Analysis of the Importance of Eco-friendly Ship Dissemination Policy using the Analytic Hierarchy Process (계층분석법(AHP)을 이용한 친환경선박 보급정책의 중요도 분석)

  • The International Maritime Organization (IMO) is tightening environmental regulations in the shipping sector to reduce air pollutants such as greenhouse gases emitted from ships. Meanwhile, the paradigm of the shipbuilding and shipping industries is shifting toward eco-friendly and high-efficiency ships worldwide. The Republic of Korea is also promoting a policy to expand the supply of eco-friendly ships from 2020 to disseminate them. In this article, a survey was conducted with 12 experts on the government's eco-friendly ship supply policy, and the priority of the policy was evaluated using the analytic hierarchy process (AHP). As a result of the comprehensive evaluation of the priorities for six priority tasks, "Securing the world's leading technology for future eco-friendly ships" for the development of carbon-free and low carbon ships was the highest. This study, which analyzed the importance of eco-friendly ship policies through AHP analysis, can be used as data to preemptively respond to international marine environmental regulations and to improve policy execution efficiency such as budget allocation and policy development regarding protecting national shipping and shipbuilding industries.

  • As regional air pollution gets worse by the sulfur oxides emitted from various types of vessels passing through the many countries, the International Maritime Organization establishes the emission control areas and regulates sulfur dioxide in those areas. In order to satisfy these regional regulations, the fuel selection method and the exhaust gas post-treatment device are applied to the ships. Due to the economic reasons, the post-treatment method of exhaust gas for reducing the amount of sulfur oxides discharged is mainly preferred. The scrubber which is dominantly used in the ships are the spray type system where the sprayed liquid drops used for capturing the soluble sulfur dioxides in the exhaust gas. The performance of the spray type system depends on the size distribution of the sprayed droplets. In order to evaluate this performance, we designed counterflow type scrubber and cyclone scrubber and evaluated the desulfurization efficiency and the amount of droplet evaporation according to the size of each droplet by using computational fluid dynamics. The Eulerian-Eulerian analysis method was used because the scrubber had a gas-liquid two-phase flow inside the scrubber. When the diameter of the droplet was $100{\mu}m$, $300{\mu}m$, $500{\mu}m$ and $700{\mu}m$. As a result, both of scrubbers showed high desulfurization efficiency and low evaporation amount at $500{\mu}m$ and $700{\mu}m$.

  • Attempt was made to identify potential pollutants in Korean Sean and to assess their environmental qualities. Existing pollution data for these Seas so scarce that environmental quality assessment was not possible. However, numerous pollutants were identified. Among them, heat and radioactivity from electric power plants, organic wastes from ocean dumping and land based sources, and accidentally spilled oils are suspected to be of most concern.

  • In recent years emissions of pollutants from ship sources, especially NOx and SOx, is controlled by IMO(International Maritime Organization). The emissions of pollutants from ship sources in Pusan is considerably large, because the number of ship's coming and going in Pusan port is larger than that of other ports in Korea. Since Pusan is under the strong influence of land-sea breezes, pollutants emitted from ship sources will be transported into the inland. Control of emissions from ship sources is required to devise effectively the policy of air quality management in Pusan. Therefore this paper considered the present condition of total pollutant sources and emission characteristics including in coastal urban area.

  • Air quality modeling about coastal urban region such as Pusan shoud be consider shipping source emmited from ships anchoraging and running. It has been proved at our previous studies that the ratios of air pollutants emission amount in coastal area to inland are 12.2% for NO$_2$ and 11.7% for $SO_2$ and the air qualify of coastal urban area consierably counts on ships. Also the dispersion pattern of the all pollutants followed local circulation system in this region. Therefore this study has been developed air quality model which can describe the formation, transport, transformation and deposition processes of air pollutants considering shipping source. Currently, restriction for emission amount of ships does not exist, so our study will be useful to set the omission standard and for devising air quality policy in coastal urban region.

