On the Epistemology of the National Informatization Policy - A Critical Review of the $5^{th}$ National Informatization Policy Plan (2013-2017) - (국가정보화 정책 인식구조에 대한 고찰 - 박근혜 정부 제 5차 국가정보화 기본계획 (2013-2017) 중심으로 -)

  • The Government Informatization Policy Plan represents the government's technology policy vision and a set of ICT policy agenda and initiatives for the tenure of the government. The Policy Plan, however, normally produces an excess of disconcerted and superfluous ICT policy proposals from various policy units in the government. To cope with the superficiality of the ICT policy set in the Policy Plan, this paper proposes an analysis of the epistemology of the policy set. A policy is constructed as an argument and the structure of the policy argument is analysed using a model of argumentation. The findings show that the present informatization policy is driven by three epistemological motives - the production, consumption, and performance of the ICT Technology. The various assumptions and premises that underlie and direct the generation of ICT policy arguments with different motives are idenfied and then are exposed to strong rebuttal arguments to evaluate their epistemological tenability. The policy implications of the epistemological analysis are discussed in the end.

Design Industry Clusters of Euljiro and Hongdae Area in Seoul - A Creative Industry Cluster Perspective (을지로와 홍대앞 디자인산업 클러스터 비교 연구 - 창조산업클러스터 관점을 중심으로 -)

  • Although design industry belongs to one of the creative industries and contributes significantly to urban cultural economy based on its cluster formation, researches on design industry are rarely made explicit from the perspective of creative industry cluster. After reviewing the life cycle of design industry clusters in Euljiro and Hongdae Area in Seoul, this study compares these two clusters with respect of diverse dimensions of creative industry cluster such as agglomeration economy, spin-off activities and institutional environments. Research methodology includes the analysis of ?Seoul Business Statistics? and the in-depth interviews with 14 professional designers. The result shows that design industry cluster in Euljiro is close to the traditional industry cluster mainly dependent on printing industry with very limited impact on urban economy, while Hongdae Area develops creative industry cluster by virtue of university spin-offs, art markets, hybrid cultural consumption spaces and the active participation of designers contributing to urban economy in diverse ways. This comparative analysis highlights the importance of various environmental components to encourage creative activities in developing the creative industry cluster.

  • The age of digital content mainstream consumers in the era of smart technology is expanding compared to the past. Consumers are taking a leading role in the production and distribution of contents in various forms. At the center of this is a post-modern social structure and space that break down the boundaries among Personal Digital Device, contents, production and consumption as a medium. Content rejects the existence of the same thing in the world. The tendency of the main consumer segment and the provision of post modern storytelling that penetrates it creates a huge industry group with various forms of contents. In order to carry out this study, with analyzing examples of movies, games, and advertisements, we found the fact that the center of content creation for individuals made their unique style, excluding generality. As a result of this research, the relationship between the user-driven digital contents and post modern storytelling have been revised the awareness about the possibility of various convergence in the field of contents production.

  • 본 논문에서는 카페테리아 복리후생의 기본개념의 고찰과 함께 국내 및 국외에서 활용되고 있는 카페테리아 플랜에 대한 사례연구를 통해 A항공사(航空社)를 중심으로 새로운 종업원 복리후생제도 도입을 제시하고자 한다. 복리후생제도 도입방안은 다음과 같다. 첫째, 선택적 복리후생제도에 대한 종업원들의 공감대를 형성하는 것이다. 항공사는 대체로 노동조합이 잘 발달되어 있는 편이고 종업원들의 학력수준도 높은 편이다. 따라서 사내교육 등을 통하거나 노조 설명회를 통하여 전반적인 사회변화에 따른 다양한 선택적 복리후생제도의 효율성, 종업원 니즈에 대한 충족도의 우수성, 저가항공사의 난립에 따른 필연적 M&A 등이 발생할 경우를 대비하여 필요하다는 점, 종업들의 원가에 대한 이해(cost contiousness)가 높아질 수 있다는 점, 등에 대해 알리고 이해를 시킬 필요가 있다. 둘째, 기존에 일률적으로 제공되고 있는 우대탑승제도는 종업원마다 매년 일정한 한도가 부여되지만 티켓을 소비하는 횟수는 각각 다르다. 또한 항공업의 특성상 성수기로 인해 원하는 시간에 원하는 곳을 갈 수 없다는 큰 문제점이 발생하고 곧 니즈 욕구에 대한 불만족으로 직결 한다. 우대탑승 제도에 부여된 항공 티켓 지원은 비수기나 여유 있는 좌석상황에 따라 소비할 수 있기 때문에 종업원의 만족도는 높지 않게 나타난다. 따라서 종업원의 수혜수준을 종업원이 스스로 선택할 수 있게 함으로써, 사원 스스로의 니즈에 맞게 복리후생 계획을 세울 수 있게 하는 카페테리아플랜 즉 선택적 복리후생제도의 도입의 검토가 필요하다. 이런 선택적 복리후생제도는 종업원의 측면에서 좀 더 자신의 상황과 요구에 부합하는 복리후생을 수혜함에 따라 만족도가 증가하고, 스스로 복리후생을 선택함으로써 동기를 부여하는 측면의 의의가 있다. 그러나 현 기업의 능력과 종업원 의식에 대한 정확한 분석 및 이해가 없는 외부 성공사례의 도입은 지금까지 우리나라 많은 기업들의 경영기법 도입사례와 같이 일과성으로 끝나는 위험성도 크다. 따라서 보다 깊은 자기 성찰을 통한 제도의 수용과 이를 부분적으로 개선 및 보완하여 적용할 줄 아는 지혜가 무엇보다도 우선되어야 할 것이다.

