An Analysis of Electromagnetic Field Scattering for the Dielectric Cylinders (유전체주의 전자장 산란 해석)

  • The scattering property of TMz illuminated perfectly conducting and dielectric cylinders of arbitrary cross section are analyzed by the boundary element techniques. The boundary element equations are formulated via Maxwell’s equations, weighted residual or Green’s theorem, and the boundary conditions. The unknown surface fields on the boundaries are then calculated by the boundary element integral equations. Once the surface fields are found, the scattered fields in from a perfectly conducting circular and elliptic cylinders, a dielectric circular and elliptic cylinders are numerically analyzed. A general computer program has been developed using the quadratic elements(higher order boundary elements) and the Gaussian quadrature.

스타트업과 벤처기업의 우수인력유치 위한 주식연계형 보상방안 연구: 스톡옵션 보완 수단으로 양도제한조건부주식(RSU)도입방안

  • 본 논문은 스타트업과 벤처기업의 임직원이 상장후 적법한 절차에 따라 스톡옵션 행사를 하였지만, 주식시장의 주가에 악영향을 미치며 일반투자자 피해가 발생하여 도덕적 해이 논란이 촉발되었고 이 문제에 대해 정부 규제당국이 직접적인 추가규제를 예정하고 있는 상황에서 주식매수선택권제도(Stock Option, 이하 스톡옵션)의 보완 수단인 양도제한조건부주식(Restricted Stock Unit, 이하 RSU)제도를 도입함으로써 시장중심적으로 이 문제를 풀어내는 선진 스타트업 벤처금융 방안을 제시하는 것이 목적이다. 이를 위해, 본 논문은 첫째, RSU의 개념에 대해 제한조건부주식(Restricted Stock, 이하 RS)와 비교논의를 통해 제시하며. RSU의 스톡옵션에 대한 보완적 특징 설명에서는 기존 스톡옵션제도와 RSU를 비교 설명하였다. 둘째, RSU의 단점과 한계점을 설명하고 그 한계점을 극복하며 국내 스타트업과 벤처기업들이 이를 효과적으로 도입 할 수 있는 방안을 제시하였다. 셋째, RSU의 도입 현황을 제시하며 향후 RSU 도입 위한 정책방안들을 제안하였다. 본 논문은 이를 통해 RSU가 기본 스톡옵션제도의 규제강화를 통한 시장 위축적인 해결보다는, 새로운 대안을 주식연계형 보상방안 대안을 제시함으로써 보다 시장친화적인 제도를 마련함으로써 국내 스타트업과 벤처기업의 인력수급 해소와 사업활성화에 큰 의미를 벤처생태계 스스로가 풀어내는데에 기여할 것으로 기대한다.

  • The society shows rapid change throughout various fields in the 21 century. These changes are in progress in Korea as well and the private security field is not in exception. The private security system has socially effective function by providing services, which the police cannot provide to citizen. However, it cannot be treated rightly the possibility of violation of human right during the actual action. The qualified person at least should take private investigation service considering privatization of criminal justice and considering that the Private Investigation Act submitted to the Congress could not affect its investigation authority to the citizen currently. The purpose of this study is examination of the private investigation system in Korea and other country and is presentation of its improvement. The chapter 1 composed of introduction on chapter 1, concept and service in chapter 2, private security system in other countryin chapter 3, private security system in chapter 4, problems and its improvements in chapter5, and conclusion in chapter 6. It requires not only consideration of government but also consideration of citizen and effort of both sidesto successful settlement of private security system in Korea.

  • This is for Criminal Law problem that can be happened during the rescue working of 119 rescue member. There are mainly 3sections can be Criminal Law Problem. At first, denying a rescue request. Second, thing that do not transfer patient or people need someone's help by their refusal. Third, emergency medical management. It can be criminal act if somebody do the 3sections thing under Law about emergency medical treatment. It also can be homicide under Criminal Law or accidental homicide, a charge of injuring a person if people need rescue die or become worse through the work. Rescuers are responsible for a criminal case by their carelessness and fault. A plan has to remain to protect them when they do violence to the life and health of a people inevitably. This paper examines the plan can protect them through the analysis and application of related Law about rescuer's work which can be Criminal Law Problem, presents rational establish plan of Rescuer Protect Law to make them their job well as a rescuer.

  • Cryptography techniques can prevent eavesdroppers from maliciously intercepting or modifying sensitive information. however misuses of encryption may cause other problems First if the encryption key is lost or damaged even an authorized access to the original data will be denied. Second criminals can prevent authorized law enforcement officers from examining the necessary information by using the strong encrypted data can provide solutions for the situations. In this paper we propose a new key escrow system based on the ElGamal cryptosystem. Our system provide time-bound eavesdropping under court authorized permission protect from trustee's cheating and prevent user's shadow public key generation.

