A Study on Improvement of Management Performance Evaluation System for the Local Public Corporations using Cluster Analysis (군집 분석을 이용한 지방상수도 공기업 경영평가체계 개선 방안 연구)

  • 지방공기업 경영평가는 지방공기업의 경영성과에 대해서 평가하는 것이므로 경영 성과를 균형있게 평가하는 것이 중요하다. 지방공기업의 평가 대상 유형은 상수도, 하수도, 도시철도공사, 도시개발공사, 특정공사 공단, 시설관리공단, 환경시설관리공단 등 7개로 구분된다. 이 가운데 2017년 상수도 분야의 평가 대상 공기업은 지방공기업법 제78조 및 동법 시행령 제68조에 의거하여 115개이다. 행안부에서 주관하는 8개 광역 직영 기업 그룹과 시 도에서 주관하는 107개 기초지자체 직영 기업 그룹를 구분하여 평가하고 있으며 지방상수도 경영성과 평가 지표은 크게 리더십/전략, 경영시스템, 경영성과, 정책 준수로 구분되며 총 21개의 세부지표로 구성된다. 경영 성과 지표 가운데 주요사업성과와 경영효율성과 지표에 해당하는 상수도관리, 상수도보급률, 요금부과율, 요금 현실화율은 해당 지자체의 인구규모에 따라 평가군을 설정하도록 하고 있다. 그러나 평가군을 설정하는 인구 기준에 대한 명확한 근거가 없고 동일한 평가군 내에서도 지자체 상수도 시설, 면적, 인구 밀도 등에 따라 관로길이나 상수도 원가 등이 크게 차이가 발생하고 있어 경영 평가 결과에 큰 영향을 미치고 있다. 따라서 본 연구에서는 단순 인구 규모가 아니라 지자체 지방상수도는 경영효율화에 영향을 미치는 변수를 선별하여 주요사업 활동 성과 지표 측정에 적용할 수 있는 성과 평가군을 군집분석을 통하여 분석하고자 한다.

Cross-sectional Design and Stiffness Measurements of Composite Rotor Blade for Multipurpose Unmanned Helicopter (다목적 무인헬기 복합재 로터 블레이드의 단면 구조설계 및 강성 측정)

  • The rotor blade is a key component that generates the lift, thrust, and control forces required for helicopter flight by the torque transmitted through the hub and the blade pitch angle control, and should be designed to factor vibration characteristics so that there is no risk of resonance with structural safety. In this study, the structural design of the main rotor blade for MPUH(Multi-Purpose Unmanned Helicopter) was conducted and the sectional stiffness measurement of the fabricated blade was performed. The evaluation of the vibration characteristics of the main rotor system was then conducted factoring the measured stiffness distribution. The interior of the rotor blade comprised of the skin, spar, and torsion box, and carbon and glass fiber composites were applied. The Ksec2D program was applied to predict the stiffness of blade, and the results were compared to the measured data. CAMRADII, a comprehensive rotorcraft analysis program, was applied to investigate the natural frequency trends and resonance risks due to the rotor rotation.

  • Maintenance and repair devices used for the inspection of the main parts of domestic railway vehicles have been imported from abroad. Especially, one of the representative domestic devices, the 'Wheel Profile Inspector System (WPIS)', was made by benchmarking foreign devices; this vehicle has been operated in the field. However, problems such as the reliability and performance of the WPIS in operation have appeared. In this study, in order to improve the precision and reliability of the WPIS for maintenance and inspection of railway vehicle wheels, the researchers improved the railway vehicle's WPIS by applying high-speed vision camera technology and an optimized image algorithm. The test results show that the reliability of the developed WPIS improved by approximately 10.4% compared to that of the conventional system.

  • A new biotelemetry method that the installation and the treatment of equipment is convenient and the instantaneously detailed location of the fish attached the pinger is able to track comparatively easily was developed. The receiving system in this biotelemetry method was advanced for track the detailed behavior of the fish by the miniature tracking pinger, because it was a burden to fish to add the pinger with the water temperature and the pressure sensor. By combining of the super short base line (SSBL) method to detect the direction of pinger and the pinger synchronizing method to measure the range from receiving transducer to pinger, the three dimensional locations of fish to the receiving transducer is gotten instantaneously. The receiving system is devised to realize the high precision or wide detection range by application of the basic design method for receiving system of biotelemetry developed by the present authors and the hydrophone array configuration. The measurement distance error in the pinger synchronizing method is minimized through the correction of which the deviation of transmission pluse period of pinger is caused by changing water temperature. A prototype system which is able to track the instantaneously detailed location of the fish by the SSBL and pinger synchronizing biotelemetry (SPB) method was produced.

  • 현재 우리나라는 100년이 넘는 수문관측에도 불구하고 수문자료의 양과 질이 선진국에 비해 부족하며, 이를 해결하기 위해 IHP유역, 하천 시험유역 운영 등 각종 수문조사 사업을 시행하고 있다. 정확하고 신뢰성 있는 유량자료의 확보는 각종 수공구조물 설계, 하천의 이 치수 계획의 수립, 홍수 예 경보 시스템의 분석을 위한 기본적이고도 중요한 과정이다. 본 연구에서는 만경강 유역에 위치하고 있는 목천, 하리, 봉동, 소양, 효자지점을 대상유역으로 선정하고 2006년 저 평수기 및 홍수기에 걸쳐 유량을 측정하여 자료를 확보하였다. 측정된 성과의 적절성 검토를 위해 최대구간유량비와 불확실도를 산정하여 신뢰하였고 이들의 수리특성을 분석하였다. 일반적으로 수자원 분야에서 유출을 검토하기 위해 수위자료가 아닌 유량자료를 이용하여 해당 분야에 대한 분석을 시행한다. 이에 본 연구에서는 대상유역의 측정 성과를 바탕으로 수위-유량관계 곡선식을 개발하고 수위 수문곡선을 유량 수문곡선으로 변환하였다. 또한 유출특성을 분석하기 위해 연 유출률 분석, 상 하류 유량검토, 호우사상별 직접유출률 분석을 실시하였다. 그 결과 만경강 유역의 지점별 연 유출률은 하리 69.4%, 봉동 66.1%, 소양 54.1%, 효자 58.1%를 보여 주었다. 상 하류 유량검토를 통해서는 하리지점의 보 가물막이 공사 기간을 제외하고 전반적으로 적절한 상 하류 관계를 나타내었다. 본 연구는 대상유역의 유출특성을 분석하기 위한 것으로 강우자료의 산정은 전주지역의 기상청 자료를 이용하였으며, 평균강우량은 산술평균법에 의하였다.

