Synergistic gains from the Real-time Coordinated Multiple Reservoir Operation in Nak-Dong River Basin (낙동강 수계 실시간 댐군 최적 연계 운영의 시너지 효과)

  • 본 연구에서는 일별 저수지군 최적연계운영 모형(CoMOM 4.0 : Coordinated Multireservoir Operating Model version 4.0)을 낙동강 수계 실시간 일별 운영에 CoMOM을 적용할 경우를 상정하여, 불확실성을 고려한 실시간 모의 운영을 수행하였다. 실시간 일 운영 시 며칠 정도의 유입량 예측은 가능할 것으로 예상하여 유입량 예측일수의 정확도 증가에 따른 연계 운영 효과를 산정해 본 결과, 전반적으로 과거 실적치에 비하여는 좋지만, 예측일 수가 늘어남에 따라 수계 내 연간 평균 저수량은 감소하는 대신 평균 발전량은 증가하여, 연계운영 총체적 효과가 기하급수적으로 증가됨을 알 수 있었다. 미래 유입량을 전혀 예측하지 못할 경우에는 일평균 유입량을 예측 유입량으로 하여 실시간 댐군 연계모의운영을 하였고, 그 경우에도 여수로 방류로 인한 수계 외 유출을 연 평균 약 214백만$m^3$ 정도 감소시키는 반면, 수계 내 전체 댐 군의 평균저수량을 55백만$m^3$ 증가 시키며, 연간 평균 발전량은 25GWh (약 22.5억원/년의 추가 발전수입) 증가 시킬 수 있을 것으로 분석되었다.

  • 영산강 수계내의 연구기관 및 지자체 등 유관기관에서는 각종 연구사업 및 조사사업이 활발하게 진행되고 있으며, 지속해 매년 많은 예산과 전문 인력이 투입되고 있다. 또한 수행된 사업에서 산출된 연구결과나 조사결과 등의 자료는 영산강 수계내의 유역특성, 수계특성, 하천특성, 호소특성 등을 분석하고 평가하는데 매우 유용한 자료로 활용된다. 이러한 관점에서 유역내의 전문가, 민간단체, 정부기관, 학계 등의 유기적인 교류를 통해 정보의 합리적 관리 및 공유가 필요하며, 서로의 이해관계를 유기적으로 결합하여, 더 나아가 TFT(Task Force Team) 운영 등의 방안도 제시할 수 있는 여건의 필요성이 있다. 따라서 본 연구에서는 영산강 웹기반 연구 네트워크 및 유역환경정보시스템을 통해 영산강 유역내의 물환경 인프라를 확충에 그 목적이 있다. 수계내의 기상, 수문 및 수질관련 자료를 구축하여 제공하며, 수질, 오염원, 생태조사 등의 현장조사에 의한 성과자료의 정보 활용을 위한 시스템을 구축하여, 조사연구사업 지원 및 환경정책결정 기초자료로 활용함으로써 관계기관과 전문가단체 등의 정보 교류의 장으로 활용하고자 한다. 또한 기존의 영산강 수계통합관리시스템의 연계를 통한 측정망자료 및 환경기초시설 현황 등의 자료의 접근을 강화하고자 한다.

The Impact Analyses on the Downstream by the Existing Golf Course (골프장 유출수가 하류수계에 미치는 영향)

  • There has been a great deal of controversy in the views on the impact of the pesticide pollution from the golf courses. The stream and reservoir associated with a existing golf course were investigated. The parameters include the ones related with eutrophication, heavy metals, pesticides. and aquatic ecological conditions. It was found that the impact on the aquatic ecosystem by the pollution from the golf course was not so serious. An aquatic ecological food chain was well established in the reservoir which belongs to the golf course. In contradiction to the general recognition, the livestock farming and agricultural farming gave much more adverse impacts on the stream than the golf course.

