In managing shipping business, the concept of seaworthiness of the vessel has developed in accordance with the development of the shipping industry. However, despite of the development of the vessel's seaworthiness, marine accident has continuously occurred at sea. International Maritime Organization(IMO) has paid attention to the research and investigation of Human Error in shipping operations in addition to physical seaworthiness of the vessel. In 1994, IMO adopted the "International Management Code for the Safe Operation of Ships and for Pollution Prevention(ISM code)" of "SOLAS 1974" Annex, to take countermeasure against this human error. In 1999, Korea adopted the 'ISM Code' and then enacted the Maritime Safety Act (previously Maritime Traffic Safety Act). The Maritime Safety Act regulates necessary qualifications of the Human Resources of shipping companies for establishment and implementation of the safety management system. However, there has been a discrepancy between shipowners and ship management companies in interpreting the legislative texts, finally causing confusion. In this paper, I would like to examine the deficiencies in the regulation on the standard of qualifications of the Designated Person under the Maritime Safety Act and thereby suggest any possible improvements in it.

어선의 경우 어선운영자의 어선 자율정비 및 안전관리 능력이 미흡하고, 안전관리 수행 인력이 절대적으로 부족한 상태이다. 또한 어선 및 어선사업장의 지도 감독업무가 지방자치단체에 위임되어 있으나 인력 및 전문성 부족 등으로 개별어선에 대한 직접 관리가 곤란하여 어선 해양사고 예방을 위한 적극적 관리가 되지 못하고 있다. 따라서 국내 어선의 안전관리 현황과 문제점을 분석하여 수산업계에 대한 자율적인 안전관리체제의 구축 등 안전관리시스템 개선방안을 제시하고자 한다.

IMO는 MEPC 73차(2018.10) 회의에서 선박부착생물 관리절차, 방오성능, 수중소제, 선체설계 및 교육사항이 구체적으로 명시될 수 있도록 기존 지침의 유효성평가가 승인되었으며 수집된 정보를 바탕으로 관리지침서 개정을 검토하고 있어 향후 선박부착생물 관리 가이드라인도 규제화 될 가능성이 높다. 우리나라는 IMO 선체 부착생물규제 대응하기 위해 외래 유해침임종 관리를 위한 최적을 방안을 도출 할 필요가 있다.

2012년 2월 5일을 기점으로 하여 소방검정 시스템에 대하여 전반적인 변화가 있었다. "소방시설 설치 유지 및 안전관리에 관한 법률" 개정시행과 동시에 행정안전부령인 "소방용 기계 기구의 형식승인 등에 관한 규칙"이 "소방용품의 품질관리에 관한 규칙"으로 명칭이 변경되었다. 이에 따라 제품검사방법에 제조업체에서 유통 전에 생산시마다 검사하는 생산제품검사와 제조업체의 품질관리에 따라 검사하는 품질제품검사를 도입하는 등 소방검정시스템이 크게 바뀌었으며 이에 따른 주요 변경사항과 소방검정시스템에 대하여 소개하고자 한다.

국민의 해양활동 증가로 전체 선박사고의 약 86%가 연안에서 발생하고, 레저선박 등 중소형선박이 89%를 차지하고 있다. 선박 이용자는 복잡다양하게 증가하고 있으나, 해양안전의식이 부족하고 이에 맞는 안전관리대책이 필요하다. 레저선박 이용자의 안전항행 지원과 연안 및 마리나에서의 해양사고를 줄이기 위해 이용자가 이용하고 있는 각종 자료(기상정보, 항로정보, 마리나 정보, 주제도 등)와 해역이용자, 관제자의 의견을 반영한 해양기상, 항로정보, 안전정보, 레저 정보 등 종합적인 빅데이터를 가공하여 레저선박 이용자에게 꼭 필요한 전용항해안전 시스템 개발을 위한 기초 연구를 수행하고 있다.

A support system which allows operator to check the condition of a vessel and to warn the sea risk in order to prevent accidents of leisure boats, is required. Therefore, this paper proposes a navigational safety support system to ensure the safety of vessels by monitoring and managing the status of those ships. In developing a system process, each developed equipment is integrated and verified whether the functional, compositional and operational algorithms are working properly according to the designed object.

In this study, we had investigated several input factors and output factors, to maintain safety management, of domestic shipping companies, and then had analyzed the efficiency of performance of performance about each shipping companies' safety management system from 1998 year to 2004 year using DEA method As the result of analysis, the annual mean efficiency of total companies tended downward every year. Analysis was that the cause was increase of the cost of repairing ship, the cost of ship's stores and idle day of ship.