  • 유량은 도섭법, 보트법, 횡측선법, 교량법 및 부자법 등 다양한 방법으로 측정되는데, 이들 측정방법 모두 많은 수의 관측자를 필요로 한다. 이들은 하천에 직접 들어가서 측정하거나, 인공구조물인 교량과 재방에서 측정되는데, 도섭법, 보트법, 횡측선법이 전자이며, 고수위 및 고유속으로 하천에 들어가지 못하는 경우에는 교량법 및 부자법을 사용하여 유량을 측정한다. 최근 지구 온난화로 따른 이상 기후가 빈번히 발생하고 있으며, 이로 인한 많은 피해가 발생하고 있어, 하천 수위, 유속 모니터링에 대한 중요성이 더 커지고 있다. 2022년 1월부터 시행 중인 「중대재해처벌법」으로 집중호우 및 일몰 이후에는 안전상의 문제로 유량측정이 어려운 상황으로 필요한 시기에 유량 데이터를 확보에 제약이 있다. 이에 관측자 없이도 유량을 측정할 수 있는 방법을 이용하여 중대 재해의 위험성을 해소하고자 하였다. 유량측정 방법으로 설치 회수가 용이한 비접촉 방식에서 영상표면유속측정 방식과 레이더(전자파)표면 유속측정 방식 중, 집중호우 및 태풍 발생 중 가시성이 확보되지 않아도 측정이 가능한 레이더(전자파) 표면유속계를 이용한 다측점 유량측정 방법을 개발하였다. 비접촉 다측점 유량측정시스템 Master 1대에 8대의 Slave를 연결할 수 있어 총 9개의 측선을 측정할 수 있게 개발하였다. 특히, 하천 및 수로 등의 표면 유속을 비접촉으로 측정하고 하천 단면을 이용하여 유량측정이 가능한 장비로 별도의 수중 및 수상 주조물 작업이 필요 없고 장비의 손상 및 유실 가능성이 거의 없고 역류 상태에서도 측정이 가능하다. 유속은 24GHz의 레이더 주파수를 송수신하여 도플러 변이를 이용하여 측정하였고, 수위는 80GHz의 레이더 주파수를 사용하여 왕복 시간을 거리로 환산하여 측정하였다. 유량은 각각의 유속계에 단면을 입력해 놓으면 유속분포법, 중간단면적법 및 지표유속법을 적용하여, 각각의 측선에 대한유량과 총 유량을 산출하였다. 그 결과, 기존 방식 대비 상당한 개선 효과를 확인하였고, 향후 환경부 등 중앙부처의 수문조사 사업에서 그 역할이 기대된다.

Investigation for Streamflow Measurement of Small Stream using Dilution Discharge Method during Low Flow Season (갈수기 소하천에서 희석유량법을 이용한 유량측정의 적용성 검토)

  • In this study, dilution discharge method to measure streamflow using water quality data at small streams during low flow season was applied and compared with the conventional method using flowmeter combined with cross-sectional measurement. Streamflow were measured using both methods in Dal-cheon around Naesok Wastewater Treatment Plant located in Boeun, Chugbuk. This stream is reported to suffer from excessive algal growth in spring. An average flowrate difference of $0.004m^3/sec$ was obtained between the two methods. Once further tested for various conditions, the simple water quality method suggested in this study can be used effectively to estimate stream flowrates during low flow seasons where no measuring facilities such as weirs and flowmeters are not available or water depths are too small to measure flow velocities and exact cross-sections.

  • This study was carried out as a basic experiment for development of adsorption process in which benzene and toluene was adsorbed on activated carbon. In the static adsorption experiment, Adsorption character of benzene and toluene was studied by change of temperature and pressure. Activated carbon 12~20mesh and activated carbon 20~40mesh was used as adsorbents, Benzene, toluene and nitrogen as adsorbates. Experimental data were obtained to fitted to Langmuir isotherm and dependence was acquired. Parameters of adsorption heat and adsorption constant was obtained. Static adsorption experiment for binary mixtures confirmed that Langmuir isotherm parameters could be applicable to Extended Langmuir isotherm. Experimental technique used in this study only requires pressure measurement and this technique is different from the conventional method which measures gas mole compositions before adsorption and after adsorption. The dynamic adsorption experiment was carried out and the experimental results was compared with the computer simulation results. In this study, basic data was acquired to decide adsorption conditions in the process.

  • The problem of the cases of Soribada and Winny is their duplexity that they could be used legally and illegally. The issue called 'The crime of aiding through the neutral behavior' is about whether the program developer who shared the file sharing program letting unspecified public infringe the copyright could be punished or not. Many theories about limiting the traditional scope of punishment of aider have been maintained. However, it is questionable whether it is possible to limit the scope of punishment following the former cases and theories even for the action that is causal and facilitates the principal's criminal conduct, like the aid through the neutral action which is hard to perceive as illegal aid because of its characteristics. Therefore, using the case of Soribada in Korea and the case of Winny in Japan as the examples of illegal aid through neutral behavior case, this paper examines the characteristics and problems of aid through existing theories and cases, and suggests new scope of punishment limitation standard through the elaboration of the action of aid and judgment of degree.

A Study on Establishment and Operation of Airways Concerning Legal and Political Issues (항공로의 설정 및 운영상의 법적.정책적 문제에 대한 연구)

  • There are 24 airways in Incehon IFR, including 11 domestic routes and 13 international routes. The airways designated by ministry of Transportation and Construction are the routes for aircraft to fly being serviced by air traffic control system for flight safety. This study reviewed safety situation of existing permanent airways within Incheon IFR and temporary airways connecting North and South Korea. The study tried to identify the problems related to airway operation and to suggest solutions to the questionable area. The main findings are as follows: It is necessary to improve the existing normal airway systems and enlargement of the route. The airway A593 has to be upgraded to normal route. The temporary airways established to connect Seoul and Pyongyang also needs to be upgraded by air traffic control transfer agreement between two Koreas.