Tissue Inhomogeneity Correction in Clinical Application of Transmission Dosimetry to Head and Neck Cancer Radiation Treatment (두경부 방사선 치료 환자에서 투과선량 알고리즘의 임상 적용시 불균질 조직 보정에 관한 연구)

  • Purpose : To confirm the reproducibility of in vivo transmission dosimetry system and the accuracy of the a1gorithms for the estimation of transmission dose in head and neck radiation therapy patients. Materials and Methods : From September 5 to 18, 2001, transmission dose measurements were peformed when radiotherapy was given to brain or head and neck cancer patients. The data of 35 patients who were treated more than three times and whose central axis of the beam was not blocked were analyzed in this study. To confirm the reproducibility of this system, transmission dose was measured before dally treatment and then repetitively every hour during the treatment time, with a field size of 10$\times$10 cm$^{2}$ and a delivery of 100 MU. The accuracy of the transmission dose calculation algorithms was confirmed by comparing estimated dose with measured dose. To accurately estimate transmission dose, tissue inhomogeneity correction was done. Results : The measurement variations during a day were within $\pm$0.5$\%$ and the dally variations in the checked period were within $\pm$ 1.0$\%$, which were acceptable for system reproducibility. The mean errors between estimated and measured doses were within $\pm$5.0$\%$ in Patients treated to the brain, $\pm$2.5$\%$ in head, and $\pm$ 5.0%$\%$in neck. Conclusion : The results of this study confirmed the reproducibility of our system and its usefulness and accuracy for dally treatment. We also found that tissue inhomogeneity correction was necessary for the accurate estimation of transmission dose in patients treated to the head and neck.

Clinical Application of in Vivo Dosimetry System in Radiotherapy of Pelvis (골반부 방사선 치료 환자에서 in vivo 선량측정시스템의 임상적용)

  • The accuracy of radiation dose delivery to target volume is one of the most important factors for good local control and less treatment complication. In vivo dosimetry is an essential QA procedure to confirm the radiation dose delivered to the patients. Transmission dose measurement is a useful method of in vivo dosimetry and it's advantages are non-invasiveness, simplicity and no additional efforts needed for dosimetry. In our department, in vivo dosimetry system using measurement of transmission dose was manufactured and algorithms for estimation of transmission dose were developed and tested with phantom in various conditions successfully. This system was applied in clinic to test stability, reproducibility and applicability to daily treatment and the accuracy of the algorithm. Transmission dose measurement was performed over three weeks. To test the reproducibility of this system, X-tay output was measured before daily treatment and then every hour during treatment time in reference condition(field size; $10 cm{\times} 10 cm$, 100 MU). Data of 11 patients whose pelvis were treated more than three times were analyzed. The reproducibility of the dosimetry system was acceptable with variations of measurement during each day and over 3 week period within ${\pm}2.0%$. On anterior- posterior and posterior fields, mean errors were between -5.20% and +2.20% without bone correction and between -0.62% and +3.32% with bone correction. On right and left lateral fields, mean errors were between -10.80% and +3.46% without bone correction and between -0.55% and +3.50% with bone correction. As the results, we could confirm the reproducibility and stability of our dosimetry system and its applicability in daily radiation treatment. We could also find that inhomogeneity correction for bone is essential and the estimated transmission doses are relatively accurate.

A Ray-Tracing Algorithm Based On Processor Farm Model (프로세서 farm 모델을 이용한 광추적 알고리듬)

  • The ray tracing method, which is one of many photorealistic rendering techniques, requires heavy computational processing to synthesize images. Parallel processing can be used to reduce the computational processing time. A parallel algorithm for the ray tracing has been implemented and executed for various images on transputer systems. In order to develop a scalable parallel algorithm, a processor farming technique has been exploited. Since each image is divided and distributed to each farming processor, the scalability of the parallel system and load balancing are achieved naturally in the proposed algorithm. Efficiency of the parallel algorithm is obtained up to 95% for nine processors. However, the best size of a distributed task is much higher in simple images due to less computational requirement for every pixel. Efficiency degradation is observed for large granularity tasks because of load unbalancing caused by the large task. Overall, transputer systems behave as good scalable parallel processing system with respect to the cost-performance ratio.

An Empirical Analysis on the Effect of Data Quality on Economic Performance in the Financial Industry (금융산업에서의 데이터 품질이 경제적인 성과에 주는 영향의 실증분석)

  • This study empirically investigated the effect of firm-level data quality on economic performance in the Korean financial industry during 2008~2009. The data quality was measured by data quality management process index and data quality criteria by Korea Database Agency, and financial firm performance data was acquired from Financial Statistics Information System of the Financial Supervisory Service. The result showed that the data quality has statistically significant impacts on financial firm performance such as sales, operating profit, and value added. If the data quality management process index increases by one, the value added can increase by 2.3 percent. Moreover, the data quality criteria increase by one, the value added can increase by 72.6 percent.
