IAMSAR Manual 국문본인 국제항공 및 해상수색 구조편람에 따른 확대사각(SS: Expanding Square Search) 수색패턴은 수색 대상의 표류 위치를 한정할 수 있을 때 적용하도록 하고 있으며, 수색 기법에 있어 추측항법 적용의 필요성과 함께 조난대상의 표류 추정 위치인 Datum으로부터의 첫 번째 수색 방향 S의 결정은 바람이 불어오는 쪽인 풍상 측을 향하도록 하여 항해 오차를 최소화할 것을 요구하고 있다. 그러나 첫 직행 구간 S 결정에 있어 IAMSAR Manual 영문본 및 USCG SAR Manual에 따르면 S는 풍하 측 또는 표류하는 방향으로 결정하는 것이 옳은 것으로 해석될 수 있으며 이는 항해 오차를 최소화하기 위한 추측항법 적용 관점에도 부합하는 것으로 보이는바, 이 연구에서는 USCG SAR Manual 등 다른 수색 지침서에서는 Drift 방향으로 제시한 첫 번째 S 방향을 근거로 IAMSAR Manual 국문본의 오류 가능성을 제시하였고, 풍상과 풍하 측으로 상반된 첫 번째 S 방향에 따른 수색 결과의 비교를 위해 선박조종시뮬레이션을 활용, 확대사각 수색상황을 재연하여 각각의 수색패턴을 비교 분석하였다. 이를 통하여 확대사각 수색패턴 결과에서 수색 대상에 더욱 근접한 첫 번째 S 방향은 수색 대상이 표류하는 방향과 일치하는 풍하 측임을 확인하였다.

해양 수색구조 시나리오 수립 시 익수자 생존시간은 의사 결정을 하는 데 있어 중요한 고려 사항이다. 이 연구에서는 국내 보도자료와 설문조사 및 해외 생존모델을 참고하여 수색자원을 신속하고 집중적으로 투입해야하는 집중 수색기간과 생존 가능성을 고려하여 수색을 유지해야하는 추천 수색시간을 정할 때 참고할만한 익수자 생존시간 지표를 개발하였다.

Drones, one of the 4th industrial technologies that are expanding from military use to industrial use, are being actively used in the search missions of the National Police Agency and finding missing persons, thereby reducing interest in a wide area and the input of large-scale search personnel. However, legal review of police drone operation is continuously required, and the importance of advanced system for related operations and analysis of captured images in connection with search techniques is increasing at the same time. In this study, in order to facilitate recording, preservation, and monitoring in the concept of precise search and monitoring, it is possible to achieve high efficiency and secure golden time when precise search is performed by constructing spatial information based on photo rather than image data-based search. Therefore, we intend to propose a spatial information construction technique that reduces the resulting data volume by adjusting the unnecessary spatial information completion rate according to the size of the subject. Through this, the scope of use of drone search missions for large-scale areas is advanced and it is intended to be used as basic data for building a drone operation manual for police searches.

As the numbers cf vessels in and out cf korean ports and passing ships through korean waters are increasing, possibilities of marine accidents grow higher and damages caused by such accidents would be expected larger. The author accordingly try to seek for the appropriate measures to enhance the present korean Search and Rescue(SAR) systems and future plans comparing korean system with international movement and relevant systems of maritime advanced countries.

검찰과 경찰에서는 압수수색을 통해 조사를 수행하는데, 기업들은 압수수색 수사를 받기 전에 회계 DB 및 회계 관련 파일 삭제, 파손 및 은닉하는 등의 문제점을 발생시키고 있다. 2008년 삼성화재 비자금 조성 사건과, 2009년 교하 복합커뮤니티 센터의 입찰비리 사건 등 기업회계장부의 포렌식 기술적용방법 문제 등이 발생하고 있다. 본 논문에서는 포렌식 수사 도구인 EnCase, FinalData 등을 연구하고, 기업의 회계 서버에 대해 압수수색 준비와 압수 수색, 획득 증거 분석 등의 절차를 연구한다. 기업의 회계 서버 압수수색 후에 디스크에서 포렌식 증거분석에서 실시되는 증거물 원본 파일보관, 원본성이 입증된 사본생성, 삭제 파일 검사 및 복원, 삭제 내용 확인, 원본 파일과의 대조를 실험을 한다. 본 연구 결과는 포렌식 기술발전에 기여하게 될 것이다.

