  • In this paper we propose a collision risk decision system for collision avoidance system A collision avoidance system carries out collision avoidance based on collision risk of unknown obstacle. In the traditional researches, using DCPA and TCPA for calculating the collision risk has problem that they produce a same collision risk for ship which located in the given distance. The solves the problem we use DCPA, TCPA, and VCD for calculating collision risk. A proposed system has two advantages that is produce more detailed collision risk and reflects the international Regulations for Preventing Collision at Sea.

A Basic Study on Prediction Module Development of Collision Risk based on Ship's Operator's Consciousness (선박운항자 의식 기반 충돌 위험도 예측 모듈 개발에 관한 연구)

  • In ports of Korea, the marine traffic flow is congested due to a large number of vessels coming in and going out. In order to improve the safety and efficiency of these vessels, South Korea is operating with a Vessel Traffic Service System, which is monitoring its waters for 24 hours. However despite these efforts of the VTS (Vessel Traffic Service) officers, collisions are occurring continuously, the risk situation is analyzed that occurs once in about 20 minutes, the risk may be greater. It investigated to reduce these accidents by providing a safety standard for collision danger in a timely manner. Thus, this study has developed a risk prediction module to predict risk in advance. This module can avoid collision risk to adjust the speed and course of ship using a risk evaluation model based on ship operator's risk perspective. Using this module, the ship operators and VTS officers can easily be identified risks in complex traffic situations, so they can take an appropriate action against danger in near future including course and speed change. To verify the effectiveness of this module, this paper predicted the risk of each encounter situation and confirmed to be capable of identifying a risk changes in specific course and speed changes at Busan coastal water.

Development of a Collision Risk Assessment System for Optimum Safe Route (최적안전항로를 위한 충돌위험도 평가시스템의 개발)

  • In coastal waters where the traffic volume of the ship is high, there is a high possibility of a collision accident because complicated encounter situations frequently occurs between ships. To reduce the collision accidents at sea, a quantitative collision risk assessment is required in addition to the navigator's compliance with COLREG. In this study, a new collision risk assessment system was developed to evaluate the collision risk on ship's planned sailing routes. The appropriate collision risk assessment method was proposed on the basis of reviewing existing collision risk assessment models. The system was developed using MATLAB and it consists of three parts: Map, Bumper and Assessment. The developed system was applied to the test sea area with simple computational conditions for testing and to actual sea areas with real computational conditions for validation. The results show the length of own ship, ship's sailing time and sailing routes affect collision risks. The developed system is expected to be helpful for navigators to choose the optimum safe route before sailing.

  • Various studies on the method of ship collision risk assessment for alarm have been reported constantly, and the result of the studies is applied to navigation devices. However, it is known that navigators ignore or turn off frequent alarms from the devices of predicting collision risk, because they may avoid collisions in the most of situations. In oder to make the prediction of ship collision risk more useful, it is necessary to consider the customary actions of ship collision avoidance. This paper proposes a system of analyzing collision avoidance measures of ships according to the types of encounter and managing the avoidance history of each ship. The core module of the system is designed as a neuro-fuzzy based inference system, and the test of the module validates the proposed system.

선회조기감지시스템 활용방안에 관한 연구

  • 선박의 조타기 작동 신호를 AIS를 통하여 전달함으로써 상대선박의 변침의도를 신속히 파악하여 충돌위험을 피할 수 있는 선회조기감지시스템을 구현하고 실선실험을 통하여 그 실효성을 검증하였다. 또한, 실선실험을 통해 선박의 타각정보가 AIS를 통해 송 수신이 가능하다는 것을 확인하였으며, ECDIS에 표시된 타각정보는 주변선박의 충돌회피에 크게 기여할 것으로 판단된다. 선회조기감지시스템은 선박의 안전운항을 위한 정보 제공의 필요성, 선박 통항량 증가 및 고속화 등으로 인한 위험성 증대로 VTS관제의 역할이 더욱 중요시 되고 있는 상황에서 선박의 조타각이 표시된 해당 시스템을 활용할 경우 변침상황을 보다 신속히 파악할 수 있으므로 관제가 보다 쉬워질 것으로 예상된다. 또한, 선박의 침몰이나 VDR의 소실로 인한 해양사고 분석의 어려움도 AIS를 통한 조타신호가 저장된 해양안전종합정보시스템(GICOMS)의 분석을 통해 다소 해소될 것으로 판단된다.

