Small vessels of less then 20 tonnage and leisure boots such as motor boots, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea As a result, these small vessels and leisure boots have remained within the blind area of maritime safety and environment protection Among these vessels and boots, some leisure boots such as motor boots of 20 horse power or more(excluding motor boots equipped with engine inside the vehicles), water motorcycles and robber boots of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.

By becoming 21st century which run be charactered as highly industrialized society which spreads diversification and individualization, there have been elevation of income level and increase of time for leisure activity by introducing 5 working days system. And this brings out increasing of aquatic leisure activity population and the contents of the leisure becomes very active. Static indoor activity which was the main current of the leisure activity in the past, however, it is now called for outdoor activity accompanied by the society growth and even expands towards that people get into action and experience by their own free will. With this point of view, the aquatic leisure run become a safe activity. But with a rapid growth of aquatic leisure activity, safety concerns become a serious problem. To prevent safety accident, training should be given, safety inspection and registration should be requested, and strong support of system is needed so users can have an insurance for safety accident. These complements are necessary for overall nourishment and management measure to charge in systematical safety for the users.

This study developed an electric power propulsion personal watercraft by combining a battery and an electric system from the domestic automobile industry with water motorcycle from marine leisure industry in a convergence of technology. It also developed a safety inspection plan and type approval standard for personal watercraft that use electric power propulsion. For the registration and production of the electric power PWC (Personal Watercraft), a safety inspection standard (draft) and type approval standard (draft) have been established. PWC that use this electric power propulsion certification standard have been divided into two categories according to the use of gasoline engines as related to the ship's electrical system. The contents of these safety inspections standards is divided into 7 categories, and their purpose is to confirm the facilities used for the safe operation of PWC. Type approval is divided into 7 categories and is intended to ensure the safe production of PWC. This is basic data can be used to establish criteria for safety inspection and type approval of electric power propulsion vessels and to guide the production of the environmentally friendly PWC in Korea.

(주)동방아그로는 농업용 악제 제조 및 가공 판매 등의 사업을 영위할 목적으로 1971년에 설립된 회사다. 설립 이후 물과 6년 만인 1977년 6월, 한국거래소에 상장될 만큼 급속한 성장을 이룬 동방아그로는 안전과 환경 문제에 있어서도 철두철미한 모습을 보여 각종 대회에서 수상실적을 올렸다. 2012년 동방아그로 부여공장은 Farm Chemical International 잡지와 듀폰사가 후원하는 환경존중상(Environmental Respect Award)을 수상했다. 환경존중상은 환경보호에 탁월한 능력을 보인 기업이나 사업부 등에 수여되는 상으로 약 70여 년의 역사를 가진 전통 있는 상이다. 여기에 올해는 대한민국안전대상에서 소방방재청장상을 수상했고, 또 안전보건공단이 주최하는 명예산업안전감독관 수범사례 발표대회에서 장려상을 받기도 했다. 이 같은 수상실적을 달성할 수 있었던 데는 안전경영을 펼치고 있는 정환명 공장장의 지원이 컸다. 부여공장 정환명 공장장을 찾아 안전경영에 대한 그의 철학을 들어봤다.

Changes such as expanding nationwide road networks, 5-day work system and income increases triggered high interest in water leisure and an increase in water sports population. And safety regulations have been under discussion as a possible way to prevent the water leisure related accidents. Water Leisure Safety Regulation was enacted in 1999 and fully revised in 2005. Therefore, it is necessary to examine the current state cf water leisure activities and how the water leisure safety regulations are perceived. For this purpose, a survey of water leisure people was conducted on the revised safety regulation and relevance and correlation between variables were examined using Frequency analysis and Crosstabs. The results showed that more than $60\%$ of the people surveyed acknowledge the necessity of registration, safety instruction, insurance, and safety inspection. It was also found that the people who are highly dissatisfied with the safety of water leisure apparatus and acknowledge the necessity of insurance showed strong opinion of the necessity of legal controls on water leisure activities.

The interest of people is rising on water leisure and the population of water sports is increasing with expanded nationwide roads and 5-day work system for income elevation. However, there are many discussions about the way to prevent the accident related to water leisure activities. Water Leisure Safety Regulation was enacted in 1999 as a part of the way and revised in 2005. Therefore it needs to grasp the present state of water leisure activities and analyze the actual condition of consciousness. For the analysis. the question survey was conducted on water leisurers in the focus with regulation of the revised so that the degree of relevance and correlation between mutual variables were analyzed by Frequency and Crosstabs. From this study we found that more than $60\%$ of water leisurers thought registration, safety instruction, insurance, and safety inspection necessary and there was a characteristic common inclination to all for necessity to impose legal controls on water leisure activities as the level of dissatisfaction for water leisure apparatus and cognition for necessity of insurance was high.

The purpose of this study was to report the changes in underwater anxiety, physical self-efficacy, and water safety consciousness in elementary school students through participation in survival swimming education, and the relationship between variables. For this purpose, 300 out of 312 elementary school students who participated in survival swimming education in Busan were used as valid samples. The collected data were analyzed through exploratory factor analysis, reliability analysis, correspondence sample t-test, and multiple regression analysis using the SPSS 25.0 statistical program, and the results are as follows. First, the underwater anxiety of elementary school students before and after participating in survival swimming education decreased, and the physical self-efficacy and water safety awareness increased. Second, underwater anxiety of elementary school students who participated in survival swimming education partially negatively affected physical self-efficacy and water safety consciousness, and physical self-efficacy partially positively affected water safety consciousness. Based on these results, the effectiveness of survival swimming education could be confirmed, and the direction of qualitative expansion of the program could be reconsidered.
