세계 경제회복 시기가 불투명해짐에 따라 우리 외항해운업계의 시름 또한 나날이 깊어지고 있다. 이에 한국선주협회는 입법발의자인 국회의원들을 대상으로 우리나라 해양산업의 현황에 대한 이해를 높이고, 향후 국제경쟁력 강화 및 발전방향 등 관련 정책 입안에 참고할 수 있도록 선산체험행사를 가졌다. 바다와 경제 국회포럼 박상은 대표(한나라당)를 비롯한 국회의원 5명과 보좌관, 그리고 한진해운 조용민 부사장과 한국선주협회 김영무 전무 등은 한진 해운 컨테이너선에 승선하여 7박9일간 선원들과 생사고락을 함께 하며 해운 및 항만현장을 몸소 체험했다. 다음은 박상은 의원이 펴낸 '해사체험 및 해운 항만시찰 방중활동 결과보고서'를 정리한 것이다.

Recently, in the whole fields of industry including shipping business, the conception and importance of Human Factor is very highly and frequently emphasized. But the domestic crew disaster including injury and illness in our shipping business shows higher accident rate than other shipping countries. Therefore the developing of measures to prevent/reduce the accident is highly required as the marine accident including crew disaster causes enormous loss of property and human life in size and scale. But, because the domestic data regarding the crew accident are relatively insufficient and rule, the developing of those measures has many difficulties. Therefore, this study is to make the concerning data for the useful reference by showing the trend and current situation of crew accidents, assorted by the crew's rank, type of the accident, injured part of the body, cause of the accident, type of ships and type of the works when the accident occurred, by using the each ocean-going shipping company's recent 5 years('95∼'99) data in korea.

Recently, there are difficulties in operating brachtherapy machine in the radiotherapy department because of increasing the source price with decreasing nuclear reactor in the world. The development and technical features of the Ir-192 HDR sources (4.5 mm, 1.1 mm in diameter) in Korea were described in this report. We expect that this report will be helpful for hospitals to make the long-term plan for operating and managing HDR brachytherapy machine.

The COVID-19 pandemic reminded us again of the importance of essential workers who perform their roles in maintaining the stability of people's daily lives worldwide. Therefore, the International Maritime Organization and overseas countries designated seafarers as essential workers and proposed relevant measures for their protection to enable them to perform their role. In particular, the International Maritime Organization (IMO) urges related associations and member states to support safe boarding and disembarkation of seafarers. However, Seafarers were restricted from boarding or disembarking, shore leave and hospital treatment in certain countries owing to extreme nationalism. This study compares and analyzes the cases of international organizations and major overseas countries to provide a logical basis for the protection of seafarers who play an essential role in the safety of the global supply chain despite the COVID-19 pandemic. This study identifies the need to protect seafarers and their roles as essential workers in the shipping industry and suggests necessary aspects and institutional improvement measures for improving seafarers' working environment to strengthen the shipping industry's resilience. This study is expected to serve as future basic data for national policies aimed at reflecting the roles of seafarers as essential workers and the need to protect them.

COVID-19 is threatening the safety of ships and seafarers by delaying seafarer rotation. Shipping companies and governments have a blindspot in case of the onboard environment of seafarers. An effective, alternative plan should be devised to eliminate the possibility of human accidents in an emergency that threatens the safety of seafarers. According to the survey of former and current seafarers, the most important factor in boarding life was safety, and the most necessary thing during emergencies was to secure smooth seafarer rotation rather than improve wages and welfare. By analyzing the major routes of national shipping companies by continent, ports with a large number of calls and a high Air Connectivity Index were selected as the base port. In addition, the route was designed for effective, domestic seafarer rotation during international shipping. Other countries must be consulted to establish a travel route linking ships, ports, and airports for the safe return of sailors to their home countries during an emergency. In addition, it is necessary to work together for the seafarers who are in trouble of seafarer rotation through cooperation with the International Maritime Organization(IMO). Starting with this, the government should have a monitoring system for the return and non-return routes as well as the number of seafarers on board. If such a system is established, it will be able to determine the response direction of our country's policy in case of an emergency. Along with the shipping company's ef orts to improve the treatment of seafarers, national and social attention will be needed to review domestic laws and improve awareness about seafarers.

