설악산국립공원은 1965년에 천연보호구역, 1970년에 국립공원 제 5호, 1982년 유네스코에 의해 생물권보존지역으로 지정된 지역이다. 우리 나라 국립공원에서는 물론 다른 자연보존지역에서도 찾아볼 수 없는 중요성이 강조된 지역이나 연간 400만명의 이용객이 집중되기도 하는 지역이다. 우리 나라 국립공원은 본래 관광개발을 위해 지정된 동기를 갖고 있어 자연생태계 및 자연경관도 중요하지만 현실적으로는 합리적인 이용도 중요하다. 그러나 지금까지 국립공원은 자연보존에 대한 관리는 도외시 한 채 이용객 집중에 의해 발생되는 도로, 시설물, 건축물, 각종 오염에 대한 대책마련도 제대로 하지 못하여 국립공원하면 국민은 '등산이나 하고 값싼 음식점과 여인숙 수준의 숙박시설이 있는 관광지'정도로 인식하고 있다. 지난 30년간 압축고도성장을 해 온 우리 나라는 국토의 자연환경이 수없이 훼손되고 또한 옥외 레크레이션활동의 증가로 환경오염이 계속 증가되었다. 설악산국립공원도 예외는 아니어서 저앗ㅇ부와 등산로 주변생태계, 계곡생태계 등이 오염되어 식물, 포유동물, 물고기, 곤충 등에 영향이 나타나고 있지만 대피소, 휴게소, 숙박시설을 중심으로 한 오염행위는 계속 늘어만 가고 있다. 이제 설악산국립공원은 거의 위기상황에 도달된 느낌이다. 이런 시기에 환경생태학회 국립공원분과위원회 회원들은 `96년 외설악 지역, `97년 내설악지역을 2년 동안 각 분야에 걸쳐 조사를 수행하였다. 지난 12년간 외부의 지원도 없이 연구비를 자체 조달하여 힘들게 국립공원 연구를 진행하여 온 일환으로 설악산국립공원 조사를 2년 동안 수행한 것이다. 이번 조사는 `96년 가을 북한공비침투로 많은 지역에 대한 출입이 통제되어 외설악연구의 일부가 누락되었음을 첨언한다. 본 글에서는 2년 동안 본 회원들이 조사한 내용에 의해 설악산 국립공원의 현황을 분석하고 관리개선 방향을 제시하였다.

건설부는 자연공원법 13조에 의거 설악산국립공원기획 변경을 비롯한 다음 6 개국립 공원의 계획을 6월 30일자로 변경고시 하였다.

Herpetofauna of the Naesorak in Sorasan National Park was carried out both June 30, 1997~July 3, 1997. 6 species of 5 Families in Amphibian and 3 species of 3 families in Reptilian were observed in thes survey. It was observed relatively poor biota to Kaya, Sokri, and Chri National Park in Korea. There were three Specific Endangered Animal assigned by Minister of Environment such as Bufo stejnegeri, Rana dybowskii and Eremius argus. Especially Eremius argus was abundantly distributed around Limansuryonjang. So Limkansuryonjang should be conserve for Eremias argus's stable environmental condition.

The large scale rock falling had occurred on 22nd February, 2007 in the Cheongbuldong valley area of Seoraksan National Park, and the visiting pass had been closed for a while. Similar cases of rock falling have occurred in the latest years according to a great variety of crack, joint, weathering of solid rock and surface water caused by a recent climatic change in the Seoraksan National Park. In this study, rock falling energy was estimated and the movement of rockslide was analysed based on detailed investigation on large scale rockslides occurring at the spot 80 m high from the bottom of the valley. From analysing results, the effective management method for rock falling was proposed. The method could minimized the dangerous factors with no change of natural environment of the National Park.

This study was aimed to predicting the exercise load in mountain climbing related physical condition of trail, and to propose a capability of user management. It appeared that exercise load in mountain climbing was mainly influenced by the slope of trail and weight of load. It thought that the trails of steep area could be controled the use of person who have a low athletic power as a propose the exercise load index by age.

본 연구의 목적은 대표적인 6개 국립공원에 대하여 자연 및 문화자원의 이용가치와 비이용가치를 이선선택형가상가치평가법을 이용하여 측정하는 것이다. 측정결과 이용가치의 경우높게는 17,208원/1인(설악산국립공원)에서 낮게는 5,758원/1인(태안해안국립공원)의 범주로 나타났다. 또한 비이용가치의 경우 높게는 16,198원/1인(북한산국립공원)에서 낮게는 12,756원/1인(한려해상국립공원)의 범주로 나타났다. 본 연구결과는 국립공원이 현재의 입장료(1,000원/1인)와 국립공원의 유지관리비(3.700원/1인)를 능가하는 상당한 정도의 이용가치와 비이용가치를 창출하고 있다는 사실을 지적해준다. 따라서 국민의 경계적 편익을 유지하기 위해서 정부는 국립공원의 유지. 관리비용을 계속 지원해야만 할 것이다.

The annual increasing rate of visitors was 3 percent in Soraksan National Park form 1990 to 1997. Secenty nine percent of total visitors in Soraksan National Park has visited Oysorak district due to convenient access and facilities. Approximately, 6~17 percent of visitors passing through Sorakdong ticket office at Oysorak district has climbed up Taech'ongbong(peak), the others have visited Ulsanbawi, Pisondae and Madungnyong close at hand. Climbers from Osekyaksu to Taech'ongbong(peak)were more in autumn than in summer. Visiting pattern in Soraksan National Park showed differences by districts, seasons and days of the week.
