고등기술연구원 플랜트엔지니어링센터에서는 10년이상 축적된 기반기술과 연구 설비를 환경 및 에너지 분야의 다양한 플랜트에 적용하고 있으며, 고부가가치 창출물 목표로 대기업 및 중소기업을 지원하고 있다. 석탄과 중질잔사유 등 다양한 원료의 가스화와 액화기술 개발 및 열분해/가스화 용융기술의 광범위한 적용을 통하여 생활/산업 폐기물을 환경에 적합하게 처리할 수 있는 공정기술 개발을 하고 있다. 또한 플랜트의 설계/건설/시운전까지 종합한 turn-key서비스를 제공하고 있다. 뿐만 아니라 차세대에너지원인 수소제조를 위한 고온 수전해 전극개발 및 지구온난화 가스를 저감하는 촉매와 공정기술계발, 환경에너지 분야에 대한중소기업 기술지원에도 중점을 두고 있다. 고온고압의 석탄가스화 연구로부터 축적된 가스화용융에 대한 기반기술을 하수슬러지 및 생활폐기물 처리에 성공적으로 적용하여,2003년 1뭘과 12월에 환경부 신기술을 각각 지정 받은 바 있다.

본 일본연수 참가기는 한국과 일본 양국의 재단법인 한·일(일·한) 산업·기술 협력재단에서 연수관련 비용 모두를 지원하고(참가인원 40명) 한국측 중소기업진흥공단과 일본측 재단법인 국제기술협력위원회가 실무기관이 되어 2004년 7월 26일부터 10월 23일까지 총 13주동안 실시한 연수기간중(국내 중소기업진흥공단 연수원 합숙교육 5주, 일본 규슈 KAITA연수원 합숙교육 8주) 일본현지 연수 8주동안의 이론교육과(이론 16 과목, 기업현장연수17개사)현장체험을 통해 느낀바를 요약 정리한 민승찬지도사의 일본연수 참가기이다. 민승찬지도사는 이외에도 2001년도 중소기업청 해외시장개척요원으로 선발되어 영국·아일랜드 등에서 국내중소기업제품들의 유럽시장 개척을 위해 6개월간 활동하였고, 2003년에도 일본CASIWA 생산공장 등 5s 및 TPM 성공기업 현장연수에 참가하여 효율적 생산시스템 운영방식을 현지 연수를 통해 수료하는 등 경영지도사로서의 폭넓은 자질 향상을 위해 노력하고 있다. - 편집자 主-

Recently, the Korean government is planning to create ICT-centered clusters that will lead the fourth industrial revolution in the Yangjae-Umyeun area. In order for a cluster to be successful, innovation environments such as support systems and institutions should be appropriately prepared. In this study, we present a hierarchical model of ICT SME support measures after comprehending the support measures for existing SMEs and the factors needed for clustering, and then deriving the priorities of support measures. The questionnaire was distributed to 9 ICT SMEs and R&D experts. A total of 6 copies were collected. The priority of the support measures in this study is expected to be utilized for the successful development of R&CD cluster and the allocation of the support budget.

Small and Medium-sized Enterprises are the backbones of the national economy in production and employment. Information technology can contribute to strengthening the competitiveness of SMEs. This study aims to organize the comprehensive review of existing literature on the information technology adoption and success determinants in SMEs by comparing Korean domestic and aborad studies. The results show that domestic studies tend to be more quantitative research than the research aborad. Technology-Organization-Environment framework has been the most frequently deployed framework, and CEO support and user satisfaction factors are most frequently used in the adoption and success factors. With these findings we hope the future study should adopt more various theories and qualitative research methodologies.

In this study, the effectiveness of the innovative company certification system, which is one of the important means of the SME innovation promotion policies, was examined in terms of technological innovation activity and performance. To this end, we used the results of 'SME Technology Statistical Survey' conducted by the Small and Medium Business Administration and the Korea Federation of Small and Medium Business in 2013~2015 to compare the innovative SMEs that have received the certifications such as Venture Certification, Innobiz Certification, and Mainbiz Certification with the general SMEs that did not. As a result, it was found that the innovative SMEs have comparative advantage in many detailed indicators related to the technological innovation activity and performance. However, the ratio of external use of R&D expenditure, the number of technology development attempts and the number of successes were not different according to the survey year, so it is necessary to strengthen the follow-up management of the system. On the other hand, the proportion of self-procurement R&D expenditure of the general SMEs was significantly higher than that of the innovative SMEs in all three-year surveys. Therefore, it is necessary to regulate the government funding for the innovative SMEs to be used as a complementary material, not as a substitute for their own R&D investment. In addition, the technological innovation activity and performance of a company were more influenced by the size of the company and the participating industry rather than by the certification, so it is necessary to consider it when establishing the technology innovation promotion policies.

