Evaluation of Future Water Deficit for Anseong River Basin using Water Budget Analysis (물 수지 분석에 의한 미래 안성천 유역의 물 부족 평가)

  • 지난 135년(1880~2014년) 동안 지구온난화에 따른 기후변화로 지구의 평균 기온은 $0.85^{\circ}C$ 상승하였으며, 이는 수문현상에 영향을 미쳐 강우량 및 강우강도가 증가하는 경향성을 보이고 있다. 이처럼 기후변화로 말미암아 수문 현상의 변화에 따른 불확실성이 커져 물 순환 과정의 정확한 파악이 더욱 어려워지고 있다. 따라서 미래 안정적인 물 공급을 위한 수자원계획 수립 및 관리를 위해 기후변화를 고려한 물 수요 예측이 필요하다고 하겠다. 본 연구에서는 도시화에 따라 물수요가 변화하고 있는 안성천을 대상유역으로 선정하여 기후변화를 고려한 미래 물 부족량을 산정하고자 하였다. 이를 위해, 기후변화 RCP 8.5 시나리오를 이용하여 미래 강수량을 모의하였고, 준 분포 강우-유출 모형인 SLURP 모형을 이용하여 미래 유출량을 분석하였다. 미래 유출량을 토대로 정확한 물 수요 예측을 위해 통합수자원평가계획 모형인 K-WEAP 모형을 이용하여 소유역별 물수지 분석을 위한 네트워크 및 시나리오를 구성하였다. 또한 용수이용량(생활, 공업, 농업용수)의 과거자료를 활용한 선형예측함수식을 통해 장래 물 수요 추정량을 산정하였다. 물 수지 분석 결과, 안성천 유역은 인구 증가, 급격한 도시화로 인해 용수 이용량이 증가하고 있었으나 농업용수는 점차적으로 감소하고 있었다. 따라서 생활 및 공업 용수에 대한 수요를 충족하지 못해 미래 물 부족량이 증가하고 있는 것으로 확인되었으며, 본 연구에서는 물부족 해소를 위한 방안으로 광역상수도 확충과 제한급수를 제시하여 분석을 수행하였다.

A Study on the Improvement Direction for Online Finding Aids: Based on the Assessment of National Archives (온라인 검색도구의 개선 방안에 관한 연구 - 국립기록관 검색도구에 대한 평가를 중심으로 -)

  • Many archives, including the National Archives of Korea, use online finding aids. However, in many aspects, they need improvement. In this study, with focus on the National Archives of Korea, the online finding aids of the National Archives of Australia (NAA), The National Archives (TNA) of United Kingdom, and the National Archives and Records Administration (NARA) of the United States were analyzed. Focus group interview was administered to users of the archives, identifying the pros and cons of online finding aids of NAA, TNA, and NARA. Based on the results, various improvement and development directions are suggested, including aspects on overall functions and hierarchical search, search options and subject search, representing search results, and archival contents services.

  • 지진해일에 대한 분석은 주로 물리적인 계산에 의하여 이루어지고 있으나, 다수의 매개변수가 복잡하게 얽혀있어 계산이 오래 걸리고 해당 지진해일에 대한 분석은 지진해일이 발생한 후에 단층을 조사하여 매개변수를 산정하므로 준실시간에 해당하는 예측이 어렵다. 또한, 지진해일을 예측하는 모형을 구축하기 위해서는 충분한 지진해일에 대한 자료가 필수적이나, 국내의 지진해일은 지난 100년간 4건의 지진해일이 발생하여 자료 역시 불충분하다. 그러나, 일반적으로 지진해일은 주기적이지 않고 빈도가 많지 않으나, 지진해일로 인한 피해는 주요한 사회 기반 시설 및 막대한 인명피해를 야기하므로 지진해일 피해를 저감하기 위한 방안이 필요하다. 확률론적 지진해일 재해도 평가(Probabilistic Tsunami Hazard Assessment; PTHA)시에 주로 지역적인 범위에서 수행되어 자료의 특성을 고려하여 수행해야하나, 현재 지진해일고에 대한 분포를 대수정규분포로 하여 지역적인 특성이 고려되지 않고 있다. 따라서, 본 연구에서는 국내의 지역적 특성을 고려하기 위하여 단층매개변수와 지진해일고와의 Vine Copula 기법을 활용하여 관계성을 파악하고 국내에서 발생가능한 지진해일에 대한 위험도 평가를 수행하였다. 본 연구에서 선정된 지진해일고 클러스터링 결과를 활용하여 향후 지진해일에 대한 방재대책 시에 기초자료로 활용할 수 있을 것으로 예상된다.

