세계 고무 소비는 타이어 등의 수요 증가로 인하여 00년부터 급증하고 있으나 05년 들어 수요에 비해 공급이 부족하여 천연고무를 중심으로 가격이 급등하였다. 천연고무 가격은 투기적 수요까지 더해 50% 이상이 상승된 것으로 나타났다. 다음은 국제고무연구회(IRSG, International Rubber Study Group)가 세계 고무시장 동향 및 전망과 관련하여 발표한 자료를 바탕으로 정리한 것이다.

본 연구는 4차산업혁명의 성공 핵심 키워드 중 하나인 '융합'을 통한 디자인의 역량 강화를 위하여 전문인력의 양성현황, 대전/충청지역의 디자인 전문회사 현황 및 대전지역의 전략사업을 분석하였다. 분석을 통해 예측된 수요맞춤형 전문인력의 공급 방안을 제시하며, 디자인 전문인력의 양성과 운용에 대한 세부적 방안 마련에 기여할 수 있기를 기대한다.

In this study, We found approach to improve the efficiency of human resource policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, we intended to identify practical and policy implications, through analyzing to the supply and demand side of human resource at the same time. In the supply side, we analyzed workers, supply, and support policy in regional strategic industry. In the demand side, we analyzed the demands from 201 SMEs in regional strategic industry. We found the demand differences in strategic industries. we found the efficiency improvement and directions of human resource policies. Thus, these results imply the necessity of creating a customizing policy for SMEs. In conclusion, the human resource policy should be reflected the central government's policy direction and the demands of SMEs.

농가인구의 감소 및 고령화, 고소득 작물 재배, 기후변화 등으로 인해 영농형태가 논농사에서 밭농사로 전환되고 지역별 증감의 차이가 있기는 하나 밭 면적이 증가하는 추세를 보인다. 한편, 밭작물은 논에 비해 기반시설이 부족하고 고소득의 밭작물을 생산하기 위한 시설재배가 늘어나면서 대부분 사계절 확보가 용이하고 수질이 양호한 지하수를 사용하고 있다. 지하수 수요 증가는 지하수위 저하와 지하수 고갈의 우려를 초래하고 있다. 본 연구에서는 농업용 지하수 이용 실태를 분석하고 지하수이용 및 관리 제도 현황을 검토하여 지속가능한 밭용수 공급을 위한 지하수 관리전략을 제안하였다. 진주시를 대상으로 경지유형에 따른 지하수 이용 특성 분석하여 지하수의 수요 특성을 살펴보았는데, 하천 주변 저지대에 큰규모의 밭이나 집단화된 시설재배 지역이 분포하고 있고 지하수 관정도 밀집하고 있었다. 하천에서 떨어진 산간지역에는 지하수 관정이 산발적으로 분포하고 있었다. 지하수 수요는 공간적 위치 외에도 고품질 농업용수에 대한 요구도 원인인 것으로 조사되었다. 밭기반 용수공급 관련 사업과 지하수 자원확보 관련 법제도 등을 고찰하여 밭의 위치, 규모, 용수공급의 수요 특성 등을 고려하여 밭용수 공급을 위한 세 가지 지하수 관리전략을 제안하였다. 우선, 농업용 지하수 이용량 실측 및 정보의 다각화를 통한 정보의 고도화가 필요하다. 둘째, 지하수 이용의 공간적 특성을 고려하여 지표수와 연계한 지하수 이용기반이 구축되어야 한다. 지표수 공급이 가능한 지역은 지표수를 우선 공급하거나 지하수와 혼합 또는 교차하여 공급하고 물공급 취약지역에서는 지하수 공급 기반시설을 구축하는 것이다. 세 번째 전략은 농업용 지하수 시설의 공공관리 강화 및 관리 효율화이다. 특히 지하수이용이 밀집한 지역에서는 지하수 인허가 기준을 강화하고 용도별 관리체계 구축이 필요하다. 밭용수 공급은 농가 소득과 밀접한 연관이 있기 때문에 물이용의 지속가능성과 함께 농가 소득증대를 고려하는 공편인적 관점에서의 관리가 필요할 것으로 생각된다.

