최근 우리나라 연안해역에는 선박간의 빈번한 조우상황 및 교통량 증대로 해양사고 위험이 항상 잠재되어 있다. 또한, 선박 조선에 편의한 기술은 증대하고 있으나 충돌사고는 줄어들지 않고 있어, 경험을 기반으로 한 선박 조선은 한계에 왔으며, 선박의 충돌위험도의 정량화가 필요하다. 본 연구는 선박운항자의 주관적인 위험도를 나타내는 모델(PARK's Model / Potential Assessment of RisK)을 이용하여, 선박에서 간편하고 쉽게 이용할 수 있는 어플리케이션을 개발하고 이를 실제 선박에 탑재하여 그 효용성을 점검하여 선박통항 안전성에 기여하고자 한다. 이를 통해 선박에서 뿐만 아니라, 관제사에게 객관적인 정보를 제공하며, 예비 항해사를 위한 충돌예방 교육용 도구로도 사용하고자 한다.

In this study, we propose a method for evaluating the risk of collision between ships to support determination on the risk of collision in a situation in which ships encounter each other and to prevent collision accidents. Because several uncertainties are involved in the navigation of a ship, must be considered when evaluating the risk of collision. We apply the Dempster-Shafer theory to manage this uncertainty and evaluate the collision risk of each target vessel in real time. The distance at the closest point approach (DCPA), time to the closest point approach (TCPA), distance from another vessel, relative bearing, and velocity ratio are used as evaluation factors for ship collision risk. The basic probability assignments (BPAs) calculated by membership functions for each evaluation factor are fused through the combination rule of the Dempster-Shafer theory. As a result of the experiment using automatic identification system (AIS) data collected in situations where ships actually encounter each other, the suitability of evaluation was verified. By evaluating the risk of collision in real time in encounter situations between ships, collision accidents caused by human errora can be prevented. This is expected to be used for vessel traffic service systems and collision avoidance systems for autonomous ships.

The ship's maneuverability is the important factor to avoid ship's collisions. The ship's maneuverability is usually measured in a deep water, and the turning ability is decreased and the course stability is improved in a shallow water. The variation of the turning ability could cause the risk of collision. In this paper, we proposes application technique of Variable Safe-Guard Ring to consider the shallow water effect and to be simple to estimate the grade of collision risk simultaneously. Through the mathematical simulation, the availability of new method was varified. Therefore this method is expected enough to support a maneuver for collision avoidance.

선박의 조타기 작동 신호를 AIS를 통하여 전달함으로써 상대선박의 변침의도를 신속히 파악하여 충돌위험을 피할 수 있는 선회조기감지시스템을 구현하고 실선실험을 통하여 그 실효성을 검증하였다. 또한, 실선실험을 통해 선박의 타각정보가 AIS를 통해 송 수신이 가능하다는 것을 확인하였으며, ECDIS에 표시된 타각정보는 주변선박의 충돌회피에 크게 기여할 것으로 판단된다. 선회조기감지시스템은 선박의 안전운항을 위한 정보 제공의 필요성, 선박 통항량 증가 및 고속화 등으로 인한 위험성 증대로 VTS관제의 역할이 더욱 중요시 되고 있는 상황에서 선박의 조타각이 표시된 해당 시스템을 활용할 경우 변침상황을 보다 신속히 파악할 수 있으므로 관제가 보다 쉬워질 것으로 예상된다. 또한, 선박의 침몰이나 VDR의 소실로 인한 해양사고 분석의 어려움도 AIS를 통한 조타신호가 저장된 해양안전종합정보시스템(GICOMS)의 분석을 통해 다소 해소될 것으로 판단된다.