Multidimensional Dynamic Water Quality Modeling of Organic Matter and Trophic State in the Han River System (한강수계에서의 다차원 시변화 유기물 및 영양상태 모델 연구)

  • Multidimensional dynamic water quality model of organic matter and trophic state was applied to the Han River system. The model was calibrated using field measurement data obtained during the year of 2007. The model results showed reasonable performance in predicting temporal variations of TN, TP, Chl-a and BOD concentrations. The applied integrated modeling system can be effectively used to simulate water quality as well as hydrodynamic and water temperature for river-lake continuous system in the Han River. Utilizing the calibrated model, we analyzed the spatial and temporal distributions of TN, TP, Chl-a and BOD concentrations in the Han River system. The temporal variations of water quality at each river reach and lake were effectively simulated with the developed model and spatial distribution of water qualities in the Han River system could be compared. The multidimensional dynamic modeling system can simulate the water qualities of entire waterbody where Lake Paldang and the incoming flows are included using single modeling system. So it can be effectively used for integrated water quality management of the Han River system.

Fish distribution and community characteristics of agricultural waterways in the southern region of Korean watersheds (국내 남부권역 주요 수계 농수로의 어류 군집 특성)

  • The objective of our study was to analyze the distribution and composition of fish species and their community characteristics in agricultural waterways in the six water systems-Mankyung River, Seomjin River, Namhae Region, Tamjin River, Yeongsan River, and Dongjin River-during 2017-2018. Little is known about the distributions and community characteristics of the aquatic biota of agricultural waterways in Korea, even if the water bodies have important roles as spawning areas or habitats for fish. In this study, we identified 3,633 fish individuals in the waterways, belonging to 53 species, eleven families, and six orders (dominant species: Tanakia koreensis, T. lanceolate) and 7,108 fish individuals in the main rivers, belonging to 57 species, fifteen families, and nine orders. Moreover, three endangered wildlife (designated by the Ministry of Environment, Korea)-T. somjinensis, Acheilognathus majusculus and Coreoperca kawamebari-were found in the waterways. By fish guild analysis, we found that many waterways had a lower proportion of sensitive species and a higher proportion of omnivore species than those of the main rivers, which indicates a feature of a disturbed environment. In addition, by grouping with environmental variables, we found the group of waterways with high substrate complexity had a higher diversity index (Shannon index) and a lower dominance index (Simpson index) than that of simple substrate complexity. Overall, our study represents the characteristics of fish habitats in agricultural waterways and suggests the need to manage them and study further.

Analysis of Land Cover Change in the Waterfront Area of Taehwa River using Hyperspectral Image Information (초분광 영상정보를 이용한 태화강 수계지역의 토지피복 변화분석)

  • Land cover maps are used in various fields in urban expansion and development. This study analyzed the amount of land cover change over time using multi-sensor information, focusing on the waterfront area of the Taehwa River. In order to apply high-accuracy aerial hyperspectral images, patterns with Field-spectral were reviewed and compared with time series Digital map. The hyperspectral image was set as 13 land cover grades, and the time series digital map was classified into 7 and the waterfront area was classified into 5-6 grades and analyzed. As a result of analysis of the change in land cover of the digital map from the 1990s to 2010, it was found that forest areas were rapidly decreasing and Farmland and grassland were becoming urban. As for the land cover change(2010~2019) in the waterfront area(set 500m) analyzed through hyperspectral images, it was found that Farmland(1.4㎢), Forest(1.0㎢), and grassland (0.8㎢) were converted into urbanized and dried areas, and urbanization was accelerating around the Taehwa River waterfront. Recently, a lot of research has been conducted on the production of land cover maps using high-precision satellite images and aerial hyperspectral images, so it is expected that more detailed and precise land cover maps can be produced and utilized.

Construction of Aquatic Environmental Database Near Wolsong Nuclear Power Plant (월성 원전 주변 수생 환경 자료 구축)

  • Radioactive materials are released into the air and deposited on the surface soil after a nuclear accident. Radionuclides deposited in soil are transported by precipitation to nearby environments and contaminate the surface water system. Basic data on surface watershed and soil erosion models have been collected and analyzed to evaluate the behavior of radionuclides deposited on surface soil after a nuclear accident. Data acquisition and analysis in aquatic environment were performed to investigate the physical characteristics and variation of biota in rivers and lakes of the Nakdong river area near the Wolsong nuclear power plant. For these purposes, a digital map, and hydrological, water quality and biota data were gathered and a systematic database (DB) was constructed in connection with them. Constructed aquatic DB will be supplied and used in surface watershed and soil erosion models for investigation of long-term movement of radionuclides in adsorptive form in surface soil. Finally, basic data and established models will be utilized for general radiological impact assessment in aquatic environment.