기후 변화 및 환경오염으로 인하여 물부족 국가가 세계적으로 증가하고 있는 추세이며, 특히 집중형 강우의 형태가 많아짐에 따라 홍수피해 및 상수공급의 문제가 사회적으로 큰 이슈가 되고 있다. 최근 20여 년간의 급속한 경제성장과 도시화 과정에서 인도네시아는 인구와 산업의 과도한 도시집중으로 지난 1960-80년대 한국이 산업화 과정에서 겪었던 것보다 훨씬 심각한 환경문제에 직면하고 있으며, 자카르타와 반둥을 포함하는 광역 수도권 지역의 물 부족과 수질 오염, 환경문제가 이미 매우 위험한 수준에 도달하고 있는 실정이다. 특히, 찌따룸강 중상류에 위치한 인도네시아 3대 도시인 반둥시는 고질적인 용수부족 문제를 겪고 있다. 2010년 현재 약 일평균 15 CMS의 용수가 부족한 상황이며, 2030년에는 지속적인 인구증가로 약 23 CMS의 용수가 추가로 더 필요한 것으로 전망된다. 이러한 용수공급 문제 해결을 위해 반둥시 및 찌따룸강 유역관리청은 댐 및 지하수 개발, 유역 간 물이동 등의 구조적인 대책뿐만 아니라 비구조적인 대책으로써 기존 및 신규 저수지 연계운영을 통한 용수이용의 효율성을 높이는 방안을 모색하고 있다. 이에 따라 본 연구에서는 해당유역의 용수공급 부족 문제를 해소할 수 있는 비구조적인 대책의 일환으로써 다양한 댐 및 보, 소수력 발전, 취수장 등 유역 내 수리 시설물의 운영 최적화를 위한 지능형 물관리 시스템 적용 방안을 제시하고자 한다. 본 연구의 지능형 물관리 시스템은 센서 및 사물 인터넷(Internet of Things, IoT), 네트워크 기술을 바탕으로 시설물 및 운영자, 유관기관 간의 양방향 통신을 통해 유기적인 상호연계 체계를 제공 할 수 있다. 또한 유역의 수문상황과 시설물의 운영현황, 용수공급 및 수요 현황을 실시간으로 확인함으로써 수요에 따른 즉각적인 용수공급량의 조절이 가능하다. 또한, 빅데이터 분석 및 기계학습(Machine Learning)을 통해 개별 물관리 시설물에 대한 최적 운영룰을 업데이트할 수 있으며, 유역의 수문상황과 용수 수요 현황을 고려하여 최적의 용수공급 우선순위를 선정할 수 있다. 지능형 물관리 시스템 개발의 목적은 찌상쿠이 유역의 수문현황을 실시간으로 모니터링하고, 하천시설물의 운영을 분석하여 최적의 용수공급 및 배분을 통해 유역의 수자원 활용 효율성을 향상시키는 데 있다. 이를 위해 수문자료의 수집체계를 구축하고 기관간 정보공유체계를 수립함으로써 분석을 위한 기반 인프라를 구성하며, 이를 기반으로 유역 유출을 비롯한 저수지 운영, 물수지 분석을 수행하고, 분석 및 예측결과, 과거 운영 자료를 토대로 새로운 물관리 시설 운영룰 및 시설물 간 연계운영 방안, 용수공급 우선순위 의사결정 등을 지원하고자 한다. 본 연구의 지능형 물관리 시스템은 통합 DB를 기반으로 수리수문 현상의 모의 분석을 통해 하천 시설물 운영의 합리적 기준을 제시함으로써 다양한 관리주체들의 시설물운영에 대한 이견 및 분쟁을 해소하고, 한정된 수자원과 다양한 수요 간의 효율적이고 합리적인 분배 및 시설물 운영문제를 해결하기 위한 의사결정도구로써 활용할 수 있을 것으로 기대된다.

Bus service is easily adjusted to accommodate the changed demand. Despite the flexibility of that, its relocation should overcome the following problems: first, Bus line rearrangement should consider the balance between the demand and the supply to enhance the transit equity among the users scattered around the area that supply against demand imbalances. Second, the existing demand analysed is to crude since the demand was analysed based on TAZ. mainly based on the Dong unit. Utilization of the GWR and GIS-T data can resolve the problem. In this paper, the limitation of the conventional transit demand analysis model is overcome by deploying the GWR model which identifies the transit demand based on the geographic relation between the service location and those of the users. GWR model considers the spatial effect of the bus demand in accordance with the distance to the each bus stops using SCD(Smart Card Data) and BIS(Bus Information System). This demand map was then superimposes with the existing bus route which identified the areas where the balance between demand and supply is severly skewed. since the analysis was computed with SCD and BIS at every bus stops. the shortage and surplus of bus service of entire study area could computed. Further. based on this computational result and considering the entire bus service capacity data. Bus routes optimization from the oversupplied areas to the undersupplied area was illustrated thus this study clearly compared the benefits the GIS.

To create the value-added in the field of the shipbuilding, we have to vitalize the marine equipment industry. However the competitiveness is inclined to its outward than inward in the field of the shipbuilding in our country. Especially the field of the marine equipment industry needs to acquire the competitiveness as soon as possible in comparison with an advanced country. Therefore, this paper analyzes the characteristics of the marine equipment, the present situation of the marine equipment industry, the present situation of the demand-supply, the localization of the marine equipment, so that it can raise the competitiveness of the marine equipment industry. Based on this paper, it is the purpose of this paper to derive the alternative for acquiring the competitiveness. This paper is trying to find the way to progress the marine equipment industry and suggest well-founded data for acquiring the competitiveness.