This paper considers the Marine Traffic Risk Assessment for fixed and moving targets, which threaten officers during a voyage. The Collision Risk Assessment Formula was calculated based on a dynamic ship domain considering the length, speed and maneuvering capability of a vessel. In particular, the Navigation Risk Assessment Model that is used to quantitatively index the effect of a ship's size, speed, etc. has been reviewed and improved using a hybrid combination of a vessel's dynamic area and the Collision Risk Assessment Formula. Accordingly, a new type of Marine Traffic Risk Assessment Model has been suggested giving consideration to the Speed Length Ratio, which was not sufficiently reflected in the existing Risk Assessment Model. The larger the Speed Length Ratio (dimensionless speed), the higher the CJ value. That is, the CJ value is presented well by the Speed Length Ratio. When the Speed Length Ratio is large, states ranging from [Caution], [Warning], [Dangerous] or [Very Dangerous] are presented from a greater distance than when the Speed Length Ratio is small. The results of this study, can be used for route and port development, including dangerous route avoidance, optimum route planning, breakwater width, bridge span, etc. as well as the development of costal navigation safety charts. This research is also applicable for the selection of optimum ship routing and the prevention of collisions for smart ships such as autonomous vessels.
When VTSOs (Vessel Traffic Service Operator) determine the degree of collision risk for two vessels, they consider comprehensive information about each vessel's course, speed, DCPA, TCPA, and encountering situation. In this study, we proposed a utility function based on the risk attitudes of VTSOs toward the Risk Index (RI). The RI was calculated using the risk of encounter, the risk of approach, and the risk of time for two vessels in order to predict each ship's collision risk from the VTS viewpoint. We obtained each coefficient of the RI and the risk attitude through a survey of collision risks among VTSOs of Korea. In order to verify whether the proposed utility is reasonable, we validated by applying the degree of collision risk to some historical cases of accidents in Busan port along with the Ship of ES value($ES_S$) of ES(Environmental Stress) model.

Collision avoidance algorithm of vessels have been studied to avoid collision and grounding of a vessel due to human error. In this paper, We propose a collision avoidance algorithm using bayesian estimation theory for safety sailing and reduced risk of collision accident. We calculate collision risk for efficient collision avoidance using bayesian algorithm and determined the safest and most effective collision risk is predicted by using re-planned with re-evaluated collision risk in the future(t=t'). Others ship position is assumed to be informed from AIS. Experimental results show that we estimate the safest and most effective collision risk.

해상에서 긴급상황 발생 시 선박운항자는 짧은 시간에 신속 정확한 의사 결정을 할 필요가 있다. 이를 위해서 해양사고(충돌, 좌초, 화재, 엔진고장, 조타고장) 심각성에 따른 대피항로(해경선, 비상투묘, 표류, 임의좌주, 주변선박) 선정 알고리즘을 설계하였고, 선박운항자를 위한 긴급대피지원안내 시스템을 개발 중에 있다. 본 연구에서는 대피항로 선정 지원 기술 중 비상투묘와 충돌위험도를 중심으로 시스템 적용 모델의 타당성의 평가하고 알고리즘의 신뢰성을 검증하였다. 비상투묘 지원 기술의 검증을 위해 국내외 해양사고 보고서 및 재결서를 분석하고 알고리즘에 적용해 결과를 비교하였다. 충돌위험도를 검증하기 위해 재결서의 선박 충돌 사고 사례를 시뮬레이션으로 재현하였고, 시뮬레이션 기록 데이터를 기반으로 PARK model, IWRAP MK2 프로그램을 이용해 충돌위험도를 평가하였다. 본 연구의 결과를 통해 해양사고 발생 시 선박과 인명 피해를 최소화할 수 있을 것으로 예상된다.
In ports of Korea, the marine traffic flow is congested due to a large number of vessels coming in and going out. In order to improve the safety and efficiency of these vessels, South Korea is operating with a Vessel Traffic Service System, which is monitoring its waters for 24 hours. However despite these efforts of the VTS (Vessel Traffic Service) officers, collisions are occurring continuously, the risk situation is analyzed that occurs once in about 20 minutes, the risk may be greater. It investigated to reduce these accidents by providing a safety standard for collision danger in a timely manner. Thus, this study has developed a risk prediction module to predict risk in advance. This module can avoid collision risk to adjust the speed and course of ship using a risk evaluation model based on ship operator's risk perspective. Using this module, the ship operators and VTS officers can easily be identified risks in complex traffic situations, so they can take an appropriate action against danger in near future including course and speed change. To verify the effectiveness of this module, this paper predicted the risk of each encounter situation and confirmed to be capable of identifying a risk changes in specific course and speed changes at Busan coastal water.

Various studies on the method of ship collision risk assessment for alarm have been reported constantly, and the result of the studies is applied to navigation devices. However, it is known that navigators ignore or turn off frequent alarms from the devices of predicting collision risk, because they may avoid collisions in the most of situations. In oder to make the prediction of ship collision risk more useful, it is necessary to consider the customary actions of ship collision avoidance. This paper proposes a system of analyzing collision avoidance measures of ships according to the types of encounter and managing the avoidance history of each ship. The core module of the system is designed as a neuro-fuzzy based inference system, and the test of the module validates the proposed system.