A Study on the Industrial Competitiveness of Ballast Water Management System in Compliance with the International Maritime Organization Ballast Water Management Convention in Korea (우리나라 선박평형수처리시스템(BWMS) 산업의 경쟁력 분석에 관한 연구)

  • In this study, we compared and analyzed the Revealed Comparative Advantage (RCA) and Trade Specialization Index (TSI) based on ballast water management systems (BWMS) trade data, which are related to the International Maritime Organization (IMO) Ballast Water Management Convention to suggest the current status of Korea's industrial competitiveness and suggest future development directions for the BWMS industry. As international interest in eco-friendly vessels is expanding, the IMO is engaged in dramatic discussions and agreement-making related to marine emissions of pollutants from ships. IMO member states that must implement this convention are striving to develop technology and secure industrial competitiveness as major industries in the eco-friendly shipping sector, with the BWMS industry experiencing a high market entry barrier and the possibility of the leading market entrants gaining leadership. The Republic of Korea accounts for 17 (approximately 38 %) of the 45 BWMS that received final approval as of October 2019. Based on trade data relating to product codes HS842219, HS84212, and HS89, the RCA index and TSI were calculated and compared. The findings revealed that the Republic of Korea has relative inferiority compared to countries such as Germany and Denmark. Despite this, Korea's favorable industrial environment, which includes several IMO-approved BWMS technologies and the possession of domestic certification institutions, is likely to strengthen its competitiveness in the BWMS market.

  • The strengthened regulations for atmospheric emissions from ships have caused a necessity of new, alternative power system in ships for the low pollutant emissions and the high energy efficiency. Recently, new kinds of propulsion power system such as fuel cell system, which use hydrogen as an energy source, have been sincerely considered. The purpose of this work is to predict the performance of gasoline fueled SOFC system and to analyze the influence of operating temperature, current density, S/C, and H2 utilization ratio. The results are compared with the methane fueled system. The results show that the cell voltage and $O_2$ utilization ratio are major factors on the performance of system and the gasoline fueled SOFC system have lower efficiency than the methane fueled system.

[$CO_2$] Emission from Carbon of Marine Fuel Oil in New Ships (신조선에서 연료탄소로부터의 $CO_2$ 배출 특성)

  • This study dealt with the measurement of exhausted gas concentration, the estimation of a combustion efficiency, and the review of IMO indexing. We concentrated on establishing the basic data to take a counterplan coping with $CO_2$ regulations. The average combustion efficiency was 98% in shop test of new engines and 96.5% in sea trial test of new ships, respectively. It would become lower for the old engine or/and ship. High combustion efficiency results in high $CO_2$ emission and low combustion efficiency results in high emission of incomplete combustion products. The efficient method reducing $CO_2$ emission without an increase in noxious air pollutants would be the development of a substitute fuel and the fuel-efficient and economical engine, and the fair play among shipping agencies in a ship speed. In reviewing of IMO indexing, it is necessary to begin by analyzing the carbon content of a marine fuel for a precise estimates.

  • When we consider to develop a new harbor, the most important factor, we think, is the lowest water depth of waterway and approaching channel for safe navigation of vesse. The existing harbors have been being dredged to meet the international trend of jumbo sized vessels by adopting the new design criteria. As the dredged materials over the expected at the design level were common and there are still lack of land based reclamation area, we have no choice to discharge the dredged materials in open sea area. In this study, we analysed the behavior of discharged materials at the dumping area of offshore open sea, which were collected from the dredging work at the waterway in Busan New Port. We measured the tidal currents and analyzed the waters of dumping site after the dumping work. these were used to evaluate the numerical models. Suspended Solids(SS) were introduced to the diffusion model. Because of the characteristics of the dumping site, the speed of initial diffusion and settle down of the discharged materials was so fast. Therefore, we believe that the dumped materials do not cause a significant impact to the marine environment.
