Analysis of sight deviation between the panelists and the camera of digital broadcasting (디지털 방송 카메라와 토론자 간의 시각 편차 해석)

  • In this paper, we analyze the visual deviation for the sight mismatch between the digital broadcast camera during shooting and panelists due to sideways frequently the digital stopwatch for panelists who participated in the election broadcast to check the time limit. Match the sight of the on-air broadcast camera discussion and participants in the debate, such as the small studio is relatively stable. However, if a large number of participants in the discussion and broadcasting of the forum is a serious sight deviation occurring by sideways large LCD monitor stopwatch that is installed in the center. Therefore, in this paper, the number of panelists, the length of the desk, to discuss the analysis of fair value changes in accordance with the height and distance the distance between the digital stopwatch, and digital broadcast camera.

Mobile Electronic Voting System for Improving of Election Process Student Representatives (학생임원 선출 방법의 개선을 위한 모바일 전자투표 시스템)

  • This paper is designed to search the new alternatives to supplement the inconvenience of the traditional written ballot method which is executed every early semester to select the class board at the school. It is prepared on the based the results of the design and implement of the wired/wireless inter-working mobile electronic voting system where the students can participate in the real-time class board selection and the decision-making utilizing the mobile phones, PDA and PC they commonly have. It is time when we should consider introducing the electronic voting system, to minimize the students' inconvenience and the subsequent missing class, having to wait in the long line in the designated place to select the class board at every election season. This system enables the students to participate wherever they are other than the common place as well. Further, this research will provide the opportunity to think over the new school election culture in line with the age of Ubiquitous, as well as the useful means in the field to promote the active participation of the parents and students in the students' self-administration, decision-making necessary at the schools.

A Study on the Political Campaign Strategy applying the effect of Media Engagement (미디어 인게이지먼트의 효과를 활용한 정치캠페인의 전략 연구)

  • This study is the first model to apply the concept of media engagement to a political campaign by which the voters' mind toward the supporting political candidates, are read. Thus it provides the theoretical and practical implications to the political campaign, and eventually contributes to the development of democracy. For these objectives, the total of 729 people who have the right to vote were telephone surveyed using the peoplemeter, CATI program in the 18th Presidential Election (12 areas including Seoul) of Dec. 19th 2012, and Re and By-election of April 24th 2013. Research question is to examine how the 5 attributes of the media engagement (interest, immersion, relevance, satisfaction and participation), play a role as the moderating variables in cross-correlation, socio-economic status and media properties. The result shows that of the five properties of media engagement, the relevant factor is the important parameter of mediating variable to the causal relationship. The media usage (TV, SNS, print media), socio-economic status (gender, age, income, marriage and area), involvement and the Presidential Election, and Re and By-election are also effective in the five attributes of media engagement. These results suggest that the a study model can measure the campaign effectiveness. This study will contribute significantly to the development of politics, election, media, advertising, and public relations area as well as to promote interdisciplinary research.

The Study on the Public Typology based on Twitter's Political Opinion Analysis: Focusing on 10.26 by-election of Mayor of Seoul (트위터에서 형성된 정치적 의견 분석을 통한 분화된 공중 연구: 10.26 서울시장 재보궐 선거를 중심으로)

  • This study is designed to explore the function of Twitter as a campaign platform during election campaign. For exploring the function of Twitter the form of tweet, the type of information on tweet and the way of opinion expression via Twitter were discussed by content analysis. This study finds, first, that, netizens express their opoinion of candidates without foundation and with emotional reactions. Second, they showed somewhat conflictive reactions according to their supporting candidates. This study conceptualized various kinds of public as 'blindly support public,' and 'blindly opposition public' in case of Park's supporters, 'rational support public,' and 'critical opposition public' in case of Na's supporters. Third, Park's supporters debated Na candidate's attitude of debate and her appearance blindly without foundation. Na's supporters argued Park's attitude of debate and his ignorance of Seoul Metropolitan government's policy blindly without foundation. Finally, this study discussed the relationship between the political discourse according to netizens' supporting via Twitter and the results of election. Park whose supporters attacked the opposing candidate by blaming her appearance and her attitude of debate won the election. Na didn't overcome her negative images. For her Twitter functioned as a media which is spreading negative factors about her. In conclusion, Twitter as a campaign platform during election times plays a key role in discussing candidates. However, netizens need to express their opinions with foundation and the candidates have to consider negative issue management. This study highlights the importance of peripheral factors which have a decisive effect on the results of election. The results of this study is useful for building political campaign strategy by candidates.

  • 이 논문은 우리나라 정치 문화의 변화를 규명하면서. 제16대 대선 이후 참여형으로 변화하고 있다는 가정에 따라 그 배경 및 내용을 고찰하면서 그 요인으로 '디지털 정향'의 확산을 들고있다. 또한 '참여적 정치문화'는 제16대 대선에 직접적 영향을 미치게 되었으며, 정당들은 이러한 변화 양태를 수용하기 위해 전자정당의 추진하게 되었다고 할 수 있다. 그런데 정당의 전자 정당추진 노력은 선거에서의 유권자의 지지 획득의 수단적 메커니즘으로서의 활용이라는 초기 단계를 넘어 실질적 운용의 단계에 이르고 있다는 점에 주목하고 있다. 나아가 논문에서는 이를 바탕으로 전자정당의 모델 구축을 위한 개념적 흐름을 구성함으로써 시론적 연구의 성격을 지닌다.

