A Study of Structural Changes in the Seoul Metropolitan Area's Economy Since the 1990's : A Decomposition Analysis of Labor Productivity (1990년대 이후 수도권 경제의 구조적 변화에 관한 연구 : 노동생산성의 요소분해를 중심으로)

  • The Seoul Metropolitan Area's economy has undergone structural changes since the 1990s. With recent structural changes in the Korean economy in mind, this paper employs a decomposition analysis of Gross Regional Domestic Product per head and labor productivity to examine how the region's economic performance has changed relative to that of Korea since the 1900s. There are some findings. First, a strong cumulative causation process, derived from industrial linkages and agglomeration effects, has oocurred in the Seoul Metropolitan Area, widening economic disparities between the Seoul Metropolitan Area and the other regions especially since the Korean financial crisis in 1997 mainly due to Gyeonggi province's overwhelming cumulative GRDP growth relative to the national average. Second, the Seoul Metropolitan Area has begun w display good economic performance in terms of labour productivity relative w the national average since the late 1990s, with the region's industrial upgrading being implemented. Finally, manufacturing, financial intermediation and communications have made sensitive contributions to relative Seoul Metropolitan Area's labor productivity growth.

The Variation of Industrial Location Demand by Changing Policy of Seoul Metropolitan Area (수도권 정책변화에 따른 산업입지 수요의 변동)

  • Based on the announcement by the National Competitiveness Council in 2008, this study analyzed the direction of the changing policy in Seoul Metropolitan Area promoted by the current government and to inquire into such the effect, research was done to study the changes in space demand by companies which respond sensitively to changes in regulation in Seoul Metropolitan Area. In addition, the effect of Seoul Metropolitan Area policy on company location is explored while company location changes and changes in direction of space demand due to easing of regulation in Seoul Metropolitan Area by the current government are examined. Research methods utilized empirical analysis and survey analysis. Empirical analysis utilized statistical data since 1980's. For survey analysis, the effect of changing policy in Seoul Metropolitan Area, which is an exogenous shock, on decision making of the enterprise is considered to derive the direction of demand for company manufacturing lots. The results of the study showed that decision for company location or factory size has been affected greatly by Seoul Metropolitan Area policy and domain regulation and institution to restrict permission area of a manufacturing building from the law of improvement plan of the Metropolitan area were the biggest regulatory policies. Due to easing of regulation in Seoul Metropolitan Area by the current government, the demand for manufacturing lot is expected to increase. In particular, the demand for manufacturing lot is expected to increase centered around Seoul Metropolitan Area and Chungcheong province while demand is expected to decrease in Gangwon province. The reason is because company preference is high for the Seoul Metropolitan Area which has the best transportation/logistics and market conditions in Korea. But in the case of Southeast region and Daegyung region that form exclusive economic zones, changing policy in Seoul Metropolitan Area has little impact. In the case of Seoul Metropolitan Area, demand increase does not occur in the entire area but instead, demand is expected to increase in growth management zones.

집단에너지사업 수도권 네트워크 경제성 분석

  • 한국지역난방공사는 '87년 여의도에 최초 연공급을 시작한 이래 수도권 신도시 및 서울 강남 지역을 중심으로 지역난방 열공급을 지속적으로 확대하여 왔다. 안정적이고 경제적인 역공급을 위하여 분당, 고양 및 중앙의 CHP를 중심으로 연계배관망을 구성하였으며 '98년 기준 수도권 연계 공급량이 총 공급량의 61%를 차지하게 되었다. 또한 장기적으로 본 공사는 열공급의 신뢰성 및 경제성 향상을 위하여 급열센타 설치를 비롯하여 종합적인 네트워크를 구성하여 운영할 계획이며 분당과 고양의 CHP를 기저부하로 삼아 피크수요를 감당할 소규모 분산형 열원을 설치하여 수도권 열공급을 확대하여 전 수도권을 지역난방 배관으로 네트워크화할 계획을 가지고 있다. 따라서, 구체적인 세부계획을 수립하기 위하여는 수도권 네트워크 사업의 장기적인 경제성 분석이 필수적이며 이러한 분석은 기존의 열원 및 열배관시설은 물론 향후 건설될 열원 및 배관, 수요개발전망 등 제반요소를 고려하여 종합적으로 이루어져야 하다. 본 연구는 이에 앞서 분당과 일산CHP를 독립된 수용범위를 갖는 열원으로 간주하여 각각의 CHP를 중심으로 열공급량의 증가에 따라 피크용 열원인 HOB 건설을 증가시킬때의 경제성을 그 대상으로 하여 기본적인 모델을 제시하고 대략적인 추세를 파악하고자 하였다. 데이터는 본 공사 고양지사와 분당지사의 '98 운영실적으로 기준으로 하였으며, 수도권 전체 네트워크를 대상으로 하는 실제 경제성 분석은 다음 과제로 계속 추진될 것이다.

  • This paper has analyzed Seoul metropolitan area on the basis of cluster characteristics and it is to understand the traits of each clusters. In order to modelize the area, 10 different indicators were selected among components of a city such as population, activities, land and facilities. Also through principal component analysis, similar characteristics or congenialities of the variables were derived as a common factor. The result was organized by factor score from hierarchical clustering method and as a final result, metropolitan area was clustered into five areas.

