Achievement of sustainable agricultural development is one of the most important issues in many developing countries. In addition, basic inputs such as labor and capital, and social and environmental factors are important factors in agricultural production in developing countries. This study examines impact of governance conditions of Central Asian newly independent Post-Soviet Union countries on agricultural production and production efficiencies by using World Bank's Worldwide Governance Indicators. The studied countries had similar socio-economic conditions and environments before independence; however, those countries have different forms of development. Empirical results showed that governance improvement helped to increase agricultural production significantly. In addition, we found that each governance factor has different effects on agricultural production. The findings of this study would be a base for sustain agricultural production in developing countries, and stressed the necessity of improved governance conditions as well as input investments for achievement of agricultural development.

To investigate the dining habits in relation to Kimchi for the Koreans in Commonwealth of Independent States(CIS), a survey was conducted to 199 Koreans living in Moscow, Sahalin, Uzbekistan, and Kazakstan. Most of the respondents answered that thor keep the Korean food lifestyle, and especially the old age group and Koreans in Sahalin showed higher ratio for Korean food lifestyle. In the Kimchi preference and Kimchi consumption, 85.9% of the respondents like Kimchi because Kimchi is our traditional food and its taste is good, and 95% of them consumed Kimchi once or more everyday. In the kinds of Kimchi, 99% of the respondents had experiences in eating or seeing Chinese cabbage Kimchi, 91.5% cucumber Kimchi, 88.4% cabbage Kimchi, 82.4% white water Kimchi, 75.4% sikhae, respectively, while the frequencies of kakdugi, chonggak Kimchi, and leek Kimchi were relatively low. In connection with the utilization of Kimchi, many respondents answered that Kimchi is sometimes used in cooking of Kimchi cchigae or Kimchi bokkum. Most of Russians like Kimchi in spite of the hot taste and it shows the possibility that Kimchi can be spread throughout foreign countries.
Korea has been a victim of State supporting terrorism by North Korea even before international society realize the terrorism threats because of 9.11 in US. However, state supporting terrorism against South Korea by North Korea went along with East/West Cold War System by US and the Soviet Union. It is because socialism that Kim Il-sung who established a separate government in North Korea with the political, economic, social and military support of the Soviet Union selected as his political ideology justifies terrorism as the tool to complete the proletariat revolution. North Korea's state supporting terrorism is being operated systematically and efficiently by military of North Korea. It gives big worries to international society not only by performing terrorism against Korea but also by dispatching terrorists and exporting terrorism strategies to the third world countries. In this situation, terrorism against Korea has met a new transition point at 9${\cdot}$11 in US. As South Korea is confronting North Korea and the war has not ended but suspended, the alliance between US and Korea is more important than anything else. Because of this Korea decided to support the anti-terrorism wars against Afghanistan and Iraq of US and other western countries and send military force there. The preface of the anti-terrorism war has begun as such. On October 7, 2001, US and UK started to attack Afghanistan and Taleban government in Afghanistan was dethroned on December 7, 2001. US and western countries started a war against Iraq on March 20, 2003. On April 9, 2003 Baghdad, the capital of Iraq fell, and Saddam Hussein al-Majid al-Awja government was expelled. During the process, the terrorism threat against South Korea has expanded to Arab terrorists and terrorism organizations as well as North Korea. Consequently, although Korean government, scholars and working level public servants made discussions and tried to seek countermeasures, the damages are extending. Accordingly, terrorism against Korean companies in overseas after 9${\cdot}$11 were analyzed focusing on Nation, Region, Victimology, and Weapons used for the attacks. Especially, the trend of terrorism against the Korean companies in overseas was discussed by classifying them chronologically such as initiation and termination of anti-terrorism wars against Afghanistan and Iraq, and from the execution of Iraqi President, Saddam Hussein al-Majid al-Awja to December 2010. Through this, possible terrorism incidents after the execution of Osama bin Laden, the leader of Al-Qaeda, on May 2, 2011 were projected and proposals were made for the countermeasures.