A Phenomenological Study on the Political Participation of SNS Users: Focusing on by-election for mayor of Seoul in 26. Oct. (SNS 이용자의 정치참여에 대한 현상학적 연구: 10.26 서울시장 보궐선거를 중심으로)

  • This study is aimed to draw the meaning and possibility of political participation of the SNS users through a phenomenological analysis of participation and awareness of authentication shot for vote of the users. Especially, the reason for focusing on 'SNS vote authentication shot' is because the creative imagination of the users and the meaning and possibility of collective intelligence are drew while citizens are participating in political activities for themselves. Theory resources are based on technical imagination of Vil$\acute{e}$m Flusser that is concerned with users and political practice in the New Media Era, creative imaginer and discussions of collective intelligence of Pierre L$\acute{e}$vy. Based on these theoretical discussions, it is aimed to select the SNS users experienced in authentication shot for the by-election for mayor of Seoul in 26. Oct. 2011 and to use phenomenological analysis model on materials collected after in-depth interview. The researchers take contextual circumstance into consideration for experiences of study participants sticking to SNS users' opinions and intersubjectivity and approach prejudice of their experiences to untouched structure of phenomenon and meaning. It is because a phenomenological study exploring "the own meaning of 'die Sachen'" is 'strict study' and method focusing on the political participation of SNS users itself.

A Critical Review on Social Media Campaign Studies: Trends and Issues (소셜미디어 선거캠페인 연구 동향과 쟁점)

  • This study examined the trends and issues of social media campaign studies from three aspects-campaign strategy, institutional environment regulating the social media, and political effect. Then, this study performed an empirical analysis on the case of the 20th general election in order to discuss the political effect, which has been analyzed the least. Specifically, this study empirically examined the trends of candidates' participation in the twitter campaign, the partial mobilization and voter response, and the platform effect on the election results. The study examined all of the candidates' twitter accounts and traffic and found the following results.-first, the number of participants in the twitter campaign increased significantly compared to the 19th general election, and the campaign was dominated by only two political parties that had more power to mobilize resources; second, it was clearly identified that twitter is a partisan media. where specifically, those in the mainstream of the Democratic Party mobilized much more supporters; and lastly, the twitter campaign has a positive impact on the increase in the rate of votes and chances of winning the election. Particularly, the number of followers and the duration of activities were found statistically meaningful, proving that promotion of networking and social capital is more important in election campaigns.

Ecuadorian Indigenous Movement: The Role of Pachakutik (에콰도르 원주민 운동과 파차쿠틱의 경험: '정치의 종족화'와 '상호문화적 딜레마'를 중심으로)

  • The indigenous movement in Ecuador, which has been one of the most successful social movements since the 1980s, has been declining since the 2000s. The rapid disintegration and weakening of the indigenous movement with the emergence of the Correa regime is closely related to the geopolitical realities of Ecuador. This study examines the Pachakutik, an independent political organization, as the reason behind the movement's weakened political power and crisis that was experienced under the Correa regime since the 2000s. Until the early 2000s, the indigenous movement exercised considerable political power through CONAIE. CONAIE formed the Pachakutik, in order to resolve their issues politically through elections. Despite the successes of the 1990s, the electoral strategy since the 2000s led to eventual fragmentation and decline of the indigenous movement. Therefore, the impact of Pachakutik on the growth and decline of the indigenous movement has important implications for the future. The need for expansion through intercultural discourses and strategies rather than electoral strategies cannot be overstated. In other words, new approaches are needed to sustain the indigenous movement.

An Exploratory Study on the Political Information Behaviors of Korean Opinion Leaders on Twitter: Through the Lens of Theory of Information Worlds (한국의 트위터 오피니언 리더들의 정치적 정보행동에 관한 연구 - 정보세계이론을 중심으로 -)

  • This study investigated South Korean citizens' political communication and deliberation through Twitter during the 2014 General Election, focusing on influential opinion leaders' political information behaviors. Individual semi-structured interviews were administered with 13 opinion leaders using the multiple interview modes of email interviews, Skype interview and face to face interviews. Through the analytical lens of the theory of Information Worlds, the chosen social types and social norms of opinion leaders impacted their political information behaviors, including how they assessed, shared, exchanged, or avoided information, and, in turn, created boundaries between and around their information worlds that allowed for both conflict and synergy.

How Trust and Distrust in Government Influence Electoral Participation: The Moderating Role of Ideology and Partisan Preferences (정부신뢰와 정부불신, 그리고 투표 참여: 유권자의 이념성향과 정당호감도에 따른 차별적 유인)

  • This study aims to verify how trust in government leads voters' electoral participation with paying attention to their political orientations. In particular, this study takes voters' partisan consideration into account to examine different direction of the effect of trust in government on electoral participation depending on their ideology and partisan preferences. Key findings show that governmental trust has a positive influence on electoral participation for voters who have conformable ideological orientations to the incumbent government and positive preferences toward the ruling party. In contrast, distrust in government is more likely to increase the possibility of electoral participation for those who have different ideology from the incumbent, negative attitude toward the ruling party, and partisan preferences of the opposition party. Previous studies on the relationship between governmental trust and electoral participation have been mixed as yet. For the sake of explaining this inconclusiveness, this study focuses on partisan foundation of voters' political decision making. It contributes to our understanding of the political properties of governmental trust and its implications for representative democracy.