Organizational culture represents values and beliefs that members share and is a factor that influences the behavior of organizational members. Understanding organizational culture is a source of competitive advantage to increase the rate of success and efficient management of the organization. The purpose of this study is to determine the relationship between job satisfaction and the turnover intention of sailors. To achieve its purpose, the study was developed by examining the properties to be used for the demonstration and the purpose of the study, and verifying the hypothesis through empirical analysis. Empirical analysis showed that developmental, rational, and group cultures among organizational culture have a significant impact on job satisfaction. When the organizational culture has a group culture and an extrinsic factor to job satisfaction, it has a negative effect on turnover intention. This implies that the shipping company needs to foster organizational culture to feel like growing for Sailors themselves and to improve relationship and cooperation with other sailors rather than trying to control strongly. The shipping company will need to educate members and manage its organizational culture consistently for improving the organizational culture.

Korea entered the aging society in 2000 and has been officially classified as an aged society as of 2019. As a result thereof, the number of aging seamen and the number of marine accidents of aging crews have consistently increased every year. The aging of drivers, in the relam of road traffic, is the same as those in the field of shipping. However, research and policy-making to solve these problems in the realm of road transportation are more active than in the shipping field. Therefore, this study is aimed at finding education methods for reducing traffic accidents by old aging drivers and determining the benchmark in terms of maritime education. In the area of domestic and foreign road traffic, traffic safety education for older aging drivers is implemented as a way to reduce the causes of human factors in traffic accidents. This study analyzed the current situation of the maritime education field and combined it with the solution in the field of road traffic. First, it is deemed necessary to implement professional license acquisition education. Second, job refresher training for the renewal of the license for aging seamen has to be implemented. Lastly, it is imperative to implement the age transition education for aging seamen. This study, however, is limited to determining the improvement plan for maritime education in relation to aging seamen. Therefore, it is necessary to investigate varying studies in the future.

국내외 해사당국이 추진해온 해양사고 재발방지대책은 선박의 복원성 강화, 선원의 교육 훈련, 해상교통환경 개선 등이 주를 이루었다. 그러나 본 연구에서는 해양사고 통계분석을 바탕으로 선박 선원 교통환경에 대한 기존 정책의 정합성(整合性)을 종합적으로 검토하고 향후 운항자와 항행여건의 관계에 관한 인간공학적 접근이 필요함을 도출하였다. 이를 위해 교통이 밀집한 연안해역에서 인간이 느끼는 주관적 위험도를 객관적으로 평가하기 위한 수치모델의 개발 또는 개선 방안을 제시하였다.

중국경제의 지속적인 성장에 따른 동북아지역의 해상물동량 증가, 국민의 삶의 질 향상에 따른 레저활동 인구 증가와 선원의 고령화, 외국인 선원증가 현상 등 해상환경의 변화에 의한 해양사고 발생 가능성은 커지고 있다. 이에 정부는 안전수준 향상을 위한 해상교통의 체계적인 안전관리시스템 고도화 정책을 추진하고 있다. 따라서 본 연구에서는 국내외 도로교통, 건설업 등 안전부문에서 시행하고 있는 평가제도의 사례를 조사 분석하여 해운선사의 안전등급제 도입을 위한 제도의 목적, 도입방법, 평가방법 등을 제시함으로써 효과적인 제도도입 및 운영방안을 제시하고자 하였다.

우리나라 해운산업은 21세기 국가성장 엔진으로서 그 역할을 다하기 위해서는 해운기업에 대한 세제지원정책의 지속적인 시행과 선원문제를 포함한 해운인력의 안정적 확보방안이 시급히 마련되어야 할 것으로 지적되었다. 또 선화주간 실질적인 협력관계가 구축과 다양한 사업분야에서 우리의 해운기업이 세계해운시장을 주도할 수 있는 능력을 배양할 수 있도록 자율적인 경영체제 확립이 필요한 것으로 분석되었다. 다음은 해운물류산업 발전을 위한 공동워크숍 주제발표 내용을 간추린 것이다.