It has been seventy-two years since the Korean Peninsular was divided into South and North Korea. When Korea was liberated from Japanese colonial rule in August 1945, the South and North established a capitalist system and a socialist system (communism) respectively, intensifying the ideological conflict and confrontation. The division of Korea was not confined to political and economical aspects, but extended to legal system, making it difficult to find legislative homogeneity in the two. The long-term situation of the divided nation results in a social phenomenon accompanied by legal division. For instance, shortly after its liberation from Japan's colonial rule, North Korea responded quickly to secure legal stability to govern the northern part while the Soviet army troops were stationed in it. Based on Marx and Engels' historical materialism, the North drove a change in its ideological superstructure by repealing the privatization of land property which was the means of production and finally enforced land nationalization, in common with other socialist states including the former Soviet Union. The North's land reform made under the guise of fulfilling national independence and doing away with anti-seigneurial and anti-feudalistic relations, has led to a wide difference in the systems between the South and Korea. This paper focuses on the legal systems of South and North Korea and is aimed at exploring the legal characteristics and environment of the North which became secluded from the world while engaging in socialist experiments for the past seventy two years against capitalism. Ongoing studies of legal system integration will be briefly discussed. The legal status of South and North Korea as a political entity will be investigated to overcome legal system division; and the characteristics of South-North relationship in legal terms and the limitations of the North's legal system will be also examined. Moreover, the directions for integrating legal systems and the plan for resolving legal system division will be suggested.
This paper analyzes the changes in financial reform during the Kim Jong-un era based on North Korean literature. We find that North Korea has systematically and functionally separated the central bank from commercial banks since the Kim Jong-un era began. In addition, enterprises have been allowed to withdraw cash from bank accounts and make inter-enterprise cash payments. In other words, nowadays non-cash currencies with passive money can partially serve as active money with purchasing power. With the systematic and functional separation of the central bank and the commercial bank, the issuance of the central bank changed to a money supply method through the commercial bank, and changes in the currency distribution structure have allowed commercial bank's credit creation function to be implemented. This means that the banking system and the monetary·payment system of the socialist planned economy are changing in the way of the market economy. Reforms in the financial sector are believed to have been necessary to support changes in the economic system and to restore the function of the public financial sector. These changes have progressed in terms of the level of reform, but they are still considered similar to the period of the former Soviet Union's Perestroika or to the early period of China's reform and opening. Although North Korea's financial reform is superior in terms of enacting the banking law, it is insufficient in terms of realizing the functions of commercial banks. In addition, it is assessed that institutional constraints such as maintaining a planned economy, and the lack of confidence in public finances limit the effectiveness and development of the financial system. It should be noted that these results are based on literature published in North Korea. In other words, there is a limit in the fact that such recent changes have been carried out on a trial basis in some areas, or have been carried out in a full-scale manner with a blueprint, since Kim Jong-un's inauguration.
The most difficult problem one faces in estimating North Korea's GNP is the lack of basic national income data. In addition, there is no appropriate foreign exchange rate available to convert North Korea's GNP to dollar values. The physical indicators method is particularly useful in estimating North Korean GNP because it requires only a modest amount of data and obtains dollar GNP directly by applying a relationship between physical indicators and GNP, which is estimated from reference countries, to physical indicators of North Korea. The estimated result of North Korean GNP in 1990 is 27.1 billion dollars and per capita GNP 1,268 dollars. The trade participation ratio (Trade/GNP) implied by the GNP estimate was plausible and so was the ratio of fiscal expenditure to GNP. This paper examined the physical indicators method's logic, the quality of the North Korean data that was used in the estimation, and the plausibility of estimation result. Relatively simple data requirement, comparative ease of computation and plausible estimation results suggest that use of physical indicators method could enhance the reliability of North Korean GNP estimate.

