The ship management industry in South Korea has been growing steadily, leading the government to implement policies to support its development in response to changing environmental conditions. These policies aim to improve the competitiveness of South Korea's ship management industry by recognizing the importance of skilled professionals in determining its success. Plans and policies have been put in place to cultivate these professionals, but ship management companies are currently facing a serious shortage of manpower. To enhance the industry's competitiveness, it is essential to attract and retain competent ship management professionals. Therefore, this study investigates the reasons for turnover among these professionals. The research results identified four factors contributing to turnover: Work Environment, Economic Compensation and Welfare Benefits, Self-Development, and Promotion and Career Advancement. Subsequent multiple regression analysis based on these factors revealed the need to strengthen economic rewards and benefits in order to reduce turnover rates among ship management professionals. This study provides foundational data for the development of stable human resource management policies for the future of the ship management industry.

선박은 항시 수리를 해야 하며 우리나라 역시 선박수리 산업은 발전을 거듭해오고 있다. 그러나 현재 선박 수리 산업의 일정관리는 60~70년대의 수기대장관리에서 벗어나지 못하고 있다. 이러한 불편함을 해결하고자 선박수리 산업에 ICT기반 일정관리가 필요하다. 본 논문에서는 앞서 언급한 문제를 해결하기 위해 선박수리 산업에 일정관리 기능을 부여하며, 부여된 일정관리를 위하여 선박수리 공무담당관의 빠른 의사결정을 지원하는 기법을 제안한다. 제안하는 기법은 다양한 입찰방법에 따른 관리업체 및 외주업체의 인력 그리고 장비의 현황을 근거로 최적의 의사결정을 지원한다.

Korea ship management industry originated from overseas seamen employment business since 1963 in the Republic of Korea. Recently, new trend of shipping business has developed in a separate way with ship's ownership and management, that is, cargo business which is in charge of shipowner and practical affairs for ship operation which is in charge of specialized ship management company. Ship Management Industry is being focused as a new development engine with the anticipation of continuous development over 10% a year leading a competitiveness and saving cost in the world market. Therefore, "Draft Ship Management Industry Development Act" was suggested by the shipping business group and academic scholars as a result of continuous research for a long time. This was also submitted to the national assembly for adoption as a national law. The purpose of this paper is to make a contribution to the development of Korea ship management industry through the consideration of each article of this draft Act implications and suggestion of legal and institutional improvements. The result of this study will ultimately contribute to the growth of the Korean ship management industry and enhance their business scope internationally. For the above mentioned purpose, I focus on nurturing and supporting Korea ship management industry, and accreditation of superior ship management industry, etc. within the scope of the submitted draft act.

최근 선박 산업의 동향은 신규 건조는 줄어들고 기존에 건조한 선박을 최대한 관리하여 수명을 늘려 나가는 것에 많은 노력을 기울이고 있는 추세이다. 이로 인해 선박 수리 산업의 비중이 확대되고 있다. 그러나 선박 수리 산업의 현재 체계화 되어 있지 않은 상황이며 선박 수리를 위해 필요한 수리 장비 관리, 하청업체 관리, 수리 스케줄 관리 등의 주요 기능들이 아직까지 수작업으로 처리되고 있다. 본 논문에서는 이러한 문제를 해결하기 위하여 바코드를 수리 장비에 부착하여 관리하고 하청업체의 정보와 관리 시스템의 주요 정보를 실시간으로 처리하기 위해 스마트폰을 활용한 통합 관리 시스템에 대하여 제안한다.