KCG, responsible Agency of maritime SAR operation has been known to address the marine casualties well, however, it was criticized because KCG failed to take prompt and effective response to the recent Ferry disaster at the very early stage. In this regards, the authors analyze the characteristics of marine incident with historical data, and also review and examine the national SAR system focusing on SAR coordination and human resources to make recommendation and suggestion in order to minimize the loss of lives to future marine incidents. As a result, KCG shall augment its capabilities, inter alia, fast libeboats and rescue helicopters for prompt response to marine incidents at the coastal waters, and KCG shall re-adjust the establishment of Rescue Coordination Center to improve operational problems of current system in accordance with IMO guidance, KCG is required to introduce mandatory training, qualification and certificate system to enhance the professionalism of SAR personnel.

Electronic medical records in the hospital information system are the important evidence related to the crime and are subject to search and seizure. In the case of a large general hospital, it is possible to search for seizures through cooperation of the staff, but it is impossible in small hospitals. The investigation agency copies the database of electronic medical records and then selects relevant content. This approach has an issue of excessive search and seizure. In this paper, we propose field selection procedures and methods for electronic medical records while ensuring integrity, reproducibility, and chain of custody. Currently, it is necessary to study the procedures and methods of search and seizure of medical information system so that it can respond to next changing cloud hospital information system.

기업들의 비자금 수사를 받기 전에 압수수색 대상 회계 파일의 삭제, 파손 및 은닉하고 있다. 2010년 H 그룹 비자금 조성 사건에서도 삭제된 파일에서 회계처리, 비자금 문제를 발견하였다. 최근에는 Smart Phone의 활성화와 함께 주요 증거물을 Smart Phone에 저장하고 업무를 진행하고 있다. 본 논문에서는 압수수색된 Smart Phone에서 기업의 회계장부를 찾아내고, 삭제한 회계장부를 복원하는 포렌식 수사기술에 관한 연구이다. 기업에 대한 압수수색 준비와 압수 수색, 획득 증거 분석 등의 절차와 포렌식 도구들을 분석한다. Smart Phone 압수수색 후 포렌식 증거 자료 추출 과정과 포렌식 도구를 이용하여 실험하고 포렌식 증거자료를 추출한다. 본 논문을 통해서 Smart Phone 포렌식 기술발전에 기여 하고자 한다.

In accordance with the spread of the Internet and the development of various digital devices, the amount of electronic information is rapidly increasing. Selection of electronic information seizure searches continues to increase for third parties, such as portal sites e-mails that persons do not possess directly from the electronic information, and it is also used as evidence in court. However, the current method of searching for houses has many problems such as the absence of notice of seizure search result, seizure searches are proceeded indiscriminately against whole e-mail after calculating only during the seizure period, and seizure search procedure And presented the improvement points.

Predicting the survival time of a person in water (PIW) in maritime search and rescue (SAR) operations is an important concern. Although there have been many studies on survival models in marine-developed countries, it is difficult to apply them to Koreans in Korea's oceans because they were developed using marine distress data from the United Kingdom, United States, and Canada. Data on the survival time of a P IW were collected through interviews and surveys with a special rescue team from the Korea Coast Guard, SAR cases, press releases, and Korea Meteorological Administration data to address these issues. The maximum survival time (Korean) equation was developed by performing a regression analysis of this data, and the applicability to actual marine distress was reviewed and compared to the overseas survival model. By comprehensively using the maximum survival time (Korean), domestic SAR cases, and overseas survival models, guidelines for survival time and intensive and recommended search time were suggested. The study findings can contribute to decision-making, such as the input for search and rescue units. The findings can also help to determine the end of or reductions in SAR operations and explain policy decisions to the public and families of a PIW.
