Development of the Promoter Selection Procedural Model for Private Participation in Infrastructure Projects (민간투자 사업시행자 선정 절차 모델 개발)

  • The purpose of this study is to suggest a systematic procedural model for selecting competent project promoter. The proposed model was made by comparing domestic regulations and procedures with foreign nations', and through interviews with experts and literatures survey. The summaries of this paper are as follows. The current promoter selection procedure was evaluated by reviewing relevant papers, regulations and existing model. Some obstructions which hinder PPI project activation were identified, those are inadequacy of promoter qualification and negotiation process, lack of communication between parties, etc. Some alternatives which remove major obstructions are embodied in the model. The suggested model is comprised of PQ(prequalification), two phased evaluation for the technical proposals which include alternate, communication meeting, etc. To manage the overall procedure well, an involvement of professional "project promoter selection team" would be highly recommended. They will participate in each evaluation stage with full activities, and provide government with some technical materials for selecting promoter as coordinator.

  • The way of mobile apps development using open source software have been becoming increasingly popular recently. In opensource mobile User Interface components case, there is tends to much more be used than mobile functional components. Because it is more easier that the reusability for implementation of User Interface. The problem is to apply as an open source mobile components selected for this reason all of the existing two studies. It is an open source software selection process and selection procedures shelf components. We revise to conform to existing mobile components selected for the study on open source software selection process in this paper. Can help increase the productivity of the mobile app development by the open source components to meet the functional requirements when developing mobile apps that can be easily retrieved and presented the selection process of this study is effective.

  • 지난 1998년 이전 까지만해도 해운선사들은 BBCHP 선박확보절차(선주협회 실수요자 추천 $\rightarrow$ 해양부 선정 $\rightarrow$ 한국은행 신고)등을 이행하는 과정에서 자연스럽게 수입신고 절차를 숙지하였다. 그러나, 1998년 이후에는 외환자유화로 실수요자 선정절차가 폐지됨에 따라 신설회사 실무자나 새로 소임을 맡은 담당자들이 제반 절차를 제대로 숙지하지 못하여 수입신고를 누락하는 사례가 최근 적발되어 문제가 되고 있다. 다음은 BBCHP 선박의 수입신고의 필요성과 제반절차 등을 '브릿지 합동 관세사무소 김덕용 관세사'의 도움을 받아 정리한 내용을 (상)(하)로 나누어 싣는다.

  • The purpose of this study was to investigate the effect of project selection procedures such as information provision and transparency and project application conditions such as required documents and conditions on the satisfaction of agricultural subsidy support policy and re-application intention to support pig farmers in Jeju. The results of analysis are summarized as follows. First Need to improve the satisfaction of the business selection procedure rather than to relax the business application conditions in order to improve the satisfaction of the subsidy support business. Second, Need to improve the satisfaction of the business selection procedure rather than to relax the business application conditions in order to increase the subsidy re-application intention through the income increase effect by the subsidy support project. It is shown that the efforts to improve the satisfaction of the selection process can improve the satisfaction of the subsidy support project as well as re-application intention at the same time. Therefore, It is necessary to focus on improving the satisfaction of the project selection process, such as providing information and reflecting opinions on the subsidy project.

  • 층화임의추출에서 표본크기가 층의 수보다 작은 경우 또는 조사단위들이 넓게 펴져있어 조사비용이 증가하거나 조사의 관리가 어려운 경우에 관리적 선정을 사용한다. 그러나 관리적 선정을 실제조사에 적용할 때 많은 어려움이 있다. 이에 본 논문에서는 관리적 선정을 실제조사를 적용하기 위한 체계적 절차를 제시하였고, 바람직하지 않은 표본들을 순차적으로 제외하고 관리적 선정계획을 세우기 위해서 다양한 측도를 사용하였다. 그러나 예제를 통하여 본 논문에서 제시한 절차의 사용 적합성을 검토하고 측도들을 비교하였다.

  • 저수지군 연계운영 문제는 서로 상충되는 목적들이 존재하고, 다양한 평가 기준들이 존재하는 다목적 특성을 갖는 문제이다. 때문에 저수지군 연계운영 문제에 다중목적계획법이 많이 사용되고 있으나 문제의 해결을 위해 사용한 다수의 목적간의 가중치 설정에 의사결정자의 주관적요소가 반영 될 수도 있고, 설정된 가중치에 따라 결과 값이 민감하게 반응하여 의사결정자가 바람직한 가중치 설정에 어려움이 있다. 본 연구의 목적은 다중 목적 특성이 존재하는 저수지군 연계운영 문제에 다요소 의사결정기법 적용하여 바람직한 저수지별 저수 가중치를 선정하는 방법을 제안하는 것이다. 제안하는 저수 가중치 선정 절차는, 우선 GA-CoMOM (Genetic-Algorithm Coordinate Multi-reservoir Operation Model)을 통해 수계 전체 관점에서 저수량과 발전량의 상충되는 목적에 대한 파레토 최적해와 각 최적해에 해당하는 저수지별 저수 가중치를 도출한다. 다음 단계로 다요소 의사결정기법중에 하나인 수정된 거리척도 기반의 DEA 순위 선정 절차를 이용하여 도출된 최적해들의 운영 결과를 평가하여 파레토 최적해군 중에 선호해를 결정하고, 결정된 선호해의 저수지별 저수 가중치를 해당 기간의 저수 가중치로 선정한다. 설명한 선호 가중치 선정 절차를 금강 수계에 적용해 보고 저수지 연계운영에서 바람직한 가중치를 도출할 수 있음을 보인다.

  • 비디오의 주행계의 안정성은 비디오 품질의 중요한 요소로서 이에 영향을 주는 인자들은 다양하며 여러 인자들이 복합적으로 작용하여 비디오 테이프의 주행상에 영향을 준다. 본 연구에서는 D전자회사의 비디오 주행경로의 변동을 최소화하기 위하여 어떠한 인자를 제어하는 것이 필요한지 주요 인자의 선정문제를 회귀분석을 이용하여 결정하는법, 선정된 인자의 최적수준 조합을 결정하는 문제를 해결하는 절차와 부품의 조립허용공차의 선정절차를 제시한다.

The Procedure for Selecting the Alternatives for Developers of Container Cranes (컨테이너크레인 개발자를 위한 대안 선정 절차)

  • Container terminals keenly compete with one another because of the continuous increase of container flows and the appearance of large-sized vessels. Major cargo handling equipment manufacturers are interested in the development of new conceptual equipment to greatly increase its productivity. In this study, a two-phase procedure is suggested for selecting the optimal development alternatives, when various development alternatives for container cranes are given. The first phase removes the alternatives that violate essential requirements and the second phase selects final alternatives by the evaluation of experts and the linear assignment method. Finally, a case applying the procedure is provided.