최근 알제리는 선박건조사업을 국가 기간산업으로 구축하기 위해 노력하고 있으며, 이들을 관리하기 위한 선박안전관리 시스템이 시급히 필요한 상황이다. 하지만 현 알제리의 선박안전 관리 시스템은 과거 프랑스 식민지 시절 마련된 제도를 사용하고 있고, 급격히 변화된 각종 국제 해사기구의 제도 및 협약 수용이 미비한 실정이다. 우리나라의 선박안전제도는 과거 일본의 것을 그대로 답습하였으나, 경제적 성장 및 조선산업의 성장, 세계선복량의 증가에 따른 기술 개발과 제도개선으로 과거의 제도로부터 탈피하여 우리 실정에 적합한 선박안전관리 시스템을 서서히 구축하고 있다. 이에 알제리 정부는 우리나라의 이러한 변화와 선박관련 기술 발전에 주목하여 우리나라의 선박안전관리 시스템을 벤치마킹하기 위한 사업을 추진하게 되었다. 금번 알제리 선박안전성 제고사업은 우리 공단과 한국국제협력단(KOICA)간의 용역계약에 따라 추진되는 사업으로 알제리 교통부의 요청과 KOICA의 알제리 현지 타당성 조사를 거쳐 이루어진 사업으로 크게 알제리 선박안전법령 등의 개선, 알제리 연수생 초청 교육 및 선박검사 시 필요한 검사 기자재 등의 제공사업으로 이루어져 있으며, 공단의 선박안전관리분야 Know-how를 알제리에 제공함으로써 알제리 선박안전 관리체제 마련에 일조하고, 향후 해사안전 분야에서의 알제리와 우리나라와의 협력관계를 발전시켜 나가는데 목표를 두고 추진되고 있다.

본 연구는 RFID기술을 활용한 선박안전관리에 대한 것이다. 최근 선박안전법 개정으로 2008년부터 2톤 미만의 선박검사와 수상레저기구의 검사 등 선박의 종류 및 형태가 다양해지고 있어 선박의 등록 및 관리에 많은 어려움이 예상된다. RFID기술은 다양한 산업기술 분야에서 빠르게 활용되고 있으며, 이를 선박안전관리법에 적용하고자 하였다. RFID기술을 선박에 적용할 경우 선박의 도난 및 미수검 선박 방지에도 큰 효과를 얻을 수 있을 것으로 사료된다.

선박수리 산업의 발전은 우리에게 많은 영향을 미치고 있다. 선박수리 산업의 발전과는 달리 관리는 기존의 수기형식이나 각각의 프로그램을 간단히 이용하는 업체들이 대부분이다. 이들은 관리 시스템 자체를 두지 않거나 일부 프로그램을 적용하는 사례는 존재하고 있다. 이러한 불편함을 해결하고자 선박수리용 통합관리 시스템(IMS(Integrate management System)이 필요하게 되었으며, 선박수리용 IMS는 각 시스템간의 정보를 주고 받아야한다. 본 논문에서는 선박수리용 IMS 정보 교환에 필요한 데이터베이스를 설계하고 각각의 클라이언트 및 서버가 빠르게 접근하며 사용 중 충돌이 일어나지 않도록 하는 것을 목표로 선박수리에 맞는 View를 설계하여 선박수리에 맞는 데이터모델을 설계한다.

산업안전관리에 관한 자격증은 현행 9개 법령에서 10종을 두고 있으며, 국가기술자격법에 따라서는 수십 종의 관련 자격을 두고 있으므로 이를 분석하여 「해사안전법」에 따른 선박안전관리사의 자격시험의 하나로 채택예정인 안전관리 과목의 범위를 제안하였다.

In those day, the Busan local government had instituted a rule to support and enhance competition as well as improve respect for the ship management industry. This study aims to extract the cause factors to enhance such competition using intuitionistic decision making trial and evaluation laboratory (DEMATEL) and interpretive structural modeling (ISM) methods. First, eight factors were extracted from the specifications in the Ship Management Industry Development Act. Second, the intuitionistic fuzzy number was converted to a crisp number using the standard fuzzy number. Third, the influence relationship was analyzed using DEMATEL, and the priority ranks for the factors are determined using ISM. From the results of the impact relationship analysis, the three main cause factors were determined as improvement of technical ship management capability, improvement of expertise of manpower for onshore management, and improvement of the quality of the Korean seafarer. The priorities under the ISM method, in descending order, were as follows: improvement of the quality of Korean seafarers, improvement of professionalism among the manpower for shore management, improvement of technical ship management capability, improvement of commercial ship management capability, establishment of a comprehensive information system, improvement of the working conditions and employment environment for seafarers, financial support such as overseas orders, and strengthening the availability of foreign seafarers. Therefore, it is necessary to prioritize policy promotion based on these factors, especially the top three, as these have the highest impact.

Shipbuilding is an order made assembly production basically. To build a single vessel, it costs hundreds of thousands small and big parts and million tons of structural steel. From contract to delivery, It takes 2 years of time in general. Shipbuilding parts are supplied order made based in and out of the country. For the cost and efficiency issue, on-time supply of ship parts is critical. Thus, this study suggests the optimum material management system plan of ship components for the best result.
