A Classification Model for Customs Clearance Inspection Results of Imported Aquatic Products Using Machine Learning Techniques (머신러닝 기법을 활용한 수입 수산물 통관검사결과 분류 모델)

  • Seafood is a major source of protein in many countries and its consumption is increasing. In Korea, consumption of seafood is increasing, but self-sufficiency rate is decreasing, and the importance of safety management is increasing as the amount of imported seafood increases. There are hundreds of species of aquatic products imported into Korea from over 110 countries, and there is a limit to relying only on the experience of inspectors for safety management of imported aquatic products. Based on the data, a model that can predict the customs inspection results of imported aquatic products is developed, and a machine learning classification model that determines the non-conformity of aquatic products when an import declaration is submitted is created. As a result of customs inspection of imported marine products, the nonconformity rate is less than 1%, which is very low imbalanced data. Therefore, a sampling method that can complement these characteristics was comparatively studied, and a preprocessing method that can interpret the classification result was applied. Among various machine learning-based classification models, Random Forest and XGBoost showed good performance. The model that predicts both compliance and non-conformance well as a result of the clearance inspection is the basic random forest model to which ADASYN and one-hot encoding are applied, and has an accuracy of 99.88%, precision of 99.87%, recall of 99.89%, and AUC of 99.88%. XGBoost is the most stable model with all indicators exceeding 90% regardless of oversampling and encoding type.

  • 기존 수입 수산물 검역체계는 수십억의 예산을 사용하고 있다. 하지만, 현지 조사에서도 파견원을 보내는 시간이 존재하고 그에 따라 수산물의 상태가 달라질 수 도 있다. 이 논문에서는 이러한 검역체계의 한계를 극복하기 위하여 차량 내부에 장비를 설치 데이터를 분석 후 Server에 전송하는 시스템을 제안한다. 이 시스템을 사용하여 기존 검역체계의 단점을 보완한다. 그리고 베트남을 예상 시나리오로 설정하고 계획을 하였다. 이 시스템은 시간, 공간적인 제약을 극복하고 실시간 상호작용이 원활한 시스템으로 마련될 것이다.

An Analysis on the Tariff Reduction by NAMA Negotiation (세계무역기구 NAMA 협상에 따른 관세감축 영향 분석)

  • This study was analyzed the change of the tariff reduction for the Korea's fishery according to the Non Agricultural Market Access(NAMA) negotiations of the WTO. Four scenarios of tariff liberalization of NAMA are conducted on the basis of a Swiss formula. Using import demand function, we estimated price elasticities of imported fishery. The results of the analysis with mark up 20% show that, in the position of developed member, the value of import increase was between 405 billion won and 439 billion won, and analyzed between 232 billion won and 254 billion won with less than cut 50%. On the other hand, in the position of developing country, the value of import increase was between 311 billion won and 356 billion won, and analyzed between 174 billion won and 201 billion won with less than cut 50%. Also, the results was showed that the highest effects for increasing value of import are a fresh Pollack.

Does the Market Share Matter for the Effects of FTAon ERPT and Price Competition Structure Among Exporting Countries?: Case of Major Fishery Import Markets in South Korea (시장점유율이 FTA의 환율전가도 영향 및 수출가격경쟁구조에 미친 영향: 국내 주요 수산물 수입시장을 대상으로)

  • This study explores whether market share matters for ERPT and also for the effects of FTA on ERPT among exporting countries in the four major fishery import markets - frozen pollock, frozen mackerel, frozen tuna, and frozen spawn in South Korea. In addition, I investigate whether market share matters for price competition among exporting countries. For this, I estimate the export price equation based on the maximum likelihood method by utilizing data on export price in terms of Korean currency, and the cross rate between South Korea and the exporting countries from 2010:M1 to 2019:M12 for the four major fishery import markets. According to the findings, the market share of exporting countries in the import markets matters for the positive effects of FTA on ERPT; however, it is hard to find the relation between the market share of exporting counties and ERPT. In addition, I find little evidence on the effects of market share on price competition structures among exporting countries. I believe that this study helps domestic fishery producers to understand that ERPT, the effect of FTA on ERPT, and price competition structures among exporting countries would be affected by the market share of each exporting country in the major fishery import markets in South Korea. Also, this study would help domestic fishery producers to think about how to deal with the effects of the change in the exchange rate on fishery markets for each FTA partner according to its market share after FTA is effective.

Analysis on the Factors Influencing Risk Perception and Risk Taking Behavior to Japanese Fishery Products: Focused on Affect Factor (일본산 수입 수산물에 대한 위험인식, 섭취 행동에 영향을 미치는 요인 분석: 감정요인을 중심으로)

  • After Fukushima Daiichi nuclear disaster, Korean government banned to import of Japanese fishery products that comes from north region of Japan. As 'fishery product trade dispute' between Korea and Japan is still in progress, consumers have been threatened their food safety. This study is to examine the factors influencing consumer's risk perception to Japanese fishery products and risk taking behavior. Survey was conducted with 1,500 adult during sep-oct 2012. The result can represent the role of affect with risk perception of Japanese fishery product. People who have negative affect to Japanese fishery products have higher risk perception. Also negative affection can influence to risk taking behavior. However the degree of fatalism is not significant factor to risk taking behavior.
