해상 빅데이터 기반의 공간지도를 활용한 황산화물 배출규제 효과 분석

  • MARPOL (Maritime Pollution Treaty) 부속서 (Annex VI) 경우 대기오염 규제 내용이며, 최근 선박 배기가스 배출규제 강화 목적 개정됨에 따라 관련 규정을 충족하기 위한 적극적인 조치가 요구된다. 예를 들어 Sulfur Dioxide (SOx, 황산화물) 경우 2020년 기준 전 세계 해역 내 운항하는 선박은 황 함유량 0.5% 기준의 배출 요구 기준을 충족해야 한다. 배출규제 해역 지정 시 해당 해역 선박 배기가스 배출량 계산 산정 기준 확립이 필요함에 따라 대기환경에 대한 종합적인 분석이 필수적으로 요구된다. 본 연구에서는 황산화물 배출량 산출 방법론으로써 그리드 셀 내 선박 점유시간을 계산한다. 점유시간이 길수록 선박 통항 및 배기가스 배출이 밀집되어 있음을 의미한다. 밀집도 분석에 더불어 선박의 특성이 반영된 시간당 배출량을 적용하여 배출 공간 인벤토리를 구축하였으며 분석 결과를 GIS (Geographical Information System) 환경에서 공간 지도로 시각화하였다. 기존 국내 황산화물 배출규제 해역의 효과 평가에 더불어 외항 범위까지 규제 확대 시나리오확립 후 비교 평가를 통하여 배출량 감소 효과를 정량적으로 확인하였다.

  • 최근 산업구조의 고도화에 따라 다양한 산업분야에서 화석연료 등의 에너지소모가 급증하면서 환경문제의 심각성이 대두되고 있다. 그중 질소산화물(NOx)은 산성비와 광화학 스모그의 원인이 되며 눈과 호흡기를 자극하고 식물을 고사시키는 등 주요 대기오염물질로 규제되고 있다. 이와 관련하여 국제해사기구(IMO)에서는 선박대기오염물질의 배출을 규제하는 규정을 만들었으며, 최근에는 배출규제를 강화하는 등 적극적인 규제활동을 벌이고 있다. 따라서 본 논문에서는 선박배기가스 질소산화물의 배출규제 현황과 배출 규제안에 대응하기 위해 본 연구원에서 연구개발 중인 배기가스 오염물질 저감장치의 선택적 촉매 환원(Selective Catalytic Reduction, SCR)시스템에 관하여 간략히 기술한다.

  • Due to the climate crisis, various environmental regulations including greenhouse gas reduction are in effect. This is not limited to any specific industry sector, but is affecting the entire industry worldwide. For this reason, the IMO and governments of each country are announcing strategies and policies related to the shipbuilding and shipping industries. The current regulations can be partially resolved through additional facilities such as scrubbers while using existing fossil fuels, but ultimately, the emission of greenhouse gases such as CO2 from the exhaust gases generated by ships must be restricted through energy conversion. To this end, it is necessary to develop fuels that can replace traditional fuels such as oil and natural gas. Among them, hydrogen is attracting attention as a clean energy that does not emit pollutants when used as a fuel. However, hydrogen has a wide explosive range and a fast dispersion speed, so research on this is necessary. Therefore, in this paper, when hydrogen leakage occurs in the fuel preparation room of a hydrogen-powered ship, the trend was analyzed and the ventilation characteristics were investigated.

  • Regard to the global warming, the shipping industries are progressed the dedicated endeavor to reduce greenhouse gas. As the study results of 2009 GHG study team, the $CO_2$ emission of shipping industries exceeded slightly 1.0 billion ton during one year(2007) and it is 3.3% of total $CO_2$ amount exhausted from all industries. This paper are introduced the energy efficiency design index / operation indicator monitoring system(EDiMS) which matched with EVAMOS software released by the dynamics laboratory of Mokpo maritime university. EDiMS can continuously be monitored amounts of $CO_2$, NOx, SOx, and PM emitted from ship and it can be applied as the useful tool of the inventory work of air pollution and the ship energy management plan for the mitigation or reduction of ship emission.

  • The International Maritime Organization recently proposed a policy to establish a preemptive response strategy for exhaust gas pollution on board ships according to the recent strengthening of the sulfur content regulations. Discussions on improving the fuel oil quality and reducing emissions are also ongoing. Fuel oil quality information, which is one of the main concerns internationally, is increasing as the sulfur content standard is being applied from the current 3.5% to 0.5% by 2020. From the perspective of shipping companies and recipients, the essential quality of fuel oil is also requested for domestic and international fuel oil information, basic properties, correlation information between characteristics for application of solid ships and ships. The current standard for the basic quality of fuel oil is generally used, but the nature and composition of the fuel oil are very complex, and the interpretation of the basic quality is complicated because there are many cases outside the scope of the basic standard. Various factors were analyzed for the basic quality of fuel oil in terms of the basic quality of fuel oil, optimization of operation in ships, and fuel efficiency in ships. Moreover, the possibility of applying the standard according to the dilution was suggested.

Technical Analysis of an MRV System in Relation to the Implementation of a Data Collection System by the International Maritime Organization (국제해사기구 데이터수집시스템 도입에 따른 MRV 지원시스템의 기술적 분석)

  • This study presents the results from a technical analysis of a portal system that is compatible with MRV regulations and utilized to examine energy efficiency in international shipping, in relation to the implementation of a mandatory data collection system by the International Maritime Organization. The details of the SEEMP guidelines, including the data collection system and methods for collecting data on fuel use, were reviewed. Strategies for domestic shipping companies toward MRV have been recommended by identifying differences with the EU MRV, and the technical adequacy of the MRV system was assessed. The MRV system enhances cost and work efficiency by managing emissions data from the early stage to the final stage. It is capable of collecting and reporting emissions data while adhering to the reporting procedures of shipping companies. By granting different access privileges to users, the system supports shipping companies in their data collection and reporting, and also supports verifiers in their data verification activities. Moreover, it makes possible the submission of reports in electronic from, thereby enabling shipping companies to adopt an integrated response to international MRV regulations.

  • Environmental regulations, which are discussed through the International Maritime Organization, focus on two aspects: the economic supply of fuel oil and, ultimately, securing next-generation energy sources. At present, there are limitations in relation to the basic quality of fuel oil and the direct relation through basic quality when applied to ships and traps in relation to environmental regulations, and the standard for the basic quality of fuel oil is generally used. There are many cases where the composition is very complicated, and the interpretation and analysis of basic quality deviate from the range of the basic standard. In other words, it is difficult to classify and apply the problem when analyzing it in connection with fuel quality and ship operations. In this paper are various factors for the basic quality of fuel oil, and a proposed possibility for the scope of the standard.
