Sustainable Urban Regeneration and Smart Water Management (지속가능한 도시재생과 스마트 물 관리)

  • 본 연구는 한국의 도시재생과 스마트 물 관리의 정책 분석을 위하여 도시재생과 스마트 물 관리의 등장 배경, 주요 현안 및 연계성을 모색하고 도시재생방안으로서 스마트 물 관리체계의 가능성을 검토하는 것을 목적으로 한다. 1950년대의 도시재건(Urban Reconstruction)과 1970~80년대의 도시재개발(Urban Renewal, Urban Redevelopment) 등의 정비 사업은 물리적 환경정비에 초점을 맞추었다. 그러나 1990년대 환경문제가 세계적 이슈로 등장하면서 교외지역 난개발 문제에 대한 대응책이 필요하게 되었고 도시의 물리 환경적, 산업 경제적, 사회 문화적 측면을 부흥시키는 도시재생 접근법이 출현하였다. 한국 정부는 2017년부터 시작한 '도시재생 뉴딜사업'의 일환으로 스마트 기술을 적용한 도시재생사업을 통해 스마트도시 선도국가 도약과 세계적 흐름에 부합하는 도시성장을 기대하고 있다. 1980년대 초 등장한 스마트 기술은 2000년대 들어와 스마트 도시, 스마트 인프라, 스마트 그리드 등의 분야로 확대, 진보하였다. 물 분야의 스마트 기술은 2009년 스마트워터그리드 이니셔티브(Smart Water Grid Initiative)의 발족과 함께 IBM, CISCO, Intel 등의 IT 기반 물 관리 워킹그룹 형성, Suez, Veolia, Siemens 등 수처리 기업의 스마트워터그리드 분야 진출 모색과 함께 발전하기 시작하였다. 이후 2012년 유엔 스마트 물 관리 포커스 그룹(ITU-T SG 5)의 스마트 물 관리 표준화 연구가 착수되었고 한국은 국토교통부 건설교통기술 연구 개발사업 중 하나로 스마트 물 관리 장기 연구 사업을 시작하였다. 스마트 물 관리는 수자원 및 상하수도 관리의 효율성 제고를 위하여 스마트 미터, 센서, 디지털지도제작 등 ICT를 이용한 차세대 물 관리시스템이라고 정의할 수 있다. 구체적인 대상 분야를 고려한다면 하천수, 우수, 지하수, 하폐수처리수, 해수담수 등 다양한 수자원의 관리, 물의 생산과 수송, 사용한 물의 처리 및 재이용 등 물 관리 전 분야를 포함한다. 그러나 스마트 물 관리의 용어와 개념을 처음으로 도입한 미국 등 선진국과 관련기업들은 스마트 물 관리를 '스마트 워터 미터, 센서, 첨단 모델링, 수문 지도제작, 스마트 관개농업, 자동화 로봇 등 다양한 기술을 통합적으로 운영하는 지능적인 수자원 관리를 위한 정보네트워크'로 정의한다. 일찍이 도시재생으로의 패러다임 전환을 실시한 영국 및 일본과 달리 한국의 도시재생은 개념, 구성요소, 범위, 사업방식 등의 여러 가지 측면에서 아직 형성단계에 있다. 또한 한국의 스마트 물 관리 논의는 개념정립 측면에서 심층적 논의가 거의 부재하였다. 기존의 논의들은 수자원 혹은 상하수도서비스 분야에서의 연구결과와 기술개발성과를 기계적으로 적용하고 확대하는 측면만을 부각시켰다. 그러나 이와 같은 스마트 물 관리에 대한 논의는 정보통신기술과 물 관리 서비스를 단편적으로 연결하고 적용범위를 제한할 수도 있다는 점에서 한계성이 있다. 본 연구는 국내외 문헌검토를 바탕으로 한국의 도시재생과 스마트 물 관리의 정책을 분석하고 지금까지 별개로 간주된 두 개념의 장점을 융합하여 향후 지속가능한 도시개발 사업으로서의 가능성을 검토하고자 한다.

