 위하여 RFID (radio frequency identification) 기술의 적용이 활발해지고 있다. 이러한 추세와 컨테이너 화물의 보안에 대한 관심이 증대되면서 RFID 방식의 e-Seal (electronic seal)에 대한 연구가 진행되고 있다. 본 연구에서는 수출입물류 분야를 중심으로 e-Seal 적용 현황을 파악하고 e-Seal 적용을 위하여 해결하여야 할 문제점과 적용시 고려요소를 분석하였다. 또한, e-Seal 적용을 위하여 수출입물류에 관한 현 비즈니스 프로세스를 분석하여 개선 방안에 대하여 제시하였다. 현실적인 e-Seal 적용방안과 e-Seal 적용시 기존의 물류 프로세스의 개선 방안을 도출하기 위하여 실제 해운사 및 관세청 등 관련 기관의 물류관리 프로세스를 분석하였다.

National industrial complexes, airports, and seaports are major logistics nodes and the availability of their logistics services is a key factor for the successful operation of entire supply chains. For this reason, the central government has established a plan for their development and is investing in development projects. However, some difficulties exist in project prioritization and investment plan creation owing to the absence of a clear appraising method. For a smooth flow of national logistics and efficient investment on facilities, it is necessary to diagnose the logistics facilities' present conditions and practice sustainable management. In this study, a diagnostic method for logistics services, which consists of service factors and facility factors, is proposed. Adopting the method, facility factors can be prioritized to improve facilities' services; further, a standard procedure is proposed to support decision making for effective investments in logistics facilities. The method is applied to actual logistics facilities (three national industrial complexes, three seaports, and two airports) and the results indicate that it can be effectively applied to actual logistics facilities.

The purpose of this study was to examine ways of ensuring the efficiency and stability of import-export logistics in our country by introducing an advance presentation system of vessel manifest. This advance presentation system of vessel manifest has already been introduced in the United States, the EU and China whom our country has actively traded with, and the reinforcement of logistics security is a global trend. Under the circumstances, the introduction of the advance presentation system of vessel manifest is required to assist exporters to properly respond to changing trade practices as early as possible, and it's also necessary to exercise stricter control over an import criminal cargo. Our country should urgently introduce the advance presentation system of vessel manifest that is up to global standard, and the establishment of an internet based manifest consolidation and presentation system and the introduction of an export inspection system of port of loading are requested as well. If all the systems are introduced and work properly, that will make a great contribution to the efficiency of import-export logistics in our country.

본 논문에서는 우리나라 항만물류산업에서의 정보흐름을 일련의 Supply Chain으로 정의하고, 화주, 선사, 운송사 등과 같은 수출입관련업체가 수출입 EDI문서를 해당기관의 시스템으로 신고하는 과정에서 발생할 수 있는 문제점들을 살펴보고 이를 극복할 수 있는 방안을 제시하였다. 항만물류관련 업체들은 수출입절차에 따라 각 기관의 EDI시스템을 이용하여 입출항 및 통관수속업무를 처리하고 있다. 하지만 항만물류관련 기판의 정보시스템은 각각 독자적으로 운영되어, 이를 이용하는 사용자들은 동일한 데이터를 이중으로 처리해야하는 문제점을 가지고 있다. 본 논문에서는 이러한 문제점들을 해결하고 다양한 항만물류관련 기관의 정보시스템을 통합·관리하기 위한 통합데이터베이스의 구축방안과, 업무주체간 정보의 공유 및 교환을 위한 IDC(Internet Data Center)의 역할을 제시하였다.
