생태독성 배출관리제도 5개년 계획(2008-2012)

  • 환경부는 최근 사용 및 배출이 급속히 증가하고 있는 수질유해물질의 독성을 통합적으로 관리하고 미지의 독성물질로 인한 수생태계 위해성 저감을 위해 생태독성 배출관리제도를 도입했다. 이에 따라 2011년부터 산업폐수 배출시설 82개 종류중 석유정제품 제조시설 등 35개 종류의 시설과 폐수종말처리시설에는 생태독성 배출허용기준이 적용되며, 관할 행정기관에서는 각 배출시설에 대해 생태독성 배출허용기준 준수여부를 정기적으로 점검하도록 하고 있다. 이에 본지는 환경부 산업수질관리과의 도움으로 새로운 제도를 게재한다.(편집자주)

  • 물 순환과정의 핵심요소로 설명되는 유출량은 용수 공급과 가뭄재해에 대한 이수, 홍수 대비 및 관리는 물론, 하천생태계 유지를 위한 환경에 영향을 미치게 된다. 특히, 유출량의 규모(quantity)와 시간(timing)은 용수공급, 수질과 하천 시스템의 생태학적 교류에 중요한 요소로(Poff 등, 1997) 하천 유황의 5가지 요소(규모, 빈도, 지속시간, 시간과 변화율)는 수중 생태계에 직 간접적인 영향을 미친다(Karr, 1991; Poff 등, 1997). 최근 기후변화 현실화로 강우 발생 시기와 패턴이 변화하면서 유역에 따라 유황이 변화하고 있는 실정이다. 이에 본 논문은 기후변화가 향후 하천 유황과 수생태계에 미치는 영향을 분석하기 위하여 한강 유역을 대상유역으로 선정하고 기상청(Korea Meterological Administration, KMA)에서 제공하는 A2 기반의 고해상도 RCM 모형($27km{\times}27km$)으로부터 일(daily)단위의 기후변화시나리오를 작성하였다. 그리고 준분포형 모형인 SLURP 모형으로부터 유출 변화를 모의한 후 수문변화지표(indicator of Hydrologic Alteration, IHA)를 이용하여 기후변화에 따른 하천 유황과 수생태계에 미치는 영향을 정량화하였다.

  • 전 세계적으로 하천 수질이 저하되고 있다. 이는 수생태계의 손상을 야기하고 인류를 위한 하천의 물 공급원 기능에 저해 요소로 작용한다. 오염된 수생태계에 대한 효과적인 맞춤형 관리전략을 수립하려면 수질의 시공간적 변동 요인을 이해하는 것이 중요하다. 시간적 및 공간적 변동성이 모두 중요하지만, 본 연구에서는 낙동강 전체 유역에서 나타나는 공간적인 변동성에 집중하여 하천 수질의 공간적 차이에 영향을 미치는 요인을 식별하고 그들의 상대적 중요성을 분석하고자 하였다. 분석을 위해 낙동강 유역 전역의 40개 수질오염총량관리 단위유역에서 5년 동안 수집된 하천 총인 농도와 유역특성 자료를 사용하였다. 총인 농도의 공간적 변동성에 영향을 미치는 주요 유역특성을 식별하기 위한 통계모델 선정을 위해 완전 탐색 접근법과 베이지안 추론이 적용되었다. 완전 탐색은 두 단계에 걸쳐 진행되었으며, 1 단계 완전 탐색의 결과로 유역특성 자료들의 중요도가 선정되었으며 2 단계 완전탐색 결과로 통계모델이 우선 선정되었다. 우선 선정된 통계모델은 베이지안 추론을 통해 모델의 정확도와 불확실성이 분석되었고 공간적 변동성 분석을 위한 최적 모델이 선정되었다. 본 연구의 결과로 낙동강 하천 총인 농도의 공간적 변동성에 영향을 미치는 주요 유역특성에 대한 통찰력이 제공된다. 또한 식별된 주요 유역특성은 유역특성 변화에 대한 하천의 수질 반응을 예측하는데 사용될 수 있을 것으로 기대된다.

Eco-river Restoration and River Management in Response to Climate Change (기후변화를 고려한 생태하천 복원 및 관리방향에 관한 연구)

  • In this study, using a complex of physical, chemical, and biological evaluation factors, the ecological vulnerability to climate change were evaluated at each river in the Nakdong river basin. First, runoff, sediment rate, and low flow discharge changes according to AIB climate change scenario using the SWAT model were simulated. Also, for the assessment of chemical and biological factors, 48 points that water quality monitoring sites and ecological health measurement points are matched with each other was selected. The water quality data of BOD and T-P and the biological data of IBI and KSI in each point were reflected in the assessment. Also, the future rise in water temperature of the rivers in Nakdong river basin was predicted, and the impact of water temperature rise on the fish habitat was evaluated. The top 10 most vulnerable points was presented through a summary of each evaluation factor. This study has a contribution to river restoration or management plan according to the characteristics of each river.