New Paradigm Changes in Animation in the Era of Media Convergence (미디어 컨버전스 시대 애니메이션의 새로운 패러다임 변화)

  • Recently, the animation market requires a new consumption form of animation contents that can meet the trend and environment of a new era. Therefore, the main purpose of this study is to seek new changes in paradigm by analyzing the animation examples from media to media in order to confirm in which form animation genres are changed in the ers of media convergence. The finding shows that the paradigm changes in animation are essentially caused by the development of internet communication technology, the interactiveness, and the emergence of new media by media characteristics. As a result, the environment of consumption involves the introduction of active marketing centered on personal media and the new insight into the genre of animation, and the industry of animation has a high possibility of developing into a leading industry in the future based on the development of creation technology and on the paradigm of empirical economy and requires the animation education based on new media. This study will find its significance in that it may provide the basis of study in terms of theory and practice of the creation animation research focused on new media.

Urbanization of Large Cities in Korea : Assessing Development Stages using Migration and Commuting data (한국 대도시의 도시화 특성 : 이동, 통근자 자료 분석을 통한 도시화 단계의 실증적 검토)

  • New urbanization different from the manufacturing based urban growth has been widely discussed in post-modern city, consumption city and others to reflect the urban changes in qualitative manner. Urbanization stage models consider large cities to be in mature stage, reurbanization and the stages are assumed to be experienced successively in lower sized cities. However, since the industrial restructuring implies new urbanization experiences, this study examines new urbanization in diverse aspects such as the population change and the geographic and social characteristics of commuters and migrants for the 6 large cities in Korea. Seoul follows the urbanization stages in order while other 5 large cities are divergent in their transition from the industrial city. Regional large cities reveal broad reverse commuting and selective in-migration of economically active households for better work and housing opportunities available in central cities. Similar to the consumption city thesis with enhanced cultural and recreational amenities in western cities, the widening urban residential function including housing and other services is a new urbanization characteristic of large cities in Korea.

A Development of Concept Map as an Advance Organizer Based on Analysis of the Overlapped and Connected Contents between Home Economics Textbooks and those of Other Subject Matters in the Middle School - Focused on 'Resource Management and Environment' - (타 교과와의 중복성 분석에 기초한 중학교 가정교과의 선행조직자로서의 개념도 개발 - '자원의 관리와 환경'영역을 중심으로 -)

  • The purpose in this study was to develope the concept maps of sub-units included in 'resource management and environment' area of Home Economics(HE) as an advance organizer after analyzing the overlapped and connected contents between HE textbooks and those of other subject matters(Ethics, Social Studies, Sciences, and Physical Education) taught in the middle schools. The results of this study were as follows. First, the unit of 'resource facilitation and environment' of HE is dealt in Ethics. Specifically the overlapped content in this unit between HE and Ethics is the content of the savings of resources, recycling, and environment conservation. The unit of 'work and time of youth' is dealt in Ethics and Science. The overlapped content of this unit is that of the concept of 'work'. While Ethics focuses on the general concept of work, Science focuses on the scientific concept of work. Home Economics doesn't focus on the concept of work but on how to manage the work. In the unit of the 'adolescents and their consumption', there are many overlapped contents among three subject matters, HE, Ethics and Social Studies. Second, the 7 concept maps were developed by following the steps: (1) confirming the learning objectives presented in the 'resource management and environment' area of HE; (2) identifying the overlapped and connected contents between HE and other subject matters(Eethics, Social Studies, Sciences, and Physical Education); (3) organizing the overlapped and connected contents between HE textbooks and those of other subject matters.

