  • As the Port State Control Inspection recognized that almost marine casualties are caused by human faults rather than vessel's defaults, it has put more emphasis on the qualification of ships' crew and the education required. Accordingly, for shipping companies it is an urgent task to operate effective crew education system that can meet the standards of international agreements and domestic laws. Therefore, this study aims at deriving the attitude of crews of 'S' shipping company on the education and some implication for the effective crew education systems. For this questionnaire survey has been carried out and the data analysed by the respondent groups.

Validation on the algorithm of estimation of collision risk among ships based on AIS data of actual ships' collision accident (선박충돌사고 AIS 데이터 기반 선박 충돌위험도 추정 알고리즘 검증에 관한 연구)

  • An estimation algorithm of collision risk among multiple ships has been developed in order to reduce human error and prevent collision accidents. The algorithm is designed to calculate the collision risk among ships based on Fuzzy theory by using AIS data as traffic information. In this paper, to validate the algorithm, the AIS data of actual collision accident, which occurred between a product carrier and a cargo carrier in Busan harbor in 2009 are collected. The replay simulation is carried out on the actual AIS data and the collision risk is calculated in real time. In this paper, the features of the estimation algorithm of collision risk and the results of replay simulation based on AIS data of actual collision accident are discussed.

  • Artificial Intelligence (AI) technology is a major technology that develops smart ships into autonomous ships in the marine industry. Autonomous ships recognize a situation with the information collected without human judgment which allow them to operate on their own. Existing ship systems, like control systems on land, are not designed for security against cyberattacks. As a result, there are infringements on numerous data collected inside and outside the ship and potential cyber threats to AI technology to be applied to the ship. For the safety of autonomous ships, it is necessary to focus not only on the cybersecurity of the ship system, but also on the cybersecurity of AI technology. In this paper, we analyzed potential cyber threats that could arise in AI technologies to be applied to existing ship systems and autonomous ships, and derived categories that require security risks and the security of autonomous ships. Based on the derived results, it presents future directions for cybersecurity research on autonomous ships and contributes to improving cybersecurity.

On the Educational and Cultural Aspects in the Ship Safety Assessments (선박의 안전평가에서 교육적, 문화적 영향인자에 대하여)

  • The current paper is to review the need to considering cultural and educational aspects rather than technical approaches for the maritime safety. General and rather simple views on culture and education are provided as well as the state-of-the-art of the methodologies on ship safety assessment. Conclusions such as the national role and contributions to the international bodies and the third worlds are drawn in addition to the importance of cultural and educational factors to enhance the safety of ships.

  • As the technology of Speech Recognition(SR) and Text-To-Speech(TTS) develops rapidly, voice control and guidance system is thought to be very helpful for safe navigation. But Voice Control and Guidance System(VCGS) is not yet so popularly included in Navigation Supporting System(NSS). The main reason of this is that VCGS is so complicated and user-unfriendly that navigation officers hesitate to use VCGS. Frequent errors in operating VCGS due to low rate of SR are another reason. To make VCGS more practicable for safe navigation, we design the user-friendly VCGS. Firstly, by using interviews we survey functions and procedures that navigation officers want to be included in VCGS. Secondly, to raise the rate of SR, we tun the environmental noise in bridge and to reduce the errors due to low rate of SR in operating VCGS, we design the functions of self-correction. Also we apply a user-independent SR engine so that procedures of teaming of speakers is basically not necessary. Using simulator experiments the functions and procedures of the user-friendly YCGS for safe navigation are evaluated and the results of evaluation are fed back to the design. As a result, we can design the VCGS more helpful for safe navigation. In this paper, we describe the features of the user-friendly VCGS for safe navigation and discuss the results of simulator experiments.

  • 선박의 수중방사소음은 다양한 기계류나 추진기 흑은 선체와 유체간의 상호 작용으로 인하여 여러 형태의 특성신호로 나타나며, 속력 종속적인 추진계통 신호 성분과 비종속적인 보기류 신호 성분이 혼재되어 다수의 신호성분으로 나타난다. 또한 토널 신호의 세기와 바다의 음향 전달 특성 등으로 인하여 신호가 미약하게 되거나 끊어져서 불연속하게 나타나기도 한다. 본 연구에서는 이러한 점을 해결하기 위해 선박의 Tonal성 신호를 자동으로 탐지하고 분류하기 위해 스펙트로그램 상에서 연속되는 신호에 가중치를 주어 지속성 신호여부를 판별한 후에 정해진 임계치를 초과하는 성분을 Tonal로 선정하였으며, 선정된 Tonal 신호의 발생 기원이 속력 종속/비종속적인지를 자동으로 판별하는 알고리즘을 실제 선박 방사소음에 대해 적용한 결과에 대해 보고한다.