Physico-Chemical Characteristics of Water and Distribution of Vascular Hydrophytes in the West Nakdong River, South Korea (서낙동강 수질의 이화학적 특성과 수생관속식물의 분포)

  • The physico-chemical characteristics of water and sediment, and structures of vegetation of the vascular hydrophytes were investigated in the West Nakdong River. Water quality was eutrophic according to the mean values and the ranges of water properties such as pH, DO, BOD, chlorophyll a, total nitrogen and phosphate, and other nutrients. A few cases were hypereutrophic for chlorophyll a level in summer. Soil reaction was weak acid. Composition of sediment was mainly sand except in SI(Sinan chideung) of which was mainly clay, and SU(Suan chideung) of which was mainly silt. Flora of vascular hydrophyte had 26 species and 1 variety comprising 16 families. Trapa japonica was dominant species in the sites of DU(Dunchido), GA(Garak chideung) and SU. Nymphoides peltata and Hydrocharis dubia dominated in DA and SI, respectively. Species diversity and evenness were relatively high in SI and SU but dominance was high in DA. After June, water lettuce(Pistia stratiotes) and water hyacinth(Eichhornia crassipes) were flowed from tributary to the river. Standing crop of macrohydrophytes was high in DA from April to August, but it showed maximum standing crop (445g·dw/㎡) in DU after disturbance by explosive growth of exotic plants in October. In comparison with those in 1985, total productivities in DU and GA decreased to 33.5%, and the reduction ratio of dominant species, Trapa japonica was 56.7%. Najas marina, N. minor, Myriophyllum spicatum and Nymphoides indica have disappeared ever since the Nakdong barrage was constructed in the Nakdong river. They were divided into three groups (GA-SU-DU, DA, SI) by cluster analysis. Introduction of the exotic species in this river caused decreasing of endemic plants including endangered species Euryale ferox and rare species Hydocharis dubia, and food plants for waterfowl such as Trapa japonica, Vallisneria asiatica and Potamogeton crispus.

A Comparison of Radical Scavenging Activity and Cyanobacteria Growth Inhibition of Aquatic Vascular Plants (수생관속식물의 라디칼 소거능과 남세균 생장에 대한 억제활성 비교)

  • Methanol extracts of aquatic plants were analyzed for allelopathic activities against Escherichia coli JM109 and $Microcystis$ $aeruginosa$ UTEX2385 which were compared to its 2,2-Diphenyl-2-picrylhydrazyl (DPPH) radical scavenging activities. The radical scavenging activities were detected from the extracts of $Persicaria$ $thunbergii$, $Persicaria$ $amphibia$, $Trapa$ $japonica$, $Myriophyllum$ $spicatum$, and $Brasenia$ $schreberi$. Also, the inhibitory activities against cyanobacteria were analyzed according to the order of $B.$ $schreberi$, $T.$ $japonica$, $P.$ $amphibia$, and $M.$ $spicatum$. Most of the extracts from aquatic plants did not show any inhibition against $E.$ $coli$ except $B.$ $schreberi$. We found a positive correlation between the antioxidental activities of methanol extract of aquatic plants and the growth inhibitory activities for cyanobacteria in terms of the DPPH radical scavenging activities ($R^2$=0.381, $P$ <0.0001). The inhibitory activities of methanol extract against $E.$ $coli$ growth was not correlated with the other activities of aquatic plants ($P$ >0.04). We suggest from this study that the allelopathic effects of aquatic plants against cyanobacteria could be screened by using the bioassay based on DPPH.

Impact assessment of sulfonylurea herbicides to the diversity of aquatic plants in paddy farming system of Korea (한국 논 생태계에서 수생식물 다양성에 대한 Sulfonylurea계 제초제의 영향평가)

  • This study was conducted to evaluate the response of the selected aquatic plants to sulfonylurea(SU)-herbicides, which have been used widely in rice-cultivating areas in Korea, and the possibility of using them as bio-indicator species for biodiversity conservation. The aquatic plants identified in Kangwon province where butachlor have been used extensively for many years were much more varied than those in Chonnam where SU-herbicides have been used extensively for many years. The growth responses of Monochoria korsakowii, Marsilea quadrifolia and Salvinia natans to sulfonylurea herbicides such as bensulfuron-methyl(BSM) and pyrazosulfuron-ethyl(PSE), were much more sensitive than those to butachlor and molinate. The $GR_{50}$ values of BSM and PSE for M. korsakowii, M. quadrifolia and S. natans were relatively very low when compared with those of butachlor and molinate. The number of internode and dry weight of M. quadrifolia which was exposed to herbicides runoff from rice fields were seriously affected. The acetolactate synthase(ALS) activities of M. quadrifolia sensitively inhibited by BSM and PSE were, and $I_{50}$(Inhibition 50%) were 5.6 and 2.1 nM, respectively.