소형선박의 운항특성을 고려한 VTS의 충돌위험도 기초 연구

  • 본 연구에서는 소형선박과 일반 상선의 운항 특성을 분석하기 위하여 각 선박의 코스의 정침 정도를 분석하였다. 그 결과, 항해중인 일반 상선의 경우 코스의 변침정도가 표준 편차 1~2도 내외로 정규분포를 나타내고 있음을 알 수 있었다. 그러나 소형선박 특히 어선의 경우 조업 중일 때는 표준 편차가 50~100도, 항해 중일 때는 표준 편차가 5~10도 내외로 나타남을 확인할 수 있었다. 또한 선박 간 충돌위험 상황이 발생시 VTSO가 선박 간의 관제 우선순위와 여유시간에 따른 관제 건수를 설문하였다. 이 연구 결과를 토대로 VTS에서의 소형선박에 대한 충돌 위험도를 구하기 위한 기초 자료로 활용하고자 한다.

Establishment of Navigational Risk Assessment Model Combining Dynamic Ship Domain and Collision Judgement Model (선박동적영역과 충돌위험평가식을 결합한 항해위험성평가모델 전개)

  • This paper considers the Marine Traffic Risk Assessment for fixed and moving targets, which threaten officers during a voyage. The Collision Risk Assessment Formula was calculated based on a dynamic ship domain considering the length, speed and maneuvering capability of a vessel. In particular, the Navigation Risk Assessment Model that is used to quantitatively index the effect of a ship's size, speed, etc. has been reviewed and improved using a hybrid combination of a vessel's dynamic area and the Collision Risk Assessment Formula. Accordingly, a new type of Marine Traffic Risk Assessment Model has been suggested giving consideration to the Speed Length Ratio, which was not sufficiently reflected in the existing Risk Assessment Model. The larger the Speed Length Ratio (dimensionless speed), the higher the CJ value. That is, the CJ value is presented well by the Speed Length Ratio. When the Speed Length Ratio is large, states ranging from [Caution], [Warning], [Dangerous] or [Very Dangerous] are presented from a greater distance than when the Speed Length Ratio is small. The results of this study, can be used for route and port development, including dangerous route avoidance, optimum route planning, breakwater width, bridge span, etc. as well as the development of costal navigation safety charts. This research is also applicable for the selection of optimum ship routing and the prevention of collisions for smart ships such as autonomous vessels.

  • Vessels sail according to the COLREG to prevent a collision. However, it is difficult to apply COLREG under special situation as heavy traffic, at this time personal skills of the operator are required. In this case, traffic control is required through the maritime traffic monitoring system. Therefore, maritime traffic management is globally implemented by VTS. In this system, VTS of icer uses the VTS system to assess risks and recommends possible safety operation to vessels with radio systems. This study considers that the risk analysis method with AI (Artificial Intelligence) technology from the operator's aspect. In addition, the research explains the Maritime Traffic Safety Monitoring System, Including AR (Augmented Reality) technology to increase vessel control efficiency. This system is able to predict hazards and risk priorities, and it leads to sequential elimination of dangerous situations. Especially, the hazard situations can be analyzed from operator's perspective of each vessel instead of the VTS officer's aspect, which is more practical than the conventional method. Furthermore, the result of analysis enables to comprehend quantitative hazardous areas and support recommended routes to avoid a collision. As a result, I firmly believe that the system will support to prevent a collision in complex traffic waters. In particular, it could be adopted as a collision prevention system for Maritime Autonomous Surface Ship, which occupies a significant proportion in Maritime 4th industrial revolution.

  • Recently, many maritime accidents have been increased and the collisions due to human error are given a great deal of proportions out if them We develop the Real-time Collision Risk Monitoring System (CRMS) for the navigational officers to cope with the emergency situation promptly and thus to reduce the probability if casualty. In this study, the risk of collision is evaluated by two kinds if method. The first method is based on Fuzzy algorithm, which evaluates the risk of collision between traffic ships. The second method is based on Environmental Stress (ES) Model, where the total risk if collision is evaluated by the environmental stress felt by human. The developed real-time CRMS has been installed to the ship handling simulator system and its capabilities have been tested through simulator experiments.