중소기업 제품이 글로벌 시장을 선도하려면 기술혁신과 시장 경쟁력을 갖는 혁신 제품개발 지원을 위한 인프라 구축은 필수적이다. 다시 말해서 기술 및 제품개발에 일련의 신제품 개발 프로세스를 기업들이 잘 시행하고, 기술혁신 및 제품개발의 성공률 제고를 위해서는 기존 기업지원 프로그램을 보강할 필요성이 있다. 또한 개발된 원천기술과 상용화 간의 간극(gap)을 줄이고 기술개발의 연쇄적인 문제점을 해소할 R&BD(Research & Business Development)인프라를 구축하여 기술/제품에 대한 지식을 폭넓은 분야의 전문가 또는 사용자들과 공유하고 완성도가 높은 시제품 제작으로 기업의 한정된 내부자원과 상품성을 보완할 필요가 있다. 본 논문에서는 개발환경과 자원이 열악한 중소기업의 기술개발-사업개발-시장개발이 통합적으로 고려되어 활용될 수 있는 신개념의 시스템 도입 필요성과 위의 제반 문제점들을 해결할 수 있는 소셜기반 manufacturing platform과 제품 제작 인프라 및 기업지원, marketing 등을 지원하는 신 에코시스템인 CSP(Crowd Sourcing Platform) 구축 및 서비스 디자인에 대해 논한다.

A successful succession of family businesses is a very important issue that greatly affects the sustainability of the business. Among the factors affecting successful succession, the successors of the family business were identified on the entrepreneurship held by small business owners and on the management performance of the business. This study was analyzed empirically by the managers who currently run the actual business through completion of or process of succession. Successive factors were established as a place for education and succession of heirs, and entrepreneurship was divided into innovativeness, risk-taking and pro-activeness, and management performance was divided into financial and non-financial achievements. The analysis shows that the education and training of successors among succession factors have significant implications for both managerial performance and entrepreneurship, and that the success of successors has no significant impact on non-financial performance, innovativeness and pro-activeness. In addition, while the risk-taking nature of entrepreneurship was concerned with the performance of management, innovativeness and pro-activeness were not all significant. According to this study, the education and training of successors and the determination of successors in succession family businesses have a significant impact on management performance and entrepreneurship.

At the time of so-called localization, the start-up and successful management of NTVs (New technology ventures) might be a key factor of regional economic development. The research investigated the factors influencing the performance of NTVs South-western Area. According to the research result, the capability of CEO and R&D cooperation, supply chain integratim, information searching activities, market orientation are the factors which have positive correlation with the performance of NTVs in a statistically significant way in this region.

기술은 기업에 있어서 없어서는 안되는 소중한 무형자산이다. 현대의 기업은 재무적 경쟁요소에서는 비교적 유사한 행태를 보이고 있으며 기업간 차별성이 거의 없다. 하지만 무형적 가치인 기술은 그 기업의 존재의 의미를 부여하는 매우 중요한 요소이다. 많은 기업들이 기술개발에 많은 시간과 비용을 들이고 있으나 그 성공확율은 10%가 채 안되는 실정이므로 신제품개발 실패시 기업에게 적지 않은 타격을 입히게 된다. 특히 중소기업의 경우 개발한 것은 무조건 성공을 시켜야 하는 어려움에 처해 있다. 이런 위험이외에 외생적 경영환경변수로 인하여 더욱 더 기업들은 위기와 위험에 노출되어 있으므로 기업들은 전사적위험관리(ERM)시스템 도입을 통해 기업의 재무건전성, 최적의 투자전략, 현금흐름, 위기로 부터의 관리가 필요하다 하겠다. 본 연구에서는 기술혁신기업에 있어서 전사적위험관리 도입의 필요성을 제시하고자 한다.

국내 창업연구 결과에 따르면 사내벤처 기업의 생존률 및 성과가 일반 창업기업 대비 더 높게 나타난다는 연구결과들이 제시되고 있다. 이에 우리 정부는 2017년부터 사내벤처 및 분사창업기업 육성을 위한 지원제도를 운영하고 있으며, 본 연구에서는 이러한 정부의 개입이 분사창업기업의 창업과 성장에 미치는 영향 관계를 분석하는 것을 목적으로 하고 있다. 본 연구의 대상자는 2019년 1차년도 사내벤처 육성프로그램에 참여한 7개의 기업 중 11개의 분사기업팀을 대상으로 하였으며, 주된 영역은 (1)분사 칭업자의 특성에 따른 기업가적 의도 및 (2) 모기업의 지원정책, (3) 정부의 정책 개입에 따른 분사창업과의 관계를 규명하고자 하였다. 3개월의 이노베이션 부트캠프 과정 이후 2022년까지 해당기업의 CEO 인터뷰 및 기사를 통해 추적한 결과, 사내벤처팀 모두 모기업의 지원정책과 본인의 업무를 기반으로 창업을 시작하였으며, 모기업 및 유통파트너를 첫 소비자로 하는 경우가 다수를 차지하였다. 모기업은 재정직 지원 제공하는 한편, 정부에서 요구한 '실패시 재입사 가능'의 조항을 준수하고 있었으며 이러한 정부의 정책개입은 중소기업의 사내벤처제도에 긍정적인 영향을 미치고 있음을 확인할 수 있다. 본 연구를 통해 우리나라 정부의 사내혁신을 통한 혁신창업 활성화에 이론적, 실무적, 정책적 제안을 제시하고자 한다.