Extraction of Primary Factors Influencing Dam Operation Using Factor Analysis (요인분석 통계기법을 이용한 댐 운영에 대한 영향 요인 추출)

  • Factor analysis has been usually employed in reducing quantity of data and summarizing information on a system or phenomenon. In this analysis methodology, variables are grouped into several factors by consideration of statistic characteristics, and the results are used for dropping variables which have lower weight than others. In this study, factor analysis was applied for extracting primary factors influencing multi-dam system operation in the Han River basin, where there are two multi-purpose dams such as Soyanggang Dam and Chungju Dam, and water has been supplied by integrating two dams in water use season. In order to fulfill factor analysis, first the variables related to two dams operation were gathered and divided into five groups (Soyanggang Dam: inflow, hydropower product, storage management, storage, and operation results of the past; Chungju Dam: inflow, hydropower product, water demand, storage, and operation results of the past). And then, considering statistic properties, in the gathered variables, some variables were chosen and grouped into five factors; hydrological condition, dam operation of the past, dam operation at normal season, water demand, and downstream dam operation. In order to check the appropriateness and applicability of factors, a multiple regression equation was newly constructed using factors as description variables, and those factors were compared with terms of objective function used in operation water resources optimally in a river basin. Reviewing the results through two check processes, it was revealed that the suggested approach provided satisfactory results. And, it was expected for extracted primary factors to be useful for making dam operation schedule considering the future situation and previous results.

Elicitation of Ecological Wetland's Creating & Maintaining Conditions through GIS & AHP Analysis (GIS와 AHP분석에 의한 생태습지의 생성 및 유지조건 도출)

  • The object of this research is to elicit the ecological wetland's creating and maintaining conditions through GIS and AHP(Analytic Hierarchy Process) on common characteristics of wetland, by exploring the function of the long-standing and naturally created wetlands in South Han-river basin. Geomorphological, geologic, hydraulic & hydrological, pedological, environmental & ecological approaches of five categorizations were made based on the documents and precedent studies in order to perform the research object. Elicitation of the common creating and maintaining conditions on the objected wetlands through analysis of satisfactory conditions was conducted by performing an overlay analysis from the gathered information in each category and linking its result to each wetland. Also, elicitation of highly believable qualified analysis result was made by calculating the each factor's weight through application of AHP analysis method on each factor. The research result is expected to be applied effectively in suitability selection for creation of an artificial wetland and restoration and maintenance for naturally created wetlands when introducing the No Net Loss of Wetlands. In addition, with a new understanding on wetland and beyond the value of its conservativeness, this research result can be considered as a solution for Eco-Wetland's maintainable development.

Estimating Quantiles of Extreme Rainfall Using a Mixed Gumbel Distribution Model (혼합 검벨분포모형을 이용한 확률강우량의 산정)

  • Recently, due to various climate variabilities, extreme rainfall events have been occurring all over the world. Extreme rainfall events in Korea mainly result from the summer typhoon storms and the localized convective storms. In order to estimate appropriate quantiles for extreme rainfall, this study considered the probability behavior of daily rainfall from the typhoons and the convective storms which compose the annual maximum rainfalls (AMRs). The conventional rainfall frequency analysis estimates rainfall quantiles based on the assumption that the AMRs are extracted from an identified single population, whereas this study employed a mixed distribution function to incorporate the different statistical characteristics of two types of rainfalls into the hydrologic frequency analysis. Selecting 15 rainfall gauge stations where contain comparatively large number of measurements of daily rainfall, for various return periods, quantiles of daily rainfalls were estimated and analyzed in this study. The results indicate that the mixed Gumbel distribution locally results in significant gains and losses in quantiles. This would provide useful information in designing flood protection systems.

Comparison and analysis of data-derived stage prediction models (자료 지향형 수위예측 모형의 비교 분석)

  • Different types of schemes have been used in stage prediction involving conceptual and physical models. Nevertheless, none of these schemes can be considered as a single superior model. To overcome disadvantages of existing physics based rainfall-runoff models for stage predicting because of the complexity of the hydrological process, recently the data-derived models has been widely adopted for predicting flood stage. The objective of this study is to evaluate model performance for stage prediction of the Neuro-Fuzzy and regression analysis stage prediction models in these data-derived methods. The proposed models are applied to the Wangsukcheon in Han river watershed. To evaluate the performance of the proposed models, fours statistical indices were used, namely; Root mean square error(RMSE), Nash Sutcliffe efficiency coefficient(NSEC), mean absolute error(MAE), adjusted coefficient of determination($R^{*2}$). The results show that the Neuro-Fuzzy stage prediction model can carry out the river flood stage prediction more accurately than the regression analysis stage prediction model. This study can greatly contribute to the construction of a high accuracy flood information system that secure lead time in medium and small streams.