Establishing Diagnosis Systems for Impaired Stream Ecosystem using Stream/River Ecosystem Survey and Health Assessment (수생태계 현황 조사 및 건강성 평가결과를 활용한 수생태계 훼손원인 진단체계 구축)

  • The Stream/River Ecosystem Survey and Health Assessment has been carried out regarding the ecological health of the streams by the Ministry of Environment (MOE), South Korea. However, the sources of impairment of the stream ecosystem and the interactions between the sources, stressors, and the responses of impaired streams have not been taken into consideration. The purpose of this study is to propose the establishment of diagnosis systems for the impaired stream ecosystem because of the need to incorporate the same in the making of the policy to enable the recovery and improvement of the health of the impaired streams or river ecosystem. First, we define the concept of a diagnosis of the impaired stream or river ecosystem through a literature review. Second, through case studies [e.g., US CADDIS (Causal Analysis/Diagnosis Decision Information System), AUS. Eco Evidence, EU WFD (Water Framework Directive)], we try to develop the diagnosis system for the making of policy. In this study, the diagnosis system that is proposed consists of eight steps including the basic data collection, detecting or suspecting impairment, defining the impaired stream reach, identifying the biological impaired cases and listing the candidate causes, illustrating the interactive conceptual diagrams between stressors and responses, investigating the stressors-responses in the field, verifying causes and identifying the probable causes of the impaired cases, and summarizing and proposing the restoration of the streams. The results of this study will support and enable efficient decision-making for sustainable stream restoration and management based on the diagnosis of the probable causes for the impaired complex and the diverse stream ecosystem.

Flora and Ecological Characteristics of Hydrophytes in the Littoral Zone of Paldang Reservior (팔당호 연안생태계의 수생식물상과 생태적 특성)

  • To investigate the flora and vegetation structure of vascular plants in the littoral zone of Paldang Reservoir, from April, 2003 to April 2004, nine sampling sites were selected. Along the Paldang Reservoir, 128 taxa, consisted of 51 families and 96 genera, were identified, among them, hydrophytes were confirmed as 38 taxa, which was comprised 29.7% to total taxa, whereas hygrophytes were 44 taxa and terrestrial plants were 46 taxa. Emergent hydrophytes consists of 21 taxa, including Phragmites australis and Typha angustifolia, and next, submerged hydrophytes were 8 taxa. However, the kinds and vegetation area of submerged hydorphytes were reduced compared to previous studies. In the littoral zone of Paldang Reservoir, the aquatic vegetation was widely developed near Dumulmori, Yangsuri, and Kwangdong Bridge, downstream of Kyungancheon. The average number of hydrophyte per sampling sites were 2.7 taxa, whereas hygrophytes were 2.5, and land plants were 1.8. In addition, the hydrophytes in the littoral zone of Paldang Reservoir showed the typical vertical zonation pattern like a natural swamp. These results mean that the littoral zone of Paldang Reservoir has the typical characteristics of aquatic plant ecosystem.

Priority Determination of the Projects for Ecological Restoration of the Stream : Case Study for Han River Estuary (생태하천 복원사업 우선순위 선정에 대한 연구: 한강하구를 중심으로)

  • Before 2022, there was a lot of confusion in the process of planning and implementing the projects for ecological restoration of the stream due to dualization the principal agent of stream management. Because the Ministry of Environment took charge of the project in 2022, securing the health of aquatic ecosystem of stream became an essential factor in the project. Therefore, in this study, the streams that require the project for ecological restoration was selected in Han River estuary, where it is essential to secure the health of the stream aquatic ecosystem as blackish water zone and Ramsar wetland are located. Physical, chemical, spatial/humanistic, health of aquatic ecosystems evaluation indexes were calculated based on the detailed facts and figures of the project for ecological restoration of the stream in the beginning. Ranking, re-scaling, z-score, and t-score normalization methods were applied to the calculated evaluation index, and the values were compared and analyzed. After that, the entropy weight method was applied to each evaluation index. Through this process, the streams(Mokgamcheon, Anyangcheon etc.) that require the project for ecological restoration were selected for the purpose of securing the health of the aquatic ecosystem in Han River estuary. The result of this study can be used as basic research data in the process of selecting the priority determination of the projects for ecological restoration of the stream.