  • 안전한 선박운항과 해양사고 예방을 위해서는 선박소유자를 비롯한 해운회사 경영진의 안전의식 내재화와 안전을 최우선으로 생각하는 인식의 변화가 요구된다. 그러나 해양사고 예방을 위한 교육은 주로 선박운항 종사자를 대상으로 시행되고 있고 안전의 최고 의사결정자인 선사의 경영진을 대상으로 한 교육 프로그램은 부족한 상황이다. 이에 해양수산부에서는 2015년부터 선사 CEO 해양안전리더 교육을 실시하고 있다. 이 교육의 대상은 해운선사의 경영진이며 안전에 대한 이론, 실무, 타 회사의 안전경영 사례 등을 공유하여 교육수료자가 해양안전 리더로서 선도적으로 안전경영을 해나가도록 유도하고 안전문화를 정착시키는데 목적을 두고 있다. 따라사 교육 프로그램의 내용과 교육대상자의 교육만족도는 향후 교육 프로그램의 개선, 발전을 위해 중요한 사항이라 할 수 있다. 본 연구에서는 해양안전리더 교육 프로그램의 만족도를 조사하여 분석함으로써 교육과정 개선 등에 활용될 수 있을 것으로 기대된다.

A Study for Tonal Signal Automatic Classification of Ship-Radiated Noise (선박 방사소음의 Tonal 신호 자동분류에 관한 연구)

  • The ship radiated noise appear the various characteristic signals due to the mechanic system in the ship, the propeller and the interaction between ship body and sea water. Generally, it is classified two main components: the speed dependent signal and the speed independent signal. It is required that very complex procedure to classify the signal origin from the ship-radiated noise. This paper presents techniques to automatically detect and classify the tonal signals ken the ship-radiated noise, using the Q factor and the neural network.

  • 최근 자율운항선박(Maritime Autonomous Surface Ship, MASS)의 개발이 활발히 추진되고 있다. 자율운항선박의 완전한 자동화가 이뤄지기까지 육상센터에서 원격제어(Remote Control)로 선박을 운항하게 된다. 따라서 해기사의 역할을 육상 원격제어자가 수행하게 되며, 원격제어에 요구되는 기술, 교육, 시스템 등 여러 측면으로 이슈가 되고 있다. 아울러, 아직 구체적으로 고려되지 않는 원격제어자의 최적 원격제어 자세에 대한 고려가 필요하다. 제어자세는 업무의 집중도, 사고의 위험성 등에 많은 영향을 줄 수 있다. 그래서 이 연구에서는 현재 일반적으로 항해하는 형태인 서서하는 형태와 앉아서 하는 형태로 구분하여 항해 시 나타나는 해기사의 기술적 행동을 상황인식을 중심으로 고찰하였다. 추후 다양한 기술적 행동 분석 실험을 통해 자세결정을 위한 평가 기법을 제시할 예정이다.

A Study on the Development of Marine Traffic Risk Model for Mariners (선박운항자 해상교통위험도 모형 개발에 대한 연구)

  • Although Korea's coastal areas increasingly experience marine accident due to frequent ship encounters, increased vessel traffic and large vessel, there is a no specific model to evaluate the navigating vessel's risk for the given situation. The maritime transport environmental assessment is necessary due to the amended marine traffic law. However, marine safety diagnosis is now evaluated by foreign models. In this paper, therefore, we suggest a domestic model catering to and reflecting the characteristics of Korea's costal areas as well as those of vessel navigator's risk. We can evaluate subjective risks using this model, and can establish the model output as maritime risk exposure assessment system. We have performed analyses of variance and multiple comparison to identify the factor affecting subjective risks. As a result, measurable subjective risks of maritime traffic accident based on our suggested model can be expressed using the maritime risk exposure assessment system with geographic information system.
