  • 건축물 화재에서의 피난대책은 Passive 대책과 Active 대책으로 대별될 수 있다. Passive 대책은 수동적이고 소극적인 개념으로 공간적 구조체인 특성에 따라 건축법규에서 규율하고 있는데 반하여, Active 대책은 능동적이고 적극적인 개념의 설비적인 측면에 따라 소방법규에서 규율하고 있다. 따라서 양 법규간 피난기준이 상호 대체적 기능보다는 소방법규에서의 보완적 기능이 보다 더 강하다. 본 연구는 피난기준이 건축법규와 소방법규로 이원화되고 관련설비에 대한 설치기준이 관계법규에 혼재됨에 따라 양 법규간의 상호기능보다는 기준적용의 혼선, 기준간 충돌 등의 문제점을 도출하고 효율적이고 합리적인 피난기준 적용을 위한 대책방안을 제시하고자 한다.

Deregulation of the Fire Prevention Legislation; and Its Impact on Fire Occurrence - Case of the United Kingdom - (′화재예방법규′의 규제완화가 화재발생에 미치는 영향 -영국 사례분석 -)

  • The OECD defines regulatory reform as both better regulation and deregulation, and emphasizes that governments must continue to regulate in areas such as environmental quality and safety. In contrast, Korean regulatory reform in fire services in the 1990s shows quite a strange trend, having been carried out only to the direction of softening and abolishing regulations. In the UK, fire prevention legislation has been strengthened since the enactment of the Fire Precautions Act 1971, and the Building Regulations 1991, which apply to all new buildings including a private house, require that there should be at least one smoke alarm on each floor. This research shows that the tightening of fire prevention legislation in the UK has promoted fire safety, which is very instructive for Korean fire services. In order for Korean fire services to protect citizens'lives and property from fires, one of basic directions of regulatory reform, to improve the quality of regulations relating to safety, health and the environment, should be observed strictly. Moreover, the flexibility of the basic direction of regulatory reform should be ensured so that the regulations concerning safety could be even increased under the overall reform strategy of reducing all regulations.

A Model Experiment Study to Secure the Straight Line Distance between the Air Inlet and Exhaust Section of the Living Room (거실제연설비중 공기유입구와 배출구간 직선거리 확보를 위한 모형실험연구)

  • Purpose: When conducting fire inspections in Korea, there are objects that violate the fire protection regulations that require a straight line distance of more than 5m between the air inlet and the discharge section if the floor area is less than 400m2, and this paper analyzes the reasons and conducts a model experimental study to support the need for related fire protection regulations. Method: Domestic firefighting objects were investigated and confirmed, domestic and foreign papers, policies, and laws and regulations were examined, and spaces with a straight line distance of less than 5m and more than 5m between the air inlet and discharge section were selected and analyzed through model experiments in a living room of less than 400m2 . Result: When examining the domestic fire protection regulations (NFPCNational Fire Perpormance Code), the separation distance between the air inlet and the outlet is more than 5m when the floor area is less than 400m2 , but as a result of the actual investigation, it was confirmed that there are firefighting objects that cannot keep the separation distance. In addition, when a paper review of overseas fire protection regulations for a straight line distance of more than 5m showed that there was no regulation on the straight line distance between the air inlet and the discharge section, the model experiment showed that the discharge speed was better when the straight line distance between the air inlet and the discharge section was more than 5m than when it was less than 5m. Conclusions: In this study, when examining overseas fire laws and regulations by comparing the performance of the fire protection ratio for the straight line distance between the air inlet and the exhaust section, there is no mandatory regulation for the straight line distance, but the domestic fire protection regulations (NFPCNational Fire Perpormance Code) require more than 5m. It is hoped that this will be reflected in the design stage in the future, and a foundation will be laid to reduce the responsibility and burden of fire superintendents.

A Checklist and Manual Developed to Review Fire Safety Facilities' Compliance with Fire Safety Requirements for Apartment Buildings (공동주택 소방시설 적법성 검토를 위한 화재안전규정 체크리스트 및 매뉴얼 개발)

  • Recently, there is a growing need to review compliance with legal requirements to ensure fire safety as the number of fires caused by noncompliant fire safety facilities in high-rise buildings has increased. While there are a large number of apartment buildings in Korea, there is a lack of review on fire safety facilities' compliance with fire safety requirements. The reason for this lack of review despite apartment buildings causing deaths due to their structural features in the event of a fire, lies in the misinterpretation of legal provisions as the Building Act and the Fire Services Act are mixed up; a final inspection when fire safety facilities are unnecessarily installed or missing could result in significant losses in terms of finances and time. Therefore, this study developed a checklist that makes it possible to review mixed-up legal requirements for fire safety facilities simultaneously, and examined the importance and current level of each item through IPA (Importance Performance Analysis). Based on these results, this study intends to develop a manual that considers its applicability to construction practices and contribute to reducing construction companies' fire safety inspection risks.

  • 지난 수십년간 소방 분야의 연구의 결과로 말미암아, 오늘날 선진국에서는 종래의 법규에 의한 규제 일변도의 소방 설계에서 탈피하여 화재의 성상을 공학적으로 분석하여 그 결과를 설계에 적용하는 "실행위주의 소방설계(performance: based fire protection design)"를 이미 시도하고 있다. 우리나라에서도 법규 적용이 어려운 새로운 공간에 대해서 화재 시뮬레이션을 통한 방재 성능 평가를 이미 적용하고 있으나, 아직 법적인 근거가 마련되지 않고 있고, 교육 전파가 되지 않고 있어서, 대부분 관련 종사자들에게는 생소하게 여겨지고 있는 실정이다. 본 고에서는 실행위주의 소방설계를 소개하고, 화재의 공학적 분석 및 우리나라의 실정, 그리고 앞으로의 방향에 대하여 설명하고자 한다.

  • 2012년 8월 "소방공무원 보건안전 및 복지 기본법"의 시행으로 소방공무원에 대한 보건안전과 복지에 대한 기본적 법규가 마련되어 현재까지 시행되어오고 있다. 이 법에 근거하여 소방청장은 5년마다 소방공무원 보건안전 및 복지기본계획을, 그리고 매년 연도별 계획을 수립하여 시행하고 있다. 본 연구는 이러한 정책들이 실질적으로 소방공무원의 보건과 복지에 기여하는지 여부를 실증검증하기 위해 현황분석과 더불어 해당분야 전문가들로부터의 델파이분석기법에 의해 현재 계획에 근거한 정책들의 문제점과 개선방안을 도출하고자 한다.