Construction of Surface Boundary Conditions for the Regional Climate Model in Asia Used for the Prevention of Disasters Caused by Climate Changes (기상방재 대책수립을 위한 아시아지역 기상모형에 필요한 지표경계조건의 구축)

  • It has been increasing that significant loss of life and property due to global wanning and extreme weather, and the climate and temperature changes in Korea Peninsula are now greater than the global averages. Climate information from regional climate models(RCM) at a finer resolution than that of global climate models(GCM) is required to predictclimate and weather variability, changes, and impacts. The new surface boundary conditions(SBCs) development is motivated by the limitations and inconsistencies of existing SBCs that have influence on model predictability. A critical prerequisite in constructing SBCs is that the raw data should be accurate with physical consistency across all relevant parameters and must be appropriately filled for missing data if any. The aim of this study is to construct appropriate SBCs for the RCM in Asia domain which will be used for the prevention of disasters due to climate changes. As all SBCs have constructed onto the 30km grid-mesh of the RCM suitable for Asia applications, they can be also used for other distributed models for climate and hydrologic studies.

A Study on the Distribution Characteristics of the Small Village Wetlands in Mountainous Rural Area - Case on Geumsan-gun, Chungnam - (산지 읍면지역 소규모 마을습지 분포 특성 연구 - 충남 금산군을 사례로 -)

  • This study was conducted to identify the distribution characteristics of small village wetlands in Geumsan County, an inland mountain zone, and comparing with Seocheon County, a coastal plain area with different ecological environment characteristics. Using Arc-GIS (v10.1) the village wetland code was extracted to derive the possible location of the village wetland, and the final distribution of the village was obtained by performing indoor judging work based on satellite images, aerial photographs, topographical maps, Korea Land Information System (KLIS), land use level, land cover degree (division), and land use status by local surveying and indoor analyzing. Although Geumsan County (576.66km2) is more than 60% larger than Seocheon County (358.04km2), 607 villages in Geumsan County and 570 villages in Seocheon County are capable of making similar levels of 106.5% of wetlands, but only a fraction of those in Seocheon County were found to be 67.6%. The density of the village wetlands was much lower than that of Seocheon County, a coastal plain area, because there were many mountainous areas in Geumsan County, and most of the wetlands temporarily created for water supply were removed during the analysis phase of the Jeongsa Image, so the actual wetlands of the village were judged to be only two-thirds different from those of Seocheon County.

The Study on the Selection of Suitable site for Palustrine Wetland Creation at Habitat Restoration Areas for Oriental stork(Ciconia boyciana) (황새서식처 복원지역에서의 소택지 조성 적지선정 연구)

  • This study was implemented to select the suitable site for Palustrine Wetland at habitat restoration for Oriental stork, red species and top-level predator in ecosystem. The evaluation items was fitted by review the antecedent studies on the suitable site selection model and evaluation items of wetland. The study sites were setted in $5,884,800m^2$ area including Yesan-gun Dae-ree, in which Oriental stork' park will be located, through DEM(Digital Elevation Model) watershed analysis. The thematic map by valuation items with secure of water resource, soil, topography, distance between roads, houses, etc., land using, wildlife corridor, and type of water resource was prepared using GIS program. The sites with high evaluation score were selected as suitable creation sites for wetland through overlapping those maps. Total 8 sites with over 18 point were selected. The characteristics of selected sites show that the soil are consisted of clay, the connectivity is valued high with surface water, the slope are gentle, and the connectivity is good with surroundings ecosystem. The result of water quality analysis, which was implement to survey available water resources and develop the solution of problem of water environment, showed that water quality at Salmok reservoir and Bogang reservoir is generally good, but the water quality at stagnant water body rising out from groundwater is not good. This study has limit to select the suitable sites of wetland only by analyzing physiotherapy environment in study area. Hereafter, the study is need to examine closely enhancement effects of biological diversity through investigation of biotic environment.