The hypersonic glide vehicle ascends to a high altitude by a rocket booster, separates it from the booster, and glides at a hypersonic speed of Mach 5 or higher at an altitude of about 30~70 km, changing its direction in the atmosphere. Since it moves on an unpredictable flight path rather than a parabolic trajectory, it is difficult to intercept with current missile defense systems. The U.S. conducted HTV-2 and AHW flight tests in the early 2010s to confirm the possibility of hypersonic gliding flights, and recently it has been developing hypersonic glide vehicle systems such as LRHW and ARRW. China has conducted several flight tests of the DF-ZF (WU-14) glide vehicle since 2014 and has been operating it with DF-17 missiles. Russia has conducted hypersonic glide vehicle research since the former Soviet Union, but it has repeatedly failed, and recently it has been successfully tested with the Avangard (Yu-71) glide vehicle mounted on the SS-19 ICBM. In this paper, the characteristics, flight test cases, and development trends of hypersonic glide vehicles developed or currently being developed in the United States, China, Russia, Japan, India, and Europe are reviewed and summarized.
We applied general equilibrium model to analysis the economic impact of international emission trading by sector and the efficiency of the Convention to study whether Climate Change Convention satisfy the efficiency. We divided the world as 4 groups : USA, OECD members w/o USA (OEC), Former Soviet Union (FSU) and Developing countries (DEV). Compared to no trading, global trading would accomplish the same environmental effect with less cost as much as 97.8 billion$, which is the surplus of trading. However, half of it is taken by USA and 20% by OEC. FSU and DEV have only 18% and 10%. This result suggest the two things. First, the emission trading is effective as far as the participation of developing countries are guaranteed. If they do not take part in the coalition and emit the leakage, it may threaten the stability of the international trading coalition. Second, we found the logical ground of the side payment for developing countries. The permit buying countries take more share of the surplus under the emission trading, while the energy sector of developing countries shrinks to sell permits, which may adversely affect to economic growth of the countries. Therefore, the Annex-I countries need to provide side payment to lead the participation of the developing countries.
The term, "resource curse", is widely used to describe how countries rich in natural resources, such as oil, natural gas, and certain minerals, are unable to utilize that wealth to boost their economies. Contrary to previous research on the topic, this study has demonstrated that natural resources have a strong positive correlation with a country's economy. It likewise confirmed that this result is robust with broad sets of exogenous variables, and that the positive impact of natural resources on the economy remains significant with the inclusion of capital stock per worker. In this sense, it is doubtful that resource curse actually exists in the long-run. On the other hand, this study tested whether the quality of institutions has any relation with natural resource endowments if the positive effect of natural resource endowments on the gross domestic product (GDP) is adequately controlled for. In contrast to findings of Alexeev and Conrad (2009), if the former Soviet Union (FSU) countries are included, it seems that there might be a negative and statistically significant relationship between large endowments of natural resources and the quality of institutions. However, this negative relationship loses its significance and some positive albeit insignificant relationships are confirmed in a considerable number of cases when the FSU countries are excluded in the sample. That is, the negative relationship results from the inclusion of the FSU countries. This result is believed to happen by a temporary coincidence of events, a natural resource windfall and political and economic instability during the transition of the FSU countries. Therefore, the argument that resource abundance harms the institutional quality is confirmed to be a little groundless.

Lunar exploration, which was led by the United States and the former Soviet Union, ceased in the 1970s. On the other hand, since massive lunar ice deposits and rare resources were found in 1990s, European Union, China, Japan, and India began to participate in lunar exploration to secure future lunar resource as well as to construct a lunar base. In the near future, it is expected that national space agencies and private industries will participate in the lunar exploration together. Their missions will include the exploration and sample return of lunar resources. Lunar resources have a close relationship with the lunar in-situ resource utilization (ISRU). To construct a lunar base, it is inevitable to bring huge amounts of resources from Earth. Water and oxygen, however, will need to be produced from local lunar resources and lunar terrain feature will need to be used to construct the lunar base. Therefore, in this paper, the global trends on lunar exploration and lunar construction technology are investigated and compared along with the ISRU technology to support human exploration and construct a lunar base on the Moon's surface.