  • With the spread of Corona virus l spreading to the uncertainty of society, consumers request more active social responsibility programs. In other words, it is manifest that corporate brands are required to pursue the public interests. Consumers go beyond the corporate social responsibility programs and support corporate's involvement to solve the social problems and they consume the brand accordingly. Thus, the companies respond to the consumers' request as a form of brand activism, or the new social marketing form in which the companies set the brand as an individual and seek the solutions of social issues. In this study, five experienced experts in the area were recruited to conduct in-depth interviews and how brand activism was practiced worldwide. The results reveal that brand activism is actively practiced with the support of consumers in the area of support for the small business, anti-racism efforts, gender diversity and equality, and sustainability.

철도의 환경 친화성 분석에 대한 연구;대기오염물질 배출량 및 에너지 소비율 중심으로

  • 1. 철도, 도로, 항공, 해운 등 교통수단별 현황을 조사한 결과, 현재까지의 교통정책이 도로교통 우선 위주였기 때문에 철도는 뛰어난 환경성 및 경제성을 가지고 있음에도 불구하고 수송분담율이 비교적 저조한 편이었다. 그러나, 향후 정부의 사회기반시설 구축에 있어서 국가 기간 철도망 확대와 대도시 지하철 및 경량전철 건설을 통한 도심철도망과 간선철도망의 연결 등을 통하여 철도의 이용이 훨씬 용이해질 것으로 보이며 이에 따라 철도의 이용률도 크게 상승할 것으로 예상된다. 2. 교통수단별 일반현황은 다음과 같다. 1) 철도교통은 여객수송량이 다소 증가하고 있는 추세였는데, 2004년 KTX의 개통으로 인하여 여객수송량이 급증하였으나, 화물수송은 약간 감소하는 추세이다. 2) 도로교통은 공로의 경우 이용량이 크게 감소하고 있으나, 자가용의 경우에는 승용차의 급증에 의하여 도로의 분담률이 증가하고 있다. 그러나, 도로망의 확충이 자동차의 증가량을 따르지 못하는 것과 자동차가 도시에 밀집됨에 따른 교통체증에 따라 자가용 차량의 1일 평균 주행거리가 짧아지는 등 수송량이 크게 증가하지는 않고 있다. 3. 각 교통수단별 환경경제성을 조사한 결과는 다음과 같았다. 1) 단위수송량당 에너지 소비율은 여객의 경우 철도가 75.97kcal/인 km에 불과한 반면에 버스는 415.43, 택시는 1,192.24kcal/인 km에 달하여 각각 철도의 5.5배 및 15.7배나 많은 에너지를 소비하는 것으로 나타났다. 화물의 경우에도 철도는 105.98kcal/톤 km에 불과한 반면에 도로는 1,674.21kcal/톤 km에 달하여 철도의 무려 15.8배의 에너지를 사용하는 것으로 나타나, 철도가 에너지 효율성 면에서 도로 교통수단보다 월등히 앞서는 친환경적이면서 경제적인 교통수단임을 알 수 있다. 2) 도로와 철도의 단위수송량 당 CO의 배출량은 도로가 1,531.2kg/백만인 km로 철도의 167.4kg/백만인 km에 비하여 9배나 되었다. 그러나, 탄화수소의 경우는 도로가 216.5kg/백만인 km으로 철도의 68.0kg/백만인 km의 3배를 넘는다. 미세먼지의 경우는 도로가 철도보다 약간 더 많은 수준이었으나, NOx와 $SO_2$는 오히려 철도가 오히려 약간 더 높게 나타났다.

Leisure Lifestyle and Culture and Art Consumption: Cases of Art Gallery Visitors (여가 라이프 스타일과 문화 예술 소비에 관한 연구: 미술관 관람객을 중심으로)

  • The present study attempted the segmentation of the art gallery visitors on the basis of leisure lifestyles. For this purpose, leisure lifestyle surveys were administered at Korea's three representative art galleries, the National Museum of Modern and Contemporary Art, Seoul Museum of Art, and Seoul Art Center's Hangaram Art Museum. A total of 314 questionnaires were analyzed to identify leisure lifestyle factors. On the basis of the lifestyle factors, a cluster analysis was performed, and then the differences of demographics, museum visiting behaviors, and general cultural consumption among the clusters were examined. The cluster analysis revealed four groups of lifestyles, 'culture and art lovers', 'active homebodies', 'low leisure spenders', and 'omnivorous culture and sports participants'. The four groups revealed the differences in terms of demographics, museum visiting behaviors, and general cultural consumption. On the basis of the findings, the marketing strategies targeting the segmented art gallery markets were discussed.