  • 급격한 도시화 및 기후변화로 인한 물순환체계가 왜곡됨에 따라 자연수재해 피해가 급증하고 있어 대응방안으로 저영향개발(Low Impact Development, LID) 기법이 대두되고 있다. LID 요소 기술 중 하나인 식생저류지는 도시 유역내에서 발생하는 유출수를 저류 및 침투하여 우수유출수와 비점오염원으로 인한 오염저감 효과를 지니고 있는 LID 요소이다. 본 연구에서는 식생저류지의 우수유출수의 정량적 저감효과를 분석하기 위해 수문해석 프로그램인 K-LIDM(Korea Low Impact Development Model)을 이용하여 유역 내 식생저류지 배열과 저류용량에 따른 유출저감 효과를 분석하였다. 강우시나리오는 부산지점의 10년, 30년 발생빈도에 대하여 60분, 120분, 180분 확률강우시나리오를 선정하여 적용하였다. 모델링 분석결과 식생저류지 배치에 따라 5 ~ 15 % 이상의 유출저감효과가 산정되었으며, 식생저류지 저류용량에 따라 20 % 이상의 유출저감 효과가 산정되었다. 첨두유출 도달시간은 1.13 ~ 1.86배를 지연하는 결과가 산정되었다. 결과를 통해 식생저류지의 배열과 저류용량에 따라 유출량 저감효과와 첨두유출 도달시간에 영향을 미침을 알 수 있었다. 추후에 다른 매개변수인 식생저류지의 저류깊이, 지반의 침투능 및 유출부의 직경 등 여러 매개변수들을 고려한 연구를 수행한다면 식생저류지의 정량적 물순환 평가가 수행될것으로 사료된다.

Study on Status of Barrier Free Certification & Improvement Strategies (여객자동차 터미널 이동편의시설 BF 실태 및 개선방안 연구)

  • This study is to investigate actual condition of passenger terminals, public facilities which are used by unspecified individuals, with high spread effect of certification system of Barrier Free introduced in 2007, evaluate possibility of the certification and prepare an effective way for certification in order to spread and settle the certification system. According to the investigation on the facilities' equipment level of 349 passenger terminals, which being nationally operated, 217 terminals could be certified and non-certified were 58. And, 29 was evaluated as the passenger terminals with high possibility to get Barrier Free certification by small scale of remodeling. The level of Barrier Free of investigated passenger terminals, according to the actual condition with certification index, were 40~55 percent. While the level of Barrier Free of internal facilities of the terminals was over 90percent, the level of sanitary facilities, information facilities, etc. fell short of 50 percents. In this study, pilot project of Barrier Free certification is proposed for enhance of passenger terminal facilities. Moreover, the selection of passenger terminals with high possibility of certification, local governments' strong will as the targets of pilot project for improvement of amenity level and Barrier Free certification and monitoring the project results are the way of the project.