Analysis of Long-term Changes in Precipitation and Runoff over the River Basins of Korea (한반도 수계별 강수 및 유출의 장기 변화에 관한 연구)

  • 지난 세기동안 지구 평균 기온이 상승함에 따라 대기 중에 차지하는 수증기 함유량 또한 증가 추이를(7%/$^{\circ}C$) 보이고 있으며, 이는 전 세계적으로 수문 순환 패턴의 변화를 초래한다(IPCC, 2007). 그 중에서도 강수 특성의 변화는 궁극적으로 유출량의 변화를 초래하며, 이는 수자원 총량의 변화로 이어지게 된다. 특히, 여름철에 대부분의 강수 현상이 집중되는 우리나라의 경우 육지의 70% 정도가 산악 지형으로 이루어진 복잡한 지리적 영향으로 집중호우 시 홍수가 일시에 유출되어 이에 따른 인적 물적 피해가 해마다 되풀이 되고 있다. 수자원은 인간 생활과 밀접한 관계에 있기 때문에 이러한 극심한 기후변화에 의한 피해를 최소화하기 위해 수계단위의 효율적인 물관리가 필수적이다. 따라서 한반도 내 주요 강(한강, 금강, 영산강, 섬진강, 낙동강)을 중심으로 수계별 강수량 및 유출량의 장기 특성 변화를 살펴보고자 한다. 장기간의 자료를 보유하고 있는 기상청 산하 27개 지점의 시간 강수량 자료 및 국가 수자원관리 종합정보시스템에서 제공하는 장기유출 자료를 수집하여 수계 평균값을 산정하고, 각 수계별 강수량 및 유출량의 장기 추이 및 변동성, 상관도를 알아보고자 하였다. 최근 36년 동안(1973~2008년) 모든 수계에서 연총강수량이 증가하는 추이를 보였으며, 한강 수계에서 유의수준 5% 내에서 가장 높은 증가율(약 10 mm/yr)을, 섬진강 수계에서 가장 낮은 증가율(약 4 mm/yr)을 나타냈다. 여름철 집중호우(20 mm/hr 이상) 빈도 분석 결과, 모든 수계에서 호우 빈도의 증가 경향이 뚜렷함을 볼 수 있다. 특히, 최근 10년간(1999~2008) 호우빈도의 변화를 살펴보면 섬진강 수계의 경우 총 60번으로 가장 많았고 상대적으로 낙동강 수계에서 35번으로 가장 적었다. 여름철 무강수일수(강수량이 0.1 mm 미만인 일수)의 경우 모든 수계에서 거의 완만한 감소추세를 보임을 확인할 수 있었다. 1970~2001년간 연총유출량의 경우 한강 및 금강 수계의 경우 증가하는 경향을 나타내는 반면 섬진강 수계의 경우 오히려 감소하며, 영산강 및 낙동강 수계에서는 뚜렷한 변화를 볼 수 없었다. 월별 유출량의 경우 모든 수계에서 7월, 8월, 9월에 집중되며, 한강 수계에서 8월, 그 외 수계에서는 7월에 가장 높은 값을 보였다. 향후 장기적인 관점에서 바라 본 강수량과 유출량의 관계에 관한 추가적인 연구를 통하여 신뢰성 있는 기후변화에 따른 수자원 영향 평가에 기여할 수 있을 것으로 사료된다.

Estimation of Direct Runoff Variation According to Land Use Changes in Jeju Island (제주도 토지이용변화에 따른 직접유출량 변화 추정)

  • SCS method was applied to make the assessments of direct runoff according to land use changes in Jeju island. Land uses were obtained from 5 year-period remote sensing time series data from 1975 to 2000 which are provided by Water Management Information System (WAMIS). Hydrologic soil groups were categorized based on soil series of National Academy of Agricultural Sciences (NAAS), and permeable geologic structures such as Sumgol, Gotzawal and so on. The land uses of Jeju island are obviously characterized by urban-agricultural areas increases, and forest areas decrease. According to land use changes, curve number (CN) for Jeju island was consistently increased from 65.3 in 1975 to 69.6 in 2000. From 1975 to 2000, the amount of direct runoff and ratios increased due to CN changes. When the rainfall data in 1995 was applied to each year, the direct runoff amounts were $299.0{\sim}351.6\;mm$, and runoff ratios were $15.1{\sim}17.7%$. In the case of the application of the rainfall data in 2000, the direct runoff amounts were $136.9{\sim}161.5\;mm$, and runoff ratios were $9.7{\sim}11.5%$. Since direct runoff can be closely related to groundwater recharge and sustainable groundwater yield, the groundwater influence caused by land use changes or district exploitations should be considered for the reasonable water management and development in Jeju island.
