  • 4차 산업혁명이 도래함에 따라서 군사용으로 개발된 드론이 광범위하게 다양한 분야에 활용되어 가고 있다. 드론의 활용으로 이전에 사람이 접근하기 어려웠던 지역이나 현장을 원격탐사 및 데이터 취득이 가능하게 되면서, 도시문제 해결과 재난에 대응할 수 있다. 하지만 기존 드론의 동력원으로 사용하는 리튬폴리머(Li-Po)는 짧은 비행시간 때문에, 재난 현장의 드론 투입에 한계가 있다. 이러한 문제점을 보완하기 위하여 기존 드론 대비 4배 이상 향상된 비행시간을 통해 장기체공이 가능한 액화 수소 드론의 도입이 필요한 것으로 보인다. 늘어난 비행시간과 비가시 장거리 비행 능력을 통해 높은 효율을 낼 수 있는 액화 수소 드론의 활용으로 효과적인 재난 대응 활동에 대한 연구가 필요하다.

  • The model for ship maneuvering simulation is to enhance the competence of officer's ship maneuvering skills such as navigation equipment operation, collision avoidances, countermeasure an emergency situation so on. Despite using such ship maneuvering model, critical maritime accidents are occurred periodically in the world. To find adequate simulation model to evaluate competence abilities of deck officer who have maneuvering skills with some competence levels, we search the standard ship maneuvering method representing on the part 3 Person Overboard(POB) to onboard emergences of IAMSAR manual. Moreover we monitor the officer's human factors appearing during education and training and consider the use of human factors as fundamental data.

A Prediction Model of Distressed Craft Drift Using Fluid Dynamics Analysis (유체역학 이론에 근거한 조난물체의 위치 추정 모델)

  • In this study a drift prediction model based on fluid dynamics theory is introduced. The essential effects of environmental loads and target characteristics are taken into account from a fluid dynamics point of view. The governing equations of motion are derived from Netwon's law of dynamics. In the mathematical formulation only three degrees of freedom(surge, sway, yaw) of the drifting object are assumed and the environmental loads considered are the forces and moments by wind and current. A computer algorithm for this model is implemented to obtain the numerical result in the time domain. The preliminary tests for model verification are conducted and the results are compared with the field experiment data as well as leeway formula suggested from the field test data.

  • Cospas-Sarsat, an international satellite system for search and rescue, started operating in early 1980's and has been credited with saving thousands of lives since then. Hundreds of thousands of aviators, mariners and land users worldwide are equipped with Cospas-Sarsat distress beacons, which could help save their lives in emergency situations anywhere in the world. This paper outlines the evolution of the system and describes how satellites are constantly circling the globe monitoring for rescue signals, while tracking stations on six continents receive the satellite signals, compute the locations of the distress events and forward the calls for help to the appropriate rescue authorities. Therefore, this paper points out the importance of developing of technologies of Hybrid Aviation Wireless SAR Equipment and also proposes to make it localized.

연안VTS 기능에 관한 실증적 연구

  • 우리나라 첫 연안VTS인 진도 연안VTS의 운영 성과를 분석하고, 운영 사례를 조사하여 연안VTS기능에 관하여 실증적으로 분석하였다. 연안VTS는 관제구역이 넓어 해상교통 특색이 장소마다 상이하며, 집중 관제를 필요로 하는 곳이 많았고, 통항선박 중어선과 같은 비관제 대상 선박이 다수를 차지하여 이들의 관제가 중요한 것으로 조사되었다. 그리고 선박 운항자의 집중도가 항내보다는 떨어지므로 인적과실에 의한 사고 개연성이 높은 것으로 분석되었다. 연안VTS는 항만VTS와 같이 정보제공, 항행지원, 교통관리의 역할을 주로 하고 있지만, 수색구조 지원, 해상 보안, 해상치안 업무, 해양오염 대응, 비관제 대상 선박 업무 및 수상레저 안전관리 등의 기능을 강화되는 것으로 나타났다.

  • 현재 우리나라의 연안해상교통관제는 연안해역의 관제, 수색 및 구조지원, 선박통항관제 수단을 제공하고 하기 위해 AIS(Automatic Identification System)와 레이더 시스템을 활용하고 있다. 하지만 AIS의 경우 고가의 장비로 소형선박에 설치가 용이하지 않은 실정이며 레이더를 활용한 소형선박 관제 시 Target Swapping 현상과 거리와 크기에 의한 탐지성능 변화 등의 문제점으로 소형선박의 위치를 제대로 파악하지 못하여 사고발생의 큰 비중을 차지하고 있어 방지대책이 필요한 실정이다. 이러한 문제를 해결할 수 있는 방안으로서 본 연구에서는 IP-RFID 기술을 활용한 연안해상교통관제시스템의 적용방안을 제시하고자 한다.

  • A ship has three types of diving systems (Diver Stage Diving, Wet Bell Diving and Scuba Diving) to carry out a search-and-rescue operation. To reduce the possibility of decompression sickness, any diving systems shall comply with the decompression procedure according to the decompression table corresponding to the diving depth and diving time. The decompression procedure is largely divided into two methods: underwater decompression and underwater-onboard decompression. In particular, the surface interval shall not exceed 5 minutes, which is the phase from underwater decompression to underwater-onboard decompression, in accordance with the U.S Navy Diving Manual. However, the surface interval is greater than 5 minutes as a result of using Wet Bell Diving. This paper describes the result of cause analysis and measurement with improved Wet Bell Diving. Using improved Wet Bell Diving reduced the surface interval to less than 5 minutes. The result of the research can be used for operation and improving the performance of diving systems.