Evaluating the Usefulness and Feasibility of "Guidelines for Contracting-Out of Public Library Services" (『공공도서관 민간위탁 가이드라인』의 유용성 평가와 현장 적용성 제고 방안)

  • This study purported to evaluate the usefulness and feasibility of "Guidelines for contracting-out of public library services (2011)." The Guidelines have been developed by the Culture and Library Forum to provide principles and standards for local governments considering the contracting-out of public library services in their district. The research data were collected by conducting in-depth interviews with 17 local government officers who are responsible for the contracting-out of public library operations and two focus group interviews with eight directors of public libraries contracted out. It was found that the interview participants in both government and library sides generally perceived the Guidelines useful, yet their perceptions of feasibility in outsourcing were largely pessimistic due to local politics and many other hindrances in society. The study suggested specific directions to further improve the Guidelines' usefulness and feasibility.

Development of Hydrological Safety Evaluation Model for Agricultural Reservoir (농업용저수지의 수문학적 안전성 평가를 위한 계수화 모델 산정)

  • According to the "Safety Evaluation Detailed Instructions (Dam)", a precise safety inspection is carried out for dams that exceed a certain scale. However, as the Hydrological Safety Evaluation from various evaluation standards is designed to evaluate the safety of existing dams considering PMF(Probable Maximum Flood), the evaluation is much less applicable for most agricultural reservoirs. Therefore, the Hydrological Safety Guidelines for agricultural reservoirs are expected to be re-evaluated considering the diverse risk factors with the coefficient model and AHP(Analytic Hierarchy Process) in this study. The coefficient model has been developed by selecting the hydrological safety superordinate subordinate evaluation factors to reflect diverse risk factors of agricultural reservoirs. This study indicated that in the short term, improving the safety check condition evaluation grade will be useful to improve the hydrological safety of the agricultural reservoir because it can be performed immediately.

The Proposition of Improvement Cutting Criteria for Tending Operation in a Natural Deciduous Forest (천연활엽수림 보육 시업을 위한 개선벌 대상목 선정 기준 적용)

  • This study was conducted to provide appropriate tending operation strategies for the natural deciduous forest, by the method of evaluating the stand quality, suggesting the removal plan for the undesirable trees, and predicting improvement cutting practice by tree quality evaluation. The results showed that average number of trees per ha was 717 stems, average DBH was 21.1cm. and average height was 13.6m. Canopy dominant species were in the order of Quercus serrata, Q. variabilis, Q. mongolica, Styrax obassia, and Ulmus davidiana var. japonica. Based on grades of four tree form factors for all tree in the study plots, we estimate the change of tree numbers. DBH and height with the improvement cutting by different tree grade. When the higher tree grade was applied to tending operation, the number of stem was decreased, but the values of DBH and height were not changed much, predicted to improve the stand quality.

  • Recently, Looking at the watershed management policy in Korea, It is preparing to manage sub-watershed and tributary from the government-led mainstream management, such as the selection of algae focused management tributary, application of tributary-TMDLs. At this point, this study is attempted to propose the residents participatory watershed management methods that is possible daily, voluntary and customized management in the sub-watershed. As a results, through this study, we found out the importance of sub-watershed unit based watershed management because of the pollutants in blind spot. It is the prerequisite for watershed management to arrange practicable bottom-up approach that these investigated contents can be reflected in the various planning.

The Assessment and Reduction Plan of Radiation Exposure During Decommissioning of the Steam Generator in Kori Unit 1 (고리1호기 증기발생기 제염해체 시 작업자 피폭선량 평가 및 저감화 방안)

  • Korea's first commercial nuclear power plant, Kori Unit 1, was permanently shut down on June 18, 2017, after 40 years of successful operation. Kori Unit 1 plans to construct a waste treatment facility in the turbine building prior to commencement of dismantling in earnest. Various radioactive wastes are decontaminated, disassembled, cut and melted in the waste treatment facility and sent to the radioactive waste repository. The proportion of metal radioactive waste in dismantled waste is about 70%, of which large metal radioactive waste is mainly generated in the primary circuit and has high radioactivity, so radiation exposure must be managed during disassembly. In this study, the steam generators are selected as large metal radioactive waste, the exposure doses of the dismantling workers are calculated using RESRAD-RECYCLE code and the methods for reducing the exposure doses are suggested.
