정당, 선거와 복지국가: 이론과 선진민주주의 국가의 경험

  • 이 논문은 선진민주주의 국가의 선거경쟁에서 제시되는 정당 매니페스토 자료와 사회정책 자료를 사용하여 국가별 정당 간 입장의 차이, 정부당파성과 복지국가의 관계, 그리고 복지국가 이슈에 관한 정당양극화의 문제에 대해 경험적 분석을 제시한다. 이 논문의 분석이 제시하는 바는 다음과 같다. 첫째, 선진민주주의 국가의 주요 좌우파 정당 간 사회정책 입장의 차이는 국가별로 편차를 보인다. 복지국가 이슈와 관련한 정당양극화의 정도는 기존 복지국가 체계의 특성, 선거제도, 또는 선거경쟁에서 나타나는 복지국가 이슈의 유형에 따라 다른 것으로 보인다. 둘째, 집권정당의 당파성이 복지국가에 미치는 영향을 확인할 수 있다. 셋째, 정당이 복지국가에 미치는 영향이 제한적이거나 혹은 제도적 맥락에 조건지어진다는 점을 고려할 필요가 있다. 어쩌면 정당 및 정부당파성이 복지국가에 미치는 영향은 협의제 민주주의(consensus democracies) 유형의 국가들보다는 다수제 민주주의(majoritarian democracies) 유형의 국가들에서 더 뚜렷하게 나타나는 것인지도 모른다. 넷째, 정당의 정책입장의 변화는 경쟁하는 주요정당의 정책변화에 영향을 받기도 한다. 또한 이슈유형에 따라 위치이슈와 합의이슈로 구분할 수 있는데, 각 국가별 선거경쟁과 복지국가 논의는 다양한 형태를 가지면서 진행된다.

한국 선거운동의 민주적 품질: 자유와 공정의 관점에서

  • 선거운동에 있어서 자유와 공정은 선거과정의 민주적 품질을 가늠하는 핵심적 가치이다. 선거과정에서 자유와 공정이 충분히 보장될 때, 유권자와 후보자 간의 역동적이며 설득적인 커뮤니케이션이 가능하다. 이 점에서 한국 선거운동의 민주적 품질은 아직 낮은 상태에 머무르고 있다. 한국의 선거법은 대단히 규제 중심적이며, 이는 과거 부정선거 및 타락선거의 경험에서 비롯된다. 하지만 선거환경은 빠르게 변화하여 왔다. 유권자의 선거문화 및 의식수준이 크게 개선되었으며, 인터넷의 확산은 더욱 능동적이고 참여적인 유권자를 탄생시키고 있다. 선거환경의 변화는 규제 중심적 선거규칙의 변경을 요구하고 있다. 하지만 선거운동의 민주적 품질은 법제도적 개선만으로 향상되는 것은 아니다. 선거경쟁의 장에서 공명정대한 관리자로서 선관위의 위상정립과 더불어, 유권자들의 건전한 선거문화의 형성을 위한 끊임없는 노력이 함께 병행될 때 비로소 선거운동을 둘러싼 민주적 품질의 실질적 향상이 성취될 수 있을 것이다.

한국정당의 복지정책과 선거

  • 이 글은 2010년 이후 복지가 정치의 중요한 쟁점이 된 사회경제의 구조와 정치과정에 관한 연구이다. 2010년 이후 갑자기 활발해진 복지정치를 선거와 정당을 중심으로 살펴보고자 하며, 그 내용은 다음과 같다. 첫째, 복지에 대한 국민의 관심이 다른 경제정책이나 안보문제를 능가할 정도로 커진 원인을 1998년 외환위기 이후 사회경제의 거시구조적 변화를 통해 살펴보았다. 둘째, 2010년 중반이후 정당들의 복지확대 경쟁을 선거승리를 위한 정치적 동학의 측면에서 정리하였다. 셋째, 만약 선거와 정당을 중심으로 하는 복지정치가 복지정책과 정당체계의 수렴을 수반한다면 한국의 복지모형에 어떤 변화가 있을 수 있는지를 짚어 보았다.