Development of flood operation technique (PDH Matrix) of pumped storage power plant dam (양수발전댐의 홍수기 운영 기법 (PDH Matrix) 개발)

  • 우리나라 친환경 에너지 생산의 주요 축을 담당하고 있는 양수발전댐의 홍수 시 정교한 수계운영을 위한 방안으로 강우-유량-댐 수위 매트릭스(이하, PDH Matrix)를 개발하고 양수발전소상-하부댐 연계 운영에 따른 홍수 영향을 분석하였다. 연구 대상지역은 강원도 양양군 서면에 위치하고 있는 국내 최대 양수발전소인 양양양수 발전소로 총 저수용량 92만 m3의 콘크리트 중력식댐으로 유역면적은 약 125 km2이다. 양양양수 발전댐의 수계운영을 위한 PDH Matrix는 지속기간별 강수량 규모에 따른 홍수량 및 댐 최고수위 추정치를 판단할 수 있는 조견표로 강우규모 30 - 360 mm (30분 간격, 12개 강우규모) 및 지속기간 1-24시간 (1시간 간격, 24개 지속기간)인 총 288개의 강우조건별 홍수수문곡선을 개발하였다. 개발된 홍수수문곡선을 입력자료로 기존 댐 운영 방식인 AutoROM을 적용하여 저수지 홍수추적을 HEC-ResSim 모형으로 수행하고 최종적으로 개별 강우사상에 대한 강수량-유량-댐 수위 테이블을 작성하였다. 홍수기 댐 운영에 따른 최고수위는 초기 댐 수위조건에 따라 변동되므로 초기 댐 수위 조건(EL. 115 - 117 m, 1 m 간격)별 PDH Matrix를 각 각 개발하였다. 또한, 양수발전소의 특성상 상부댐으로 양수 또는 발전 방류에 따라 홍수 시 댐의 치수안전성에 미치는 영향이 크므로 상, 하부댐 운영에 따른 홍수영향 분석을 수행하였다. 구체적으로 하부댐에서 상부댐으로 양수 시 시간에 따른 하부댐 저수지의 수위변화 양상을 추정하였으며 극한적 홍수상황을 고려하기 위하여 상부 저수지가 만수인 상황에서 불가피하게 하부댐으로 방류가 필요한 상황에 대비한 홍수기 운영방안을 제안하였다. 본 연구는 하부댐-상부댐을 연계하여 운영하는 양수발전댐의 홍수기 수계 운영 방안을 수립한 첫 연구로 향후 연구에서 개발한 강우-유량-댐 수위 매트릭스(PDH Matrix) 작성 기법을 타 양수발전소 수계 운영 시 활용할 수 있을 것으로 기대된다.