수도권 지역의 노인이동의 동기분석

  • 이 연구의 목적은 수도권 지역에서의 노인 이동이 어떠한 요인에 의하여 이루어지는가를 젊은층의 비교를 통해 부각시키는데 있다. 인구이동의 요인은 대부분 경제적인 측면에서의 분석이 이루어져 왔다. 하지만 과거와는 다르게 삶의 질이 높아지고 피만큼 환경에 대한 의식수준이 높아지게 되었고 따라서 이동을 하는 요인이 단순하게 생계를 위해서라기 보다는 더 나은 지역으로의 이동으로 점차 변화할 가능성이 높아지게 되었다. 이 연구는 수도권 노인을 대상으로 70개 시군구 데이터를 가지고 50세 이상의 순이 동량과 지역환경 변수를 가지고 분석을 하였다. 하지만 지역변수의 한계점인 개인의 계층과 가족구성과 같은 개인적인 데이터의 미흡으로 인하여 처음에 세웠던 가설과는 다른 방향으로 전개되었다. 즉 처음 세웠던 가설인 노인의 이동은 젊은 사람의 이동에 비해서 환경적 요소를 더욱 고려할 것이라는 가설과는 다르게 노인의 이동 요인이 경제적 상황에 의해 가장 많은 영향을 밟는다는 것으로 나타나게 되었다. 이 이유는 우리나라의 노인은 자녀와의 동거여부를 따로 분류하지 않았으며, 또한 사회경제적 요인을 고려하지 않았기 때문에 이러한 결과가 도출된 것이라고 결론을 맺고 있다.

The Spatial Pattern of Freight Flows of Automobile in the Capital Region, Korea (수도권지역 자동차 화물유동의 공간적 패턴)

  • This study is an attempt to grasp the spatial patterns and characteristics in the freight flows based on freight quantity data in 1997. The spatial background for the study is the Capital Region, which plays an important role in regional economics and industrial development. The methodology in the research used factor analysis to produce a functional region. The study selected three categories of freight that account for more than 60 percent of freight flows, chemical industrial goods, light industrial goods, and metal machinery industrial goods. The target analysis unit is divided into 36 zones. The common characteristic of the three categories is that they are concentrated at one specific region than are dispersed regionally. And in particular, the remarkable feature is that the central region of the study is Seoul. Usually the eminent regions of nows were made where environment of distribution facilities is good but these were made in a less than good environment. I think a reason is that facilities were uneven distribution.

  • 한국전력계통은 전체 계통부하의 약 40%가 수도권에 집중되어 있다. 반면 발전설비의 경우 설비용량의 약 20%가 수도권에 위치하고 있다. 그러나 이 설비용량의 대부분은 복합 발전소로 구성되어 있다. 향후 동해안 지역의 경우 신한울 원자력 발전소 등 대규모 기저발 전원이 투입될 계획이다. 발전설비의 증가에 따라 전력을 수도권으로 수송하기 위한 송전설비계획도 수립되어 있는 상황으로 위와 같은 계통의 특성이 더욱 심화된다. 2018년의 경우 신한울 원전이 동해안 지역에 신규 투입될 예정이다. 그러나 송전설비계획에 따른 신규 송전선은 이보다 다소 늦은 시기에 투입될 예정이다. 이에 따라 동해안으로부터 수도권으로 전력을 송전하는 765kV 송전선 고장의 파급효과가 매우 심각할 것으로 예상된다. 특히 수도권의 복합이 대부분 정지한 off-peak 부하 상태에서 상정고장이 발생할 경우, 수도권 지역의 전압불안정 문제가 발생할 가능성이 있다. 이 논문에서는 2018년도 계통상황을 기반으로 동해안 765kV 상정고장 상황을 고려하여 수도권 전압안정도를 확보하기 위한 병렬 FACTS설비 투입 개소를 선정하는 방안을 제시한다. 또한 위 방안을 적용한 선정 결과를 제시한다.

Recent Observations of Micro-earthquakes and Its Implications for Seismic Risk in the Seoul Metropolitan Region, Korea (최근 관측된 수도권 지역 미소지진과 지진위험성)

  • A moment magnitude 3.1 earthquake occurred in the Seoul metropolitan region (SMR), Korea, on 9 February 2010. The unexpected shaking attracted much attention and raised concerns about the seismic hazards and risks in the SMR, which was regarded as an area safe from any earthquake hazard. The SMR has a population of 25 million and is one of the largest metropolitan areas in the world. A shakemap for a scenario earthquake with magnitude 6.5 and focal depth 12 km implies that the SMR will be exposed to serious risk because of its large population and the high vulnerability of its buildings. Although the instrumentally recorded earthquakes discussed in this article cannot be classified as major events, they should not be discounted as insignificant. Considering the low seismicity, micro-earthquakes below the magnitude of a conventional seismic network can achieve would be used to estimate background information in the evaluation of earthquake hazards and risks.

Developing Local Human Resources Program by Analyzing the Preference Factors for Enrollment of Higher Education in Seoul-Metropolitan Area: Focused on High School Students in Jeonbuk (수도권대학 진학 선호 요인 분석을 통한 지역인재 양성 프로그램의 방향 모색: 전북지역 고등학생을 중심으로)

  • For high school students in Jeonbuk, this study aims to identify the problems caused by outflow of local youth population and their preference factors to enter university in Seoul-metropolitan area, and to draw out the direction of local human resources program, through questionnaire investigation and focused group interview. The main findings are as follows: First, 68.8% of high school students, especially the top grade students prefer to enter university in metropolitan area. The metropolitan cultural characteristics, such as reputation of universities and ranking, openness and anonymity, and urban infrastructure attract students. Second, there is a close relationship between the individual background, growth area - enrollment area - employment area, and the location dependency without return migration is very strong. Third, local human resources program was evaluated as a meaningful activity for high school students, in order to understand the further education and career, and have an interest in local universities. Therefore, it is necessary to discover industries consistent with local identity, create networks, develop and implement programs considering the actual educational conditions. The gender-free program, supplement program for the integrated curriculum, and contents that to supplement science subjects should be developed. Additionally, this issue could be resolved expanding the perspective of balanced national development and improve the local environment to enhance the urban attraction points.