An Analysis of 2018 Local Elections: Structure and Issues (2018년 지방선거 결과 분석: 구조와 쟁점)

  • This paper analyzes the structures and issues of 2018 Korean local elections based on the author's observations on the electoral processes. Even if this paper does not follow a traditional statistical method, it provides the interpretative meanings of 2018 local elections by utilizing an expert's observations of campaign processes. This result of 2018 election can be summarized into two analytical frames. In terms of electoral competition structure, three key factors, such as presidential approval rating, party competition structure, ideological spectrum, tend to affect the winning of governing party. In the light of election issue, the inter-Korean summit, the Washington-Pyeongyang summit, Incheon deprecating remark were positive to the vote gains of governing party, but the negative campaign, the drucking scandal and the swing voters were found not to be significant. The local election in Korea tends to show dual meanings, a proxy war of national-level politics and a composition process of local government. This paper found that the 2018 election has dual meanings at the same time, in a sense that it is the punishment of the ex-governing party's wrongdoing and the power change of local government.

Electoral Competition in the Constituency and Strategic Split-ticket Voting Behavior of Supporters of Minor Parties Focusing on the 21st Korean General Election (지역구 선거 경쟁도와 군소정당 지지자의 전략적 분할투표: 제21대 국회의원 선거를 중심으로)

  • The purpose of this study is to verify the effect of electoral competition on voters deciding on strategic split-ticket voting under the mixed-member electoral system. As result, the more competitive the constituencies are, the more voters choose to vote for the major parties. The results of logistic regression analysis including interaction terms showed that the more competitive the constituencies are, the more voters choose for candidates from the major parties. Also, the finding shows that major party supporters are less affected by electoral competition than minor party supporters in choosing a candidate in the single-seat districts. In the case of minor party supporters, the more competitive the constituencies were, the more likely they were to choose the major party candidate instead of the minor party candidate. Based on these results, it can be inferred that voters are affected by the presence or behavior of other voters in local constituencies under the first-past-the-post rule. Because of the psychology of not wanting their votes to be useless, voters cast their ballots more strategically as the competition in constituencies intensifies, and as the competition in constituencies slackens, such tendencies weaken, and this trait is particularly evident among minor party supporters.

Cambodia's 2018 General Elections: The Dissolution of Cambodian National Rescue Party and Regressive Electoral Authoritarianism (캄보디아의 2018년 총선: 캄보디아구국당 해산과 퇴행적 선거권위주의)

  • The Cambodian People's Party swept all 125 assembly seats with 76.78% of the vote in 2018 general elections. The Cambodian National Rescue Party, having been dissolved by court, was excluded from the election and attempted to nullify the legitimacy of the election by demanding its supporters to boycott the election. The Cambodian People's Party launched a campaign encouraging to vote in a desperate need to thwart the boycott movement. The election then became an unprecedented kind of competition the winner of which is decided not by the percentage of the vote but by turnout. The Cambodian People's Party was the winner with the high turnout of 82.89%, securing the means to defend the legitimacy of the election. The potential supporters of the Cambodian National Rescue Party spread out with about a million voters switching to support the Cambodian People's Party. Over a half million invalid votes that unequivocally voiced opposition to the Cambodian People's Party were not sufficient to deny the legitimacy of the election. Having experienced the fierce competition in the 2013 general elections that threatened to end its rule, the Cambodian People's Party decided to secure its power in the upcoming election and executed a tactic designed to remove the rival party through legal means. Competition being removed, the Cambodian political system decayed back to hegemonic electoral authoritarianism from competitive electoral authoritarianism to which it had mad gradual progress through the general elections in the past.