  • 2020년 6월 발전용댐의 다목적활용 선포로 국내 발전용댐은 발전에 제한되었던 기능이 홍수조절, 용수공급, 환경개선 등으로 확장되었다. 특히 북한강 수계에는 화천댐부터 팔당댐까지 5개의 발전용댐이 직렬로 배치되어 있기 때문에 기능에 따른 통합연계운영은 해당 수계 내 수자원 활용의 효율성을 높여줄 것으로 기대되고 있다. 그러나, 발전용댐의 주요 목적인 발전과 부가 목적인 홍수조절 및 용수공급은 수자원 활용 측면에서 상반된 운영을 수행해야 하므로 효율성 측면에서 세심한 운영이 필요하다. 국내에는 과거 발전용댐의 운영과 관련한 많은 연구가 진행되어 왔고 최근에는 회복탄력성 개념을 도입하여 단일 발전용댐에 대한 운영방안을 제시하였다(Kim et al., 2020). 그러나 발전가능수위의 회복력으로 정의된 발전용댐의 회복탄력성은 직렬 배치되어 있을 경우 상·하류 상황에 따라 달라질 수 있다. 즉, 상·하류의 방류상황에 따라 단일 댐 혹은 수계 내 존재하는 발전용댐의 발전기능, 이수기능, 치수기능은 상호간섭 영향을 받게 된다. 따라서, 본 연구에서는 회복탄력성 개념을 직렬배치된 발전용댐에 적용하여 댐 연계운영방안을 제시하고자 한다. 과거 유입량 자료를 활용하여 발전용댐 연계 모의운영을 수행하였고, 그 결과로 수계 내 발전용댐 전체의 회복탄력성, 발전량, 홍수위험일수, 무효방류량 등을 평가하였다. 또한 단일 댐 운영과 비교하여 연계운영 효과에 대해 분석하였다. 향후 병렬배치의 댐 운영과 경제성 평가분석이 이뤄진다면 국내 한강수계 실정에 맞는 발전용댐 최적 운영기준을 제시할 수 있을 것으로 기대된다.

A Study on the Characteristics of Stream Flow Path and Water System Distribution in Gugok Garden, Korea (한국 구곡원림(九曲園林)의 하천 유로 및 수계별 분포 특성)

  • In this study, the water flow system by measuring the flow-way type and distance of flow path that composes the Gugok through literature survey, field survey, and map work on Gugok gardens in Korea whose existence has been confirmed, while investigating and analyzing watersheds, river orders, and river grades. It was intended to reveal the watershed distribution and stream morphological characteristics of the Gugok gardens and to use them as basic data for future enjoyment and conservation of the Gugok gardens. The conclusion of the study is as follows. First, Of the 93 Gugok gardens that have been confirmed to exist, it was found that 11 places(11.8%) were found to have a descending(top-down) type of Gugok that develops while descending along a stream. Second, As a result of analysis of the length of the flow path for each valley, Okryudonggugok(玉流洞九曲, Namsan-gugok) in Gimcheon, Gyeongsangbuk-do was found to have the shortest length of 0.44km among the surveyed valleys, while the flow distance of Muheulgugok(武屹九曲) located in Seongju-gun and Gimcheon-si, Gyeongsangbuk-do was 31.1km, showing the longest flowing distance. The average flow path length of the Gugok Garden in Korea was 6.24km, and the standard deviation was 4.63km, indicating that the deviation between the 'curved type'e and the 'valley type' was severe. In addition, 14(15.1%) Gugok gardens were found to be partially submerged due to dam construction. Third, As a result of analyzing the waters area where Gugok garden is located, the number of Nakdong river basins was much higher at 52 sites(55.9%), followed by the Hangang river basin at 27 sites(28.7%), the Geum river basin at 9 sites(9.7%), and the Yeongsan river and Seomjin river basins at 5(5.4%). Fourth, All Gugok gardens located in the Han river region were classified as the Han river system, and the Gugok garden located on the Nakdong river was classified as the main Nakdong river system, except for 7 places including 5 places in the Nakdong Gangnam Sea water system and 2 places in the Nakdong Gangdong sea water system. As a result of synthesizing the river order of the flow path where Gugok garden is located, Gugok, which uses the main stream as the base of Gugok, is 3 places in the Hangang water system, 5 places in the Nakdong river system, 2 places in the Geumgang water system, and 1 place in the Yeongsangam/Seomjin river system. A total of 11 locations(11.5%) were found, including 36 locations(38.2%) in the first branch, 29 locations(31.2%) in the second branch, and 16 locations(17.0%) in the third branch. And Gugok garden, located on the 4th tributary, was found to be Taehwa Five-gok(太華五曲) set in Yonghwacheon Stream in Cheorwon in the Han river system, and Hoenggyegok(橫溪九曲) in Yeongcheon Hoenggye Stream in the Nakdong river system. Fifth, As a result of the river grade analysis of the rivers located in the Gugok garden Forest, the grades of the rivers located in the Gugok garden were 13 national rivers(14.0%), 7 local first-class rivers(7.5%), and 74 local second-class rivers(78.5%) was shown.