A Study on the Early Computer Utilization in Korean Broadcasting: Focusing on the History of Election Broadcasting(1985-1992) (한국 방송에서 초기 컴퓨터 활용에 관한 연구: 선거 개표방송 변천사를 중심으로(1985년-1992년))

  • Today, each broadcasting station makes the best use of CG (computer Graphics), which is the latest technology in election broadcasting, and competes to attract the eyes of viewers. This paper investigated the history of CG technology and design transitions in election ballot counting broadcasts from the perspective of CG designers. From the 1980s, when computer-based election ballot counting began, to the full-scale use of virtual studios, the image and technology produced by CG while watching the ballot-counting broadcast video of general elections, presidential elections, and local elections. We analyzed the utilization from various angles. In Korea, we started with the EDDS (Election Data Display System) developed in-house, created a database using a computer, and introduced manual animation CG every day from that time. After that, broadcasting stations focused on diverse and gorgeous CG image competition, and CG images were expanded from 2D to 3D while technology and design developed together. From 1985 to 1992, Korean broadcasting can be seen as a transitional period in which the image changes due to the emphasis on information power while utilizing digital technology.

Dynamics in Election News Making: An Exploratory Study (선거보도의 역동성에 대한 탐색적 연구)

  • This study examines dynamics in election news making. It is important to understand when and how news media produce election news in order to grasp news making and voting behavior. The news media sometimes make election news by focusing on issues and policies. Often they frame elections as a game and focus on election strategies while covering elections. This article argues that as time goes by during the election period, the number of policy news tends to decrease while the frequency of strategic news is likely to increase. Also, TV's and newspapers show distinctive patterns of election news making. In order to examine the arguments, this study categorizes election news stories into policy and strategic news stories produced during the 2020 Korean congressional elections and constructs daily time-series data of them. The results of structural break and regression analyses partially support the arguments.

Re-examining the Effects of Partisan Politics on Welfare Expenditures in Korean Local Governments (지방정부 복지지출에 미치는 정치요인의 영향 재고찰)

  • Responsible government can be achieved when social cleavages are institutionalized via political competition and social interests are represented by responsible parties. This paper aims to investigate the factors that determine welfare expenditures in Korean local governments by analyzing partisanship and political competition factors simultaneously in the same model. This paper also argues that the relationship between the political factors and welfare expenditures in local governments is not linearly increasing as the previous studies claim. This paper examines the welfare expenditures in Korean municipality-level local governments in 2007, 2011, and 2015. The primary findings are: 1) the partisanship of the head of local government and the party distribution of local assembly members have meaningful effect on the welfare expenditures and the divided governments do not show significantly different effect on welfare expenditures from unified governments, which is contrary to the extant studies, 2) the partisan effects of the head and the local assembly vary according to the levels of municipalities (Gu, Gun, and city), mainly due to the difference in types of revenues and expenditures and 3) the relationship between seats shares of progressive parties in local assembly and the welfare expenditure is not linearly increasing one. The effect of seats shares of progressive parties dramatically begins to increase when the seats shares are in 40%-60%. With these findings, this paper highlights the conservative nature of head of local governments with Hannara party (or Saenuri Party), the conservative leaning of independent candidates, and the conservative orientation of local assemblies in the regions dominated by Democratic Party (and its equivalents).

Content analysis of Broadcast Graphic for TV Election Returns Broadcasting (TV선거개표방송의 방송그래픽 내용분석)

  • TV broadcast of election returns is an index to measure a public responsibility, scientific analysis and production power in each broadcasting station. This is the reason why each broadcasting station is spending a great amount of money, mobilizing many people and using facilities. TV election returns broadcast has been advanced for decades, particularly in its production, system and presentation. And, among those, broadcast graphic and inset graphic, which are representing election-related information, have became the important components in TV broadcast of election returns because of the advancement of production technology, a variety of presentation forms, and the visual effects. In this research, I analyze the part of image composition in inset graphic of TV election returns broadcast. As a result, in making insert graphic, each broadcasting station is analyzed to be producing the accurate and clear delivery of information on the stability and reliability of a visualized form, first and foremost. It requires that we research the methodology for the accurate and reliable delivery of information, as well as various image productions with a result of the progress in production technology.
